labors at Berlin last week, did not solve the difficulty it was brought together to consider.That difficulty lay in the proposal, submitted by the United States, and supported by Germany, that inter-communication be obligatory between ship and ship.The British compromise proposition was that inter-communication be compulsory upon matters pertaining to navigation alone.A majority in number Mr.Wilbur Glen Voliva seems to be a fitting successor to John Alexander Dowie as head of the Christian Apostolic Church in Zion.He announces his intention of starting out as a sort of Jack the Giant Killer, the giant being the churches of to-day.He has no use, he declares, for orthodox churches if they represent modern religion, and is ready to take \u2018the platform as an infidel and smash them.\u201d Mr.Voliva boasts tl-at he will build a new Zion and will make it \u2018the greatest religious colony in the world.\u201d Pride, however, and vain boasting go before a fall, as his has been made of President Roosevelt\u2019s intention to call for a general election to choose a native parliament by the civilized portion of the population of the Philippines in March, 1907.It will not be a parliament in the true meaning of the term, implying self-government, for it will not possess legislative functions.It will consist of two chambers; one elective, the other appointed by the government.The latter will consist of the Philippine Commission enlarged, which will retain its executive and administrative powers.The only semblance of home rule is contained in the provision that no law can be passed without the consent of both houses.The meaeure seems to be educative, as it will give the people instruction in the holding of elections and acquaint them with the principles of representative institutions.While the lower house may initiate native laws, it will have no power to enact statutes, the veto authority being possessed by the appointed chamber.The government will be as absolute as ever, the natives merely having a constitutional place for airing their grievances and making known their wants.As a vent for popular opinion it will be vseful.It will test the fitness of the Filipinos for self-government and, if their representatives show wisdom and moderation, it may lead to further conces- sicns.President Roosevelt has said that the ultimate purpose is to establish \u2018self- \u201cgovernment after the fashion of really \u2018 free peoples.\u201d Yet the promised constitution contradicts every distinctively American constitutional tenet.The substitution of educational for universal suffrage is unquestionably right in principle.No one can have a right to rule who is not fit to rule; and the man who cannot 1ead may be assumed not to be able to understand the questions which modern government involves.Occasionally an illiterate man is more intelligent and has mere grasp than an educated one, but the presumption is all the other way.It is easily possible for all men to learn to read and it is therefore no hardship to exclude the man who neglocts to do so.As being elected only by literate people the Philippine parliament will have a dignity which many parliaments have not.\u2014_œ ARISTOCRATIC PIGS.Not so many ycars ago every British \u2018cottager had his pig-stye and his pig, and his swill-tub, where all the leavings of acrimonious discussion, and progress could only be made by the cast: ing vote of the mayor, on the side of the by-law, which is supported by Councillors Murphy, Rogers and Lee: while Councillors MeGoun, Galbraith and Scott keep up their uncompromising fight against it.Councillor Galbraith expressed the gpinion that the whole thing was a arce.The only new phase in the debate last night was introduced by Council Jor Murphy, in referring to the muni»- 1 elections which will be held January.The four retiring councillors, it is interesting to note, are all in favor of the bylaw, namely, Mayor Knox, and Councillors Rogers and Lee.Councillor Murphy, who is chairman of the Water Committee, and as such is the father of the by-law, was elected last January for two years, along with Councillors Galbraith, McGoun and Scott.During the debate last night Mr.Murphy said some of them would have to face the electors in January, and it would then be seen what the issue was.\u2018If you
