Wards May be Solved by New © Western Hospital.A practical solution of the problem at present engaging the attention of the medi- Cal profession in Montreal in connection with private wards in hospitals is said to be now in sight through the proposed erection of the new Western General Hospital. That a new building, large and modern in every way will be erected on the site where the present Western Hospital now stands is spoken of as a certainty to be accomplished ai the earliest poesible date.In connection with the proposed hospital there would be thirty or forty private wards, all of which would be open to any qualified ‘general practitioner. This would be amply sufficient to meet the demands of the profession for.private wards, and would solve the present difficulties._ The growth of the western section of the city has brought the question of enlarging the Western Hospital prominently before the board of management of that institu- tica.It has long been felt that the present institution is too small to receive all the patients from the various surrounding municipalities, and a special committee has been organized and is at present actively engaged in preparing the plans for a new building.MR.SMITH'S VIEWS.Ald.C.F.Smith, pre sident of the Western Hospital, told a Herald representative this morning that a report of the pre- nt financial condition of the Western Hospital was pow being prepared and would be submitted to the board of management, at an early date.‘This report would, he believed, prove most satisfactory. An appeal would then be made for Tuuds for the erection of the new hospital, to which would be attached thirty or forty private wards, which would all be thrown open to the general practitioners. The need of a new general hospital in the West End, Ald.Smith said, was well recognized by the public, and he felt confident that when the appeal would be made it would be answered generously.Ald.Smith is a ,governor of.the Montreal General Hospital and.of the Noue Dame as well as a.president of the Western Hospital. He has always taken.a keen interest in works of charity and hospital matters. While acknowledging the great ability of the men associated with the hospitals Ald.Smith said he : was ever in favor of the general practitioner being allowed to keep in touch with his patients even when they are treated In ‘the private wards.3 DR, J.B.McCONNELL.Dr.J.B.MoConnell, Sherbrooke stréet, and secretary of the Western Hospital, in speaking of the discussion now going on with the question had partaken of the nature of a chronic grievance for many years, and that it was commonly acknowledged that a doctor who sent his patient into a private ward at the General Hospital lost the case.t tbe Conners contract be cancelled : If they have failed to carry out their ogreement. The Syndicate have been given every consideration; we have heen long- suffering enough.Let others have a chance.I know that some people think different to me, but Y am atrougly in favor of the Canada Atlantic being allowed a chance to build elevators here, They are | eager to do 80, and why should we not give | them the opportunity?, “! am In faver of helping those who help themselves. The Canada Atlantic have done wonders In the way of bringing traf- fle to this port. They brought 15,000,000 bushels here last season, and they are capable of bringing 25,000,000- bushels.Let us encourage them by giving them facilities this port I haye no doubt the elevators ‘thoy’ construct would be.quite sufficient for all the purposes of the port.= “I do not know that the elevators are so very essential to the development of the port after all.We have got on very well for tho last quarter of a century by tran- shipping the grain from the barges on to the steamers, and 1 think we can continue to do so until such time as the commission- «rs, with the atd of the Government, could construct them themselves. If the port has not gone ahead as fast as sone of us would like to see, it has not been because we have not had elevators.” MR.CAMPRELL'S VIEWS, Mr.D.W.Campbell, the manager'of the F'der-Dempster Line, Was also against Government aid belng given towards the erec- flon of -elévators.He .thought attention should be concentrated upon the perfecting of the harbor improvements, and particularly upon proviqinz the newrst up-to-date terminal facilities on tbe wharves—facili- tics which would enable the freight ears of the rallway companies to unload right Into | the holds of the vessels.Another matter which .ought to he seen to was the establishment of a fleet of larger barges which, now that the St.Lawrence Canals were deepenca, could he used to bring the grain direct from the lake etenmers to the side of the vessels, and discharge right Intn the vessels without elevators or anything else. His view was that elevators were not ab- sointely necessary to the expansion of the port.- —— anne sosie GOES TO JAIL UNTIL ." NAVIGATION OPENS Adeline Poitras, an old lady, 76 years of age, went before His Honor Mr.Recorder Weir this morning and asked.to be sent to the city permit physicians not on their staff to take patients into the private wards, and in cases requiring the facilities of a hospital the family physician must part with his patient at the door of th ehospital.By ‘ having ample accommodation in this re- epect in the new hospital and, as we do now, allowing the general practitioners of the city not on the staff to bring their patiente to the private wards, a boon will be conferred upon the profession general: ly and upon those patients who wish - » retain in attendance their own physicians. At the same time the returns from th: source would provide a not inconsiderable portion of the revenue required for the hospital, besides gaining the good will and support of the profession generally.” WESTERN HOSPITAL PLANS.Dr.McConnell said the Western Hospi- - tal owned70,000 feët of land adjacent to its present building. The new hospital’ would be opened.with about 100 ‘public beds and 30 or 40 private wards.A new medical board was about to be elected. The committee of management was actively engaged in auditing the books of the institution and a report was about to be presented ‘to the Board.Preparations would then be ocmpleted and the work.of erecting the new hospital would be start cd.: - So far as the General Hospital was concerned, Dr.McConnell said he thought ill- timed any move to force that institution to tioner. But this was merely because there were but a few private wards in the General. If the number of private wards were inoreas- ed, he would ask more liberality on the part of the attending physician, and that the general practitioner be given admittance to the private ward.It is possible, said another well-known phy- giclap, that while such an Institution as the proposed new Western Hospital, with forty private wards, would in effect do away .with the present difficulty regarding present conditions, a great many physicians will still persist: in demanding, in justice to the publio cause, that’ the principle of an "open door’ policy at the General Hospital privatd wards be at least recognized. The wide difference of opinion on the question between the physicians attached to the General Hospital and their friends, and the general practitioners, renders it impossible, it 1s said, to discuss the motion béfore the Medico-Chirurgical So- clety, of which partisans of both views are members. This !s also perhaps because some of the officials of the society are the prinet- pals In the present movement to obtain for the gereral practitioner the privilege of treating hls cases in the hospital's private wards. It pis considered as certain that a division detri- mertal to the society might result.- For this reason itis probable a round robin wil be sent but calling a special meeting, not of the society, but of the doctors, when the question will be discussed whether the’ motion regarding private wards now beforo the society can, with propriety, be considered by that body.If the point is decided favorably, the discussion will be adjourned tit the next meeting 6f the.society, on-Mar 5 t is decided in the negative, then the motion will be discussed and voted upon by the doctors, not as a society but as individuals expressing private opinions.’ ——————t—————.ANNUAL MEETING OF not affect the trada in Canada in any way.is little likelihood,” remarked Mr.Michael Hir of M.Hirsch & Sons, dis- reporte: cusging the subject with a Herald r this morning, ‘‘of the trust looking this way.The total output of cigars in Canada annually is only 137,000,000 so that if the trust could control the making of all the cigars manufactured in Canada it would be a very small {tem to them. The significance of this atate- | ment will be seen when I tell you that the: American output of cigars, for the eleven morths ending November 1ith last, showed an increase of 500,000,000 over the corresponding eleven months in the preceding year." “What occasioned that remarkable increase?’ queried the reporter.“To answer that question is to explain the origin of the trust’ responded Mr.Hirsch.‘The American Cigar Company, as the trust | fe known, is an offshoot of the American Cigarette Company, though the latter bas no connection with a company bearing the same name in Canada. Many of the cigar marufacturers in the States had long felt the effects of an undue consumption of cigarettes. They felt that if they could reduce the demand for cigarettes there would be a corres- ‘ponding demand for clgars. So they started a crusade against cigarettes, with the result as already stated, that their trade increased bv leaps and bounds. The American Cigarette Company then- decided to carry the war into Africa, and the result was the formation of a trust, which, it is expected, will greatly reduce the price of cigars on the other side.” NO EFFECT IN CANADA.“Will it have a similar effect here?” “Not at all.The trade in Canada will not be affected in the least. The duty upon the value of cigars is a mere bagatelle.the imposition of a tax of $3 a pound on cigars coming into the country that tells.matter: how cheap cigars are on the other side, the tax will remain a safeguard to the trode here.” ‘““How.1s the new trust composed?" “‘They have at present thirty different branches, and they intend to acquire many more. They are not guaging the choles of facteries for they will take it-on, If the factory is for sale at à reasons able price.” * NOT AFTER CANADA.“What makes you think, then, that the trust will not reach out in this direction?" - “Well, as I have’ already sald, the total output here is, comparatively speaking.very small: While our tota! output is only 137,000 - 000 annually, the incréase in the output in the’ United States, for eleven months.last year, was 500,000,000.Why, I know single factories in’ New York whose output each.year is over the 100,000,000 mark. The fact ‘ 1s we haven't got the consumers. There are 135+licenses in Canada to produce, and so our trade has to be divided ue among all these, “So that, you see, our trade is a very small tting in comparison with theirs. In any event, T anticipate that the battle between the trust and the independent factories, which are.very etrong, will be a prolonged and bitter one.Americans will ronsequently have uite encugh to do to : Will support the same in the conference of the ministers of the powers in Pekin.; This statement is made on the best authority. It is regarded here also as practically certain that proposition will be adopted unanimously.German officials empuasize the fact that the proposition is non-German, bat that Germany 18 The report of the suicide of Ying Lien snd Chao Shu Chiao is officially confirmed but the report that Count von Walder gee has ordered a discontinuance of pun- jtive expeditions is not confirmed, al] though it is regarded as very probable. The Lokal Anzeiger's special correspon: dent on account of China, of which 100,200,000 are for the army and 17,- $00,000 are for the navy. The memorandum of the Government says the objects of the _expedition are unchanged. The intervention of the pow- ems bas produced a slow but steady im- rovement in the eituetion in China.Pare military undertakings are no longer necessary, but small expeditions are operating to restore order. It 1s mot permissible at present, to reduce the German forces, owing to the military pressure which may be necessary in the further negotiations relating to the indemnities. For that reason the maintenance of the expedition is provided until January 31, 1902.Though probably part or the whole of the force will be withdrawn before shen. The sum of 100,000 marks is provided to acquire more ground around the information, General Botha was to have been received at Lord Klichener's camp about: the end of this week, but If the foregoing report Is correct, events have ripened with unexpected raplaity.” Bennett Burleigh wires to the Dally Telegraph from DeAar, under Tuesday's date, as follows: “The Orange River remains high. Our columns are tighténing thelr grip upon Steyn, De Wet and Hert- zog, near Petrusville, and our patrols have been engaged.I anticipate that a general action is about to be fought and that the collision !s likely to prove serious.” A despatch from De Aar, Cape —with—the advantages.gained by British forces in South Africa, has created a most hopéful fecling In War Office here.Lord Raglan, Under Secretary for War, described It yesterday ns being “the thin end of the wedge, and this ls also the opinlon of military critics, who reiterate that while war could not be expected to end with a sudden stroke, this constant capturing of men, guns, supplies and horses meant that the operations would soon be reduced to a dacoit sage.General French 13 quite the hero of the hour on Pall Mall, | thorgh.of course, General Kitchener's controlling band ammunition, they are achieving the only {ble objec tive at present tn sight. It i not belleved to be at all likely neral Kitchener will grant any armistice As a preliminary to peace, or If he does he will not let the War Office know of It until he learns the result, In fact, small reFance is placed on such an offer, for even If General Batha gave in the War Office Is inclined to consider that his
