Toronto, Jan.3.—At 10.85 a.m.Mr.Mec- Guigan, the manager, arrived at Merritton from Toronto in his private car, and he immediately went into the agent's office and que-tioned tne day operator, lynch, regarding (ne occurrence. On coming out he stated that he knew practically nothing about the accident, The wires had been working badly all the morni ne and his information was very meagre. He then stepper aboard his car and was pushed up to the scene of the wreck by a switeh er- gine.As to who is responsible for the accident no pne at present.except perhapa some official, knows.Nome one has blundered, and who some one is will probably appear at he inquest next week.Pavids is the first telegr@phic sta.Wg east of the tunne! and the presumption is that engine No.975 should have been Lod there until the express bad asse Pare 0 rator McMullen must have been on at Merritton when the express re rtd, for it was 6.59 a.m.when it pulled out.Day operator Lynch does not relieve until 7 a.m.Both _men were in_she station at the time, but” McMullen probably had the key.Coroner Goodman ‘opened the inquest at Merritton on Saturday afternoon to inquire into the cause of ‘the collision, After the jury had viewed the body of the fire man who had been killed and formal evidence of identification had been given by the brother of the deceased, the inquest was adjourned until 3 p.m.on Tuesday.et A JUDGMENT ON EDUCATION BILL (Special to The Montreal Herald.) New York.January 5.-Mr.J.N.Ford cables the [ribune:- The victory of (.D.Rose in the New- market election ix ‘aufficiently decisive to justify Liberal jubilation. While the district was easily carried ‘hy the Liberals before Mr, {Madstone's conversion to Honte Rule, it was a safe Unionist borongh with Colonel McCalmont as a candidate.Mr.Rose hans converted a Conservative major- itv of over a thousand ints a Liberal majority of over tive hundred. His majority would probably have been larger if the Unionist managers had not directed a frenzied appeal at the last moment to the trainers,, jockeys and stablemen at New- market to vote against Nonconformists a» enemies of Figlish sport.HMenry Norman and other speakers made an effort to drag the Venezuela question and the (rerman Alliance into the canvass, but without much success. The Education Art was the chief issue in the rural constituenéy.With the villages and market towns filled with Nonconformists, the Liberals have succeeded in capturing an important seat by putting up an Imperialist of the Rosebery type and asking for public judgment on the Education Act.Previous clection have resulted as follows: —- 1802.Cy.Newnes (1,) .ca seeeess oo 4301 H.A.Gifford, QC.UL me Liberal majority gt 1273 .1 H.I.McCalmont (U iN ere a Sir (i.Newnes (1).LL.2.5 wae e OAT Unionist Majority .se se os ov ou M8 200 H.1, MeC'almont (VU 1244 20e 22e 4205 C.D.Rose (L.) .o.Lance .Unionist majority TO RUN TO MONTREAL AGAIN The Dominion line will resume their weekly passenger Service hetween Montreal and l.iverpool this summer, as well 5&4 1 weekly freight service between Montreal and Bristol, and Montreal and Anawerp.Last «annmer, only one steamer wag run In the passenger service.th» Do- trinion; and it was requisitioned by the British Governiment for South Africa early in the season. The Dominion line has been running to Mantreal for thirty vears, with the exception of the aeason of 1901 and last summer, when the pas- Rénger service Was transferr-d to Portland, Some change sare to ba made in the Portland service. No extra steamers will be nut on, hut different vessels will be substituted In some cases. The passenger steamers for Montreal will be taken from the Boston service and will ronsist of the Canadn, the Kensington, Me Dominion ‘nd the Southwark. The freight steamers hav.not yet beén chosen, but it is-probable- that the Manximan, Englishman and Mtoman will be included in the aime ber.° / FRONTENAC CE AOMANTS CEN- Kingston, ont January 5—A very pleasant time was spent at the home of David McClement, Pittsburg, on New Year's Day, celebrating the one hundredth birthday of his mother, Mrs McHugh Mec('lement, Her children.grandchildren, great-grandchlldren.to the number of fourteen, spent the day with her.Though confined to her room, she is still smart and enjoys company. She has a wonderful memory, and relates many things that happened in her childhood as well as in much later times. She hams Mved under the reign of five sovereigns. She is a native of Ballyhalbert, county Down, Ireland, but has tived with her son for thirty-eight years.Shé has two daughters living in the United States.{tt CITY WON THE CASE.Mr.Justice Mathieu this morning dismissed the action of Geo.T.White, a Soulanges 8tréet proprietor, against the city for $200 damages for flooding.pan, DRAMATICALLY SUDDEN DEATH.Woonsocket, R.I., Jan.5.—Just am he resumed his seat at the rovclusion of & speech to-4ay, accepting the presidency -of the board -facturers using steam power have .thing: else.been marked with either East End— 1541-1547 St.Catherine Street.a [ess than wholesale prices. Both Stores Close at 6 o’clock—Monday and Saturday excepted.A January Discount Sale! SOFT COAL IN MONTREAL Every prominent coal dealer in the city was seen by a Herald reporter this morning and asked whether there was any longer a serious scarcity of coal in the city.Every ohe of them answered emphatically in the negative.- A number of the largest manufacturers were asked whether they were suffering any inconvenience thréugh the scarcity ot fuel.In only two cases out of ten was the question answered in the affirmative, His Worship the Mayor wus asked whether, so far as he knew, the citizens were still finding difficulty in obtaining fuel. The burden of his answer was that they are not.Ald.La- porte was asked to give the grounds upon which he based the statement he is quoted to have made that there was: not enough soft coal in the city to last more than five or six days. The effect of his answer wns that it was plain to anyone and everyone that there was à scarcity of coal in the city.Ag far as can be ascertained from the conflicting statements of the people’ chiefly concerned, the facts are thest Soft coal can be had from nearly every coal dealer In the city provided the people are willing to pay what the dealers ask for it.The largest manu- ot enough coal to pull them through until] coal becomes more plentiful.Soft co: is arriving in the city every day just as fast as the Dominion Coal (‘om- pany can pend it up.‘There is also a steady though an extremely limite l supply of hard coal. There were hetween 450 and 500 applicants for coal at the City Hall last week, over 400 tons of cial were sold to thise ap- licants at #6 a ton, delivered at their omes. The stream of applicants started again.carly this morning. They were informed thatn o more orders would be given until Wednesday, Mavor Cochrane, explained that this was not because the supply of coal was at an end, but that there were enough orders to take-up all the coal on hand. One thousand more tons of coal were now on the way up from the mines, and as spon as it arrived in the city the distribution of orders would begin again. In answer to a query as to whether so far as he knew there was a enal famine in Montreal, Mayor Coch.rane replied: ‘That there is a scarcity of coal every.cne knows, but this talk of a*coal famine is all rot.The majority of the people who come here are not people who are unable to get coal at the Heaters, hut are people who are unwilling to pay the price demanded by the dealers.1 hive not met with a single case ot real destitution silice we started giving orders for coal,” The same coal which is being wold at the City Hal) for 88 a ton is heing sold by the dealers for everything from $8.50 to 81) a ton.Individual dealers are making their own prices, Upder normal conditions a con) dealer considers JM) or 75 cents a fair profit on every ton of enal they sell, Conditions at present are abnormal, For many weeks enal dealers did xearcely any business.During all this time their expenses were going on as nsnal, They now answer the charge that they are chaiging an exorbitant price for coal by the atate- ment that they have got to make up what they lost during the scason when husiness was dead.etes mt BANK OF MONTREAL'S NEW $100 would say to-day.as they have been saying any var of Great Britain that they may be expected to remain in power for years.Of Mr.Chamberlain, especially, it is freely affirmed that he is the one strong man wow when South Africa is to be pacified, and that the apparently hopeless divi- _ sions on the other side make: it probable -that he will continue in power for many years to come.Nevertheless, such incidents as the loss of the Newmarket election tend to make one recall Disraeli's observation that the appearance placeable’ governments has been *remarked to closely precede some great political change.Disraeli wrote about Peel In the height of his power, when’ Peel and the country both believed that .there was nothing for it but that he should remain Minister, whatever the circumstances that arose. The Opposition, on the other hand, ‘had nothing to.John Russell, whose strength wäs sap- - ped by unceasing intrigues on the part of his political friends.Nevertheless, within a year Sir Robert Peel was out.forever and-Lord John was Prime Minster in his stead.Instances might be multiplied.Inleed.it is generally the cage that the man in office looks larger than he is, and the man out of office smaller. The youngest of us can’ remember how clear the future looked celve the mantle from Mr.Gladstone's own hands. He was the d¢ rling of fortune, the admired of all, the man of all men for the Foreign Office, the ohe peer.‘who appealed to the masses of Englishmen.Young, wealthy, a charmer with spoken’ and written word, who was ‘there to set limits to his fame? And yet in two years he was a broken man: If the revolt against the Government 18 indeed serious, and such incidents, ze- peated as they have been, les ve no room: for other opinion, it is.probably safa to, 1 assume that the Education Act is re- ponsible for most of it.‘The controversy came, it is true, at a time when the country was surfelted with exterior politics, tired of the excitement of war, and disposed to become introspective once more. What i$ perhaps more ‘important, the measure ‘afforded the Lib={’ erals.an excellent oportunity of -strik- ing at their opponents’ weakest point.Over the Home Rule controversy Eng- | Hash Liberalism had divided, and an important section had passed-over to the other camp.Mr.Balfour's education bill | contained several vital provisions as ob- .Jectionable to Liberal Unionist Nonconformists as to Liberal .Nonconformists, Perhaps it 1s not.wide of the mark te suppose that the protracted debate on the bill had for the principal political object the undermining of the zonfl- | dence of the Liberal Unionsts in thelr “present associntes.- One appeal, or two, : miæht have.no effect, but a hundred or’ 's thousand, must bring results. Results came, in fact, for even tn Birmingham.there were outbreaks which.Mr.Chamberlain found difficulty in quellinz.In.the constituencies where there.have been bye-elections the success of the move has been made still ‘more appar ent.The reaction which began at.f.eeds has culminated: at Newmarket, Two weeks ago ihe Conservatives werh boasting that they would 3end Me Chamberlain a Christmas box-in the shape of a supporter, Mr.Chamberlain, Jet it be remarked, hot.Mr.Balfour.One ~ part of the constituency has n large number of the class of voters and may be said to begin with the much later act “for better securing the dependency of the Kingdom of Ireland upon the Crown, of Great Britain,” which, In tbe interest of British commerce and industry, practically forced the Irlsh people to .abandon ‘all other business and devots themselves to the land.Following in the*Union and the migration of Irish landlords to London, followed by expenditures beyond their means and the ‘transfer of their estctes, for the satls- ‘faction of debis, to persons who hid no other care or interest than to secure the highest possible return.Thence followed the partition of much of the land to the uttermost subdivision on which life.could ‘be sustained on a potato diet, with the result that when a potato fallure came, followed by another and another, the “population shrank from eight and a half to six ‘and a ‘half millions within four years, a phenomenon probably unparalleled ‘In the history of the world.Naturally, such economic conditions produged -graye-—political disorders, disorders: of the utmost difficulty to deal with, and which found expression, from time to time, in outbursts of impa- tiende on the one, part and despair on the other.Statesmen saw during the second quarter of the century that the land :systém ‘had to be dealt with, but the interest of the landlords, whose ‘difficult circumstances made them opposed to all change, kept the land question in the background till Mr.Gladstone took jt.up in earnest in 1881.Up to about that time the for his estate, and legally derived all the benefit of his After Mr.Gladstone's act, the tenant gbtained an interest in ‘the holding. Moreover, a court was to fix the rent.decreases at.each fixation.Obviously,.the trend was towards strengthening the occupiers’ interest and lessening that of the landlord. In course of end so unsatisfactory a situation, Under Mr.Balfour, the credit of Great Britain has been used to enable some 70,000 tenants to become proprietors, on terms agreeable to tinem and to tne ‘landlords.~ Now, a large number, prob- ‘ably a majority in interest, are for “giving this process the widest extension, and the Dublin conference is the ‘result.- The higher political significance of that event, therefore, it is difficult to overestimate: | ‘To see cleatly the other aspect of the ties, we must wait.It looks as though Mr.Balfour had made up his mind to act.~~ Half the Irish’ landlords want him to; and thut, with the Irish people, Catholic and Protestant, of the same.mind, is a great deal.very important, because very influential, Irish landlords who are restive, who would have no_part in the confer- Balfour nay have to encounter. What is least reassuring, it is an.opposition from within +his.own party. It can probably only be silenced by an offer of very good terms, and that might very easily produce more trouble within the ‘party, this time from the English side.A few months may bring forth some very interesting political developments, Meantime, Mr.Balfour's ability as a leader will undoubtedly be put to the severest tests.: ; - I "THOU ALSO.: Lest our‘ Consefvative friends take too’ seriously their present assumption of snowy virtue, while they condemn the Liberal party for accepting victor-
