[" February \"WAS c-o-l-d If you noticed the wood pile going down and the fuel bill going up during February in the Chateauguay Valley you were right.It was a cold month - 10.2 Fahrenheit degrees chillier on the average than February of 1977.But the average for this winter's four months to date - November, December, January and February - is 2.5 degrees (F) warmer than these same months of last winter: 17.4 degrees against 14.8.February\u2019s average daily temperature was 9.7 degrees agairst 19.9 degrees a year ago.Last November was five degrees warmer than Noveinber, 1976; December was six degrees warmer than a year previous and January was two degrees warmer than January.1977.These figures came this week from Peter Finlayson of Ormstown who farms on Route 138 where he keeps daily track of wather, moisture, heat units and so on for the government.Because his instruments haven't yet been converted to Celsius his records are all on the Fahrenheit scale.Snow stayed \u201cThe feature of February with its bright sun and blue skies was the steadiness of the cold,\u201d said Finlayson in chatting with The Gleaner.\u201cYou could call it beautiful Valley winter weather but there was no disappearance of snow.\u201d Also.what winds there were, blew on the cold side and it could scarcely be otherwise since they were moving over a good depth of snow.With a little more winter to go, said Finlayson.the people of the Valley can anticipate that the normal 100-inches of snow will be reached.As of February's end precipitation for four months was 5.45 inches of rain (remember how it poured after mid-January) and 8 8.9 inches of snow.Had that rain been snow it would probably have amounted to 55 inches.\u201cAs it happened,\u201d said Finlayson, \u2018\u2018the winter rain didn\u2019t cause any great disappearance of snow.Another feature was that the Valley did not have the customary January or February thaws.\u201d 115th YEAR Huntin HUNTINGDON, Que.LEANER for last winter were 2.02 inches of rain and 64.4 inches of snow.Finlayson said it is difficult at this time to indicate flood conditions - or otherwise - which might be expected with spring.It depends entirely on the weather ahead.Currently there are 22 inches of snow in flat, open fields.In the bush there may still be as much as four feet or more.Shoudl there be a continued spell of really warm weather ahead, with fast melting, it could bring undue high water.In opposite fashion, a gradual melting of snow would avoid undue flooding.He recalled that back in the spring of 1971 when winter produced a record amount of snow with 36 inches still in the fields at March 10 and 12 inches remaining as late as April 15 there was no serious flooding.\u201cThat - or just the opposite - could happen again,\u201d he said.New store permit hangs on change in town by-law The Village of Ormstown will seek legal advice on a possible modification of its construction bylaw, which would permit the construction of a convenience store on the Lampton St.site now occupied by the 100 year-old Robert Walsh house.Quebec's municipal role growing The Franklin Municipal Council at its March Meeting Monday night discussed the possible replacement of the municipality's 10-year-old snowplow.Any decision, Mayor Jean-Guy Latreille said, would have to await the end of winter when there will be hard figures on what this season's snow removal has cost.The cost of a new snowplow, equipped in the same fashion as that now in use, wculd be in the neighborhood of $60,000.\u201cThat's a lot of money and the matter will have to be studied carefully,\u201d he said.However the mayor, and other councillors, noted that currently, despite this winter's heavy snowfall, Franklin Municipality is running under budget for snow removal and road clearing.In this department the budget figure for this season is $45,000.Council also devoted some time to discussion of the increasing role of the provincial government in municipal affairs.This, said Latreille, has reached a point where Municipal Secretary Guy Frappier will be attending a seminar at which various municipal secretaries will be briefed on new government regulations.As an instance, Latreille pointed to new provincial regulations which now require that municipal councils pass a by-law, which must be approved by Quebec, for any expenditure of $1,000 or more.Additionally, any expenditure of $10,000 must, under new Quebec regulations, be advertised for public tenders and the accepted tender must receive Quebec approval.sb = Plans presented at the Monday night Council meeting by three representatives of the Perrette Stores chain fail to conform to one clause of the building by-law, requiring that a 20-foot space, unoccupied except by \u2018accessory buildings\u201d be left at the rear of a new commercial building.To conform with the law, Perrette\u2019s would have to demolish a two-family dwelling behind the Walsh house, itself to be torn down if the plans go through.The second demolition, said the Perrette\u2019s spokesman, would be too expensive to do, at least right away.Cost of construction of the store was estimated at $150,000 plus another $50,000 to purchase the two lots involved and demolish the brick residence at the front of the site.The Council then offered to get a legal opinion on allowing a \u201ctolerance\u2019\u2019 of a certain number of years before requiring the demolition of the second house.Another possibility is that the second house could be classed as an \u201caccessory building\u2019 although it does not strictly fulfill the definition in the by-law.A petition containing about 350 signatures opposing the demolition of the Walsh house, which is now \u2018\u2018the hardest year of school except for Grade 11\u201d but for this year\u2019s 49 students, the \u201cSix-plus year\u201d of French Immersion at Ormstown Elementary school is an experience they wouldn't want to miss.This despite the fact that they function from 9 a.m.to 3:30 p.m.in a language not their own, and struggle home nightly with an average of an hour\u2019s homework.\u201cWe're very proud of our kids, and the set-up has really jelled this year,\u201d says teacher George Aboud, who along with French Immersion veteran Yvon Faille and first-year teacher Diane Leclair, works in a sort of team- teaching environment unique to the upper end of the Chateauguay Valley.Just as this year\u2019s group chose to spend a year in French before going on to high school from the seven elementary schools of the Regional School Board\u2019s Zone A, another crop of students is now working on the big decision as to whether Six-plus will be their selection for next year.Two 8 p.m.meetings, at Howick opn Thursday March 9, and at Huntingdon Academy on Monday March 13, will explain the program to prospective parents.Later, the youngsters themselves will have a full day\u2019s visit to the three French Immersion classrooms, to observe what goes on, and to meet the teachers and ask questions.It is a choice not to be made lightly, but the benefits reaped by students, past and present, certainly seem to outweigh the drawbacks.The French Immersion idea was first implemented in this area in 1972-73, when two-dozen handpicked students gathered at Orm- stown and met the ebullient Yvon Faille and his piggy-bank, which gobbled up fines for utterance of even a single English word in class.As has been the case ever since, the first weeks of term saw a few outbreaks of tears and doubts, before the youngsters began to settle into the Francophone milieu.After four years of the single class, which some critics termed \u201celitist\u201d, the program was last year enlarged to admit any child who wanted to attend.Nearly 70 applicants turned up, and the year was not without problems, as two new teachers, Aboud and Reine Brouillette, had their first taste of immersion work, and a few students ran up against a situation that was just too much for them.This year, however, the numbers have dropped, due to a slightly more cautious admittance policy, and the program has been revamped to allow for a maximum consideration of individual differences among the students.The largest, most homogeneous group works with Yvon Faille, while the other two teachers Monday night decided to disband Huntingdon's seven-man police force as of May 1 when town security will become the responsibility of the Quebec Provincial Police, Mayor Claude Pilon said the decision stemmed solely from the need to balance the Town's budget and would result in a saving of some $150,000 a year.\u201cWe had no alternative,\u201d said the mayor.Prior to the police department decision, he said, the preliminary Town Budget for the current year showed a deficit in the neighborhood of $200,000.\u201cSo\u201d, he added, \u2018\u2018since we cannot present to the Municipal Affairs Department of Quebec an unbalanced budget, we still have to do some more paring.\u201d He indicated his hopes the budget could be approved next week.\u201cThis is not the end,\u201d said Sgt.Philippe Cardinal on Tuesday.He has been contract spokesman for the policemen in their negotiations with the Town.\u201cWe intend to pursue the matter with the Federation of Municipal Police and see whether dissolution of the Huntingdon Police Force is legal under provincial law,\u201d Cardinal told The Gleaner.Saddened chief The decision to disband the force under Chief Joffre L'Heureux did not come entirely as a surprise.Word had circulated in Huntingdon in the last few days that some such decision might be expected.Nevertheless it was a solemn group of councillors who heard the mayor\u2019s announcement at the Monday night meeting after he had earlier given the news to a similarly solemn group of police.; \u201cNo more police after April 30\u201d, said Chief L'Heureux sadly as he left the meeting.In turn, Mayor Pilon said: \u201cIn recent years it has been possible to raise taxes but this time that is not the case.\u201d The decision to disband the force follows unsuccessful contract talks in which the Policemen\u2019s Brotherhood sought increases of some 20 per cent a year over a two-year contract.The Town's best offer was in the neighborhood of five per cent.Said the mayor: \u201cThis evening the Council has taken a very difficult decision which had been brewing for some time.We cannot present a deficit budget to the Quebec government; we had the choice of doubling taxes or eliminating the police force.\u201d Resolution passed Council adopted a resolution informing the Department ot Municipal Affairs and the Justice Department of the decision.Town representatives now will meet with the QPP authorities to define the type of service needed and to what extent, from its detachment headquarters just outside Hun- tingdon on Rte.138 the have been astonished at the amount of support this petition has received prior to its presentation to the Mayor and Council of the town.It is obvious that permitting dogs to run loose causes needless annoyance to property owners and to all citizens.Garbage is overthrown and bags are ripped open by prowling dogs with the result that unsavory material is spread around creating an unhealthy and unsightly situation.Furthermore, many of these dogs constitute a potential danger to small children and a psychological hazard we can do without.It is our hope that through the offices of the Mayor and Council the bylaw obliging dog owners to keep their dogs tied when left outside will be more strictly enforced, perhaps even with stiffer fines, to the benefit of everyone.Some town residents have told me that they are afraid to go out in the evenings because stray dogs are such a bother and sometimes even seem to present a danger.This is particularly so also in the case of small children, even with her.The parents started to complain about flowers and such things, so we gave her away.Our little girl wanted another dog, so we got a puppy.He was kept tied up most of the time, but the kids walking by would call him and whistle until I had to tell them to leave the dog alone, I let him loose for runs when he got bigger, and that\u2019s when the trouble started.I received a rude phone call from a man who lives in the area behind our house.I've found out who it was though he doesn't know it, but at the time he refused to give his name.All he would do was yell, insult, and swear at me on.the phone.He threatened to shoot our dog, so once again we had to give our pet away.Now, I don\u2019t mind a dog or two around because I know they like to wander, BUT this morning there's been a pack of eight dogs here three times so far, wandering in and out of our garage and around the house.They range from full size German Shepherds to Beagles.I don\u2019t see why I should have to give our pets away or keep them tied up while the others run loose.If any one of the owners of these dogs could give a good reason why it should be this way.I wish they'd write to you so I, as well as other years ago tarmea at Kensington, died Feb.14 in Huntingdon after a lengthy illness.Steele was born in County Donegal, Ireland on June 20, 1899 to Thomas Steele and Martha Wilson.He came to Canada and the Huntingdon area in 1925 and worked with his uncle Jack Steele for a period of time.À few years later he purchased the Norman Paul farm.He married Margaret Irwin in September 1935, and to this union three sons and a daughter were born.William farmed with his eldest son Billy and later moved to Kensington on the George Black farm.There he farmed until failing health made him retire, but he always kept a keen interest in the farm.William was a member of the Elgin Presbyterian Church and the Athelstan Cemetery Board.His wife Margaret and one son Billy predeceased him.He is survived by two sons and one daughter, James of Kensington, Thomas of Montreal and Anne (Mrs.Richard Hoxie) of Massena, and five grandchildren.Also a brother Jim of Elgin and four sisters, Sarah (Mrs.Sam Brooks) of them.They visited a plantation and one of the largest bauxite mines (Reynolds) but swimming was the most relaxing pastime.The meals were delicious.Favourite native foods Seemed to be yams\u2019 aud a vine-growing vegetable like a green squash.The national dish is a fish called Ackee - according to sound.At the market they could buy pineapples, melons, bananas and tangerines but all these appeared on the breakfast buffet along with bacon or ham, eggs, fried or scrambled and other familiar foods - also ackee.People move at a slower pace but they had conversation with maids at the hotel and others and found them interesting and pleasant people.Resting on their hotel balcony in the evening was a real change from doing farm chores at home.Athelstan.A sister Margaret predeceased him in
