'he city government should see to it that -a proper sewerage system is kept up; that healthful water is supplied at low rates; that its streets and alleys are well paved and kept clean by he- ing swept and sprinkled every night; that proper supervision over food supplies is had; that a good system of lighting and police protection is afforded, and these secure low insurance rates.That by means of ordinances the price for public utilities such as street cars, telephones, telegraph, dockage, ferries, etc.is kept within reasonable bounds, sufficient to produce a fair return on these investments.All ‘these points HUNCIPAL NOVERTISIE WHY ADVERTISE, WHAT TO ADVERTISE.AND BY WHAT METHODS, others, such as hdving a good, active, wideawake Board of Trade or Chainber of Commerce, than which a city has no.better asset, because it is usually through this medium that a city’s advantages are made known.The transportation facilities by rail, water and good roads: its manufacturing plants and openings for new enterprises; the cost of raw material and fuel; low freight rates; the banking facilities; its wholesale and retail houses; its lighting, heating, water supply and low rates at which these are supplied.And right here I want ‘to say that we in Jacksonville are proud of the success we have met with in municipal ownership of public utilities, having the lowest rates in the South for light and water, besides receiving a percentage of the revenue of the street-car and telephone systems.A city should point out the high tone of its citizenship, its churches, Y.M.C.A., social life, clubs, secret societies, its places of high- -class amusement, its parks and playgrounds, all of which make your city a good place to live in, & good place to buy in, and a good place, it you please, to die in.If your individual citizens have plenty of civic pride, your Board of Trade should be the means of concentrating this individualism into a solid-whole and thus bring into being those ideas hich tend to build up a city.The foundation of the wealth of this country is in the farm.The city therefore should help to settle up all agricultural lands of its county, as every modern and successful farmer placed on ‘the soil of the county is an asset for the city.© Therefore, a municipality | should advertise the advantages and opportunities for the farmer on the lands of its county.The city should take a lead in the matter - of good roads, not only in the city, but in its county and State.This helps the farmer to bring his products to the city, where he also does his trading If your city has not all the good points I have mentioned, get the Board of Trade to work.and secure them, as they can be secured ‘by united eflorts.These are.some of the things which a city should advertise, and the results, will be he- yond our best hopes, as people like to go where they ‘do things.” “BY WHAT METHODS CAN IT BEST ‘BE ACCOMPLISHED ?”” Now, as to the best methods by which a city Can make the world know what it has to offer: ‘There are many, opinions on this point and ‘each of us probably has his ‘own views.I will give mine from the experience I have bad in this developing work.I favof the frequent issue of descriptive pamphlets, gotten up in the neatest and most artistic manner known to the printer's art, and illustrated by half-tone cuts “of the modern buildings of the city.It is & waste of time and money to issue cheaply gotten up literature, as you cannot secure the attention of The photograph should be | 8 best means.first-class in order to get the results, in a fine-screen half-tone ay Then the paper must be of the k à best suited to get the finest repro- oo ‘having the prospective homeseeker by that | the character of your advertising matter.; am not an advocate of the expensive cloth-bound year-books that some boards get out.The great cost of these necessarily limits the edition, and the, expense of postage is considérable, and they end their usefulness frequently in the wastebasket of the recipient.Nicely gotten up pamphlets less to print and to mail—a large number can be printed at small cost, and they accomplish good results before the progress of time makes the matter out of date.I find it econ- ordinary |correspondence, with little increase fin mail cost.Another way to advertise a cig is toi reach [out for national and State conventigns, opening up your headquarters [in the convention city and exhibit of the resources, and distribute the descriptive pamphlets td the visitors.If you secure the next//convention that advertises the city; but even if you lose, you have “gained the necessary publicity.Another good means of setting forth your advantages is the use of space in the leading’ newspapers and magazines, in the form of descriptive reading atter, illustrated.I don't favor digplay advertising for a city, as it has to be followed up with tooklets| ete.Set forth all you have to |ofler in the write-up, and ‘then let each inquirer be answered along individual lines.Our Board of Trade has met with a marked degree, of success by adopting the various methods I have outlined, ‘ Some cities have success- vertised by having an exhibit el from city to city, from which is distributed the descriptive literature.This is a good plan, but quite expensive, and it is more difficult to trace results from, than by other methods.The question has been frequently asked as to the best means of raising the money.to advertise a Hy.The business men of the community must: be educated up to the point of liberality towards its Board of Trade or Chamber of Commerce.The income from initiation fees and should inot be fixed too low.This mistake ig too often made.The general income must be sufficient to pay all fixed charges; salaries, stationery, postage and the printing of the advertising pamphlets, etc.If, however, your commercial body plans an advertising campaign in newspapers or magazines, settle on the amount you think it can raise and profitably expend in any year, then get the commercial body to start an advertising campaign fund with a sub- geription oùt of its own funds, and appoint a good, strong committee to visit every citizen who will be Tene- fited by, the increased population, prosperity and wealth, such work is bound to'bring.It should be im- bre eed up ot nem as a good busi- tully ad car tra opofi - to ‘contribute to dropohite ‘and they will respond it, you paenization has gained the R¢dnfid the community by its usted! for the public weal.“Every city ‘has its own particular duction’ of the photograph.Have the most attractive style of type you can, so as to make your advertising literature.such as your city can ‘be proud of.Encourage your home printer by having this work done in of good civic government should be well advertised, as well as many : your home city whenever you can possibly do so without detriment to advantages, and it is these - that should de.made known.By.working unceasingly along the lines I have indicated, -your -city’s’ wealth and | commercial importance will be great- | ly enhanced, and health, wealth, population and prosperity will be the | reward ‘ CANADIAN AND WORLD NEWS.Insurance on ‘King Edward Am- | ounts fo Millions.ONE MERCHANT TOOK A POLICY AT SIXTY PER CENT, London, May 10.—Several millions of pounds sterling will be paid in insurance, as a result of the death -of King Edward VII.Risks were afternoon at 65 per cent.A story is being told of one of the biggest dry goods merchants in Western Lon-: don, who, just before his closing;
