Dominion Wholesale Grocers\u2019 Guild for alleged \u2018 comspiracy unduly to limit the manufacture, production and competition in starch, sugar, and other commodities,\u201d began at the Police entitled to buy from whom it pleased, and it was perfectly legal to ask for rates.In order to facilitate the Crown\u2019s investigation, the defence would produce anything in ite democracy, and suggested remedies.Mr.Borden acknowledged the defects of the party system, but said it would have to exist until something better was proposed.As two ; remedies which might relieve the present evil tendencies in popular government, he suggested civil service reform and re- iform in the electorate methods of this country.He said he desired to avoid controversial questions.Civil service reform could be effected by competitive examinations when something besides I mere party considerations would weigh in the appointments.\u2018It is a very easy thing to criticize, but it is an entirely different thing to carry out a resolution founded by strenuous partisans who believed that all spoils are the prize of the victor,\u201d said Mr.Borden.In regard to corruption at elections we if it were strongly supported by public opinion it would work reasonably well.But eo far it had not received the support that might reasonably be expected of it.Widespread bribery at an election didu\u2019t provoke a great deal of criti cism or public attention, but the manipulation of ballots provoked a great deal of indignation, though not very lusting in its effects.The appointment of a public prosecutor in Britain had produced very good results.\u2018Supposing,\u2019 said Mr.Borden, \u2018we had a man with the independence of a judge, who, when he thought the two parties were endeuvor- ing to bring to an end any proceeding under an election petition, was authorized to intervene.Suppose power was conferred on him to go into any riding wheré reasonable evidence of suspicious circumstances was brought to his attention, and held an investigation, the cost would be considerable, but in my opinion could be regulated with the very great advantage that would rise to the
