of The Gleaner First contacts have been made between representatives of Chateauguay County municipalities and Huntingdon County Prefect Reginald Burrows on the possibility of the former joining in a single rural Municipal Regional County for the Upper Valley, and while not a great deal of concrete progress has been made, no doors are closed, Burrows told The Gleaner this week.Howick Village Mayor Norman Fletcher, who is also this year's\u2019 Prefect of the Chateauguay County group, has spent the last few weeks consulting informally with his nine county co-mayors with the idea of setting up a meeting with the Huntingdon County group, which includes 10 rural municipalities and the Town of Huntingdon.Motivation for this move comes from increasing fear that the Chateauguay County membership in the new Regional Municipal County, the Hemmingford Township Council will hold a special meeting before February 15 to pass its own resolution on the question.\u201cWe had a well'attended meeting on Wednesday Feb.4, when about 6 people turned up at the Town Hall to ask questions and give their opinion on othe MRC,\u201d Township Secretary Roger Bouchard told The Gleaner.\u201cMunicipal lawyer Jean Massé was on hand-to field questions from the audience and from five county mayors who were present.\u201d : Bouchard said that the general feeling at the meeting was conservative, with most people hoping to keep things as close as possible to the present county set-up.This reaction, he said, would be considered by the Council on passing its resolution for the Consultative has offered both hope and discouragement to those who would like to see as many- as possible of the small, rural, bilingual municipalities in our area group together and protect their common interests in a single Municipal Regional Council.Hope came with news that the Chateauguay County municipalities (including those in the Ormstown, Howick, Ste- Martine, and St.Chrysostome areas) are swinging to the view that it would be preferable to ally themselves with the Huntingdon County group rather than facing absorption by possibly urban- oriented MRCs centering around Chateauguay, Beauharnois, or Valleyfield.One such municipality, St- Malachie d\u2019Ormstown, actually passed a resolution at its February Council meeting requesting a get- together with Huntingdon County mayors to discuss the matter.This is a solid and sensible approach, and seemingly is what is required of all Chateauguay County municipalities if such a meeting is to take place in the near future.Encouraging too is the news that most Huntingdon County municipalities will meet their self- imposed deadline of February 15 for resolutions indicating their first preferences as to MRC make-up and representation.Some discouragement results from the fact that preliminary, tentative encounters between representatives of the two county groups have not yet produced concrete results in terms of a meeting of the 21 or more mayors who could be involved._ Both county groups are engaged in worthwhile activities at this point.The Huntingdon group has pretty well reached agreement within itself and is anxious to keep moving ahead in a constructive way on its own plans.The Chateauguay group deserves credit for having the flexibility to envisage changing its original position, and approaching the neighboring municipalities.If the Chateauguay County mayors can now demonstrate perseverance in continuing to seek discussion with their Huntingdon counterparts, and if the Hun- tingdon County representatives can keep a flexible point of view by admitting that, constructive as their work so far has been, there may yet be a possibility of a better, stronger MRC in which all voices can be heard, then we'll Lors d\u2019une conférence de presse, la présidente du Syndicat des employés du Centre de Services Sociaux Richelieu, Madeleine Roy, a demandé le réengagement immédiat du travailleur social congédié la semaine dernière, Juergen Dank- worth.En effet, vendredi dernier, les dirigeants du Syndicat s\u2019étaient réunis afin de faire le point sur le congédiement survenu le 4 février.Un débrayage pour protester contre cette situation a été déclenchée jeudi dernier, et les travailleurs des quatre bureaux du Centre de Services Sociaux de Valleyfield, de ceux de Chateauguay et de l'Ile Perrôt.Juergen Dankworth, qui avait déjà été suspendu auparavant.aurait été congédié suite à un cas bien précis d'intervention sociale.Le syndicat toutefois a précisé que l'employeur avait depuis fort longtemps tenter par toutes sortes de moyens d\u2019acculer ce travailleur social au mur.Juergen Dankworth, en mars 1977, aurait complété sa période de pfobation de six .mois.aveg.le .commentaire des employeurs commen ayant de \u201cbonnes dispositions et une bonne collaboration\u2019.Son engagement avait été fait le 9 septembre 1976; alors il était engagé à titre d\u2019agent de relations humaines au poste de practicien au service consultation de la jeunesse à Huntingdon.En avril 1978, ce travailleur social aurait fait une plainte après avoir remarqué que sa charge de travail avait été augmentée, disant qu\u2019il ne pouvait pas s'occuper de plus de cas.Et en mars 1979, le Centre de Services Sociaux Richelieu fermait le bureau de Huntingdon, et ce travailleur social impliqué dans ce secteur s\u2019est objecté ouvertement a cette mesure administrative.Le tout est suivi par sa participation en mai suivant au Comité mixte sur la qualité des services sociaux dans le secteur de Huntingdon.Des pressions furent intentées sur le conseil d'administration du CSSR afin d'ouvrir à nouveau le poste de service à Huntingdon, mais le tout fut en vain.En novembre 1980, Juergen Dankworth participe à l\u2019élaboration du dossier noir sur la qualité des services sociaux dans le secteur de Huntingdon.Le tout est suivi par un colloque en mars 1980 démontrant très bien le manque de services sociaux dans Huntingdon selon le syndicat.Le 26 janvier dernier, les autorités syndicales auraient demandé à la direction du CSSR un moratoire, arrêtant ainsi l\u2019harcèlement fait sur Juergen Dankworth afin -que les parties se rencontrent pour résorber la situation.Mais, peu de temps après le congédiement était an- Deux méfaits à Ormstown Ormstown - La proclamation divisant la province de Bas-Canada en comtés et en\u2019 districts électoraux du 7 mai.1792 peut être considérée à bon droit comme la première carte électorale du Québec.Dessinée par le lieutenant-gouverneur Alured Clarke, cette carte comportait 21 comtés, 2 cités et 2 bourgs, dont les électeurs étaient appelés à élire un total de 50 députés.Sir Thomas Chapais souligne dans son Cours d'histoire du Canada que la fantaisie ultra-britannique du rédacteur de la proclamation avait affublé nos comtés canadiens- français de noms empruntés à la géographie britannique, tels que Buckinghamshire, Devon, Hertford, Bedford, Surrey, Kent, York , Leicester, Hampshire, etc.De ces toponymes anglais un seul a survécu aux nombreuses réformes de la carte électorale; il s\u2019agit de Huntingdon, circonscription électorale située dans la zone sud- ouest de Montréal, qui fait ici l'objet de notre propos Huntingdon doit son toponyme au village du même nom situé à 91 kilomètres de Londres.Ce village anglais fut la patrie de Oliver Cromwell (1599- 1658, Lord protecteur, responsable de l\u2019exécution du roi Charles I décapité à Whitehall en 1649.L'origine de ce patelin remonte de mémoire d'homme au début du présent millénaire puisqu\u2019on retrouve ce toponyme sous la forme de Huntedun dans le Domesday Book, une description du territoire anglais rédigée en 1086 à la demande du roi Guillaume le conquérant.Pour revenir maintenant à la circonscription québécoise de Huntingdon, en 1972, aux premières élections générales organisées sur le territoire du Bas-Canada, celle-ci avait droit d'élire deux députés.Le choix de ses electeurs se porta alors sur Georges-Hippolyte LeComte Dupré (1738-1797) et Guillaume de Lorimier (1744-1825).Dupré fut marchand, officier de milice et grand voyer substitut , et l'un des six canadiens à signer la capitulation de Montréal le 12 novembre 1775.Quant à de Lorimier, il prit part à la guerre de 1775 contre les Américains, puis fut attaché pendant près d\u2019un demi-siècle au département des Amérindiens.La première réforme de la carte électorale eut lieu en 1829 et élimina Hun- tingdon qui fut démembré et ses parties: rattachées aux circonscriptions de Laprairie, Beauharnois et l\u2019Acadie.L'appellation de Hun- tingdon réapparaît au moment de l'Union en 1840 et survit jusqu\u2019à nos jours malgré une tentative en 1972, de la part de la Commission permanente de réforme des districts électoraux, de la raver de la carte et de la remplacer par le toponyme de Salaberry.En 1867, l'Acte de l'Amérique du Nord Britannique a fait de Huntingdon une circonscription privilégiée.Comme onze autres circonscriptions énumérées à l'annexe 2 de notre constitution , le législateur québécois ne pouvait en modifier les délimitations à moins qu\u2019un projet de loi en ce sens n\u2019ait été adopté à ses deuxième et troisième lectures avec le concours de la majorité des députés représentant ces circonscriptions.Le territoire d'Huntingdon n'a pas été modifié d'un iota entre 1867 et 1972.Cependant, depuis 1970, rien n'empêche le législateur québécois de dessiner la carte électorale sans égard aux frontières des circonscriptions privilégiées.En 1972, Huntingdon supit une transiormation majeure; cette circonscription s'agrandit en accueillant alors Howick , Ormstown, Saint-Malachie d\u2019Ormstown, Saint-Paul- de-Châteauguay, Saint- Urbain-Premier, Très- Saint-Sacrement et une partie de Franklin qui faisaient partie de la circonscription de Châteauguay.Huntingdon reçoit également de la circonscription de Napierville-Laprairie, Saint-Isidore, Saint- Michel, Saint-Patrice-de- Sherrington, Saint-Rémi et une partie de la paroisse de Saint-Edouard.Par ailleurs, l'année dernière , la Commission de la représentation a apporté une modification: mineure aux limites de Huntingdon en y incluant une partie de la paroisse de Saint-Edouard oubliée en 1972 dans Châteauguay.En plus des municipalités que nous venons d'énumérer, Huntingdon comprend aujourd\u2019hui: Dundee, Elgin, Franklin, God- manchester, Havelock, Hemmingford, Hin- chinbrooke, le village de Huntingdon, Saint- Anicet, Sainte-Barbe, Saint-Chrysostome, Sainte- Clothilde, Saint-Jean Chrysostome et -
