notably, in the case of some tea warehousd, and upon which the Mer- cbants Bank had made advances.The tea upon which the advinces were made was of high quality grade, but this was afterwards removed and tea of very inferior grade substituted, and it was only when the firm failed, and the tea was seized by the iank, \u201chat the fraud was discovered.It will thus be ween that in lending money upon the security of warehouse reozip=s, the banks have been relying almost altogether upon the honor and stability of the borrowers.They have accepted as tre the statements of their customers that the goods were in the warehouses and were of a certain quality, and they seem to have taken no means to guard from eurrep- titious removal the property upon which the money of the bank was lent.It is evident that radical reforms are necessary as the loose way in which money has been advanced upon warehouse re- ipts during the past several years has n to put a premium upon commercial rascality., POLITICAL REVIEW.The political apathy of the provinces of Ontario and Quebec has not been permanently affected, so far as can be judged, by the tour of Sir Charles Tupper, Mr.G.E.Foster, Mr.Hugh John Macdonald and Mr.Whitney.The resulte of their addresses are not very noticeable, nor have they apparently increased the hopefulness of their followers.Sir Wilfrid Laurier's meetings in this province have been immense and enthusiastic, but even they seem to have left the public mind unexcited.The fact seems to be that the South African war has for the time exhausted public emotion, and the country is prosperous and progressing, and there is no serious apprehengion upon any political subject.Sir Charles Tupper\u2019e national cold stot- age policy has not apparently appealed very strongly to the farmers.Sir Charles\u2019s idea seems to have been that as it was hopeless for the Conservatives to make any appeal.to the manufacturers for support, they beving declared the present tariff eatisfactory, it might besa good time to win the agriculturists\u2019 65 the | Conservative cuss\u2019 hy \u2018pectin lasgd expenditures upod a eysteth of piwidiial cold storage end transportation: \"The manufacturers have had their encouragement at the bands of the state ; now the time has come for the encouragement of the farmers.But this new national policy does not seem to evole much enthusiasm.One trouble no doubt is that if large money is spent on cold storage it will be the farmers who will have to pay the bill, as they had to pay the bill for protection.The list of nominations is not a large one to-day, but a large number of conventions, both Conservative and Liberal, are on the point of being, held, and.at the present rate of progress it will not be long before the list of candidates is full.About two hundred amd thirty nominations have been made so far, without including a large number of members of the present parliament who will undoubtedly stand again, but have as yet received no formal nomination.The feature of yesterday's nominations was the call given by the Conservatives of St.John, N.B.(city), to the Hon.Mr.Geo.E.Foster, whose seat in York is endangered by the candidacy of the son of a local millionnaire.Both St.Jobn city and St.John county were carried : by the Liberals in the elections of 18968, the former by Mr, Ellis, and the latter b Mr.Tucker.; > : West Elgin has for twenty-eight years been represented by Mr.George E.Casey, a Liberal who hae taken a Leen intercet in civil service reform, and railway labor reform.Opposition within the Liberal party has arisen through the persistent candidature of Mr.MoGuigan.Beside Mr.Casey, Mr.McGuigan is comparative ly unknown, but his friends appear to have been :ula to mfluence the Liberal convention more largely in his favor than might have been Lhought possible.Now Mr.Casey writes that as the party seems divided into \u2018 Casey men\u2019 and \u2018 McGuigan men,\u2019 he will not continue his candidature.Somewhat pathelically, he thus addresses his opponent :\u2014* There are many tried and trusty Liberals, his friends and mine, who could, for the present, unite the party much more thoroughly than either of us.It coute me dear to thus give up ambitions which I have had the right to cherish.ever since I reached\u2019 manhood.\u2018new-sprimg \u201caspirstions ¥ Incidentily, Is it too much be Mr.Casey denies accepting any otfice ur der the crown.In Toronto a baze seems to hang over the scene, in which the chief figures appear but dimly, The latest information seems to indicate that matters may be smoothed over between Mr.Maclean and his non-adhesive adherents, and Mr.John Roes Robertson, the independent Conservative member, and proprietor of the \u2018Telegram,\u2019 may be induced to reconsider his desire for retirement in East Toronto.There also is talk of Mr.E.B.Osler coming out in West Toronto in the Conservative interest.Should this be so, the Liberals will have three strong opponents to meet.Ex-Alderman Wil llam Burns and Dr.James Spence are two strong Liberal candidates spoken of in the West Ward, while in the Centre the prospective aspirants are Mr.L.V.McBrady and Mr.Hartly Dewait.An interesting Montreal incident is the formation of a Liberal students\u2019 club, which was organized last might.The three universities of McGill, Bishop\u2019s and Laval are represented, and a strong executive board has been elected.The talk of an.early provincial general election still continues, though as far as can be learned without an atom of foundation in fact, Certainly, if there is anything in the rumor at all something definite will scon be learned, as the ques- tion\u2014if it be on the tapis at all\u2014must have come up for discussion at the Liberal caucus attended by federal and pro- vinciel ministers yesterday.That the federal elections cannot mow be very far off is emphasized by the fact that the premier, in the midst of a series of meetings in Quebec province, ir back in Ottawa to-day to attend a cabinet meeting.What will be the main subject matter for discussion at that meeting it is, of course, impossible to say, but at this juncture it is only reasonable to suppose that it will include a final decision es to the date of the general elections.= THE FINANCIAL SITUATION.The anthracite coal etrike is still a disturbing factor in the financial aitua- tion, and the bulls and bears of Wall street have alternately manipulated the market by means.of mmors o ng it.In America, ad in ad, the fiiation of the exportation of coal has been vigorously discuseed, and euch an alarm has been raised in some quarters thet many have been frightened into the belief that the world\u2019s supply of coal is in danger of being exhausted.China, Japan, Corea and Formosa, however, are full of coal; Australia and New Zea- land can increase their outputs indefinitely ; throughout its entire explored length the Andes range of mountains is coal-bearing ; in Peru and Chili, near the sea, there are seams of the finest coal known, of enormous extent, including true anthracite, with only one percent of ash, and there are large quantities of coal in Africa, Canada and India.Besides the kmown deposits of coal, there must be many yet to be discovered, and it is certain that the world\u2019s supply is practically inexhaustible.The exports of bituminous coal from Caneda in 1895 were 1,110,587 tons ; in 1896 they were 1,025,- 060 ; in 1897, 1,102,067 ; in 1898, 1,082,123, and last year they were 1,140,840 tons.A western trade paper has called renewed attention to the reprehensible practice of eome country merchants throughout the west of allowing drafts for amounts due jobbing houses which have metured to go back unpaid, to the injury of their own credit and the loss and annoyance of the jobbing houses concerned.[Eastern houses have been the principal sufferers from this breach of faith, amd in some cases they have withdrawn from the business altogether.The amount of the account is generally due when the bill is drawn by the wholesale house, and it is made for the convenience of the customer, to give him more time in which to pay for the goods! Further more, the wholesale man is usually willing to help his customer to meet his draft, if everything is deemed to be straight and above board, so that when a draft is returned through the bank unpaid, because of mere caprice or discourtesy, the retailer so acting has little regard for business honor or hie own true interests, The ehortage in the Japanese tea crop \u2018this weason is estimated by experts at 4, 400,000 pounds, and prices beve advanced already from three cents to five cents per pound, or from 10 to 25 percent.The first crop showed a shortage of 30,000 piculs, (a picul is 133%.pounds), and the second and third crops were also intyely cut off by lack of rains, making the total ehortage as stated.The annual statement of the Molsons Bank for the year ending Sept.30 was issued\u2019 yesterday.This is the first annual bank statement of the year in point of time, and the gratifying resulte it shows may be accepted as of good augury for a profitable year's business by the other banks.The net profits this year amount to $324,038, against $280,888 last year, and $259,177 in 1898, and the balance carried forward to profit and lose this year amounts to $26,992, compared with 315,909 last year.The regular dividend of eight percent per annum and a bonus of one percent has been paid, and the \u2018rest\u2019 has been increased to $2,050,- 000, or 82 percent of the capital stock of $2,500,000.Mr.R.B.Angus, a pillar of our financial institutions, has resigned from the board of directors of the Montreal Street Railway, and it is said that he vontem- plates retiring from the active manage ment of several large and important companies.lf he is curtailing hie business activities because of failing health regret and eympathy will be universal.It is not improbable, however, that Mr.Angus is seeking more leisure for those cui- tured pursuits which he is so well able to enjoy.The earnings of the Montreal Street Railway Company for the past year show another substantial increase, amounting to $111,572, which is equivalent to nearly two and a half million more fares than last year.The total earnings for 1809 were $1,646,647, and this year they were $1,762,220, or about seven percent increase.The C.P.R.statement for the six months ending June 30 wes issued this week, and may be considered a eatisimc- tory one.The gross earnings were $14, 167,797, the working expenses $8,889,851, and the net earnings $5,277,946.To the earnings are added $1,011,358 interest, including that on bonds of subsidiary lines, of which $638,846 wes re-payment of advances to the \u2018Soo\u2019 line.This makes a total of $6,280,305 more than the working expenses, from which is to be deducted fixed charges and preference stock divi dend, leaving $2,255,074 net earnings.The two gad « balf percent dividend.on, the | common: stock emounted - 40 $1,085,600; leaving $630,976 ¢o be chriled forward.Ât its present price of about 87, C.P.R.stock paye 5.74 percent.It pays five percent et par, and a few months ago was around that figure, but it is peculiarly susceptible to European influences, and the ehortage in the Manitoba wheat crop has had a bearish influence upon #.The situation in Manitoba gets worse instead of better, rain having fallen in some districts almost continuously since August, and a good deal of the crop that bes been cut will be abandoned, as the etooks have grown together, and will not pay for threshing.A former estimate of the crop was 15,000,000 bushels, but now it may be no more than 10,000,- 000 bushels, and much of it will be \u2018no grade.\u201d No.1 hard ie already at a pre- miwm, and few farmers can be induced to sell it.It may be doubted, however, whether this scarcity of grain will affect the C.P.R.very adversely.A few years ago Bir William Van Horne asserted thet grain could not be carried profitably from Fort William to St.John for Jess than 28 cents per 100 pounds.Since then, however, more powerful engines and trucks of much larger capacity have been built, the permanent way has been made more rigid with beavier rails, and the regular rate now from FortWilliam to St.John is 20 cents, and much has been carried as low as 163% cents per 100 pounds.It is claimed that the latter figure has never paid, and, in any came, the increase of mining and other industries which have sprung up in the west more than compensate the company for the decrease in the grain available for export this year.THE O'LEARY FUND.Quebec, Oct.5.\u2014At last night's meeting of the Father O'Leary testimonial fund committee, the proposition that the interest of the fund should be devoted to Father O'Leary's use during his lifetime and the capital, at his death, given to the Bi.Bridget\u2019s Asy- tum, Quebec, a deserving but struggling charity, of which his late father was one of the founders, was set aside, and it was decided to keep the movement free from all entanglements and to confine the fund force of realism in things theatrical to go further than ar a performance of \u2018Carmien,\u2019 which took place at Bayonne, near here.The opera was given in the bull ring itself, whic was crowded Do mingum, & well-known bull fighter.If, however, Escamillo had shown as little skill as Domingum, there is little probability that he would have been the hero he was in Carmen\u2019s eyes, for the scene which \u2018followed was simply one of disgueting butchery.After the bull had disposed of the unfortunate horses of the picadores and had been tormented by banderillas, Do- mingum arrived to tendering differed widely in their figures for earth and rock excavations.Engineer Howard had furnished estimates as to the relative quantities of these to be excavated and the contract was given to the tenderer whose figures made the lowest total cost.This happened to be T.Charpentier, but now it turns out that the estimates were mot correct, that there was much less rock than was estimated and that the figures of another firm, Messrs.Keegan & Heffernan, would have made the cost some two thousand dollars Jess.Ald.Martineau severely criticised the engineer for the nature of his
