Mate and a half’ for night work.Co For some time there had been a feeling among the employees of certain departments of the Canadian Rubber Company that an effort should be made to improve conditions, cemplain- ing of the overbearing manner of some of the minor officials towards the Wark- men, and the system of having.’ to work overtime at day rates without being allowed time to-get supper.Several meetings of the union, which was recently established in connection with the.internatioal, which has its headquarters at Boston, Mass, was held and various propositions, some of them wild and visionary, were discussed, but the good sense of the majority of the membership prevailed, and it was felt that if the higher officials were approached that justice would be granted, and it had been: decided that a representative delegation was to bave waited upon the general manager and place their alleged grievances : Dt tiara or ces .On Monday the men say that they were paromptorily ordered by tie fore men in the mil land hose departments to remain at work that might, without having any chance to get any meals or a rest, and they refused unless they were paid time and a half.Upon this, it is alleged, that the foreman told them if they did not work as ordered they need not come back on Tuesday.Forty refused, and did not turn up yesterday morning, and at twelve o'clock the remainder of the hands in the mill and hose rooms struck in sympathy with their comrades, who, they claimed, were locked out, making the total number on strike two hundred and fifty.A meeting was immediately held in the ’Longshoremen’s Hall, on Notre Dame street, when the situation-was discussed and a delegation appointéd to interview Mr.D.L.McGibbon, general manager, whom it was said by several of she speakers would do justice if he mew of the real conditions that existed.About four o’clock the delegation returned to the hill and stated that they had seen Mr.McGibbon, and of- ter ha entered into an explanation that gen e his wish to avert trouble and to deal with the employees justly, resulting.in arrangements being made that the employees were to return to work at once, pending enquiries into the conditions complained of by the employees., These conditions.were agreed to, and the men returned to work to-day.Mr.D.L.Mo@ibbon, general manager of the company, when spoken to concerning the trouble, this morning, made the following statement: — At certain seasons of the year the output of rubber goods is much smaller than at other times, and it has al- wayh been the custom of the Canadian Bubber Company not to discharge their employees in the slack season: At other times of the vear a rush takes place” for certain lines of goods, and on these occasions the men have al ways worked overtime until 10 p.m, at the regular daily rate of wages.‘Owing to the recent dry weather orders for water hose have been extremely large, and the men in the hose and mill departments were notified last Friday that they would be expected to work the first five nights of this week until 10 o’clock.when we thought we could have caught up our orders, and no more night work would be necessary.‘It was a matter of surprise to me that the men should go out without having first made application to me, as I have always been ready and willing to listen to any statement that employees may consider it necessary to make concerning alleged grievances.When the men came to see me yesterday 1 told them to return to work and then we would be in a position to investigate, but that it was not a practical or sensible way of ‘ serni- doing business to go out and then the foolishness of their position and have returned to their employment, ever were entered into by the comr pany.The men decided to go back to work on Wednesday morning, and as originally planned.We beliors the men acted hastily, for this reason the company will forget the incident, and we trust that everything will in future run harmoniously.‘On May 1 last the company voluntarily advanced the wages of the men, and\\our relations have been pleasant.KISCHINEFF — F.Schip, W.L.Morris, J.Cohen, H man, Dominion Cloak Co., L.Millman, W.R.Modson, S.Black, Jos.Rosen, M.Denenberg, J.B.Schwartz, Fieldman Bros., S.Wi ; of them with constitutions far more drastic than that of any trades union.The National Founders’ and the National Metal Workers’ Associations were instances of this kind of thing, and only this week the Toronto ‘Star’ announced the coming’ visit of Mr.Pentland, president of the International Founders’ Association, who was coming to Torento to settle the moulders’ strike, and that the a nine hour day.American anti-labor literature was being circulated among members of Parliament, and Mr.Clarke, in conclusion, denounced the Lougheed Bill as a retrogade move: ment most injurious to the labor um- ions of Canada.Senator Lougheed denied that {bis bill was introduced at the request of Canadian employers.It originated with himself entirely, because of mischief which these foreign agitators were working in the west.The bill was nob perfect, and might be amended so as to deal with the employers as well as the employees.He had not contemplated interfering with work in Canada of international union officers.The bill could either be further considered by a special committee OT laid over till next session.Senator Jones, head of the Massey-Harris company, of Toronto, the largest employers in the province outside of the railway companies, approved of foreign interference in our industrial life being shut out, and this applied alike to employers and employees.Our people should be prepared to work on their own individuality.The Canadian workmen were far superior in skill to those employed by the Mec- Cormicks and other American firms.Why, then, should our workmen want to join in unions with men who had nothing of their skill and intelligence.The Massey-Harris Company bad mo connection with any international employers association, and in thirty years had known but one strike.Three years ago the men, on the advice dof one, Keough, an official of the International Moulders’ Union, demanded that only union men be employed by the Massey-Harris Company.The com- ny refused the demand, and Benator Jones felt it worthy of note that this demand was made at a time when the frm was working on orders for the foreign market.Senator Jones said his policy was to do as much as pos sible for the comfort of his men, but he did not feel like admitting his workmen to assist in the management of the factory.That function belonged to the man who signs the cheques.Sir Mackenzie Bowell had no objection to legitimate trades unions, but considered that there was & necessity rowebexl resulutions were first read from the Montreal Board of Trade and the Montreal Chambre de merce endorsing the proposed legisla tion.Com- The committee then listened to an address by Mr.E.F.Clarke, M.P., against the bill.The member for West Toronto declared at the outset that he represented only himself in this matter.He had belonged to one Canadian trade union for thirty-five years, formed of their internal economy.H was satisfied there was no demand fo this enactment.The direct and was therefore fully in- e T result result would be to embitter the relations existing between capital and labor.The commercial conditions o f late in Canada were not normal, and it was perfectly true that men in some instances had preferred unreasonable demands, but on the whole the relation between employers and employees were never More harmonious.Canadian trades unions are nearly all affiliated with American institutions, nevertheless our unions enjoy absolute home rule.Officers of the international organizations frequently come to Canada at the request of Canadian members, but their influence was exerted rather to prevent than to promote strikes.Many a threatened strike had been avoided through the intervention of their so-called walking delegates.Those international officers only came to Canada upon invitation, and then only to restore harmony whenever possible.The em ployers of Canada Sise, president of the Bell Telephone | Company; Mr.W.Camp, superintendent of the C.P.R.Tel h Company, and Mr.H.B.McFarlane, su- erintendent of the Bell Telephone ompany.The chairman said that he hoped | that the copference might lead to something practical being done.It was desired for all concerned tbat the pro- osal be discussed in a thoroughly road spirit.The city had gone into the matter with no idea of trying to — at the expense of the electric companies or anybody else.The single object the city had in view was the | abolition of the present undesirable | system of overhead wires.These were not merely a great disfigurement to the city streets, but were a positive menace to safety, as the network of wires formed an obstruction whieh | of their work.The Council took the! ground that it was desirable to discuss the matter at once before city proceeded with the which have been projected.Messrs.Gossler, Sise and McFarlane said that none more than those engaged in the actual administration realized the advantages of the conduit system over the overhead wire one.The matter was wholly a question of finance.A public conduit would be costly, and it would be difficult to apportion the expense.Ald, Vallieres said much would be gained if it was known whether the interested companies would pay a per centage of the cost of the conduit.Mr.Sise remarked that that would depend on how much was to be paid.The companies would not object ta pay for the accommodation they 8 ‘tually used.The difficulty lay in the fact that one company would use hut a small portion of the conduit.In one containing 26 ducts a company might require but one of them, and it would hardly be reasonable to expect a rental trom such a company based on the tal cost.; "on the other hand, à conduit that did not provide for the future would be of little value.For instance, if it were known that in s certain street accommodation was needed for four hundred wires, the eonduit should be made large enough for double that number.That was à matter of business prudence, but he did not see why the lessees should pay the additional dost.He did mot consider t'.2 plan was unfeasible, but the cost would be much greater than was supposed.In the case of ne company be represented the Bell Telephone {jompany, 1 aid | in the city one ded and forty miles of ducts, the cost of which was from 27% to 31% cents a foot per duct, without cables er man-holes.21 Ald, Lapointe said that the question had been raised that the city should se cure the right to compel the companies té use the conduits.i LU Ald.Laporte said he had no doubt that, not build the conduit, the .companies would bare to continue building private conduits, and he.supposed provision would have to be made for the future in them, and consequently more ducts wo! be made than would needed.Tf the compenies had to do this themselves; he did not see what the difference was if the eity did likewise and collected thé rental.; Mr.Biee acked what was to be done with the existing conduit.His company had spent more than he eared to sy, for the reason that he did not want to give a cue to the assessors and pay on the amount.Did the city intend ké over these conduits, and per for then?did not {I 80, Ald, Ames mid he ; Sise to remark that he thought the new conduit could be used as |a eort of extension to the ones now in Mr.Gossler said be doubted if the als dermen appreciated the extent of the ext uired to out à general conduit tom.A conduit system té accommodate the Light, Heat and Power Company in the main streets alone would t an expenditure of $1,500,000 while to provide conduit acoo tion for the wires of the company throughout the entire city Would require at : se,- 000,000.Those were large amounis to pey interest on, and it must uot.be forgotten that for the rentals ped Be the city the company would no.peturn.1t would be no Touch added to the annual iture of the companies.it .Laperte su i would be Dv mble to oso duit in the centre of the city only, leav- the other streets to be attended to Ald.Ames pointed out that it Ta necessary to have some understanding reached before the next elections, ao that if necessary the people could be asked to vote on the loan, as the sivie berrowing power had been exhausted.He thought the city would consent to bear the cost of the unused ducts until they were taken THE MONTREAL DAILY WITNESS.at ¥ ower Company;
