' | i i : i ! | THE AUDITOR-GENERAL'S GRIEVANCE.The Auditor-General of the Domin- jeu has incurred the wrath of the C Bowell Government.and in consequence the condemnation of all the government supporters and organs.is offence is a very dark one in the eves of the government and its sup- perters, who regard it as the first , duty of every official to slay his conscience if necessary in order to serve , the government acceptably.Instead \u201cof doing this he has besn extreraely ccnsctentious in the service of par- ; lfament and the public and in the regular and faithful fulfilment of the duties of his office has embarrassed the government at times and injured its reputation by the care which he has taken to require and set forth plainly, as his oath of office requires him to do, the exact nature and character of all the expenditures of the government.All the government accounts in detail have to he submitted to him, and if they are not sufficiently in detail to be truly explanatory, or If the appropriations are exceeded, his duty is to require vouchers and explanations from the departments concerned and set forth clearly i uis report for the information of panr- ment just how and in what way and by whom the money was spent.All \u2018the junketing trips, for example, of the ministers and their friends ; all the expenses and charges of royal commissioners ; all the expenditures of agents-general or ordinary agents, whether in England or to a World's Fair or on a financial errand, are inquired into and investigated and analyzed, and then set plainly forth in the Auditor-General's report, which is by far the biggest blue book issued by the government.There is no subsidy or grant or monetary favor to any political supporter or any newspaper organ of the government which is not classified and set forth in this report in such a shape that it is easy for an ordtnarily intelligent man to seek it out and learn a great deal about the exact character of it.As everyone knows, there has been a regular carnival of corruption, extravagance and waste at Ottawa for the last sixteen years ; but everyone would not have known it so well had it not been for the faithful, conscientious service of the Auditor-General and his staff.He could not directiy check or prevent over-expenditure, whether corrupt or not, but he could point it out and make very plain where it existed, and he has done so.Of course, the audit office under such an Auditor-General has made itself extremely obnoxious to the government of the day, and the Bowell Gov- crnment would doubtless abolish it to-morrow if it dared to do so, but its motive in doing so would be so plain that {t would incur the condemnation of the country if it made the attempt.Doubtless the government would, if i* had the power, declare that the usefulness of the present holder of the office of auditor-general was gone, and dismiss him and appoint another less conscientious man who would embarrass it loss, but it has not the power.It was foreseen, from the first that the Auditor-General must be placad out of reach of the fear or favor of the government, above its power and vengeance, if he was to be free to fulfil his duty faithfully and effectively to the country and parliament, Il vas foreseen that jf he did his duty fearlessly and faithfully against any corrupt government he would necessarily incur its wrath and would be beheaded by it if his official existence was placed at its mercy.For that reason the Auditor-General is not removable by the government of the day.He is not an official under this or that minister ;
