that of Ire- Jand was nearly double what it is now.Even up to the fifties and the sixties, however, Englishmen were still devoted to agriculture, and when the pinch came, when the increasing difficulty of making farming pay presented itself, thousands of them emigrated to this country and to other far countries and went upon new land rather than go into the towns and sacrifice their independence by taking work in the mills.Fortunately for themselves, many of these had a little capital, and a little money went a long way in a new country in those days.We have not had such migrations since, for England has béen, even to the present \u2018as this census shows, holding her .own, and there has not been that irresistible.pressure which drove so many away in earlier decades.Or rather, perhaps it ought to be said, while there has been a movement of English population across the Atlantic, it has been a migration of arti- \u2018\u2019sans, not of farmers, and they have for * the most \u2018part sought the industrial hives of the United States, and not the farms of Canada.\u2019 Ii- England, .like Ireland, had only its farms, its population would doubtless also have decreased one-half.Irishmen complain that their ceufiffy could support a very much larger population if they only had a rational land system, and it is true that they ought to have in nearby industrial England a market that would yield large returns and tend to make Ifeland wealthy.But when the spur to exertion is taken away by a\u2019 system which eonfers upon the landlord most of the benefit of the tepant\u2019s labor, it is not wonderful that men should be -drawn away from their emall holdings by the fairy tales of real life in the new world.Perhaps, even if the land system were what they would wish it, the result would have been approximately the same, for it has been calculated that Ireland will mot maintain more than two or three million people at anything like the American standard of comfort.Probably there are in North America and Australia not less than, - twenty-five: millions.of Irishmen and de- ecendants of Irishmen, and more of English blood than are to be found in England.If now the United States is to challenge Great Britain\u2019s industrial supremacy there may be, extending over the next half century, another migratory move- - ment of even greater proportions.The interesting question is, whither will it tend?.fastening a \u2018soldier upon the back of the \u2018ing might better.be done by others.Per- traffic would be classed, under the present system of presenting the national account, as taxes levied upon the people.Statis ticians who then came to make comparisons between Canada and other countries would find that, although living in a new country, we Canadians were groaning under the load of taxation, being in that respect, far worse off than many, European States with all their burden of militarism -and thejr legacies of feudalism and aristocracy.\u2019 | Here'we have the explanation of the apparent.indifference of Canadians to an increasing annual expenditure.\u2018With us nearly all exceptional expenditures are,.in intention at all events, of a kind to return & profit to the people.We spend money on canals and railways, European governments spend it on armies, mnavied, military stores.But when the money has beeen spent we have the railways and the canals, while in Europe they have little to show, after a few years, but out-of-date battleships and records of ammunition discharged.Our railways open up tracts of country into which men go to labor and to add to the aggregate wealth; their military expenditure helps withdraw from productive employment tens of thousands of .men in the prime of life, for whose support the remainder have to work.Much of the money spent by Canada goes to making life easier for the people.The military expenditure of Europe results in peasant.Productive expenditure is as beneficial as destructive expenditure is injurious.Of course where there is corruption, where there is expenditure for the mere purpose of bribing.constituencies, or where subsidies are not fairly earned, destructive tendencies prevail; but if we.take the nearly fifty millions that have bech spent on railway susidies since 1883, can it not be fairly argued that Canada has profited by the expenditure ten times, a hundred times as much as if that sum had ingtead been spent on armaments, fortifications or the maintenance of an army corps?The secret of the growing expenditure is that, reasonable care always being taken that value is had for the motey, the people do not grudge it.Perhaps, as Mr.Ross hinted at Toronto the other day, there is too much of a disposition to look to governments to spend where the spend- haps too, the ready acquiescence of Parliament may lead to & safe maximum be;
