it may now \u2018be rezarded as certain that the object for \" which the conference was convened has been practically accomplished.There is | now a complete understanding betwëen the two Governments as to the merits of the | disputed issues, and in some cases it has been easy to arrive at an arrangement satisfactory to both.We believe, for example, it is generally \"understood that the good feeling between Canada and the United States will not be any longer in danger of being disturbed by alien labor laws.It never has been believed in Canada that the sober sense of the whole American people was favor able to such measures as have been taken at Buffalo, Detroit and other border cities by over-zealous agents of the American Government, and the Canadian alien law, although it was felt necessary to pass it in order to enter a protest against these actions, has been withheld from operation by the opinion of the Canadian people.The natural movement of labor from one country to the other is such as to render laws of this kind exceedingly ill-advised, and the operation of the natural law which drives man to seek his bread where there is the best chance of earning it is so strong that statutes framed to prevent the migration are certain to be ignored in the vast majority of cases, which makes all the more grievous the punishment inflicted on the remainder.No one who reflects upon the fact that there are immense numbers of Canadians in the United States and swarms of active and industrious Americans in British Colum- | bia and Western Ontario building yp the engaging in mining operations in the United States.This restriction is to be removed.It is also understood that an agreement hag been entered into touching the wrecking laws governing the shipping of the Great Lakes which will make an end of the vexatious delays that have been the means at one time and another of losing a vast amount of property unnecessarily.An agreement js believed to have been reached also which will make - possible adequate provision for the pro- ! tection of the fisharics in the Great Lakes \u2018And international streams.Conflieting \u2018laws governing what are practically the same preserves have caused undoubicd hardships to those fishermen of one country who have been at times debarred from availing themselves of the privileges exercised before their eyes by their competitors.This will, it às understood, be provided against in future, and adequate provision will at the same time be made for the preservation of the fisheries themselves, which are the sonrce of many millions of dollars\u2019 worth of wealth each year.The boundary questions, it is also stated by those who have followed the proceedings of the conference closely, are believed to have been put in a far way of settlement.The Alaska boundary question was a most threatening cause of dispute between Canada and the States, aud the opening of the Klondik de it |.; era Ene made it the desperate fight Mr.Laforest and his at once imperative that whatever may be the line to be accepted as a boundary it should be defined at once so that the full influence of the Alaska littoral upon the development of the Canadian interior may Le at once understood.There can be no doubt that to continue the question in its old form would be to invite trouble at cvery turn.That such a condition would be a serious menace to peace is self evident.It is, therefore, well that a definite understanding should be arrived at.As to reciprocity, it is only right to remember that it was not part of the original plan of the conference, but was brought into discussion by influences too strong to be resisted.It is quite true that it was recognized from the first by both sides that the subject could not fail to be debated, and the appointment of Mr.Kas- son on the United States side was a tacit admission that better trade relations were to be pretty fully dis cussed.It is mot to be forgotten, however, that the Canadian Government had sounded their Washington authorities on this subject prior to the introduction of the first tariff legislation, that the response had been either directly unfavorable or at best vo more thon lukewarm, and that the \u2018Liberal party in Canada had afterwards mdopted the policy of extending a | preference to such countries as were in the mood to receive Canadian products on advantageous terms, and a beginning was made with England to the manifest advantage of this country.The foremost economists of the United States were stirred by this step, and perhaps still more by the movement for expansion the Americans have so vigorously adopted in the last vear, to draw the attention of their manufacturers to the fact that Canadians are, head for \u2018head, the best outside customers the Americans have, and it was not long before the chambers of commerce frem the Atlantic to the Pacific were clamoring at the ears of the commissioners for access to Canadian markets and the granting of an adequate return.No one who has followed the daily reports of the conference can fail to have observed that reciprocity was a main topic of interest, and that the Americans, not the Canadians, wers the more strenuous in urging such an arrangement.There is every indication that Sir Wilfrid Lauricr and his colleagues of the commission have inspired their Aunerican associates with a high estimate of their diplomatic capacity.What may come of these negotiations there is at present no knowing, but it is reasonably certain that the way has been smoothed for better trade relations, if not now, then at some future time.But reciprocity or no reciprocity, the ecnference may be said to have accomplished the work for which it was called, and so to have deserved well of the people of both countries.\u2014_\u2014_\u2014\u2014\u2014\u2014 LA MINERVE WANTS AN INQUIRY.La Minerve this morning contains an article in which it deals in an excellent manner with The Herald\u2019s \u201cclean sweep\u201d campaign.It takes the ground that inas- -much as serious charges have been made by The Herald against the general administration of the city, and these charges are being repeated in public, therefore there should be an investigation.\u201cFor a long time past,\u201d it says, \u201cit has been loudly said in public that all was rotten at the City Hall, and that our municipal administration is the most corrupt that can be imagined.It must be confessed that the disorder which reigns in nearly all the departments has given ground for suspicions.Are they founded?The Herald proposes a way of finding out.\u201d The Herald, it points out, has asked for an investigation by a Royal Commission, and La Minerve, after printing the petition being circulated, with the object of getting such a court of enquiry, teils the Council that it should anticipate this petitions presentation by itself immediately requesting the appointment of a commission \u201cto make a serious and impartial enquiry into our entire municipal administration.\u201d \u201cIt 3, is, we believe,\u201d La Minerve says, \u201cthe sole method by which it can show that it does not fear the light, and to thus give satisfaction to public opinion.\u201d With all of this we heartily agree.If the Council will itself ask the Government to issue a commission under the act of 1895, The Herald will undertake to prove tribunal the The Herald is prepared to prove before a commission its charges before and Government may appoint.or in the courts of law the statements it has made regarding officials and the general administration.It is prepared to justify its demand for the dismissal of certain high officials, and the reorganization of the whole administrative system.What, indeed, have our charges been but so many demands, many times repeated, for an op portunity to reveal to the public eye that rottenness of Which La Minerve speaks?We welcome the support which La Minerve gives to the demand for an enquiry.Our contemporary sees what must be plain to every distaterested observer, that the honor of the Council is at stake.It sees, moreover, no doubt, that the credit of the French pcople will be involved in a refusal to investigate.The French peonle are in controi at the City Hall.They have the power to do as they think fit.Having this power, they \u2018have also tle responsibility of seeing that the city govern- and efficient\u2014that the civic departments .are managed as public ment is honest services, and not as private preserves., La Minerve has done what we believe will be approved by the whole French population, except in interested circles, by demanding that The Herald be given an opportunity of establishing its charges.For our own part, we promise that there will be no abandonment of the affair by this paperer es A THE FIGHT FOR REFORM.The meeting.of the Water Committee yesterday - furnished sufficient evidence of friends are making to stave off investigation of his conduct.Strong pressure was brought to bear upon Ald.Gagnon to drop his motion, but without avail.Ald.Lareau, who is not a member of the committee, presented himself with a demand that it be dropped.Ald.Jacques for a while insisted that it be withdrawn before any other steps were taken in the investigation.Ald.Prenoveau remarked that even if all the statements it contains were true, he would vote against the matter being reported to Coun- ¢il.When Ald.Gagnon tried to make the plain statement that everything in his motion was substantiated by the report of the City Auditor, Le had the utmost difficulty in securing a hearing.Ald.Jacques strove to prevent it by sheer noise, but the quiet representative of St.Louis Ward was not to be cowed and frankly let whoever wanted the information understand that in his opinion the auditor's report placed upon the Council the duty of dismissing Mr.Laforest, and that he was prepared to vote for his dismissal.In the light of all the circumstances too much praise cannot be accorded Ald.Gagnon for the courage he has shown in Uhis matter.He and those on the conumittee who are determined to have the truth made known, are now realizing what it means to be zralous in the cause of reform.Theÿ are beset night and day by the friends of Mr.Laforest and of the aldermen who work with him.Those of them who are French-Canadians are roundly denounced for daring to investigate the conduct of an official who happens to be .of their race.All are reproached with being emissarics of The Herald, whatever that may imply.The rings that infest the City Hall realize that they are now being attacked in earnest, and every influence that can in any way be enlisted is being directed against the three aldermen who have signified by their acts that they want the Water Department to be properly administered.What, the ordinary citizen may well ask, has given rise to so much excitement ?Simply the fact that, acting under instrue- tions from the committee, the City Auditor has brought in a report the nature of which is to show that the superintendent of the department is not worthy to be retained in his position.To be quite frank about the matter, it is for that very reason that most of those who are now so active in his support desire Mr.Laforest to continue in office.And the question which naturally arises is whether those who are interested in defending the discredited official are to do all the fighting or to be the only ones who shall express an opinion on the subject to the aldermen who will presently have to decide the issue.Citizens who desire a better state of things should lose no opportunity of pressing upon aldermen the necessity for an investigation.ee THE ATTACK ON THE AUDITOR.The most extraordinary feature of the Laforest incident is the Met that the friends of the Superintendent have sought to divert attention from his misdeeds by juining in an attack on the City Auditor.The same paper that vents its indignation against all and sundry who have anything to say against Mr.Laforest, and which ho!'ds that he must be defended, right or wrong, because he is \u201cone of ours,\u201d does not hesitate to speak severely of Mr.Du- fresne, who is also \u201cone of ours.\u201d In another paper, the aulitor\u2019s report on Mr.Laforest's case has been made the occasion of a protest against his salary being increased.Instead of Mr.Laforest being tried for failing in the discharge of his duty, it looks now as though the auditor was to be condemned for having proved faithful to the trust reposed in him.The auditor's report was mild enough in all conscience.And very rightly so.It is not expected sf him to make out the severest possiv!e charze against a colleague.Ile was not to Le expected to act either as an advocate or as au expert ac- ccuntant making an exhaustive enquiry with the object of producing all available evidence.He was given a definite werk to do, and he has done it.If in doing so he was obliged to make it known that Mr.Laforest had been charging his gtebleman to the city, he is not to be blamed.It is the other man who is the culprit.If he was obliged to report that the services of men were charged to certain appropriations, while the men were in fact working at Mr.Laforest\u2019s house (for which there wa: no appropriation), the blame is not upon him but upon the man or men who ordered cr aided in the falsification of the public documents.If his audit showed beyond question that goods paid for by the city had not been entered in the buoks and that their use had not been accounted for in the regular way, and was obliged to report the fact In accordance sith his instructions, the blame was certainly not his, We have reached a curious stage in the development of publi: morality if the culprit is ta be always defended and punishment is to be reserved for the Lerefit of those by wh is exposed.\u2014_\u2014\u2014\u2014 WITHHOLDING PUBLIC DOCUMENTS Mr.Laforest continues to refuse the press access to the report on Ald.Gagnon\u2019s motion is based.This is a most extraordinary proceeding for a man who might be expected to avail himself of so palpable a method of proving his innocence, if he is innocent.Why not let the public, who pay his salary, into the knowledge of how the work under his command has been done?There are a lot of details about the time spent by ditfer- ent men in Lachute, Ste.Agathe, and at his house in De Lorimier.The time of these men was all charged up to the city and parcelled out into various appropriations.Why not let the citizens know whether such services weit into the bill as repairs, pipe-laying, new services or what not?Lhe secretary of the committee read over a long list of such sarvices yesterday, and it seomed to the listeners that many of the items might have a direct bearing on the various statements The Herald has made.Why not allow these to be published, so that the publie may get some idea of how things were done.There are quite a number of men who worked on Mr, Laforest's private enterprise while drawing pay from the city.Why not give them a chance to check the entries made in their name?Why not let the public get some idea of the kind and value of the goods the City Auditor says were paid for and used somewhere without being entered in the regular books?Surely Mr.Laforest must sce that the people have an interest in these things only second to his own.And, in passing, is it not rather a highhanded proceeding to deny the press access to such documents as these?But then they are more or less accustomed to high handed proceedings in that department, as witness tha reservoir transaction.\u2014\u2014 special om his wrong-doing which La Minerve rises to remark that The Herald cannot drop the crusade against City Hall crookedness.We hope our esteemed contemporary has not
