John Donnelly, 16a St.Margaret street, and Jas.Hennessy, were the three who were arrested.Before the arrest was made the men were told to cease work because they were obliged to obtain a permit from the town of St.Henri, but they refused, consequently they were apprehended.The fourth'man did not remain at his post long but decamped immediately the officers were out of sight.Later in the morning the young man in charge of the work, on hearing the state-of affairs, went to the headquarters of the police and made arrangements for the release of the men.After receiving a proper permit the men resumed work.The case has been settled without bringing it into the police court.ere POLICE COURT ITEMS.Michael McNulty, a sailor on board the H.M.S.\u2018Tartar,\u2019 was arrested this morning on a charge of deserting his ship and refusing to work.Judge Desnoyers sent John and Joseph Huddell to stand trial at the Queen's Bench in September next, on three more charges of house breaking which so far makes a total of aix separate charges against the brothers.Magistrate Lafontaine fined a little boy | $1 and costs or 6 days, for stealing 800 Ibs.of coal from the wharf this morni Can- stable Giguere caught the lad Shing it away in a small waggon.MEDICAL.(Letters for this department should be adds essed * Medical Editor * Witness,\u2019 Montreal.\u201d Should a subacriber ask ary question which ds not suitable for publication, a reply will be sent by mail if a stamped addressed envelope and 31, physician's fee, be enclosed with such question.] OILY SKIN, \u2018HOW TO CURE IT.The sebaceous glands in the skin of the face are large, numerous and active in these cases.Washing with warm water contein- ing a little borax has some effect; depression and weakness with palpitations.Ans.\u2014This patient is not getting well nourished and needs to build up better blood.Milk, beef, iron and potash will build up the blood.arrish\u2019s syrup or chemical food contains phosphate of iron, half a grain in a teaspoonful dose, with phosphates of lime.ôtash and soda.This sufferer really needs ore food at breakfast as well as this tonic.A sup of strong beef tea with toast, or an egg left ten minutes in water, which was boiling when the egg was placed in it.An egg can be cooked firm but not stiff in this way, and is more digestible.Keep the saucepan closely cover in a warm place.A cup of cocoa is better than tea if she can take it.KIDNEY DISEASE OR INFLAMMATION OF BLADDER.N.B.complains of kidney trouble from cold; sixty-six years old.Many people talk of kidney disease when the trouble is inflammation of the bladder.Without any reason to be sure that this is kidney trouble, or any symptoms given, a correct answer is impossible.Nothing but the chemical and microscopical examination of the urine makes a medical man certain that kidney disease is present.Urine full of mucous, and straining are common symptoms of disease of the bladder.BUNIONS\u2014BAD BREATH.Reader of the \u2018Witness\u2019 asks for a cure for bunions; also for bad breath.cushion or bag of synovial fluid sometimes is developed on the jpint of the great toe and may become enlarged and inflamed.The contents may become nearly solid or may suppurate.Surgeons sometimes remove this cause of pain and inflammation.Less radical treatment would be painting with tincture of lodine and pressure or puncturing to remove fluid contents when simply enlarged: poulticing and removing matter if there is suppuration; cold wet dressing if there is redness and heat.Bunions are caused by pressing the great toe toward the second toe, rarely \u2018the first bone of the toe is dislocated.Properly shaped boots having the Inner order straight should be worn.A separate compartment is sometimes made in shoe and stocking to hold the toe in its natural position.Bad breath may be removable as by cleaning teeth with a brush, soap and tooth powder and a silk thread.Cleansing the nose and throat if catarrh is the cause.Treatment for indigestion if that \u2018is the cause.If arising from disease in the lung aromatics which return upon the breat cau often ba taken and benzoin or turpen- Pme .\u2014 tine of eucolyptol or menthol can be in- baled, a few drops In a pint of hot water, If not found irritating.Inflammation of the middle ear is sometimes the cause.ECZEMA.Anxious Mother.\u2014My son has suffered for | years; eczema comes in watery pimples,and then forms into scabs, under which is a watery matter; the dootor two years ago fald it was eczema, and told him to use tallow, which he has been doing; it generally goes away in spring.Age, 26, farmer, general health, always good; uses no tobacco, nor stimulants whatever; dist, plain nourishing food and well cooked.What is the cause of the didease?Will it go away by treatment?Ans.\u2014Eczema is an inflammation of the skin, and its many forms arise from different degrees of latensity and the duration of the inflammation.ucoess in the local treatment of eczema depends upon the kind of inflammation, which may be simply a deep flush, with irritation and some swelling or a slight scaling, with redness and itching.or blisters, or pustules, may by bursting keep the surface wet or covered with crusis.Acute eczema must be soothed.Acute means an attack coming upon healthy skin.Chronic eczema often re- qulres to be irritated into an active state, so as to produce a healthier condition.Chronic eczema is state of the skin in which It ia often thickened, red, hardened, and even seamed from constant inflammation.For acute eczema, a good, soothing application is made as follows, to apply when itching, redness and other symptoms appear.Oxide of bismuth, half an ounce; oleic acid, four ounces; white wax, one and a half ounces; vaseline, four end a half ounces; oi] of roses, three minims; warm.and mix thoraughly, adding the oll of roses last.A dusting powder of starch, thres parts, and boric acid, one part, may be useful! in the day time instead of ointment.If there are crusts formed the first thing is to remove them by soaking tor hours with lard or vaselins on linen, and then gently soaking off with warm water and soap.The object of this is to remove the matier which is under the crusts.After washing apply diachylon salve, with twice the quantity of oll Used for diachylon plaster.Spread the ointment upon clean linen and lay the llnen upon the reddened surface.changing twice a day.In dry eczema with scaliness of the skin tar is often very uséfui although it does not always succeed.leasanter odor, and is cleaner.tar to two of yellow wax, or equel parts of the tar and wax.Another tar ointment is made by mixing one rt of oil of cade with four of vaseline.r should be applied twice a day and continued until redness and scaling have ¢jsappeared.To relieve eczema and cure the patches as they appear is very important.A remedy canmot be said to be \u2018no good\u2019 because the eczema returns.A tendency to eczema certainly exists in some rgons.Indlestion, debility or gout sometimes causes it.The general heal should be carefully noted to which has a Five parts Rough underwear next the skin or sudden changes from heat to cold as well as certain drugs cause eczema in those liable to it The irritation of handling grocerles may bring out eczema of- the hande; the last figure yesterday being 207% and the highest.The improvement in the active list was as follows, contrasting to-day with yesterday: Cable, 142 against 140, a gain of 2 points; Gas, 17514 against 17314, a gain of 1%: Toronto Street, 63% against 61%, a gain of 174; as by opponents.Al- thcugh the expression of discontent by friends is calculated to give com- for: to foes, it is perhaps as well that dissatisfaction should be manifested and thus be attended to or at least spend itself.The dissatisfaction expressed is not generally of the kind which reaches us in a letter from a.prominent politician in New Brunswick, who thinks that another man than Mr.Blair should have been chosen as the Cabinet representative from that province.Mr, Blair is objected to because of the policy he has pursued as the premier of New Brunswick.His careér, according to this authority, is that of a \u2018practical\u2019 politician rather than a high-minded statesman.He will bring strength of the \u2018practical\u2019 kind to the party, which means that by political manoeuvring rather than by the confidence reposed in his policy and principles by the people of the province he will bring political support to the Liberals.Such support is generally paid for by the country, and dearly, in the shape of favors to individuals or to localities, and cannot but be a source of weakness to a party which relies upon honest adherence to high principles for strength.Mr.Blair may prove an altogether different mal ; as he has apparently the confidence of Mr.Laurier, there is reason to hope that he will.There can be no doubt that he is an able man and an administrator of experience and capacity.His province has long reposed confidence in him as its first representative.Liberals as well as Conservatives would do well to give the new government and each of its members a fair trial, and this they will 164 have if all sorts of suspi- cicns and charges are raised against them and revolt is stirred up before the government is fairly in the saddle.It is holds the Seawanhaka international challenge cup for small yachts, having taken it from the \u2018United States, which last year successfully defended it against Great Britain.The Royal St.Lawrence Yacht Club, which won the victory for Canada, is to be congratulated not THE MONTREAL DAILY WITNESS.action in encouraging the sailing of these beautiful little craft over its course on Lake St.Louis.The victory was by no means a cheaply earned one, though it wus apparently won so handily when the actual contest came off, Since 1889 the Royal St.Lawrence Yacht Club has done everything possible to encourage the designing, building and racing of small Yachts by amateurs, and was the first yacht club on this continent to take up and encourage the two-man bcat, for that is what the half-rater, or more properly the fifteen-foot sailing length boat, really is.After the acceptance of Mr.Duggan\u2019s challenge the club converted this eigh- teer-foot class, as it was called, into a fifieen-foot class, and this spring no less than seventeen of these boats were launched, and the racing be- tucer them during the months of May and June has been of the keenest.The efficiency of this fleet can be juäged from the fact that a yachtsman who tock part in these races, and saw those off Oyster Bay is of the oricion that there are four boats of this fleet quite capable of beating the \u2018El Heirie.\u201d The success of the club is largely due, of course, to the ability and energy of Mr.Duggan, who is a most skilful designer of yachts.He is also a first-rate sailor.It is difficult to determine whether his victory is due in greater measure to the superior design of his little vessel or to the greater skill with which she wag sailed.His reputation has been high in Canada for a long time, and it will now extend to the United States, and let us hope that Great Britain also will have reason to know it before the cup leaves Canada.It is tc be hoped that the Royal Canadian Yacht Club of Toronto will be as successful in their approaching yacht race with Chicago as Montreal has been when pitted against New York.If Canada wins both events she will be encouraged to European enterprise the United States occupies the enviable position of neutral ground.The transference of loyalty is not an easy matter to Europeans, but it is rendered less difficult if the conveyance is between friendly states which have no historic rivalry.With an immense population and great wealth, the United States seems to emigrants to afford greater opportunities than smaller and less wealthy nations.For this reason the United States will continue to attract the majority of European emigrants for some time to come ; that is, until industrial occupations are over-ctowd- ed, the fertile acres of the west are occupied, or immigrants are positively excluded.The latter is not an unlikely event, as it is becoming more and more doubtful to American legislators, if not economists, whether the immigration of heterogeneous foreigners is favorable to the moral, intellectual or material welfare of the nation.The United States immigration returns for the fiscal year ending June 30, just published, furnish interesting reading.All the nations of Europe have made contributions to the population of the United States, and in most cases there has been an increase over the preceding year, the total increase bsing 72,- 781.It is noticeable that more than one-fourth of the immigrants of the past year were Italians, of whom nearly one-half were classed as illiterates.The increasing fiscal burdens of Italy, together with the fear of being conscripted for the Abyssinian wars, have increased the Italian emigration.If we may reckon education as one of the essentials of good \u2018citizenship, we may congratulate ourselves that Canada has not hitherto proved attractive as a dump- ing-ground for unenlightened Europeans.: Cut of a total of 263,709 immigrants to the United States last year Italy, Austria-Hungary and Russia contributed 158,375, of whom 46,949 were adult illiterates.Canada does not increase her population to any only upon its success but upon its ee pente Sem LE LASER ES i a from these countries.Leaving the United Kingdom out, the greater number of immigrants, next to the three countries named, come from Germany, which sent 24,230 immigrants, of whom 410 were illiterate.The extraordinary and increasing military burdens of Germany drive out her people, who cannot escape them by going to her own colonies, which remain untenanted while other countries are being filled with her industrious people.Next follow Sweden and Norway with a joint contribution of 22,978, of whom only 217 were illiterate.Excepting Britain, Canada's immigration is drawn chiefly from Germany, Sweden and Norway, and although we fail to attract colcnists from these countries to as large an extent as the United States does for the reasons before stated, this defect is more than compensated by the character of the men as a wkcle who do choose the Dominion as their future home.The only objection Canada can have to the United States being filled up rapidly with an alien population is that it will the socner cease to attract the less desirable immigrants, and Canada needs a larger and more homogeneous population before she is called upon to assimilate the masses of vicious and illiteraje immigration now finding its way to the United States.When the United States feel their Hmitations, and that time is not distant, Canada, with her illimitable resources in hand and the experiences of her spendthrift neighbor to warn her, will, it is to be hoped, be ready to deal with the problem after a fashion which will benefit both the immigrants and her own people.Meanwhile it is not right, however we may regard it, that the great majority of emigrants from the British Isles should go to the United States, repudiate their allegiance to the empire, and become American citizens.Of the 38,226 British subjects who during the past year settled in the United States, surely the majority might have been induced to select Canada if they had been better informed.Canadian visitors in England and English visitors here alike deplore the mutual lack of knowledge and sympathy between Canada and the Mother Country.In this respect no doubt there has been a vast improvement since the time that Lord Palmerston, about to undertake the duties of the Colonial Office, asked Sir Arthur Helps to show him on the map \u2018where these places are ;\u2019 but still the ignorance of Englishmen at hcme concerning Canada is hurtful to both.them and us.The monthly pamphlete issued by the Colonial Office to intending emigrants, al- thcugh supplying a good deal of accurate information as to chances of firding employment, the cost of living, etc.are discouraging in tone ccmpared with the glowing advertisements of the United States.Minnesota, for instance, is just now making special efforts to attract immigration to the \u2018Gopher State.\u201d It is one of the best states in the union for agricultural purposes, but its attractions do not outrival those of Manitoba and the North-West.Indeed, we have seen emigration from the American to the Canadian North- West during the last few years.It is to be hoped that the new government will be successful in the policy it has announced of encouraging immigration, and its efforts should be directly aimed to secure British colonization and capital, the development of which is of supreme importance to the entire Dominion.Next to British immigration, that which we already secure most of, from the Scandinavian countries and Germany, is most valuable to us, and should be most encouraged.WANT MORE STREET comprised these resolutions:\u2014 That as the present Dominion Government is pledged to submit the question of total prohibition to the people in the form of a Dominion plebiscite, it is essential that a central fund be raised for the dissemination of literature throughout the country, and that every Province and locality be urged to immediately perfect organization to secure irom that plebiscite such a victory as will ensure the speedy enactment and thorough enforcements of a prohibitory law for the Dominion.That we learn with great pleasure of the organization effected by brother prohibitionists in the Province of New Brunswick, and of the active part taken in the recent elections, and we extend to them the right hand of fellowship and invite them to cooperate with us in the dissemination of literature and all other temperance work.That, whereas, there are, so far as known to your committee, several provinces not yet organized for active work, we recommend that these provinces be earuestly requested to effect immediate organization, either in affiliation with the Alliance, or by some other name to further the interest of the prohibitory cause.Your committee learns with pleasure of the preparation of a digest of important parts of the report of the Royal Commission to be used for information in cam- palgn work.We suggest the distribution of this digest in public Hon.A.G.Blair of this province into the cabinet of Mr.Laurier is regarded with some degree of surprise in this part of the Dominion.It 18 looked upon as a rather impolitic move on the part of our great leader.It is the question of the hour, What has Mr.Blair done to recommend him to Mr.Laurier for such distinguished honors ?If he had had tlie courage of bff- convictions and had resigned his portfolio in the Local Government and contested one of the constituencies of New Brunswick, even if defeated, he might have had some claim upon Mr.Laurier, and if willing to again contest a seat with a Dominion portfolio and the prestige of the Laurier administration to aid him, his entrance to the Dominion Cabinet might have been tolerated by the Liberals.of New Brunswick.But what are the facts ?It is to be remhembered that a few years since a Liberal convention was assembled at Ottawa, at which all the chief Liberals of the Dominion, including the premiers of the several local administrations, was present.It is an open secret that it was there decided that all the local premiers of Liberal politics were to have seats in any Dominion Liberal Cabinet which should be formed by Mr.Laurier.So far so good, but what conditions were attached to such a forecast ?Was not one of them to the effect that each gonlleman so selected had to run fof election at the next Dominion contest ?Presuming that this was the understanding how do we find the Hon.Mr.Blair at this juncture ?Politically an outcast from his own county, he had not the hardihood to seek election in any of the other counties, for it must not be forgotten that Mr.Blair was defeated in a general local election in his own county of York, and had to take refuge in the \u2018pocket borough'\u2019 of Queen's and Sunbury, and that he had at that critical time to perpetrate that gigantic scheme known as the \u2018Northumberland deal,\u201d by which he bought out four members in opposition\u2014three of whom were Conservatives\u2014in order to keep his government aflcat.Since that another general local election has been run, and still Mr.Blair had not the temerity to attempt the contest in York, but had to again resort to Queen\u2019s and Sunbury.It is also well known that the cabinet of the Hon.Mr.Blair is made up of Conservatives as well asy Liberals.It may be argued *that coalition governments are a necessity.Well, it is true that owing to the extravagance and reckless tampering with the finances of the province Mr.Blair found it necessary, and in order to keep himself in power he had to throw himself into the arms of the Conservatives, with the result that the Liberal sentiment in the province was stifled, the growth of Liberal principles dwarfed and Conservative teachings and practices had at any rate not been at all checked, but rather stimulated.It is to this, and this alone, that may properly be attributed the election of only four Liberals In this pro- vine as the result of the late contest, a contest in which Mr.Blair was satisfied to confine himself to a few oratorical efforts in the Liberal interest whilst he himself was safely entrenched behind the portfolio of his coalition government.And now after the battle has been successfully fought out of sight and hearing of the doughty warrior, who was defeated in his own house and by his own friends and afterwards bought his disgraceful peace by a disgraceful purchase of his whilom enemies, after all the flerce engagements and hot encounters in which he merely acted as a camp follower, he appears upon the scene as the victor to whom belongs the spoil.And what about Messrs.Ellis, King, Dom- vill and Tucker, who had the courage ard determination to enter the lists and do battle manfully and successfully fer the cause of the party ?Are they to be ~, DAILY WITNESS overlooked upon the specious plea that Mr.Blair is a \u2018strong man.\u2019 \u2018a great politician,\u201d \u2018and able dealer\u2019 ?I trust not, nor do the Liberal leaders, nor the rank and file of the party in New Brunswick belleve that the Hon.Mr.Laurier will abandon this province to the coall- ton party of Mr.Blair.In a word the disastrous result of the New Brunswick elections can be directly attributed to the want of cohesion in the party which was the immediate effoct of the trifling policy pursued by Mr.Blair, who kept himself in power at the expense of his political principles, and for this reason Mr.Blair is not persona grata to the Liberals of this province.Can Mr.Laurier be aware of the extent and ramification of this little adventure of Mr.Blair ?It is quite currently reported that the rotirement of Mr.Blair will result in the exaltation of elther Mr.James Mitchell or Mr.Tweedy or Mr.White, all good Conservatives and members of Mr.Blair's Government.It is also said that the Hon.Senator Snow- ball\u2014who is again a good Liberal, according to his own account\u2014wlill throw over Mr.Robinson, the Conservative candidate whom he worked tooth and nail for in the late contest, and as the laws of compensation must be observed of courge the senator will get in full the claims he has agalnst the government.It is singular how soon one can develop into a butterfiy Conservative from a chrysalis Liberal, and when the Liberal sun beams with effulgence after the Conservative solar planet has become obscured, the same butterfly can spread his wings, flit gracefully into the Liberal parterre and bum and buzz, \u2018Oh, I'm a Liberal, a Liberal, and always was.\u2019 Ancther phase in the great \u2018deal\u2019 of Mr.Blair is that the Conservative members of his government are to exercise the patronage and as a consequence all the Conservative office-holders of this and the other countics who did their best to elect the Conservative candidates are to be retained in their various offices.Quite In keeping with the previous acts of the Hon.Mr.Blair, by which the Liberal party was slmost hopelessly dis integrated.Liberals of this county, as elsewhere, cannot conceive of such a suicidal policy as to still perpetrate the mistake or the political crime of giving up one bit of the investigation into his amateur status is accepted by amateur racing men as an indication that the suspension of other well known riders will follow in a few days.Mr.Gideon.chairman of the Racing Board of the L.A.W., has had some of the leading amateur riders under investigation for some months, and his seeming tardiness in making any suspensions is alleged to be due to his desire not to detract from any of the race meets held on July 4.An official of the league intimmted yesterday that the suspension of F.B.Goodman, of the Riverside Wheel- men, is expected this week, and that a dozen other well known riders, who are now masquerading as amateurs.will be called to prove that they are abiding by the rules.A racing man, in speaking of the expected suspension of amateur riders, said that it corner of Shaw and Craig streets and is from a photograph taken just before its final demolition.That it was then in a ruinous condition is seen in the fact that the two galleries, along which the supernatural visitants (mentioned in the article on the house that appeared in Monday's issue of the \u2018Witness\u2019) used to walk, Lave been removed, the sockets into which the supports that held them were driven showing where they were built.The door on the upper floor in front of the house is, or was, as only the doorway is left in the illustration, the identical door locked every night by Band-Sergeant John Gardiner of the 78th Highlanders at the time the house was in use as the married ser- geanls' quarters of the battalion, which door could never be kept locked, as it was invariably found open the next morning, although the band-sergeant kept the one key in his possession.It may also be mentioned that at one time an effort was made to locate the \u2018ghostly\u2019 vigitors in an old room at the top of the house, that was not used, being too dilapitated, during the occupancy of the house by the 78th.The room in question had been used in the hospital days of the building as an operating theatre and now and then the unseen ghosts seemed to prefer it to the galleries, possibly by reason of the weather being either too wet or too cold for outdoor exercise.The sergeants endeavored to treat these gentry to a surprise party, but nothing was found in the room when it was entered but an operating table, on which doubtless many a helpless patient had writhed in mortal agony, and one or two other accessories likely to bzlong to a room of its kind.Previous to 1830 the house was occupied by Sir John Johrson, superintendent of Indian Affairs.The Hon.John Molson, the
