AGREK- MENT MADE WITH THE SULTAN, New York, July 11.\u2014A Paris despatch to the New York \u2018Times\u2019 says: \u2018Accord- mg to M.Jean Hess, the well-known traveller and author of an important work on Morocco, who is credited with great personal influence over the Sultan, Germany has passed a secret agreement with the Sultan for the construction of two ports on the Mediterranean coast which will directly menace Gibraltar.The international conference, Mr.Hess says, will, by ararngement between the Sultan and Germany, be very brief, and amount to nothing more than a confirmation of the Sultan's political and commercial independence and the integrity of his empire.As soon as this result is achieved the Sultan, in the exercise of his independence, will grant to a German company, subsidized by the German state, a concession for the construction of the two ports in question, and the powers will then be unable to offer any opposition, being bound by acquiescence in the decisions of the conference.Mr.Hess thinks, however, that the fear of provoking a European war, which inevitably would Tesult in the conquest and partition of his own empire, may in the end prevent the Sultan MR.J.M.YOUNG BELIEVES OUR BUTTER IS NOT RECEIVING FAIR TREATMENT IN \u2018 ENGLAND.- .\u2014_ The produce trade of Canada is rapidly becoming a leading factor in this country\u2019s export business, and the interest being taken in this industry by the farmers and the government is gratifying to those who hope to see Canadian butter and cheese recognized as among the best on the foreign .markets, and especially Mr.Jobn M.Young, the well-known dairyman of Howick, speaking on this subject to-day, sdid:\u2014 \u2018Although Canada furnishes large quantities of dairy products, it is to be regretted that her butter, particularly, does not reach the best of the English markets, nor is its reputation based on the choicest of what is produced.There seems to be some ground for the statement.that our best butter is\u2019 not put before the consumer as Canadian, but is other place, simply because such butter commands higher prices than what is known as Canadian.There seems to be no system providing for the inspecting\u201d and branding of butter in Canada, so that its commercial value may be fixed.No doubt there is a private inspection by the merchant, but that does not educate the manufacturer if there are defects in the quality of his butter.\u2018Now, the question is, what organization in Canada and the Old Country could remedy existing conditions so that |: the full value of our butter might be ob- Country whereby defects in the prepara- S tion of the article for market might be THE BISLEY MEET.NEWS IN BRIEF.detected, thus enabling the manufacurer \u2014_\u2014 m Canada to overcome such deficiencies; secondly, a supervision that would prevent Canadian butter being adulterated after it reaches the Mother Country.\u2018There may also bé\u201dsome fault in the manner in which the butter is handled while in transit.and although this is being remedied to a great extent.it may be a cause of deterioration of quality in some stage between the factory and consumer.It might he contended that this would naturally come within the scope iof the merchant.but it must be taken into consideration that the merchant is only instrumental in selling what is produced; whereas the farmer and manufacturer, which are practically the same m- terest, are concerned about the price that is obtainable.The present method of placing our Canadian butter in the market of another country is claimed to be detrimental to the farmers\u2019 interests, ow- Ing to the fact that in the production of the higher grades of butter there is no guarantee of the remuneration he is entitled to.\u201d \u2018There are certain deficiencies,\u201d remarked Mr.Young, \u2018in the manufacture of butter which may be slow in remedying.but we are glad to note a gradual improvement in every department.What we require is men who are better trained in the management of factories, in receiving and taking care of the milk; conditions surrounding the factory.and everything where mental equipment has much te do with producing the best article.There is also necessity for discriminating in the prices paid farmers for their milk .The system of paying for milk by weight, irrespective of its richness in butter-fat, is not a basis that will tend to bring about a desirable condition of things.L is the quality of the milk that should be the most important factor, not the quantity.The value of the milk, The system of paving for milk butter-fat.In many localities the quality of the milk is not considered by the tarmer, he being more interested in the quantity; contract secured by Mr.T.Bastien for the drainage and water supply of the northern vart of the Town of St.Louis is the subject of considerable comment about the city.Criticism is by no means mild, in regard to either the contract itself or \u201che scheme which it covers.; À prominent hydraulic engineer, syeak- ing to a \u2018Witness\u2019 reporter to-day, said : *I think it is a downright shameful piece of business.There are no details such as should be given in any honest contract\u2014no particulars of the capacity of the pump, the kind.of boilers,ete.Mr.Bastien can give them anything he likes.The price quoted for drains and for water pipes is an excessive one.The whole affair simply means that the city of Montreal is taking all the sewage from these surrounding \u2018municipalities, and 1s being burdened with future debts in a manner that is grossly unfair.\u2019 The Mayor of Montreal, commenting upon the matter, said :\u2014\u201cSt.Louis knows that if it were annexed it wouid be able to borrow money at much less than it is now paying.We can borrow at 3 3-4 percent, whereas Ald.Bastien is getting five percent.I do not say that is unfair\u2014it is a very \u2018fair rate for a contractor to charge.But I think it would have been wise for St.Louis to have waited.really needed, however, the taxpayer of St.Louis should \"have had the option ot paying cash, and that would.mean a \u2018great saving for the city of Montreal in case of annexation.\u201c Without going into the merits of the \u201ccontract at all, I certainly think \u2018it is very unwise for the municipality of St.Louis to sign any contract under which lit is bound to pay five percent for forty years.The town should \u2018certamly have be right to redeem:.the bonds at any ime
