Canada could not force the company to build everything in the West and neglect the East.He understood the company was going to build the Great North- West Central as soon as it could, but more than that the Government could not force it to do.; Mesars.Richardson (Lisgar), liver, Douglas, and Maciean supported Mr.Scott.Mr.MoUreary recognized the -jus- tice of the claims of the people who would be benefited by the construction of the G.N.W.C.Railway, but he thought wagld be unfair.to tack such a- condition on to the present bill.COERCION CONDEMNED.Mr.Bourassa referred to a 25-year old charter held by the Canadian Pacific Rail: way for the construction of a line for 100 miles north from Montreal, through Terrebonne and Labelle.the people had been trying to get the company to complete the line, especiall as railway communication was much needed.He would welcome any means to compel the completion of that dine bat he would be,ashamed to impose that as a condition Sor the granting of the.pre: sent charter.D ; Mr.Maclean told the House that if Mr.Drinkwater, who was acting in - Mr.Shaughnessy’s absence, was properly approached he would give an undertaking.Mr.Scott suggested that the bill be al- for third reading, as a membèr of the House had an assurance from Mr.Shaughnessy that the remaining sixty miles oŸ the line would be built.Mr.Fortin stated that he wag informed by Mr.Drinkwater that no such pro- | mise had been made.The company was ready, however, to proceed with the completion of the forty miles: of the road.Sir Wilfrid Laurier counselled following the invariable rule of standing by the decision of the Railway Committed.’ He get more by approaching the company in a friendly spirit than by imposing conditions.: .Mr.Maclean told the Northwest members to band themselves together and adopt Parliamentary tactics, by which mearis they would force the Canadian Pacific Railway to give them the concessions they desired.10 ; After two hours discussion the bill Yellowstone National - , Park.Competitors of the Northern Pacific Railway say the name Yellowstone National Park is one to conjure with, thus unwittingly bearing witness.to the wonders of that wonderful Wonderland.Next July the railways will make exceedingly low rates to San Francisco, as for example, 859.00 from Chicago, including return via Portland and N.P.& Go od see for ourself, California, Oregon ishington fontana, the cities of Portland, “Tacoma, Seattle, Spokane, Helena, Butte, &t.Paul, Minneapolis, Duluth, and the Superiors, and last, but not | Park.If you will sent fo Ohas.S.Fee, St.Paul, Minn,, for an Epworth League map folder, you will see the necessity of buying your ‘tickets for return via the N.R.as no other line çan offer you all these attractions or more than fraction thereof; and that the legislation asked for would result in a general increase in the rates charged for insurance.‘The Minister of Finance nolnted ont that the hon.member could make his motion on the third reading, "2 it was, therefore, alllowed to stand.Af- RAILWAY MAIL CLERKS.Im reply to Mr.Monk, Sir Wilfrid Laurier stated that the Government was not aware of any insufficiency in the number of railway mall clerks In the Province of Que bec.An additional clerk was, belng given to Quebec district.In Quebec district there were 20 clerks, with ten routes and 23 trains dally between termhal points.In Montreal distriet there were 44 clerks, with 12 routes and 30 trains.In Toronto district there were 74 clerks, with’ 24 routes and 58 trains.The statement that a bounty of $200 was granted to the head of a postal, district who effected the largest redue- tloh in expenditure, and tbat this wag ef fected to the detriment of the rallway mat: clerks, was nf true in any particular, WEST DURHAM CASE, ‘The question of the West Durham elee- tlon came up when the House went lato committee on the Solleltor-General's bill to amend the Deminten Éjections Act.Mr.Maclean thohght that Parliament should give the seat to Mr.C.J.Thornton, the majority candidate, that being the only Race where real justice could be done.Parliament should pass a resolution stating that Mr.Thornton way the duly elected representative and give hitu his seat.This could be Jegally done by calling the return- Ing officer to the bar of the House ang obtaining from him the fact that Mr.Thornton had obtained a majority of 40 votes.‘Ihe Sollcitor-General declared Urat the: proposition to make the clause enacting that a certified¥iheque shall be a legal form of deposit retroactive was one which could not be considered for r nioment.The question, which was now pending In the Supreme Court, was whether Mr.Thornton was a candidate or not.One of the elec tion judges thought he was and the other thought he was not.Mr.R.L.Borden sald It was unfoyéu} nate that the returning officer should not lave returned one of the candidates, sealing that at least two gentlemen were sitting in the House whose deposits were made in the sume way as Mr.Thornton's had been.But while uot denying the right of the House to make Its legislation retroactive, he.thought Parliament would hold its band till the courts had uiven their decision, PREVENTING BALLOT FRAUDS.There was quite a lengthy discussion on the amendinents proposed to prevent the substitution of ballots and other’ forms of fraud.As at present, the ballots will be printed on, paper supplied by the King's Lor.each constituency will be numbered on the back of the, stub and counterfoil con- secut{vely from one upwards, and put up In packets of 253, 50 or 100 to sult.It is.further proposed that om stub and counterfoil shall be placed the number of the voter book.If thls provision is adopted by the House the special stamp Which the return.Ing officer has to place on the back of each ballot will be discontinued.! Clerk of the Crown in Chancery, as a re- ‘sult of the experience gained in the general elections, considers that the stamp Is a gicat deal of trouble without any çompen- sating advantages.The Initials of the deputy returning officer wlll, of course, continue to be placed on the back of the ballot.The Solicitor-General thought the special paper and the initials of the deputy would give enough security, but personally he favored the retention of the stamp.Sproule advocated the use ‘of the st.mp as the eaxlest means of detecting a fraudulent ballot.After further discussion the Solicitor- General asked to have the clauses stand so that he might have re-drafted with a view to meet the ideas expressed.The bill stands for consideration: later.| SALARIES OF JUDGES.A resolution fixing the salary of the -senior Circuit Court judge at Montreal at $3,600 was passed without question.So was a resolution providing that one of the judges of the Supreme Court of the Northwest Territories shall be anpdinted Chief Justice ‘at a salary of $5, .Mr.Maclean brought up the subject of a general increase in the salaries of judges of Superior Courts all aver the Dominion, He was willing to put himself on record as favoring a_substantial increase.Lt.-Col.Prior agreed with him and put in a plea for the judges of British Oolum- a.Sir Wilfrid Laurier said the subject was not new.Sir John Thompson had introduced a measure but withdrew it, for reasons which he did not state, but which presumably were that there were differences of opinion among the party.It was’ the genera opinion that the salaries, fixed “some forty years ago, were not sufficient, but conflicting opinions had been impressed upon the Government.It was urged that Canada should take example by England, where the judges were generoualy dealt with, but he doubted if the country would support this.If the salaries were increased it would be only on a mod: erate scale, and graduated in some way.It vas difficult to fix how this’ graduatio: should be calculated, as it was suggeste that the judges in the larger Provinces had ‘more to do than the smaller Provinces.The matter was one which was engaging the attention of the Minister of Justice, but he could not give any details of the scheme.Mr.Borden, speaking for Nova Scotia, raid the salaries of t Supreme Court judges there were inadequate to the talents required, the responsibilities of the position, and the manner in which a judge was expocted to live.He would be glad to give the most fav le consideration to any measure which the Government might see fit to bring down.Mr.Bennett argued in favor of reducing the number of County Court judges.| Bir Wilfrid Laurier reminded im that it was the Provincial islature which fixed the number of judges, all the Federal Government having to do being to appoint the judges and provide their salaries.The same cry of too many judges was heard Quebec, but the people eould not be ind to consent to the removal of their Jocal judges., 1 dock project hy printer to the returning officer, and those on the list and his number on the poll’ The ¢ of ;
