an assessed rental of $120, nld rate 29.75, new, $13; those at $140, whieh paid $10.50, will now have tn pay $14; $130, which paid 511.25, now must pay $15: $160, which paid $11.50, now pay $15; $170, old rate, 312.25, new rate, $17; $1x0, old rate, $13.50, new rate.218; $190, old rate.$14.25, new rate, $13; $200, old rate, §15, new rate, $20; $250, old rate, $18.75.new rate, $25; 3300, old rate, $22.50, new rate, $30; $409, old rate, 320, new rate, 340; $300, old rate, 337 new rate, $30; 31,000, old rate, $75, new rate, $100.The new assessment will fall very heavy on St.Antoine, St.Lawrence, St.Louis and St.James wards, where many houses are assessed at $120 and over.The whole additional assessment will fail on about 12,559 dwellings.There are 45.803 dwellings in the city: water thus the tax falls en about one-quarter of the citizens.The increase will average about seven dollars per dwelling.THe city attorney being seen this morning said the tax would fall on cach tenant in a flat or house, who paid 3120 or over.If there were twenty in ene house it would make no difference; they would all have to pay the increased rate; as the new assessment was not upon the house itself but upon the tenants.He further said if Mr.Robb's proposition had been adopted to place the water tax on land- would nave been dif- would lords this system feront; then the have been just on the value of the housc and not, as now, on the tenants.Ald.Smith being seen said: \u2018From the state the city was in there was little else to do but to put on this increased water rate.It should be understood, however, that this ten percent rate is not a new one.Some years ago it used to be ten percent, but was reduced and now jt nas assessel rental only been readopted again.Of course if \u201chave been in the Council certain aldermen had not gone so wildly | train, witness gave Lewls $10 for two tick- for improvements this rate would not! have had to be charged.Ever since I! 1 have been preaching against these enormous improvements.Hardly anything else has been talked of for years in the Council but \u2018Improvements, improvements.\u2019 No: matter what is said they are carried out, and now we are in the position which we are to-day; no money and have to try to; raise some by increasing the price of water.At the old rate the amount collected for water did not pay for its cost.Of | ccurse the city should not lose money on its water, but neither should it make a\u2019 profit out cf it.\u2019 \u2018Is it a fact that it costs the city Mcutreal too much to provide water?\u2019 \u2018I must admit that such is the case; it it costing us far too much.Still of course that does not solve the question what the city is to do to meet its liabilities.A well known City Hall official said: \u2018It is now coming home to us all what all the great improvements that have been rushed cn, mean.J have tried to have! the aldermen go slower with the improve- | ments, but it was no use, and it is seen that they are agitating for stiil more improvements that will cost millions upon millions.I really cannot understand where all this reckless extravagance is going to eventually lead us.It is now, owing to the heavy taxation, almost in- poseible to live in this city.of -\u2014\u2014 CUBAN REBELS.THEY SURPRISE THE TROOPS AT SAN ILDEFONSO AND CARRY OFF ARMS AND HORSES, PALMA MADE PROVISIONAL PRESIDENT OF REVOLUTIONARY CUBA.New York, April 17.\u2014The \u2018Herald's\u2019 special from Nassau, N.P., says: Guantanamo, Cuba, advices say that six hundred rebels raided the suburban village of San Ildefonso on April 10, surprised the garrison, seized their arms and captured fifteen horses.Gen.Maceo, is reported to have proclaimed Dr.Thomas Estrada Palma provisional president of the Cuban revolution; Jose Marti, secretary, and general and diplomatic agent abroad.Gen.Max- imo Gomez is recognized as the supreme military director, and will have also personal command of the province of Puerto Principe.The rebel chiefs throughout Santiago have been instructed to avoid engagements with the Spanish forces till after April 26 and to endeavor, in the meanwhile, to gather all the horses and arms possible to perfect the organization and centralize their forces.The Spanish authorities regard the suspension of aggressive hostilities as indicating Maceo's desire to await a proposition from Gen.Martinez Campos.Cubans, on the contrary, say his object is to await orders from Gomez, who is expected to make a tour of the province of Santiago in the next fortnight to review the rebel forces and perfect the strategic plans of the campaign.The \u2018Conde De Venanito,\u201d from Baracoa on Monday night brought as prisoners to Santiago de Cuba two British sailors of the schooner \u2018Honor,\u2019 which landed Ma- ceo\u2019s party.The men belong to Nassau.Their names arc Robert Ramdey and J.C.Mackenzie.They are condemned to be confired in the military prison, subject to the orders of the Spanish admiralty.An army of revolutionists, three hundred strong, commanded by Garzon, are entrenched in the mountains near the Fir- mezea mines.They visited the Juaragua railway terminal and seized all the arms and munitions found in the viilage,bought all the provisions in the commissary store, assured the manager of the American company \u2018operating the railway and mines that the rebels would respect and if nec- cssary defend foreigners\u2019 property; consequently he need not fear them.ep eee GRAND TRUNK CONDUCTORS.INTERESTING EVIDENCE IN THE CASE AGAINST THEM.This morning, Francise W.Brown, of the Empire Secret Service of Toronto, gave his evidence in the Grand Trunk conductors\u2019 case, before Judge Wurtele., He was instructed by Mr.Hannah to investigate the rumored conspiracy between Grand Trunk conductors and hotel employees.Witness came to Montreal and gained the confidence of Lewis, the hotel porter.Witness was ac- cempanied by Mr.Wallace,the previous witness.Witness, Wailace and Lewis went for a drive, visiting salooms and houses of ill- fame.While in a certain house Lewis asked whether witness and Wallace had commercial tickets costing $7.50, They renlied that they had.Witness then stated that he cculd get them to Toronto for $5 each or, if they would wait for the boat.for $1 each.Later, Lewis told witness that he had arranged matters all right, but they would have to go on an early train as the conductor of the late train was \u2018no good.\u2019 that nothing could be done with him.Thinking that perhaps Wallace might be late for the \u2018all right and would : be .ticKkets.ets.Wallace, however, caught up to them on the way to the station and gave Lewis 3 for his ticket and Lewis returned $ to witness.Lewis asked Wallace and witness to wait until he saw some one at the station.On his return Lewis handed witness and Wallace two tickets on which were marked \u2018Kingston Junction to Kingston City.\" The one witness received was numbered \u201839,334.\u2019 Lewis then placed them in seats and left them.Before he left Wallace said 10 him that the ticket given him was not what he had expected.Lewis replied that they were take them through.After the train started Conductor Stone came : ;
