to be scared into submission this Goliath is pushed into the fleld by the newspapers to brandish his mighty spear.The \u2018Gazette\u2019 has thought the conflict suffi- clently imminent to trot its giant to the front, all primed with his usual \u2018fi, fee, fo, fum.' to wit, that if the Liberals gain in the coming elections all the poor sugar people will be im- \u2018mediately dismissed.Tuese people are, according to the \u2018Gazette,\u2019 not earning their living by their hard and faithful labor, but are public beneficiaries dependent on money taxed from their neighbors for their benefit.We have a plan to propose for these good people which will benefit the country and please them.The figures in the government reports with regard to the sugar business were, we suppose, furnished by those in the business.From these it appears that there were at last accounts nineteen hundred and twenty-seven persons of all ages employed in sugar refining.It appears also that the output of the refineries was $17,120,000 worth.We could have imported this sugar from England at, say, one-eighth less, or in all $2,140,000 less than we paid for it.Now, we would suggest that the government purchase and enlarge and modernize a number of fine old chateaux and villas to be found for sale about Quebec and elsewhere\u2014 spite of the National Policy there are many to be had\u2014and that it provide them, with tennis lawns and all else that is nice and so accommodate these nineteen hundred and twenty- seven persons with every comfort, which could, we are sure, be done for less than the above sum.We have no objections to the taxation of sugar what is collected for the support of these nineteen hundred and twenty- seven persons could, we think, be spent in a manner pleasanter for them.-_\u2014\u2014\u2014\u2014\u2014 THE EXAMPLE OF PRESTON.The Protectionists of Preston, a manufacturing village in the county of Waterloe, Ontario, worked themselves up into a state of great rage at a Berlin paper which referred to the hard times existing in that village as evidence that it was not flour- ishing under protection.Some promi- , nent residents wrote to protectionist | organs protesting against the mis- | local organ | representations of the | which had stated that a depression existed, and declaring that times were never, or \u2018hardly ever,\u201d better with them.The Berlin tariff reform paper in reply simply published a petition ask Dr.J.C.Colby to deliver the annual | able paper on the pastor as an evange- for the support of government, but: \u2018 Protectionists who protested against | \u2018its misrepresentations, which read as follows :\u2014 To the Preston Council:\u2014Gentilemen, \u2014In | consequence of the prevailing dulness of | trade with our merchants, and the inability of the working classes to procure lebor, and the reduced wages paid to our mechant- cal classes, we vould respectfully petition your honorable body ww confer with the manufacturers of our village, and plainly lay before them the reduced circumstances of our wage-carners and merchants, and try te induce them\u2014the manufacturers\u2014to waive tho legal right they possess of tax exemptions, and for this year pay their full share of the taxes, thereby partly relieving the prevailing distress, for {it does seem extremely hard that the wage-earnars and merchants in this, which promises to be an extremely dull year, should pay the cost : of government of our municipality, while | the wealthy manufacturers are exempt.| This sets forth a pretty graphic pie- ture of the distressing state of things in Preston, where trade was dull, the | working classes were unable to pro-, cure labor, and the mechanical classes\u2019 wages had been lowered, and mer- cktants, as well as laborers, were in \u2018reduced circumstances.\u2019 While all other classes were in a bad way, it turers, subsidized by the protectionist tariff and \u2018exempt\u2019 from taxation, were wealthy, and they were called upon by the rest of the people to help \u2018relieve the prevailing \u2018distress\u2019 by consenting to pay their share of the cost of municipal government.Protection was established to increase the wages of the workingmen and to keep them in employment, but judging from the condition of things set forth in this petition, signed by Pro- tectioniste, it has not done so, though who, it appears, do not suffer in bad times as their employees do.The protection tariff protects the manufacturer, but it does not protect the workingman ; it enriches some manufacturers, but does not enrich any employees so far as we have heard, and it impoverishes the merchants and farmers and other classes.\u2014_\u2014\u2014\u2014\u2014\u2014 THE TIME OF THE ELECTIONS.The government seems determined to keep the people on the rack in regard to the time of the elections.The usual time for the calling of al session of parliament is long past.the | ministers of the crown, instead of at-: tending to their departmental work just prior to a session, are scattered paign speeches, and the government organs report that many of the election lists are being given out to private printing offices to be printed, as they could be finished by the end of April.Yet in spite of all these indications given by the government itself that an early dissolution will take place, a minister of the crown, whether with the purpose of befool-.ing the people or whether merely to increase the suspense and uncertainty.; announces that there will be no elec-: tion for months, and that when an | election is held the electors will need | their overcoats.This announcement,\u2019 made by the Hon.W.B.Ives at Col-! lingwood is forwarded by telegraph to the \u2018Gazette.\u2019 We think the time: has come when an authoritative announcement should be made by the! government.It is too bad that the : people should be racked by contra-| dictory statements of ministers of the crown, and should be giving their! time and energy to preparations for elections which will be for the most part lost or wasted if the pte } are still eight or ten months off, as Mr.Ives announces.Of course, people do not believe Mr.Ives's statement, for the very good reason that it is one of many contradictory statements which have issued from the ministers, and the actions and course of all the ministers, including Mr.Ives himself, seem to contradict Mr.Ives's declaration.But while they do not believe the statements, they are still uncertain, because they know.that the government will only take their own safety into consideration, : and no course seems to offer them.safety.They seem to be more or less in a panic, or \u2018rattled.\u2019 as some: of them would call it, and no one can | ccunt upon what course \u2018rattled\u2019 peo-: ple will take.Generally, they bolt | and run straight to destruction.Seri- | ously, however, the government should come to some
