and it is not hkely that his interference would have been solicited, if there was any prospect of the project being favorably entertained by Ministers.The result of Mr.O'Connell's motion is certain, At the utmost he may obtain a vote of some forty or fifty members of the Commons for elective Councils in the Canadas; and to obtain that number he must modify bis proposition for a Council for life, or fur a long term of years, with high qualifications for persons eligible and for the electors.Ju thé Lords, the principle of election for a majority of the second brauch of the Legislature will not be admitted at all, If we bad a nobility.as in Scotland or Ireland, deemed too numerous to be admitted into the House of Peers, the power of diminishing the number entitled to sit, by selection of the body, might be allowed.The vote on Mr.0\u2019 Counell\u2019s motion, (should it ever come to a vote) will be decisive, for the duration of the present House of Commons at least, of the legal term of which there are yet six yeas unexpired.It is evident, from the votes of the Commons during the last session, and the consistency of character which distinguishes public men in Lugland, that any change of Ministry which may oceur during the present Parliament, will incline more to movarchical principles than the present Ministry.There is, then, during the present Parliament, no prospect whatever of the establishment of elective Legislative Councils in the Canadas by Act of Parliament, and very little at any time, uuless there should be à revolution in England.The attempts to excite popular feclings against the House of Lords, as now constituted, are peculiarly un- fuvorable to the establishment of elective Councils in the Colonies.It would almost be suicide for the Peers to admit the principle of elective Second Branches of the Legislature, anywhere, under the Britis Crown.Pedro to act on the offensive, and therefore he cannot drive them out of the country.\u201d arr The Jfalifax papers of the 24th uli.are without news.The Caroline from the West lndies for this port has been lost on the Nova Scotia coast, er Upper Canada papers ofthe z6th alt.are also without { news of interest.rare The weather for the Jast four days has been dry but very cold.No snow appears any where about Quebec ; on the 21st, one-fourth ; and on the 30th and 31st, an inch and a hall.The heavy rains were on the 13th and 16th.On the night of the 17th it than dered and lightened duriug three hours.The appearance of snow on the tops of the distant mountains was Inter than usual, viz.the 29th, the usual period being about the middle of the month.All kinds of grain which were standing at the begin- ing of the month, ripened, only in appearance, by the frost, and what was then out was saved with much ditti- culty, and greatly injured.A few fine days in the second and third woeks enabled active farmers to secure most of their potatoes;
