LEAD OF 41 BY 16 POINTS, The Heathers turned the tables on the Montreal Club last night in play for the Centenary Cup, defeating their opponents by no less than thirty points m the evening, and thus not only making up the leeway of 17 points, but winning by a majority of 13 over all.1ne St.Lawrence players also had the best of matters last evening, but the match bad only one rink to go, and the Thistle lead où 41 the previous evening was unassailable. However, the St.Lawrence players cut down the St.Monique men’s lead by 16 points, leaving them 25 points up.Heathers now meet Calidonia or Rideau in the semi-finals, but it is generally understood that Rideau will not play this evening against the Caledonia Club, preferring to forfeit their game rather than make apother journey to Montreal, in which case the Caledonias get a bye into the semi-finals against the Heathers.Play in this game will be on the sheet of both clubs, one of the matches taking place this afternoon on the Caledoma ice, while the rest of the six games will be divided on the ice of the two clubs this evening. The battle between the two for the honor of meeting the This tles in the final on Saturday runners, arrived at the Ory Hall this evening at 5.29 o'clock, having completed the run from Hamilton, 1 die- tance of 47 miles, in seven hours and fifteen minutes, and accomphishing a feat which the broke down, and the runner made the rest of the try unattended, Pearce was presented with the cup and medal donated by P.J.Mulqueen at the Gaiety Theatre to-night.A similar cup.and medal will be given any runner who may equal or beat Pearce's record in future, but it is probable that never again will the run be undertaken under equally adverse conditions, OFFICIALS MEET.| E.C.A.H.A.Executive Passes Important Resolutions Governing Contracts Between Club and Player. It was after midnight when the E.C.A.H.A.meeting broke up last night after passing motions which, it is hoped, will put hockey in the east on a sounder basis than it at present stands. While the legislation was chiefly levelled at professional hockey the new regulations are of interest to amateurs as °agreements ’ are to be treated on the game basis as ‘ contracts.’ ; The following are the motions:— | “If any player, amateur or professional, under contract or agreement to play with any club in the league for a stated season, is given bona fide release by that club, he is at liberty to sign with any other club or any other club is at liberty to secure his services on or before February 10th, but the release with the one club and the signing with the other must be sanctioned by the executive of the league.* Any player under contract or agreement with a club in the league sball not be permitted to play matches with any club outside of the league, without the pérmission of the club to which he is under contract or agreement, under penalty of expulsion from the league, at the discretion of the league executive.‘That no player who has competed in any other league in Canada during the season cap play in the E.C.A.H.A.after February 15th.At last night's meeting the question of referees for Saturday’s games came up and after a long discussion Mr.Wag- horne of Toronto, the official O.H.A.referee, and Mr.H.Watson, late of Montreal, and now of Renfrew, were chosen to act in the Victoria-Ottawa match.Joe Power, of Quebec, was the only man in a long list that both clubs were willing to accept but he was out of the question, as he is playing on Saturday.Mr.Dickson objected to what he considered the leaving out of Ottawa when referees were considered but the other clubs replied that it was only when Ottawa were playing that a difficulty in agreeing on officials was apparent.Mr.Chauncey Kerby and Joe Hall were agreed on in a short time as the officials between Wanderers and Quebec. It was decided early in the meeting to require Quebec and Ottawa to provide cages for goal umpires and seats for tne officials and players. It was also resolved that rinks on the circuit should be asked to do what they could to prevent smoking in the rinks, when matches were being played. The following were present:— Dr.Cameron, Montreal] (in the chair); Dr.Stuart and D.Campbell, Vie- toria; J.P.Lunny, Shamrock; J.P.Dickson, Ottawa; Jennings and T.Hodge, Wanderers.JUNIOR Rev.Dr.Symonds pre- ‘sided.Satisfactory reports were made by the secretary and the treasurer. The former reported twenty-three new subscribers added to the club during the past year, and an increase of over ten ppercent in the number of books ordered for the use of members.Catalogues ot the volumes in possession of the club are being issued quarterly, and may be bad on application at the desk in the Mc: Gill Library.A fresh issue is in couree of preparation. It was remarked that all suggestions for new books were most welcome to the committee and would receive due attention. The treasurer re- | ported the club frge from debt, with a | bank balance towards the ensuing year.| Certain outstanding accounts has yet to i be met, but these had been taken into consideration in reporting the money on hand. The work of the constitution revision committee was reported to the meeting and a resolution for the adoption of those changes recommended, was proposed by Dr.Symonds.In seconding the motion, Mrs.Cox pointed out that amongst the most important changes in the constitution was that which increas ied the limit of membership from one to two hundred. This had been done for the purpose of enlarging the interests of the club.It was surprising to find to what a large extent the erroneous idea that the club was merely a university affair, existed. It was the object of tbe committee to make the club of interest to outside readers as well as those in connection with McGill. The more gen erul the reading the greater would be the benefit to the club and to members themselves. The following committee were unanimously elected.Dr.Symonds, Professor Taylor, Mr.Ridler Davis and Mrs.Cox.Officers were re-clasted for he ensuing year: Treasurer, Miss SKel- vl secretary, Miss Mary E.Hickson.MR.SARGANT'S LECTURE.Sargant's fifth lecture will be de- vend i The Royal Victoria College this evening, commencing at 8.15.The lecture will be a continuation of that delivered a PROPOSED IMPROVEMENTS, Mr.Thomas A.Trenholme, mayor ot Notre Dame d- Grace, has issued the following notice to the ratepay ms ol the municipality: Owing to mix electors-proprietors ot the town of Notre Dame de Grace having this duy demanded a poll, 1 am ordered by resolution of the council tu notify you that on the 27th and 23h stant, you will be called upon to vote, tor or against, a by-law authorizing the corporation ot the town of Notre Dame de Grace to borrow two hundred and seventy-five dollars ($275,000) at 46 per- vent, payable in forty years, for tne 1m- provements hercinatter described, and to give you the reasons which have 1n- duced the council to pass this by-how:- [mprovement No.1—Une hundred and thirty thousand dollars ($130,000).for the construction of a main sewer running from the height of land opposite the Hospital for Incurablts, to the River St.Peter and destined to receive tue sewerage of Ward No.1 (Turcot V- lage) and portions of Wards Nos.2, 4 ‘and 5 improvement No.2—lorty thousand dollars ($40,000) for sewers in Ward No.5 (Kensington), and part of Ward No.6 Improvement No.3—Forty-five thousand dollars (845,000) for the widening, grading and macadamizing of Sherbruuke street, including the cost of expropriating the land necuseary to widen this street to 80 feet.Improvement No.4—Sixty thousand dollars ($60,000) for a block of land In the west end of the town of Notre Dame de Grace, being part of official lot No.151, situated on Sherbrooke street, and containing about 600,000 square feet, at lûc.per foot, the same to be used for + public park and playground or such other municipal purposes as the council may, from time to time, determine.lmprovements Nos.1 and 2 are ur: gently needed, as the want of sewers 1s felt to the extent of being a menace 19 public health, besides being a source of great inconvenience.Improvement No.3 is also rendered absolutely necessary according to terms of contract existing between the corporation and the Montreal Park and lsland Railway Company, which oblige the corporation to widen Sherbrooke street to BU feet and grade it on both sides at the same time as the company will do the grading of the centre of the strect in order to place their rails; this, the company is prepared to do first thing this spring.Regarding improvement No.4, your council is convinced that this property is a big bargain, and the town will soon need it; and unless the corporation se cures it without delay, it will be subdivided into building lots and the price of same increased beyond the corporation's reach.Your council instead of voting away large sums of money in bonuses to factories like most of the towns around Montreal, think it best to exclude tac- tories and use this money in town embellishments in the form of public parks and playgrounds while land 1s cheap, as an additional inducement to the best Class of people to come and build their homes in Notre Dame de Grace, and make 1t what nature intended it to be, by its geographical position, the high-class resi.dentiai and aristocratic district of Greater Montreal. In buying this property, however, the corporation is not obiiged to turn it, or any part of it, into a public park, and if the council so decide, they can subdivide a portion of it into 100 building lots facing the park, which would readily sell at $600 apiece, amounting to $60,000, the total purchase price, and leave in the centre a beautiful park of over ten arpents in exient costing absolutely nothing to the town.It 1s bound to be, in any case, a most valuable assct of the town, and this purchase will put au end to the park question in the town of Notre Dume de Grace.Although the present rate of taxation in Notre Dane de Grace is the same as in Montreal and most of the surrounding towns, its valuation is very low. There is not the slightest doubt that in case of anpexation, the Montreal City Council would increase our valuation two and three hundred percent and more, As the cost of the above improvements will be spread over a term of 40 years, the annual assessment on the properties benefited will be very light, and they will greatly contribute to the progress and deviopment of the town as well as to the comfurt and welfare of its inhabitants, You are, therefore, requested, to register your vote early in favor of this bylaw, which means progress and prosperity for Notre Dame de Grace, The poli will be held at the Town Hall, corner of Notre Dame de Grace avenue (Cote St.Luke road) and Church street, on Monday and Tuesday, Jan.27 and 28, from 8 a.m.till 5 p.m.All electors proprietors are qualified to vote on this by-law whether their muni cipal and school taxes are paid or not.Electors residing in Montreal can — Banker Injured, New York, Jan.23.—An exploding bomb to-night wrecked the front of an ltalian bank building on Elizabeth street, briefly exposing $40,000 in silver and gold, which the bankers, Pasquale, Pati & Son, ‘had piled in the windows as ocular proof of their ability to pay depositors on demand. The junior partner, Salvators Pati, who was on guard inside, was badly cut by the glass that crashed in upon him, but styck by his charge, and soon had the money stored away in the vaults. The score of clerks had left the place some hours before, and the explosion injured none but the younger Pati. The .Bomb-throwers, who were not seen by thé banker, were quickly 10st in the crowd of several thousand excited Italians who gathered about the wreck, and their motive is a mystery. It was at first believed that a robbery had been attempted, and the known distress in certain sections of the city lent color to this theory. If robbery was the object, the perpetrators, it is believed, were amateurs, who lost courage at the critical moment, when the tempting treasure wag within arm’s reach of the street.Pati, the elder, is one of the most prosperous of the Italian bankers of the city. His institution is capitalized at $500,000.During the bank troubles he conceived the idea of a window display to reassure doubting patrons, and the realistic advertisement hag since been one of the sights of the foreign quarters.MR.BALFOUX ON THE LABOR PARTY -— | HE DECLARES THEY ADVOCATE A SCHEME THAT WOULD RESULT IN A WORLD'S CALAMITY.London, Jan.23—Balfour and Sir Frederick Danbury, who represent the city parliament, were entertained at luncheon to-day by the Merchant Tailors’ Company.Mr.Balfour, in the course of a speech, called attention tn several lessons to be drawn from the recent Unionist victory in Mid Devon. He said that the Labor party, which had been so important a factor in the political situation —occasionally in electoral collision .with the government and occasionally in electoral collusion with it—had at last come out of the obscurity which had sdr- rounded it.The Labor party, he thought, had now definitely hoisted the red flag and announced itself the advocate of a scheme of social reconstruction, which found advocates in many countries.but which would not only carry with it ruin in the great commercial centres, and destroy the country’s commerciar and manufacturing position among the nations of the world, but would be the greatest calamity that had ever happened in the world, both to rich and poor alike.McGILL UNION PROBLEM.The question of compulsory membership on the part of all students at Me- | Gill University came up for discussion ‘ at’ the adjourned annual meeting of the Up.Ottawa, Jan.24.—The government's Insurance Bill passed second reading in the House of Commons yesterday afternoon without debate, the Finance Minister announcing his intention of laying over until next vear the sections which apply to the operations of the fraternal societies. This stroke of business was followed by an exceedingly fiery debate on the Japanese immigration question, in which two of the government supporters from British Columbia bitterly attacked the attitude of Premier McBride and his Cabinet colleagues on the Paci fic coast, toward this question. The latest move of the Bittish Columbia Cabinet in their passage of the Natal Act conclusively proved, he thought, that they were agitators instead of legiela- tors. Both Mr.Duncan Ross, of Yale- Cariboo, and Mr.R.G.Macpherson, of Vancouver, accused Premier McBride, and Attorney-General Bowser of deceiving the people of British Columbia last session, with their anti-Japanese legis lation, which Lieut.-Governor Dunsmuir, at the close of the session refused to sanction.Mr Ross asserted most positively, however, that Mr McBride knew beforehand all about what the (Governor was going to do with this bill, and was, therefore, a party to its being thrown out.The Dominion Government, through Sir Wiifrid Tam er, made it quite clear that Premier Ld ns- muir, in withholding sanction of the AntiJapanese Bill, was not acting at their request, and it is expected that a return will be nade to the House to-day of the correspondence which took place between Ottawa and Victoria ou this question, THE VICTORS OF ~IANSTEAD AND HURON, .1 When the Hon.George P.Graham and the Hon.Sydney Fisher entered the louse early in the afternoon they were greeted with hearty applause from the negotiation of the Franco There is every possibility, according to well-informed autho.ly.tha tthe Domicion Iron and Steel Company, and the Dominion Coal Company will, after ad that bas been suid and done, shortly come together regarding the settlement of the now famous case between them.Acoording to the ‘Street,’ the peace factions on both of the compan.es are more determined than ever to bring about an amicable agreement, now that Mr.Plummer has again declared himself favorable to a settlement on an equitable basis, as to the coal eupply.Mr.Plummer's confidence in the ultimate success of the Jron and Steel Company, with respect to its suit against the Coal Company is, ne doubt, well found:d, but it may be added that even ‘the stronguet courts are not infallible.lt is fair to assume that the defendant company in this cuit will not appeal to the Judicial Committee o! the Privy Council unless it is advised by competent counsel that ii has a reasonable prospect of securing a 7e- vereal of the present judgment.Suppose the contention of the Domonion Coal Company were to be sustained in the court of last resort, what then?Would the Steel Company be in as strong a position then to negotiate a settlement on an equitable tasie, as it is to-day with a unanimous of Nova Scotia—hardly so.And while Mr.Plummer may have the best of authority for his conviction that the Steel Company will finally win out, this opinion should make for peace rather than for a continuation of war.The people of Nova Scotia, as the Halifax ‘Chronicle’ says, have a distinct interest in the 7uture of both these corpora- tons.Since its creation the Iron and Steel Company has been in receipt of liberal bonuses from the town of Syduey and from the provincial and federal governments, while the Coal Company is the tenamt of the people of Nova Bcotia. The public has a material and important interest in the futures of both com- paniee, and while it has submitted thie far, it may mot be disposed to tolerate iis continuation much longer. At the offices of the Coal Company noms of the officials were disposed to discuss tue altuation funther than to exprees the oninion that there was a poseibility o! a | ecttlement.Mr.Frank Honce, general manger of the Steel Company, who bas been in the oily, left tor Halifax at noon to-day.He said that the output at tbe plant for January would be the largest in the history of the company and that the business at Sydney was reaching gigantic proportions.TORONTO MARKETS — Toronto, Jan.24.—Prices throughout
