planks.The Toronto branch of the party have also some planks which are not mentioned here.They include taxation of land values, a legal eight hour work day, compulsory arbitration of all laber disputes, government work to be done by day labor, and public ownership of the liquor traffic.Of all these by far the most popular appears to be the first \u2014direct legislation.By the term direct legislation appears to be ineant the submission by referendum or plebiscite of important matters to the electorate direct.Proportional representation is to be reached by an ingenious process which has trades unions in St.Mary\u2019s Division of this city.FIRE INSURANCE.The returns of the various fire insur ance offices for the year 1899 show the barest mergin of profit, where a profit has been made, and in many cases they show an actual loss.The London \u2018Review\u2019 has compiled the percentage of losses and.akpenses to premiums in the case of fifty British fire offices, and it is found that of the twenty-one British companies doing business in Canada, the losses and expenses amounted to \u201c01.5 percent of the premiums in the case of the Caledonian, 112.7 in the case of the Lancashire, 101.4 in the case of the Liverpool & London & Globe, and 103.2 in the case of the Scottish Union and National.As will be seen, in these four cases, the expenses exceeded the income, and in only three cases were the expenses under 90 percent, while in the other fourteen cases the expenses ranged from pinety and a quarter to ninety- nine percent of the premiums, the average being 95.87 percent.In regard to the exclusively Canadian business of these companies for 1899, it is shown by the returns at Ottawa that.eight of them paid out more than they received in premiums, namely, the which provides the means of fire extinction to devise also some scheme of cheap municipal insurance, If that were done, both existing buildings and those in course of erection would be examined more carefully for defective construction, and, with the disappearance of the present fire-traps and the sub- atitution of buildings.as nearly as possible fireproof, an era of very low fire insurance rates should follow.- ANNIVERSARY OF THE TRANS VAAL\u2019S DECLARATION OF WAR.i A year ago to-day the Transvaal and Orange Free State declared war against the British Empire; to-day there is no Transvaal or Orange Free State, but there are the Orange River and Vaal River colonies of the British Empire.It was on Oct.9, last year, that the British agent of Her Majesty\u2019s Govern- Mr.Cunningham- Greene, was amazed at receiving from the Transvaal Government an extraordinary \u2018note\u2019 which on examination was found to be nothing more or less than an ultimatum demanding the withdrawal of British troops from British South Africa.The demands of the Transvaal Government were couched in terms of arrogance which none of the great pow- era of Europe would have used to the amallest and weakest civilized nation.The Transvaal government's note demanded: (1) That all points of mutual difference shall be regulated by the friendly course of arbitration or by whatever amicable way may be agreed draft pointed out that such an inspection had been for many years past in force at this port, through the port warden\u2019s office, and that the ministers\u2019 views that such Inspection should be general, was heartily endorsed by the council.On behalf of the same committee Mr.Miles made a report concerning the discriminating rates of marine insurance from this port, referred to the committee in May last.The committee had endeavored to obtain from the marine underwriters statistics of the amouht of losses on the St.Lawrence route, but the information had not been forthcoming, and, therefore, the committee was unable to compare as à desired amount of the losses with the am of premiums paid.The committee considered \u2018the question of such magnitude that it recommended the council to submit it to the government with a request for investigation thereinto.The council expressed ite acknowledgment for the attention of the committee to the matter, and approved the suggestion made.The committee was empowered to draw up a report embodying all information available.A letter had been received from the Canadian Manufacturer's Association offering to lend its heartiest support
