Craig Street, Mostreal.CE JAS.8.BRIERLEY, .Managing Director.W.J.TAYLOR, ABRAHAM, Business Mgr Te 2, Goc.-Trean x, ŸTHE PUBLIC AND THE PUBLIC os COMPANY.A very interesting question is suggested by the attitude of Messrs.Gault and Forget at yesterday's meeting of the Dominion Cotton Company. That question is whether the ordinary shareholders of a public company, whose shares.are selling daily on the.Stock | Exchange, have ‘the ‘right .to demand the publication ç of such general Intor- * mation as wilt enable them to form : correct estimate of the standing of he: concern. The gentlemen mentioned evidently’ think the.public are entitled to only such information as the ‘directors think fit to give, and when things |, are going badly they very naturally do , not think fit to give very much.It is a position for which there is’ very much- to be said, however extreme it may ap- ‘pear, for the other extreme is abso- ‘lute publicity, and that might have very disastrous consequences. The mischief arises when, as in this particular case, the directors deny the public access to adequate sources: of information, and [then coolly, appeal to the public for re- ‘liefy “We ‘have Jost $312,000." they say in effect, “of which we admit.that $200,000 is accounted for by a wrong guess at the future of the market for raw cotton. That leaves a further logs of $112,000, about’ which we, propose to give no particulars. We ask the public to see_that - Parliament.ent gives us a higher tariff protection, .so that this | may not occur again” This begs the’ , whole question, as anyone can see.It keeps out of account the whole .question of what happened under the man- 4 agement that in- very recent years came in and went out- again, ‘ and of.whetker that- management made the best use of the resources at ‘its command.Surely the management was not changed because of the tariff.Surely .the tariff is not fairly chargeable - with the whole blame for Dominion’ Cotton Company losses when under the same tariff the Montreal Cotton Company is found to improve its position and increase its’ dividend. It may not be absolutely ‘essen-, tial for an industrial’ concern to make the same ample presentation of its af-| fairs year by.year that Is alw ays ‘made when the subscription
