the peculations of the Minister of Militia in the manufacture of arms; the rottenness of the National Printing Department, the dance of the millions and the orgies of the Minister of Marine; the Lanctot painting affair and the vigorous washing of which the ministerial majority commanded by Sir Wilfrid Laurier in person attempted to smother; Oliver's $69,000, and the millions thrown to Mackenzie and Mann; the gross ruses and desperate means to which the ministry has had recourse to smother the truth; their refusal to observe the word of honor of one of their partisans and whip, Mr.Geoffrion, of Vercheres, in order to save the chief of the government the humiliation of being confronted with Mr.McGillicuddy ; the suspicious history of the Farmers\u2019 Bank, to which Mr.Fielding had granted permission to operate although he was officially warned that the organizers of this institution had obtained their capital by fraud: the refusal to make known the names of the generous donors who had made to the Minister of Finance a gift of a hundred thousand dollars.\u2019 Mr.Bourassa says that the Prime Minister hopes to prevent the discussion of subjects like agricultural and economic co-operation, the \u2018 sufveil- lance of trusts and financial over- capitalization, the regulation of railways and other public services, control of banks and institutions of credit, migration and the rights of minori- ies \u2018And above all he wishes to escape the consequences of his hesitating opportunism on imperialistic problems;
