WERALD'S SPEGIAL EDITION\u2014ORDER EARLY, AS NUMBER IS LIMITED.Thanksgiving Day\u2014Fair and Colder, 91ST YEAR.NO.«$ 276.MONTREAL, WEDNESDAY, NOVEMBER 23, 1898.PRICE ONE CENT < A © OME IK: 8 we \u201c 2 >.2 .% , Ÿ a @° E DRY \\ DOC: HISTORY.\u2014 Attempts Were Made to Get Control of Likely Sites, With the Intention of \u201c Holding Up\u201d the Harbor Board.A representative of the Herald yesterday drove to Longue Pointe, and had interviews with the gentlemen whose properties have been under discussion in con- rection with the dry dock site.That 0.Mr.Thomas Morgan is the farthest east.Mr.Morgan was seen at his cement works, and said, in answer to enquiries, that before putting in a tender, he had been approached by Mr.G.W.Parent, a real estate broker.cd to think, when negotiating for the :ro- perty, that he was reasonably certain of securing its acceptance by the Harbor Commissioners, and Mr.Morgan gather cd from his conversation that Mr, Parent in some way represented the views of the Mayor.Somêthing in the conversation induced Mr.Morgan to remark that in case he did name a figure for Lis property, it vauld be a sum which he would expect Lo receive in full, without being subject to commission or other abatements.To tlus \u2018Mr.Parent assented, remarking that he wculd get his commission from the other parties.Not long afterwards Mr.Parent again called to inspect the properiy, this time in company wth Mayor Pre- fontaine.Mr.Morgan, however, mide up his mind mot to avail dumselr oË the ollices of J tender to the cominsssioners direct, whic he accordingly did.I'he next person seen was Mr.Leney, | to work, because it is on the 0.whose property is some dustance to the west of Mr.Morgan\u2019s, a litt:e larger in extent, and apparently very well suited for the purpose in view.Mr.Leney was not one of the original tenderers, and seems to have first become impressed with the possibilities of the situation throug a conversation with Mr.Robt.R.Goold, another broker, whose office is in the Standard building.He gave Mr.Goold an option on the property for $40,000, but some time afterwards Mr.Goold came to ivim and said the property could not be Jrandled at that price.He asked that fhe price be reduced to $25,000, and gave Mr.Jeney to understand that at that price Le thought the deal would go through.Mr.lency formed the impression that some person or persons were to be propitiated in some way, but he was not prepared for the information which subsequenty reached him, that the property which he was to sell for 825,000 had been offered to the commissioners for $62,500.It would seem that Mr.Robert MacKay, chairman of the Board, in some way became cognizant of the fact that a large margin of profit was expected to be realized.At any rate, he obtained from Mr.Leney an option on the property for $30,000, and has the ne essary papers in \u2018his possession.But Mr.Teney is much impresse dwith the idea that the Mayor will get his way in the erd, and that if so, it would have saved fontaine at the outset what property he wanted to have bought, and be done with the matter.; Mr.Hoge, the other Longue Pointe proprietor, whose property has been favorably looked upon, said he had not entertained the idea of tendering until his neighbor, Mr.Dillon, had dome so.Then, as he did not wish particularly to be next door \u201ctn a dry dock, he tendered also.\"termediaries were in any way consulted, No in- Mr.Hoee states, his tender being sent \u2018straight to the commissioners.A fourth property, farther west, and near to \u2018the Barsalon-Reford property, 1s owned by Mrs.Law der.To Mrs.Lau der three men went at different times.They were Messrs.Parent, Alley and Darling- ton The first who visited her tried to obtain am option.ofiorts were made, but unsuecessfully.Then the efforts were turned in the direction of buying the property, offered at a higher figure than the 15 cents and 10 cents a foot which Mrs.Lau der eon- sidered a fair price.At these figures the Harbor Board might have the property for $57,700.But Messrs.Alley, Parent and Darlington used all their endeavours, rhen they failed to get an option, to af least have an offer put in for $147,800.| Fheir aim was, of course, to prevent such a disparitv between the Lau d'er and Par- ralon-Reford properties as would be shown by an offer of the former for $57,700, and that for more land than would be necessary, so that a portion might be after- nwards disposed of by the Board, and so reduce the cost of the site.Calling for Tenders.After it was decided at the last session of Parliament that a dry dock was to be constructed for Montreal harbor tenders \"were invited from property owners, who might have suitable locations.When, after some delays, a considerable number had been received, the engineer, Mr.Kennedy, was instructed to examine and report upon such as offered desirable sites for the purpose.Mr.Kennedy reported on October 18.giving the result of observations and tests applied to five properties, the Mor- _ gan, Leney and Dillon-Hogg locations, near Longue Pointe, the Reford-Barsalou site in Maisonneuve, and the Lauder site, about half way between.The Lauder site is on Mr.Parent sem- | an intermediary, but to send us | | proach, and, besides, ito be b | OUU.\u20185v0 more than on the Leney property, the | Kennedy | alongside | such size and location as to protect the | dock entrance and elevators placed upon ) have as Mr.Pre |.a lot of trouble to have asked Mr.Pre \u2018it, and to afford loading and unloadin To this end strennons the north side of the turnpike roaa, which IS an extension of Notre Dane street.All the others are between the road and the iver.All the lots were found to be of pretty much the same character in the matter of soil.A top layer of clay covers a lower layer of sand, which is in ail cases more or less wet.was touched at what would be the upper end of the dock.On this lot also a on.siderable layer of boulders and gravel was found.Lhe three Longue Pointe properties were found to be pretty much alike, with the advantages, so far as cost of excavation was concerned, in favor of the Morgan property; the one farthest east.It is not quite so high above the level of the river as the others so that the excavation would cost about $9,000 less than in the case of the Leney property, which is prae- tically next door.\"Lhe cost in the Morgan case Mr.Kennedy estimates at $130,000 and for the other $132,000.The cost for securing an approach from the channel is set down at $36,000 in each case, a factor which gives them a decided advantage over the Dillon-Hogg property, entrance to which from the river would cost $61,- ooo, or 575.000 more than the others, al- oug e land excavatio - 000 less than Morgan\u2019s.n would cost 87, The western property, the Reford-Bar- salou site, Mr.Kennedy finds would cost $141,500 for land excavation, and $61,000 for dredging an approach, altogether %36,- 900 more than the Leney projerty.The Lauder property became even more costly north side the street, which wou.d necessitate a large amount of excavation for the ap- n a bridge would have | ulit, at an esumated cost of s83,- The land excavation would côst $20,- avvroach 826,000 more $83,000, wav 16 was on the item of land values that the great discrepancy between the castern lots and the Reford-Barsalou lot or pe ceording to Mr.Kennedy's report, the cost of the land actually - ir- ed would be: FY requir Morgan.and the bridge, | ct es sesees ees +6 $47,000 Leney.PT voue cere venenann 49,000 Dilon-Hogg.\u2026 0 cn.52.350 Lauder .cee dates caca 57,600 Retord-Barsalou cies eens .143,000 Mr.Kennedy concludes his report with the observation that \u201cof the sevcral sites thus dealt with, those of Leney, Morgan of the Reford-Barsalou lot, in the event the best.all things considered.\u201d The Mayor's Modification.This did not satisfy the Mayor, who asked Mr.Kennedy to reconsider the case of the Reford-Bars.lou lot, in the vent of wharves being constructed at the approach of the dry dock at that place.Mr.\u2018assumed the building of a pie the entrance of the dock, of 9 : g space for shipss, river craft and cars,\u2019 Allowing for charging the excavation of the approach against the cost tof the wharf, and not against the dry dock, Mr.Kennedy was able to Teport that the cost of dredging an approach, so far as the dry dock was concerned, could be reduced in the case of the Reford-Barsalou, from &61,000 to 36.- 80.The land and land excavation charges were, of course, not charged.At the same time, however, Mr.Kennedy reported that what is known as the inner channel at Longue Pointe could he dredged in such a way as to lessen the costs of securing an approach to the Morgan, Lenev or Hogg properties.How the Case Stands.The following comparisons will show the difference in cost bebween the Leney and Reford properties, under all the condi- tons that have developed up to the present : (1.) Taxes Struck Out.by Charter Committeee Last Evening, The Charter Committee made a sweep last night of many of the sections imposing special taxes.In the representations made by public bodies to the commi.ctee, objection was in nearly every case taken to those sections which proposed a spe: cial tax, not exceeding $100, om small factories, foundries and workshops, of 3 per cent.of the rental value on tenants paying over $100 per year, and of 3 per cent.on incomes over and above $300 per annum.These sections the committee wiped out last night without hesitation.There were only three members pres- ent\u2014Ald.Ames, McBride and Leporte.New Clauses on Exemptions, Ald.Ames thought that the clauses, adopted at last meeting, defining the property exempt from taxation, were not clear enough, and he introduced the following instead which the committee adopted : \u201cAny building used for the purpose of religious worship, such as churches, par- sorages, bishops\u2019 palaces (and fabriques), the land occupied by the said edifice, amd an addtional area of land, free from buildings and contiguous, equal to that «ccupied by the building used for reliz- ious purposes.The word \u2018parsonage\u2019 shai apply to any house occupied as a residence by the officiating priest or minister of any church in the city, provided, however, that but one parsonage for each church shall have the benefit of the exemption.\u201c Buildings recognized as educational establishments by the Government or subsidized by the Catholic or Protestant School Commissioners to the amount of at least $300 per annum, the lamd occupied thereby, together with such contiguous land as is necessary and used for the inrmediate educational needs thereof.\u201c Buildings actually occupied and used as public hospitals, reformatories, asylums or houses of refuge, the land occupied thereby, and such additional area of land as is necessary and used for the immediate benevolent needs of the said insti tution, \u201c Lands and buildings exclusively ocon- pied and used as V'braries, reading rooms, art galleries or publ'e museum, provided the same are open gratuitously to ihe public.\u201c The section relating to a special tax on theatres and other places of amusements, kept for profit, it was decided to limit the amount to $3500, with a sliding scale, according to circumstances.The Saloon Tax.The section relating to the tax on saloons, restaurants, ete., created some discussion.The draft of the charter placed it at $400.Ald.Ames made the following amendment, which was carried : saloon or restaurant-keeper fo! the purpose of trade.\u201d Ald.Ames contended that all saloon keepers should be taxed on their valua- tron; as it was now the larger places reaped the benefit, while
