but that it was an outrage and a wrong.and that it could now only be remedied by the province paying for the Protestant taxpayers the amount of which it is determined to plunder them.No cone can find fault with this proposal unless it be the general taxpayer, who has to shoulder a burden created by trickery.What the people who are to profit by the business think of themselves can only be surmised.We ought to be thankful if Manitoba has escaped the medieval and despotic system which is here illustrated.\u2014\u2014\u2014\u2014 The \u2018Evenement\u2019 acknowledges that there is urgent need of reform in the schools of this province.The Flynn Government, it says, recognizes this and has made school reform a plank in its platform.But Mr.Flynn, it tells us, feels that the ground is slippery and that he must proceed very prudently.The \u2018Evenement\u2019 agrees with Mr.Flynn and says : \u2018If reforms \u2018are urgently called for they, must \u2018not be too radical, for then insur- \u2018mountable obstacles would be met.\u2019 What, then, are these insurmountable obstacles to placing education on a right footing ?What \u2018is it that makes Mr.Flynn feel that if he does right by the rising generation, and puts them in a position te hold their own in the battle of life, his own feet will slip from under him ?It is not for us to answer the question or to seek to catch the numbing spectre | that the \u2018Evenement\u2019 sees in a path which should be all light.We must ask the \u2018Evenement\u2019 to tell us what it is like and how it would appear to be dressed ?There is certainly ' nothing in Mr.Flynn\u2019s policy so far \u2018as announced to raise any obstacle or to irritate any hobgoblin that may wish to prevent the children from getting a liberal education.All Mr.Flynn has proposed so far is to take more of the people's money than now and distribute it among the schools.Even the \u2018Evenement\u2019 sees no danger in this.It sees its nightmare sitting upon the schools and devouring the extra money with a smack.-\u2014 The declarations of the street railway people about the danger of going up the Cote des Neiges hill have been either pure hypocrisy or else Mr.Forget and Mr.Cunningham were very ill-informed in 1893, when they urged this very line on the ccuncil of Cote des Neiges, and descanted on the safety with which t could be carried out.Wheat has changed their mind does not seem to be newly discovered engineering difficulties, but an understanding reached with the Park and Island Company, with whom they were then in competition for the Cote des Neiges franchise.They had actually undertaken to build the line and to carry the Côte des Neiges people to all parts of the town for six cents, with reductions by ticket after five years, when the other company showed them that it was better to come to an agreement with it.By toe street railway retiring it would equally get five cents on every passenger brought to town by way of the back of the mountain, and that without the expense of building and working a line over the Cote des Neiges hill, and the Park and Island Company would be able to collect another five cents for itself.So the street railway brazenly entered into a contract with its rival to break its contract with Cote des Neiges.Cote des Neiges but for this underhand trick could have exacted from the Park and Island Railway a five-cent fare to the centre of the city, while its people have now to pay ten cents.All this has, of course, nothing to do with the Street Railway Company's undertaking with the city of Montreal to lay a track to the city limit on the Cote des Neiges road, or indeed wherever the city may order, except that it shows how a company can, and why it sometimes does, repudiate\u201d an undertaking.-_\u2014\u2014\u2014 LORD SALISBURY'S SPEECH.While there was nothing startling in Lord Salisbury's speech at the Lord Mayor's banquet last evening, there was much that was important.The whole English-speaking world will be glad to hear that a basis for the arbitration of the Venezuelan difficulty has been reached by the British and United States governments, and that the agreement, though we suspect it involves considerable concessions on the part of Britain, is of a nature which is quite honorable to her.It is prebable, from Lord Salisbury\u2019s speech and the \u2018Times\u2019s\u2019 comments thereupon, that Great Britain has consented to arbitrate all the territory that has not been occupied by British subjects during a period of fifty years.That is a long period to go back ; a generation would have been more reasonable, say twenty-five years.It is probable that the occupation of any part of any district would on this basis be held as ownership of the whole district.The agreement was the proposition of the United States Government, so that the real good will of Britain toward the sister nation is plainly enough manifested in its acceptance.The Barima districts of Guiana are of great importance to Great Britain, as they give her a footing at the mouth of the Orinoco, which will some day be a great artery of commerce, but it-would be better and easier to sacrifice those districts under such an agreement as that arrived at than to have to sacrifice a foot of the extreme limit of the hinterland after war feeling had heen aroused between the peoples of the two nations.And all South America would not be worth a war between Great Britain and the United States, which would mean the beginning of the end of one or other nation, and perbaps the sacrifice of i: BER Bf ys fein ron Sd dot Sr fii SR BE de ak El gl C2 gp etre lue = ai po Se the future of the English-speaking peoples and the retardment of the civilization of the world.It is evident that an agreement has been reached by the great powers of Europe in regard to Turkey, and that the agreement is to compel the Sultan to introduce and carry out real reforms, or rather to place the ad- | ministration of the Christian provinces of the empire in the nands of Christian subjects of the Porte, who will be chosen by the powers themselves.The employment of force either by one of the powers or by a combination of them is not contemplated.It seems from this part of Lord Salisbury\u2019s speech that Turkey is strong for defence against attack by any one of the powers, which means that she would have the financial and other material assistance of some one or more of the other European powers in such a case.But that left to herself Turkey will have no support from any of them, and that she will go to pieces in time.probably in no very long time.In the meantime the powers have apparently satisfied themselves that the Sultan is now impressed with the truth that further massacres will hasten the end of him and his empire, and that he is, as Lord Salisbury intimates, as humble as he can be ; the employment of force could not make reforms by the Sultan less uncertain ; they could only precipitate the end, and a sanguinary end it would be for Turks, Armenians and Greeks alike.Great Britain is, we learn, not to give up Egypt, or even Cyprus, not \u2018an acre of ground she now hclds,\u201d to use Lord Salisbury\u2019s very firm and vigorous language.Cyprus is of no use to England, but it certainly could not be handed back to Turkey ; there is no other nation to which its people are specially attached, and it could not be made independent.Perhaps Lord Salisbury has a sentimental feeling for the island he and Lord Beaconsfield secured by diplomacy for England from Turkey, even though it is a worthless possession.That Russia and Great Britain understand one another better and are more friendly is clearly conveyed in Lord Salisbury\u2019s speech, though he is careful to declare that no alliance has been made by England with any power or any group of powers.This is for the gratification of Germany, which is just now in a very humiliating position.The bonds of the Triple Alliance, whose influence and prestige have waned as those of the Russo-French alliance have waxed, have been weakened and loosened by the treachery of German statesmen at war with the policy of their own country, and Germany itself is disturbed and distressed by the warring of the factions.Prince Bismarck can be and will be silenced skortly by the force of public opinion acting with the Emperor William, who must have the sympathy in this matter of all right-thinking people.The Emperor and his chan: cellors since Bismarck\u2019s time have been acting in good faith ; it is litlle less than diabolical for Bismarck to attempt to break the trust in that good faith by casting doubts upon it with revelations of his own bad faith as a German chancellor.The situation in Europe is by no means a sunny one, yet Lord Salisbury\u2019s 1 speech gives the impression that the immediate danger of war is over, RAILWAY Y.M.C.A., PT.8ST.CHARLES The regular Sunday afternoon service in the room of the association on Sunday afternoon was addressed by the Rev.Mr.Cruikshank, of St.Matthew's Presbyterian Church.The speaker gave a stirring address upon Character,\u201d taking for his text the request of the Midianite kings to Gideon, particularly the words: \u2018As the man is so is his strength\u2019 He pressed upon his hearers the necessity ot obtaining strength from the Spirit of God.and that as we were filled with the Holy Spirit so were we prepared for work for the service of Christ and for the uplifting of our fellowman.He besought al) to partake of the living fountain even the waters of lifq everlasting.A cordial invitation is extended to all railway men to meet the members on Sunday afternoons at four o\u2019clock.There will be addresses by railway men and a good service of song.All are asked to come and spend an hour in talking of God\u2019s saving grace, and hig loving care of railway men.\u2014\u2014\u2014\u2014\u2014 A CLAIM FOR INJURIES RECEIVED.T.Maddigan has entered an action claiming a thousand dollars damages from the Montreal Roofing Company on account of injuries received while working in the service of the company defendant.UNHAPPY ALDERMEN.They Find That Companies Which They Once Were the Masters of ARE NOW THE MASTERS OF TIIEM.The Street Railway and Bell Telephone Companies caused the aldermen much unhappiness yesterday afternoon at the meeting of the City Council and war was declared upon both companies.The meeting proved to be an interesting one.When the Council opened the Mayor, presented the petition handed him on Wednesday last by the merchants who asked that the earlyclosing by-law should The Mayor said he had been be enforced.informed by the City Attorney that the judge, by-law, would deliver judgment in the course of a few days.\u2018Of course,\u201d said Alderman Stevenson, \u2018if the judge decides that the Dy-law is \u2018 legal the Council will do its duty and see it is enforced.Noihing can be done till this decision is rendered.\u2019 The Mayor said the only course opcn was to leave the petition on the table till this decision was rendered.It was Alderman Marsolais\u2019 opinion that the by-law should be enforced without waiting for the decision; if the judge declared it was unconstituticnal it could then be abolished.The council bad passed a by-law and they should see it was respected., It was decided, however, to wait for the decision of the courts.A COUL NOTIFICATION.The following notification from the secretary of the Bell Telephone Company caused great indignation; it read: On behalf of the Bell Telephone Company of Canada, Montreal that this company requires for the purposes of its business, to lay underground conduits for its wires or cables, from the branch on the east side of Bleury street, opposite the Revere House, north of St.Catherine street.to the pole on the : west side of Bleury street, facing the same building, a distance of about thirty or forty feet, and that the company Intends making the excavations, under the powers conferred on it by its charter of incorporation; and I write this to notify the city that this: company will begin such work of excavation on Tuesday, Nov.10, instant, in order | that the City Surveyor, or such other officer as the city may appoint, may supervise such excavation and laying of conduits, etc.if the city deems such supervision necessary or exnedient.Ald.Beausoleil was amazed at the coolness of this company in saying it would open up the streets without the city\u2019s consent.The company, relying upon its charter was simply grabbing the streets | of the city.He was in favor of preventing it by force from tearing up the roads, no matter what its charter was.\u2018We might as well,\u201d sald Ald.Stevenson, wrathfully, \u2018give up all control of our streets to these companies.It is simply disgraceful the way the city Is being treated in this matter.I am of Ald.Beausoleil\u2019s opinion that we should instruct the City Surveyor to stop the company from doing this work.\u2019 Ald.Connaughton said the city should not send the City Surveyor to superin- | tend the work and thus the city would show it would not recognize the contention of the company that its charter from the government was sufficient to allow it to open up the streets without consent of the City Council.Ald.Sadler point2d out, however, that by the City Surveyor not supervising the work of the companies which were npen- ing up the streets that they were simply laying pipes where they liked, After Ald.Rainville had saff thet the: company should not be allow to think | the City Council countenanced its charter from the legislature, he made the following motion, which was seconded by | Ald.Stevenson: That this Council.persisting In its previous resolution.declares itself opposed ta the action of the Bell Telephone Company.such as indicated in its notice of today.and that the City Survevor be instructed to prevent the works mentioned in the said notice.Then rose Ald.Prefontaine, champion of this and other companies, and said the Bell Telephone Company had been given permission by the federal and local legislatures to dig up the streets of the city and lay pipes therein without saying to the council \u201cBy your leave.\u201d In consequence of these mighty powers the city would be doing a perilous thing if it interfered with the company in its work of digging up the streets.If force was used by the city the company would simply do as the Standard Light and Power Company had done, get an injurc- tion against the city and then proceed with the work.In conclusion be said the company would only be insulted by the city if it had to ask for the permit.\u2018It is something marvellous to me) said Ald.Jacques, \u2018how these companies managed to get such wonderful power from the governments.\u2019 Ald.Rainville\u2019s motion was then voted upon and resulted as follows: \u2014 Ayes\u2014Ald.Wilson.Charpentier, Harner, Kinsella.Connaughton, Dupre.Grothe, Re- neault, McBride.Beausoleil.Jacques, Pre- vost.Marsolais, Stevenson, Lefebvre.Rain- ville\u201416.Nays\u2014Ald.Sadler, Turner, Penny, gen, Prefontaine\u2014s.THE TURN OF TRE M.S, R.The Street Railway Company now came in for a severe handling on account of its policy in rezard to the Cote des Neiges line.Ald.Kinsella presented the following memorial to the council from Messrs.James McKenna and E.F.Prendergast, members of the committee of the council of the town of Notre Dame des Nè:iges, appointed to negotiate for an electric car service from the town into the city of Montreal in 1892-3: \u2014 Notre D:me des Neiges, Nov.7, 1894.To His Worship the Mayor and the Aldermen of the City of Montreal Gentlemen, \u2014Thinking it might be of ad- Costi- in the civil courts, who was to | decide upon the constitutionality of the, 1 have to notify the city of;
