Wilfrid Laurier, while there was also a strong delegation of French: Canadians from Chateauguay and Beauharnois counties to add a typically cosmopolitan touch to the deman- stration. There was a big turnout, probably five thousand people §locking into the little town.; The Premier in the course of his remarks took up the Saskatchewan land deals, which he declared had been in accordance with the Liberal doctrine of the land for the settlen. The Liberals, he said, had not given 'a single acre of land to any but petual settlers. As to the Saskatchewan land deal, this concerned 250,000 acres along the Regina, Qu’ Appelle and Long Lake Railway, which was so poor that scarcely anybody settled on it, despite the railway. The Government tried to fet the railway to take this land as part of their’ subsidy, but they refused, and tried to compromise dt $1.50 an acre, which the Gavern- ment declined to do.Then the Government found an American syndicate which offered to take the land at $l an_acre, and séttle it with at least 32 settlers per township. They knew their business and brought settlers from the *‘dry” districts of the United States, with the result that now the show that although males form.but 5.09 per cent.of the against the Hon.Minister of Agricul: { active teaching body of the province, and contribute but 19.5 per cent.of the total amount of stoppages of salaries, still they draw almost as much from the fund as do females who form the province and contribute 80.5 per cent.of the total stoppages on salaries.Under the present law the retiring age is 56 with at least twenty years of service. The female teachers claim that the age limit practically prevents them from benefitting from the fund.and cite as proof the fact that of the pensioners” over 56 years, 84 , are males and only 276 are females. It is proposed that in the case of women the retiring age be reduced to 50 years after at least twenty years’ service, and that after 25 years’ service, irrespective of age, a woman shall he, entitled to a pension, based, as under the present Act, on the num- her of years which she has taught. The pension is based on the average salary. At present it is based on the average for the entire term of service.Female teachers usually begin with small salaries and onl} those who prove their value attain té higher salaries. The average for the entire term of service must therefore be small. It is proposed that the average for pension should be based om the highest aggregate salary received during, say five consecutive years of their term of service.Whatever may be the outcome of these proposed amendments they are likely to provide a serious discussion in convention, WAGE A HOLY WAR AGAINST SERVIANS Montenegrine Assembly Sends a Fiery Message.LIKELY 10 BE MEETING OF POWERS FOR RATIFICATION OF PREVIOUSLY MADE COMPACTS.Belgrade, October 15.—Inspired by the bloodthirsty verbiage of their princelet, the Montenegrin Shupshtina has sent an emulative reply to the Servian Skupshtina including a declaration that the time has come for Ser- via and Montenegro to raise a common standard in defence of the sacred ideals of the Serbs. It adds: “Know that no single Montenegrin fears death.Tet us | wage war together, stioulder tcs shoulder, for it will be a holy war.” Although the Government has ceased showing anger against Austria the populace continues to make’ demonstrations of hostility.A mob of enthusiasts yesterday paraded the streets, carrying Turkish and Servian flags. They cheered the British legation.Aus- « (Continued on pace 5.) + Gras THE WEATHER.-—— ea LOCAL FORECAST: — West to south winds; fine -
