MEASURE PASSES THE PRI VATE BILLS\u2019 COMMITTEE IN AMENDED FORM.Ottawa, Ont., June 4\u2014The Private Bills\u2019 Committee had the Pilots\u2019 bill before it to-day.The bill was passed after being amended.The clauses making collectors of customs collectors of pilotage fees, and prohibiting the granting of clearance papers unless the fees have been paid, were strenuously opposed and were struck out.The customs oflicers, however, can act if they see fit.The clause exempting the corporation from responsibilitv for damages arising from the action of a pilot or his neglect was opposed by Mr.Penny and Mr.Henry Allan on behalf of the shipowners, but it was finally passed.All the clauses of the bill which can be covered by by-laws of the corporation were struck out of the bill.The power to appoint pilots ex: clusively by the corporation was struck out.The corporation will have merely the power to admit pilots and apprentice pilots within the pilotage district of Montreal.This would mean that the Harbor Commissioners will etill have power to make appointments.\u2014\u2014 CTROW\u2019S NEST PASSA \u2018KICK\u2019 FROM WINNIPEG.Winnipeg, June 4.\u2014At a meeting of the Winnipeg Board of Trade last evening, the following resolution was passed and ordered to be transmitted to the Hon.Clifford Sifton and the Liberal members of the House of Commons, with the request that they would further the board\u2019s views in the matter referred to:\u2014° Whereas telegraphic advices of the arrangements entered into between the government and the Canadian Pacific Railway for the construction of the Crow\u2019s Nest Pass Railway report that the said arrangement includes a reduction on through rates from eastern to western points, but expressly states that no reductions from Winnipeg to the west will be made; and whereas, such policy if carried out would be ruinous to the business interests of the whole western country, therefore, be it resolved that this board on behalf of the business interests of Winnipeg, must strongly protests against such discrimination, and insists that any reduction in rates must cqually apply between Winnipeg and points west, the same as they do between points in Eastern Canada and the west.\u2019 ANOTHER ROAD.Ottava, June 4.\u2014Another Crow's Nest project was launched yesterday morning in the Railway Committee of the House to swell the list of claimants to the right of going through the mountain pass.It is called the Manitoba & Pacific Railway.The hne, as proposed, began at I'crtage La Prairie, crossed the Assini- Loine River, joined the Northern Pacific at Belmont, then proceeded westerly by way of Lethbridge and the Crow's Nest Pass to the Pacific coast.Mr.Choquette remarked that this was another Crow's Nest scheme, whereupon Mr.Macdon- nell, one of the promoters, in view of the fact that a basis of agreement between the government and the C.P.R.has been arrived at, consented to a cur- twilment of the furs were discovered in a store occupied by Ole Andersen, at Eagle River, Ont., but the latter was nowhere to be fcund.A search wus instituted but without avail, and it was surmised that he had committed suicide to escape conviction.This theory was confirmed on Sunday last when his remains were found in the river near his home.Hickey and the two Po- korneys were tried and found gullty of the
