more \u2018momentous than the American Revolution, the conquest of Canada, the founding of the Australian colonies, and of our mighty Indian empire.: The progress of the movement against slavery was then sketched, and it was pointed out that in all great moral and political reforms there are three stages : Firat, that in which the promoters are called cranks, and merely laughed at; secend, when they are called fools, fanatics and dangerous disturbers of the public peace ; and, finally, when the reform is triumphant and its promoters are enrolled among the benefactors of mrokind, Prohibition has passed out of the first class, and the people of Canada had now ar opportunity to usher it into its final stage.; This would pie little dis emong thinking people.Even if it lost us ol) the revenue, OM red without any serie lens, one Ould be heartless and selfish enough to refuse the loss providing it saved the precious lives now thrown away and minimized the unspeakable misery, wretchedness and poverty eprigg- ing directly from intemperance.As a matter of fact, however, there were no dangers or even inconveniences, from a financial standpoint to be apprehended from the enactment of prohibition.As to the question of personal liberty, Mr.Dickey pointed out that the evolution of civilization might be summed up in the statement that it was the surrender of the former liberties of indivi- dvrals for the sake and benefit of the community.The savage was free to do whut seemed good to him, without ary restraint.As civilization progressed, the individual was more and more obliged to govern his actions in the interest ot the community.In no age had this tendency been so pronounced and its progress so marked as in the present.Unselfishness, sympathy, altruism, had entered into the life nnd sentiment of civilized peoples, especially of Anglo Saxons.By Mr.Gladstone's exposure ot the Bulgarian atrocities the heart of Enz- land was so touched at the sulering of this alien people, that she for the mo ment reversed all her traditions of her foreign policy and stood ready to fight all comers.A similar instance was the Anmierican-Spanish war, just closed.This spirit found its way into legislation.Factory acts, Sunday legislation, sanitary leaislation, labor legislation, our crminal cede and innumerable other statutes were direct interferences with personal Jiber- ty for the pb MES could not Seale oa Tap Soy Apacs vlied with governmental To a as to inspection and certificate.The cane of immoral books and pictures was cited.Many persons might claim a right to nee these for artistic, scientific or other purposes and allege with perfecy truth that it would do them no harm.They might fairly argue as the moderate drinker does, \u2018 If I can do this without injury, why should my liberty be interfered with because there are weak persons whom these might hurt.\u201d Yet the vro- hibition principle is applied and the manufacture, importation and sale of such articles is forbidden by law.Does this outrage the freedom of the Britisher * If not, why.should the prohibition of the liquor traffic do so?This tendency of modern legislation, which was cerstantly increasing and extending its sphere, was a solid fact and had to be borne in mind.There was no quarrel with the moderate drinkers, but they must understand that when the public conscience fairly awakes to the evils which are necessarily incident to the sale of liquor, the moderate drinkers will have to forego their liberty, as has been the case with other personal liberties already referred to.The swelling tide of humanitarianism will not be kept back by their little broom-like theories of per: sonal liberty.Men now often give up their drink for the sake of saving a friend who is likely to be drawn into the vortex of habitual intoxication.By and by parliament is going to insist om all moderate drinkers being equally unselfish for the sake of their fellow men.Public feeling is long in getting charged with the electricity of moral conviction, but wheu the saturation point is reached, the \u2018notion is often explosive and rfnr- reaching, and that state is rapidly being resehed on the liquor question.The last objection was the only serious one, viz: the difficulty or impossibility of enforeing a prohibitory law, and the frauds and perjuries that would attend its enforcement.The speaker sketched the history of the laws against smuggling in England during the last 125 years, showing that at the beginning of that period public opinion was bitterly and almost unanimously, in large sections of the country, opposéd to the principle of these laws: 40,000 persons were openly engaged in illegal trading, and were backed by the people in many localities, so that violence, riots and murders were of constant occurrence in connection with attempts to enforce the law.Parliament and the government kept at it, and succeeding generations acquired other ideas until at the present day, although public sentiment cannot be mid to be perfectly sound on that question, it is beyond doubt in faver of the enforcement of the law ,and recognises the |.breach of that law to be a wrong against This showed what eould be done in the way of éducatisn, even in the case of a-law admitted;
