Parliament.but he was not prepared to suy vea or nav as to whether one man one vote should be applied to this particular case.The best way would be to apply the general law on the question.The revenue Labor ills of Messrs.Cowan and Taylor, met this morning.The Hon.L.H.Davies was elected chairman.Mr.Davies took the point that the law should be limited in its operation.It would be ruinous to many to stop free access between.Maine and the Maritime Provinces.We did not, either, want to retain our act if the United States repealed theirs.He moved the addition of a clause to Mr.Cowan's bill providing that the act should only apply to countries having similar acts, and only to such parts of such countries as the Governor-General in-Couneil should determine.The act under Mr.Davies's clause wonld only come into force by proclamation, of the (rovernor-General-in-Couneil, who is given power to limit the scope of the act to parts ihstead of the whole of the1 border.He may also withdraw it from operation and again put it in force if required.Mr.Davies said that not one in a thousand in the Maritime Provinces wanted this law, and he strongly objected to its application there.If Ontario wanted it, he would vote to apply it along the border of Ontario, or at certain points in Ontario; but it would be re volting to the feelings of the Maritime Provinces if the act was applied to them.I+ should not apply to Furopé either because it would be absurd to send men there to induce people to come to C'anada and then throw them into jail if they came under contract to work.What else would they come for, if not to work?Mr.Wood and Mr.Taylor pointed out that public opinion in favor of this law was greatly strengthened by Mr.Lau rier's utterances of last session and they contended that
