Session of the House Taken Up With Discussion of Transportation Question.- PORT OF MONTREAL HAS NEVER _ RECEIVED ANY FINANCIAL AID All the City’s Representatives Support Mr.Bickerdike.Ald.Gallery's Maiden Speech—Mayor Defends - Harbor Commissioners.Ottawa, April’ 18.—(Special.) — The House of Commons yesterday had another discussion on the transportation question, especially as it affects.the port of Montreal. The matter was brought up by Mr.Robert Bickerdike, the member for St.Lawrence division of Montreal, who made à splendid.speech and was listened to with the dcepest attention by evervone. He spuke on the wotion to go into supply, and in beginning said: .: “Mr.Speaker, 1 desire to apologize fur once more bringing up the question of transportation; but it is a quistion of great importance to the commercial people of this country, and | do yot think it has had the attention in this louse to which it is entitled.1 certainly would not have reverted to the subject again were it not that some members who have spoken on it have conveyed the umpres- sion that Montreal has become à port of the past. One of the statements made in that connection has been that the Grand Trunk Railway has jorsuken Montreal and is building up the foreign port of PPortlang as its terminus. It is pertectly true, Mr.Speaker, that the Grand Trunk Railway has, ‘for a time at least, forsaken the port of Montreal.| LS 1 have a motion on the paper on that subject, which it is evident will noû be reached, this session, and which J cannot reter to: but.when the papers which 1 ask for are brought down, as | have no doubt ‘the Minister of Public Works will bring them down, they will prove that the port of Montical has never bad a single dollar of Government money spent there. They will prove.that évery port and harber of the Dominion of Canada, from Esquimault to laprairie, and from Halifax to Caughnäwaga, has received amounts of money tor harbor improve ments, both trom former Govermmemts Land from this Government. But up to the present time—and 1 challenge contradic- “tion of that statement —uot a single dollar has been spent on the harbor proper ol the city of Montreal. It is true, the Gov- cinment in the past has guaranteed the bonds o fthe Harbor Commission of Montreal, on which we pay ‘interest, but the Auditor-General's report will prove that every time that interest, bécomes due the Harbor Commissioners pay regularly: and to the date.* | TES “Had the Grand Trunk Railway spent or.improving their terminals in Montreal the money they haye expended ou the Jarbor at Portland, their Montreal’ ter: -twinals would be far superior to those in Portland. It is evident that there is an atiempt to-day to make Portland the port of Cinada.Although the Grand Trunk Railway has been receiving large subsidiés and bonuses -from different = Canadian municipalitics and very luge concessions in the city of Montreal, it suddenly decided to take its terminals away from that éity and establish them in Portland, and it would be very interesting to know how much of the public money this .country has indirectly gone to improving that American harbor.’ IMPROVEMENTS NECESSARY.“I have to ask the indulgence of the Fouse as I once more go over the ground in order to point out what our commercial -communities believe is required to wake the Sf, lawrence route as safe .as any of the other routes, and its approaches equal to thèse of American ports. This matter, which, of course, has been presented to the several Ministers, will not be new to t or so interesting, and 1 do not propose to go into all the details, but it will be necessary for me to touch on some of the physical points in order to show why our commercial communities are unanimous in demanding that tlus Government make permanent improvements to our natjonal route and make them without any further delay. If this .| country is ever to take the place to which it is entitled among commercial nations, we will ‘have to give the St.Lawrence rcute that amount of protection which enable steamships to utilize it as cheaply and ax safely as they can our rival routes.I shall endeavor not to detain the House any longer thag possible, because I know a number of members wish to give their Views, ; “Hefore I became a candidate for a seat in this House, 1 plédged myself that in introducing the transportation question to its attention ! would endeavof to submit | evidence in favor of the improvements des sired which would be incontrovertible. At a great expense commercial bodies of Mon: treal, steamship companies, and the marine underwritezs’, undertook an examination of the different captains and pilots who were employed on the St.lawrence route. We examined some 3% captains, and also the pilots, as both classes are those most likely to he in a position to give authentic information.FACTS LEARNED THROUGH SHIPPING INQUIRY “The evidence taken has been submit ted to each member of the Government and “the two leaders of the Opposition, and®in it the whole question has been threshed out in a most complete manner.-A ‘synopsis of the evidence has been furnished every member of this House, with -a chart showing the different points where lights are required of where we wish the old lights to bé removed and replaced by new ones, and also showing every sand’ Hamlet With Hamlet Left Out.‘It will be another instance of Ilamlet with Hamlet left out if you ge a the Ep- worth Içague meeting at.Francisco next July and return by any route that leuves out either Portland, Tacoma, Seattle, Spokane, Helena, Butte, the twin cities—St.Paul that rejuires to be taken up.“The objgft of the enquiry was to procure the opinion.of shipping masters on.the requirements nceded to improve - navigation of ‘the St.Lawrence and to wess the matter on the attention of the dominion Government so as to secure the improvements, in order to bring about a| reduction in the maïrfne insurance rates, which is to-day an absolute necessity. The people.who conducted the enquiry are those moet largely interested in the St.Lawrence route, and in impressing on the Dominion Government the necessity of making the requisite improvements in that route in the interests, not only of the shipping interests, but of the whole trade of Canada. To show the importance of this question, let me point out that Manitoba last year exported 56.000,000 bushels of grain to peat, Britain, and that out of this quantity ‘ess than T4 per cent.goes by way of Canada, the other 86 per cent.through American channels and ports. That fact alone is sufficient juati- fication for briuging this matter up here.WHAT THE EVIDENCE SHOWED.“The evidence taken shows conclusiva- Iv that the present aids to navigation 1 our national route are out of date. The sv=tem.of lights, signals, buoys and other aids are found to be of the lowest standard and far below what the steamer captains Say are required, Such a condition of things is not at all consistent with the greatest security to life and pro rey, to the great disadvantage not oniy of the large Atlantic steamers, but to al) persons directly or indmectlv interested in our shipping in trade.Smal! coasting vessels are equally dependent on the marks and gids to navigation furnished by the Government, =o that it id not possible to exaggerate.the importance of the improvements and th& urgent nécessity of the work being attended to without delay. If Canada is not to see herself completely outstripped in, the race for commércia: and can no longer afford to remain with arms folded, ‘ : “I am not taking up this question from any _sectiemal point of view or out of any -1 special regard-For—the—interests-of.any.particular lotality.Tam taking the broad view taken hy the Montreal Board of Trade.which considered the whole question «ae affecting a¥ the differents ports of Halifax, St.John, Sydney, and thence to Montreal, and from Montreal to the wyper Jakes.our shipping season by the St: Lawrence is short.owing to .climatie reasons, and that consequently it is imperative that the navigation of that route should be the safest and, speediest and the best possible in exefy sense of the word.NEED FUR GHEAP TRANSPORT.“In “order .that the Canadian producer ers af other countries successfully, it is of Canada should reach the European markets at as Jow a charge for transport as possible. The chief "expenditure in connection with such transport is the freight from the shipping point, and that includes not merely ‘the actual cost of carfiage but ao the cost of insurance, and at present the rate of insurance is practicaly prohibittve. The insurance rate on the St.Lawrence is much higher than by any other American port, but if the approaches to the St.Lawrence are made as safe as are those to the American.ports the.insurance must be reduced, and it will be reduced in proportion ax we improve the approaches. An incréase in the facilities of navigation will rapidly tend to diminish the insurance rates upon hulls and cargoes, will largely augment the tonnage that comes to the Kt.dawrence, lower the rate of freight, provide better steamers, and en able the Canadian producer to reach his market more promptly and ‘With greater’ ease, which is of vital Importance to the produce of Canada, especially perish: able articies and live atock.Jf the im provements proposed are made and have the effect it is reasonable to anticipate, we may look forward in the fmmediate future tô-n large increase in the number and size of steamers, an improvement In their prompiness in reaching their des tination, a diminution in -freights and in the mates of insurance on.hull and cargo, greatly cheapening The cost of transport.A further effect will be a.large increase in the exports of Canada, which would bo beneficial to the St.Lawrence rote and would also immensely ‘increase the (vaflic of the canals and of our western ports., _ I IMPROVEMENTS NEEDED © | ALONG THE ROUTE Mr.Rickerdike referred to the departure in“whole dr in part from the route of the ‘Dominion line, Thomson line, Hamburg- American line, Donaldson line, Johnston line, and Leyland line.He then went over in detail the improvements needed from the time a vessel sights Newfoundland until it moors at Montreal. Most «of the lights were stationary lights, were weak and many were utterly useless, The captains asked for occulting, flashing or revolving lights, and condemned the flash as merely dimming the light. With a flashing light a captain could tell by the flash and the length where he was in a minute. Many of them would like a syren or some other signal at every light.‘There was a strong desire for the further lighting of Anticosti Island. All who spoke of the Heath Point signal were unanimous in con- denming it, a 20-minute bomb being absurd and dangerous, as a ship would easily have time to run ashore in the Interval. The captains agreed that the interval should not be longer than five minutes.(ood #yTens or whistles were preferred to guns.Thé most serious feature of the whole.‘evidence was the situation at Quebec itself “where one would expect that ‘the best lights in the world would have been provided. All the witnessea spoke of the need for a leading light for going in and out of the harbor. At present there were two red range lights on the ebec wharf, strongly condemned by eve dy as quite insufficient in power and not distinguieh- able, To remedy this state of affairs powerful range lights should be placed an the western end of the Island of Orleans.~The evidence on the: whole line from Montreal that there was needed thirty-fpot channel, 500 fest wide, not ’ .: ' ho We must not forget that.rt-.» oaly from Montreal to Quebec, but from Montreal to the sca.NO NARROW VIEWS.- Continuing Mr.Bickerdike said: We are not taking any narrow view of the matter; we are not agall jealous of any advantages that may accrue to Quebec. We say that anything that comes to Quebec, Three Rivers, Sorel and Montreal is for the benefit of the St.Lat%rence and for the benefit of Canadas.I would like to point out for a moment the amount of trade that this country is josing by not having a 8 route by way of the St.Lawrence.The average export of wheat and flour from the United States is 200,000,000 bushels an- pually, and 200,000,000 bushels of cor.The came thing is true in the case of ‘oats, bar- Jey, bacon, hams, pork and other commodities which are exported in the same proportion. The largest amount ever exported from the St.Lawrence in one year was 44,000,000 bushels of grain, 1 simply mention this so that hon.ra may realize the importance of this question. There is no question in my mind that the grain and other products from the Western States aud from Western Canada must go down over the St.Lawrence, the great natural, and I may say the great international, route to Europe as far as Montreal a por- ton of the cargoes from the West will be exported via the St.Lawrence route and in proportion as we succeed in making the great waterway of Canada superior to other Toutes just to the same extept will be the success of the commercial development of this country.* ST.LAWRENCE ROUTE.Now, as to Montreal, in mv opinion it possesses great natfral adftntages.lu is a place of exchange and distribution be- tayeen the Old Country and the mterior, as it ig also the terminus of our present railway system.1 can quite understand that this is a subject upon wliich there will be various opinions in thia House.1 am eup- ported in that view by an experience covering a large number of years.have been in constant touch with the St.Lawrence trade for the past forty years, and have given the question very close attention.lf my views are,.as 1 think them to be, sound and based upon ascertained facts, and entertaining these views as | do, 1 think 1 will be forgiven for placing them before the country and the House as | am now doing.I have great satisfaction in believing that I am voicing the sentiments of almost all the members, «if not all, on both aides of this House. This is not a political question.1 am sure that everyone will agree with me that something has to Le done for the sake of the commercial refutation of this country, and that it has | to be done now.It is too serious a matter to trifle with.In connection with the idea of making a perfect channel between ofan navigation and Montreal, it must be borne in mind that in all countries ocean-going steamers come as far into the interior of the-eoun- try as they possibly can, as in the casc of Glasgow.Greenock was originally the great port of Scotland; but at millions of pounds expense the little rVer Clyde, thät the boya originally used to wade across, was dredged out and nv the largest steamers from the Atlantic go right up to the interior of Scotland. The same thing happened at Liverpool and at Manchester. As far as’ the St.Lawrence is concerned there is no doubt of the superiority of that route over every other, and when naviga- make it the.quickest,_cheanest and best route, Montreal muët necessarily be the int of distrsbution.… ‘No Government as spent one dollar on the port ‘of Montreal. We are still in hopes that when the supplementary estimates are brought down there will be a suflicient sum to carry out the worka that 1 have suggested.1 hope the House will be unanimous in supporting the.carrying out of these works, which have to be done now.GEORGIAN BAY ROUTE.Montreal to-day is the head of ocean navigation, but | believe the day =~ not far distant when probably Port mr: ; will compete with Montreal, when the Minister of Finance will be called upon ‘to place $70,000,000 in the estimates.to provide for the French River district and the Georgian Bay canal.' When the works that I have suggested are carried out, Canada, instead oi shipping 40,000,000 bushels of grain a year will 3 shipping 100,000,000 bushels à year, and when the Georgian Bay Canal is completed we will ship 300,000,000 bushels of in by the St.Lawrence route.1 be- ieve the future of this 20-foot channel will be that steamers drawing 33 feet of water will leave Europe and come to Quebec. They will there unload down to thirty- feet draft, proceed to Montreal, and take off the eastern cargo, and many of these vessels—I do not mean the larger ones— will proceed to Port Arthur and Fort William, and deliver the balance of the cargo and come back loaded with wheat and grain sand other products of the West, 1 lieve also that the large lake-steamers will also come down the Ft.Lawrence.Yes, Mr.Speaker, I venture to eay that when the Georgian Bay Canal, will be built, and.built it will be, we will carry 900,000,000 buxhels of grain over that route.-F-have great hope for the future of the transportation trade -ofy Canada. It has been stated, sir, that this country cannot afford to incur such a large expenditure at the present time as is necessary to provide thie best facilities for our transporta- ‘tion system.I state here, and ! will be backed up in this statement by every man who has the true interest of Canada at heart, that this country cannot afford to be inactive any longer, that the finances must be provided for these great national works, and that they must be undertaken and pushed forward at the carliest possible moment., COMPARISON BETWEEN MONTREAL AND QUEBEC question of the exclusion of Canadian ¢at- tle under what he asserted were false pretences by the British Government. He suggested an amendment to the preferential tariff, either by making it apply exclusively to goods coming through Uana- dian -ports or by making a further reduction on goods so coming into the country. The hon.member.next referred to Mr.Charlton's épeech when, he said, the Jat- ter was trying to square himself with the city of Quebey on his celebrated Delht speech. In endeavoring to back up what he would lead the House to believe was: only 3 lover's quarrel, he Jumdertook Jo de cry the importance of the city and por of Montreal, ‘Mr.\\Bickerdike said he had stated very little in favor of Montreal, to abstain from sectiopalism, but he would int out to Mr.Charlton that the Lake] t.Peter Channel, the hole bored in .the mud, as he called it, had certainly done some good.In 1900 the imports to Montreal were $68,000,000, against Quebec, $5, 000,000; Halifax, $6,000,000; St.John, $4,- 700,000.The exports fron, Montreal in 1900 were $05,000,000; Québec, $5,173,000; Halifax, $6,750,000, and St.John, $9,733, 000.These figures would satisfy Mr.Charlton that it would be some time at least before Quebec became the ‘“‘coinmer- cial centre” of this country.NO GOVERNMENT AID.Mr.Bickerdike, in concluding | his spcèch, said: .My object to-day is chiefly to prove to the House and this eountry that not one dollar of public * money has ever spent in the harbor of Montreal; OTHER SPEAKERS TAKE SAME STAND Dr.Roddick (St.Antoine division) expressed his pleasure in bearing out Mr.Bickerdike's remark that this was not a olitical question.Any discussion in that House which was likely to lead up to the improvement of the ‘harbor of Montreal and of the national.waterway should Le conducted above party lines. The peoplé of Montreal had almost to beg on their knees for improvements and 3 auted io have a statement from : Government that day as to what amount could be spent on Montreal harbor and in restoring the confidence in the route on the part of the shipping of Great Britain, France and Germany, which had been Jost. The route was heavily handicapped hy ‘high insurance rates on cargo and hull, aud one prominent shipper told him’ that the extra insurance on a steamer on the St."Lawrence route’ was $3.000- a voyag” or £25,000 a year.To use his expression, “the St.Lawrence route afank in the no - trils of tlie the Government to put Montreal off this time with the usual stereotyped statement which cabinets used too often, that this matter would’ be taken under their consideration, serious coneideration, perhaps.Montveal wanted to pet something definite as to the policy likely to be £ : = &“ wT Other reasons for shipping leaving Montreal were the feeling, insecurity, the lack of terminal then there was the cost of cartage to the ship's side. There were no facilities for piling lumber, which led to a Toxs of $10 or $12 yer barge for demurrage.~The greatest loss of .all was.in the lack of grain-handling facilities.Je had been told by commercial men and Board of Trade officers that they were.in favor of the building of elevators by the Government as the best plan. Many schemes were suggested, and that was the one the Board of Trade had adopted after Jong consideration.Elevators should be built at suitable points, and if possible approached by elevated railway lines, so that work.(One or even two elevators might be built, and the charge should be simply sullicient to meet the interest charges. If at the end of a year the tariff was jound’ to ohigh it could be lowered or if too low it.could be raised: ‘If the Government did not construct the elevators the next hest thing would be for it to use the money in its hands belonging to Montreal, or the schcme
