cannot think to go back to their constituents without having first distributed among them copies of Han- sard, reporting great speeches of theirs, delivered to the parliamentary furniture, it not to the assembled members.Sir Mackenzie Bowell and Sir Richard Cartwright, easily the leaders on either wing of this Olympus.are agreed in deprecating the introduction into our parliament ot the closure, called, for Buncombe\u2014that 1s.for the purpose of impressing constituents with their tacties importance as members ot Congress.They were both agreed in thinking that the abolition of Han- gard would work wonders in cur ing of talk members who do not get oth- crwise reported.We wonder if either sage thought there was any hope of the House of Commons voting by majority to abolieh Hansard.Such acts of self- wnmolation are almost inconceivable.even if there were not so many fairly good reasons, other than the real one, to urge for the continuance of a record to which appeal can forever be made as to what was actually said in the House\u2014that is unless the pile of volumes recording the words upon words uttered in the House gets so big that the librarian will be lost who attempts to burrow in it.Even while deploring the loquacity it produces, we are not sure that it would be for the betterment of rarliament that the majority of its members should have no other record than the recording of votes on division.Sir Richard Cartwright wonld like to see the larger propôrtion of the private bills originate in the Senate.He even hinted at placing some disability on introducing such measures in the Com- mens.At first sight this would seem to us a much more serious invasion of the people's liberties than the limitation of debate, against which arguments may have been arrayed which have not been reported.There is no other organization for debate, whether permanent or occasional, that does not have rules sharply defining the limits under which orators may speak.There were remarks also with regard to the increasing number of members of the House of Commons, which in the near future must under the present rule of allotment become a very unwieldy body, and one hard to accommodate with desk room in a chamber of acoustic size.The growth of the House would be retarded should this province of Quebec greatly add to its population.\u2018Quebec has under the constitution a fixed representation in the Commons of sixty-five.If it should double its population each of the sixty-five would represent twice as many people.As the other provinces are to be represented proportionately to population, the result would be that only half as many members would be needed to represent the same number of people in them.\u2018There is every prospect of a very large increase in the population of this province, especially in the city of Montreal and in the country to be opened by the National Transcontinental Railway.Whatever growth there is will go to the easing of the parliamentary situation.But it stands to reason thal the newer provinces should increase prcportionately much faster, and in order to prevent congestion in the House there may come the necessity of, without altering the proportions, reducing the total number of parliamentary representa- i tives.ere POLITICAL CAMPAIGN FUNDS.One of the worst features of Cunadian as well as United States politics is the necessity party managers are under of having large campaign funds.The same necessity exists in the United Kingdom, and it is curious to observe the methods, known or suspected, by funds are raised in each instance.Taking the last-named first, the charge has been openly mad: that men of great wealth, ambitious of social distin-tion, contribute the bulk of the amount required for party purposes.The truth of this charge finds confirmation in the frequent elevation to the peerage of men who have little to recommend them for that honor, except their wealth and known prodigality in financially backing the party to which they belong.The bestowal of peerages on big brewers, financial magnates, and successtul contractors, has been explained in this way.Ou general principles it must be conceded that it is a wise policy to recruit the House of Lords from the ranks of eminent commoners, but some of the selections have been little short of scandalous, and have tended to lower the veneration in which the hereditary chamber has been popularly held.In the United States other conditions prevail.The party in power has no titles to bestow, but it has an enormous patronage to distribute, and, what is of deeper consequence, it can, by means of the tariff and otherwise, legislate into the hands of great corporations huge profits at the expense of the public.This sys tem has created a class of multi-million- naires, trusts and corporations, who contribute to party campaign funds on business principles, just as they would buy oil for their machinery.They must keep the system going from which they derive their dividends, and which enables them to tax the people for their own benefit.In Canada, the protective tariff has a similar effect, as humorously illustrated by Sir John Macdonald's metaphor that the hogs should be grateful to the man in the tree who shakes down the nuis.There is besides the suspicion that the custom of getting a rakeoff from government contractors has long been in vogue.The disposal of the public domain on easy terms to obliging friends is a stock charge made by each party, when in opposition, against the government of the day.It is quite natural that those in the cold shades should fail to attribute to those basking in sunshine the possession cae a SE Is AIR which these} \\ THE MONTREAL of virtues they did not practice themselves when in power.Campaign funds have to be had in any case.Strippinz away all pretences, these can only be obtained on the strength of present favors or future expectations.Here we also have any number of political clubs which undertake to run the local electoral machinery and must have money to do it.A central organization is, therefore, necessary and, when a desirable party candidate is unable to finance for himself, it must supply him with the sinews of war.As most of the candidates ave poor, the central fund must finance the lot and it usually does, wherever the funds come from.Only legitimate expenses may be provided for, but these are always considerable, and the definition has proved elastic.In the United States just now, the Republican managers of the presidential campaign are reported to be in a quandary to find out where the four or five million dollars they need are to come from.They dare not accept large contributions from the trusts, as .they did last time, because, as one of them is quoted as saying, if they were caught doing so, the party would go down to defeat on that issue alone.He spoke from a professed knowledge of the temper of the people, who have made up their minds that the time has come when the combinations of wealth must quit financing presidential campaigns.No doubt, the corporations have their own ideas on the matter.After what transpired in the insurance investigations, they will be cxtremely careful about contributing to ther party in the pending campaign.\u2018This admission of an awakened public conscience is a good augury and we hope it is as lively in the Dominion as it 1s said to Le in the Republic.As has to be admitted, there must be election funds.The best way we know of to keep these funds clean is to require that their books shall be open to the public.Every contribution must be labelled with the name of the contributor.Every expenditure shall have a precise statement as to what it is given for.There must be no sundries on either side of the account.With the eyes of all men on the accounts there will be a minimum chance of corruption.The \u2018 Act to amend the Dominion Elections Act\u2019 introduced to the House by Mr.Alcorn, made full provision for the public return of all election expenses.The official agents for candidates were required to furnish all re- séidts, and from whom received, and all expenditures were likewise required to be set down in full detail, the name and description of each person to whom any sum should be paid and the reason for which it was paid to him being set out separately.Solemn declarations, as printed in Mr.Alcorn\u2019s draft bill, were required from both the agent and the candidate respecting such expenses.On the other hand, we do not find that Mr.Aylesworth\u2019s bill makes any provision for the publicity of accounts that does not now exist.Should such omissiqn not be mended, and should the Con- servalive party commit itself to the Alcorn measure, it will go ill with the Liberals in the country.That measure which is framed in accordance with British law and usage, has the present sunport of the Opposition leaders.But ther: is a difference between that and a party undertaking to bring in such a law.Under the Aylesworth bill, \u2018crackers and cheese\u2019 would still cover all sorts of fishy expenditures, while party contributions might come in from all sorts of sources, tainted as well as pat- rintie.position make it look as though its design was to obscure its old zeal for electoral purity in its new zeal as to which party shall have the advantage, whatever it may be, of constructing the voters\u2019 lists in certain provinces, \u2014 TRADE CONTRACTION.The bank statements for some months past have given clear evidence that the trade of the country continues to shrink.Thus the April statement issued to-day shows the note circulation to have been only $66,712,899, or more than two and a quarter million dollars less than the previous month, and over six million dollars less than a year ago.The total public deposits in Canada for April amounted to $551,871,716, which is nearly twenty-three million dollars less than the total deposits in April a year ago, but six millions more than for March of this year.As compared with March, the\u2019 increase for the past month in public deposits is solely in the demand deposits.Current loans in Canada for April amounted only to $539,330,752, or nearly six million dollars less than for March, and nearly forty-seven million dollars less than for April a year ago.Short or call loans in Canada for Apri} amounted only to $41,585,563, or twa millions odd less than March, and nearly nine millions less than April.1907.Thus, it will be seen that during the space of the past twelvemonths the note The recent tactics of the Op-! DAILY WITNESS circulation has shrunk about 81% percent; t.e total deposits about 4 percent\u2014of :ch the demand deposits have shrunk about 7% percent, and the deposits bearing interest about 214 percent; the call loans about 17% pereent; and current loans about 8 percent.These shrinkages do not point at all to undesirable conditions.On the contrary, up to a year ago, the enterprises of the country had expanded by leaps and bounds, the demands for money had increased beyond the available capital, and credits were being strained to the breaking point.It was necessary to call a halt, and the bankers were compelled to put on the brake.We have been and are now passing through a period of readjustment of prices and other conditions, but the country was never more healthy and safe, and it only needs a good all-round harvest to insure a further period of expansion.It may be said here, that ad- vices from the West to-day are full of glowing crop prospects, crop conditions were never better, if so good, at this period of the year, and if favorable weather lasts over the harvest the West this fall will be a veritable Tom 11d- dler\u2019s Ground, far richer and more desirable than any gold mine.The total assets of the banks for April amount to $909,124,750, and the total liabilities to $898,560,144, of which $730,776,390 are liabilities to the public, and $167,783,754 to the shareholders.It may be of interest to note that the specie, Dominion notes or \u2018legals,\u2019 the net foreign balances, and foreign call loans\u2014which ara considered the available cash or emergency reserves of the banks\u2014amounted to $135,650,046 for April, or about two and a quarter millions less than for March and thirteen million odd more than for April a year ago.It is, of course, the policy of the banks to keep such reserves strong in times of panic or acute uncertainty.\u2014\u2014 FLLAG FLYING ON EMPIRE DAY BILL IN THE BRITISH HOUSE OF COMMONS REJECTED.(Canadian Associated Press.) MUST REFUND RAILWAY COMMISSION DEALS DRASTICALLY WITH THE MICHIGAN CENTRAL.\u2014_\u2014 Toronto, May 21.\u2014The Board of Railway Commissioners dealt drastically with the Michigan Central Railway Company, yesterday, after hearing a complaint from the John Campbell Milling Company, of St.Thomas, that the railway company were charging a rate of six dollars per car for interswitching cars from the Grand Trunk over four hundred feet of track to their mills.Mr.Mabee, the chairman, said the company had been given every opportunity to justify the toll, but had {failed te do so, and made the following order: \u2018The order of the board therefore will be that the charges for switching cars by the Père Marquette from the Grand Trunk shall be three dollars per car, und the tolls of the Grand Trunk for handling cars from the point of connection with the Père Marquete for cars delivered to the Michigan Central by the Père Marquete shall be two dollars per car.\u2019 The board further finds that in view of the large amount which has been paid in tolls by the complainants it would only be just for the railway companies to refund to the complainants the difference between the tolls when the jury return: ed a verdict of not guilty.Judge Mcleod, who presided, denounced the jury m the most scathing terms for what he claimed was an outrage to justice.The evidence in the case was strongly against the prisoner, who had killed a newly-born child of his own daughter.The revolting feature of the case was that Gray admitted the patermity ol the baby he had killed.When the jury presented the verdict the judge said: 'T cannot compliment you on your finding.This is the most extraordinary verdict 1 ever heard.Jurymen taking the oath.as you have done, should pay some attention
