PAVEMENT NEW REGULATIONS FOR PUBLIC HEALTH AND DECENCY.The by-law forbidding spitting on the sidewalks has passed its first reading, but is not yet in force.Acording to numezss ous complaints received at the \u2018Witness\u2019 office, it cannot be tou quickly put into; operation.Gangs of men, it is said, are frequently seen on St.James, St.Catherine, Craig, Windsor und St.Lawrence streets standing in front of employment agencies, saloons, pool-rooms, etc., impeding traffic and bespattering the pavement with fllthy tobacco juice.Most of the offenders are described as foreigners.lt is suggested that in the interval, before the by-law is passed, notices in English, French and Italian be posted in conspicuous positions at those places where such crowds are accustomed to congregate, requesting the frequenters not to expectorate on the sidewalk.When the by-law comes into torce, the police will have more authority And may be expected to do their duty in the interest of public health and decency.Notice of motion was recently given Alderman St.Denis, chairman of the Police Committee, of a by-law to regulate the trafic of pedestrians on the streets and footpaths, Heretofore it has been necessary to apply the Vagrancy Act to reach such offenders, but this bas not worked satisfactorily in many cases, as the defence generally was that these persons who refused to move on when requester to do so by the police, were respectable people and could not be likened in any way to vagrants.The new by-law is expected to meet a Jong-felt want, and to prove a boon to the Police Department and
