Baptiste Hall was last night the scene of some very stormy speeches during the payment by government of those who had worked in connection with the late federa] elections in Maisonneuve Division when Mr.E.W.Villeneuve, the defeated candidate, said that some of those with claims had laid themselves open to arrest.He sald that all the deputy returning officers had signed their expense forms In blank, the amounts being subsequently filled in, and that each officer in the hundred odd polls called upon last night had signed a new declaration.Upon this a fresh account was made out by the auditor- general, Mr.John Fraser, and a cheque given in payment.It was for this reason said Mr.Villeneuve, that the unusual method of settlement had been adopted so as to save a number of men who had exposed themselves to legal action.Great discontent was expressed through the delays in payment, only forty-seven polls having been called by ten o'clock.One by one they were admitted to the small room, and cries of \u2018He is not here,\u2019 \u2018He is dead,\u201d greeted each name as it was called out.After eleven one hundred polls had been called, and when Mr.Villeneuve announced that payment would be continued on Thursday evening there were many angry voices denouncing the delay, and saying the matter should \u2018have been left in the hands of Mr.Gingras, the returning officer.Then Mr.Villeneuve gave the reasons of the government for paying in this manner.The crowd responded by giving three .cheers( for Gingras and hisses for Villeneuve.Mr.Gingras himself spoke from Imperial Government and the revolutionists this afternoon Tang Shao Yi, who represents Premier Yuan Shin Kai, expressed himself as \u2018ready to accept a republic but must first communicate with Pekin.\u2019 After the meeting of the peace conference at the town hall had adjourned this afternoon an official statement initialled by Tang Shao Yi and Dr.Wu Ting fang, the leaders vf the Imperlalists and revolutionarics respectively, was issued to the press.It says in substance that after Dr.\u201cWu Ting Fang had lengthily presented the case in favor of a republic as an indispensable ovundition of peace Tang Shao Yi, in replying, \u2018expressed his readiness to accept Dr.Wu Ting Fang's views, but the matter was so important that he must first communicate with Pekin.\u2019 The armistice between the opposing forces has now been cxtended to Dec.30.THE POWERS PRESENT NOTE.Shanghai, Dec.20 (noon)\u2014The consuls of the six Powers called on Tang Shao Yi and Dr.Wu Ting Fang this morning, and presented their note, expressing the good will of their respective governments, and the hope that the peace conferences now in session would be successful.The presentations, first at the hecad- quarters of Tang Shao Yi, and then at the home of Dr.Wu Ting Fang, made an impressive scene.The German consul was the first spokesman at each place, and was followed by the other five diplomats in order of their seniority as determined by length of residence at Shanghai.Tang Shao Yi replied in the most courteous manner in a very few words expressing gratitude on behalf of the Imperial Chinese Government at the interest taken in the situation by the six Powers.He sald he hoped that the conference between the representatives of the Imperial Government and the revolutionaries would be successful in restoring peace to the country.From Tang Shao Yi's residence the conpuls proceeded to the headquarters of Drv: Wau Ting \u2018Fang, the revolution- mony took place.Replying to the note which had been presented by the consuls, Dr.Wu Ting Fang said that he was a man of peace, but no peace \u2018loould be permanent unless it was bas~ ed upon the highest justice.The consuls then
