and all vessels coming from Sea or from any part of this Province, shall anchor within the point \u2018marked by the Buoy nearest Grosse Isle, which shall be painted white.2\u2014 Establishment.: The establishment at Gro-se Isle shall consist of a Com-, wandant \u2018and such Military Force as His Excellency the Governor in Chief shall see fit to appoint ; which Cownmand- ant shall be authorized to see the Quarantine duty performed, and for this purpose, shall have full Power and Authority over all Officers and other persons whatsoever on Grosse: Isle.or attached to that station, and be authorized to cad upon all persons to aid him in enforcing the Law and these Regulations ; also an Inspecting Physician, who shall go off to vessels and inspect them as required by Law, and according to the Regulations hereinafter established or which- shall be established ; also a Medical Superintendent on shore, and.a second or Marine Boarding Officer for the present, who shall go off to vessels and board and inspect them, if need be, according to the provisions of.the Law, and the Regulation bereinafter established, or which shall be established.1 Ce : : : 3\u2014 Commandant.wo A The Commandant shall enforce the Quarantine Law and Regulations, and shall use all necessary means, by firing campel ships or vessels to go to such place or places to perform Quarantine, as it may be necessary to send them to, He sball compel all vesseis to be brought to anchor within the limits of the Qnarantine Anchorage, and generally shail do all that may be required to enforce a rigid vbedience of the Law.: he shall furnish a Passport from the station.to the Master or other person having charge of a vessel which shall be detai ned for Quarantine, to proceed to the mouth of the River St.Charles, whenever the Inspecting Physician shall report to him that the vessel is Cleansed, Venti ated and Purified, provided: that the passengers, if any, who may have been landed from such vessel, are ready 10 be embarked or that the Master shall have provided for their maintenance on the Island after the departure of the Vessel, apd ther subsequent conveyance lo Quebec.He shall permit all passengers landed to be re.embarked and to proceed to the mouth of the River St.Charles, whenever he may receive the report of the Medical Superintendent on shore, that all the passengers with their luggage, have been Washed, Cleansed and Purified, and that there does not exist.among them, that are about.to proceed, any Cases or ymptoms of Asiatic Cholera, Fever, or Small Pox, nor any severe cases of Scarlatina or Measles, provided thai the Commandant, before permitting the passengers {0 re embark, shall have received the report of the luspecting Physician, certifying that 1he vesselis in a fit state to proceed, the Commandant shall farnish a Passport as aforesaid, from the Quarantine Station, to the Masier or pesson in charge \u2018of any vessel, which may be reported by the Inspecting Physician or the Marine Boarding Officer as being in a fit state to proceed to the mouth of the River St.Charles, 4.\u2014 Inspecting Physician.The Inspecting Physician shall go off to vessels and put the.Questions to the Masters or persous in charge, as required by the second section of the Act35, Geo.111.cap.53 if ihere be not more than fifteen steerage passengers on board, and the answers are satisfactory, he shull give a Certificate to that effect to the Mustéror person in charge, to take to the Island and present to the Commandant, who will then furnish a Passport and permit the vessel to proceed to the mouth of the River St.Charles ; if there be more than fifteen steerage passengers, or the Master or person in charge do not answer satisfactorily, or the Inspecting Physician have any reason to suspect fraud on the part of the Master or persoy in charge, crew or passengers, he shall immediater ly order the vessel to such place as may be appointed for vessels detained under Quarantine of observation, He shall also call for the ship\u2019s papers, passengers\u2019 lists and logbooks, and inspect them thoroughly, so as to ascertain the whole of the occurrences during the voyage ; should he meet with any resistance, he will make such signal as may be determined on by the Commandant, to show bal assistance is necessary.The Inspecting Physician shall also board and inspect any vessel which may be detained by the Marine Boarding Officer, and all others which the Commandant may consider it requisite that he should jaspect.\"He shall have charge of all vessels derained in Quarantine, with instructions to superintend the cleansing and: disinfection of such vessels, He shall report to the Commaddaiit, avd at the same time to the Medical Superintendent on shore, the number of passengers to be landed, and when they may be ready, and be careful that all are landed with their luggage, atsuch time and places as the Commandant may direct, He shail have the Medical charge of all cabin pussengeis who do not dis embark and who may be labouring under any disease, except the following, viz : Asiatic Cholera, Fevgr, Small Pox, or gevere cases of Scarlatina or Measles.Ifany are labouring under any of (hese deseases, they are to be landed and sent to the Hospiial, together with their luggage, and the vessel tho- ment on board to all cases ol slight diseases which are not by these Regulations specially required to be landed and sent to Hospital.He sball report to the Commandant whenever a vessel is Cleansed, Ventilated and Purified, and ina \u20act state to receive passengers and proceed to Quebec.He \u2018shall make returns of vessels boarded by him as soon as possible after such vessels are visited.The Inspectin Physician sball not board the same vessel as the Marine Boarding Officer, except in cases where the latier may find it ne.cessury to detain a vessel.\u2018 \u2019 5.\u2014The Marine Boarding Officer., The Marine Boarding Offigpr shall go off to vessels are riving at:\u2018Grome Jele, and put the questions to the Master of \u2018person \u2018in -chirge, asvéqeired 'b ibe: second section of the guns, or by any kind -of force, or violence whatsoever, to | Quarantine { - roughly purified.He sball give medical attendance and ireat- said Act; .=.12° Pilots having been furnished with copies of the (Juarantine Act and of these Regulations, shall exhibit ihe ame fo the \u2018Master or person in charge of every vessel they may board.Every Pilots having charge of a vessel shall bring her to anchor between Grosse Isle and the White Buoy, if vessels are ppt so anchored, they may be fired int, under-the di- rectitbn of the Commandantonly.Pilots shall tuke measures to\u201cacquaint all persons.on-board of vessels -uuder their charge, of the penalty to be incurred by leaving such vessels, unless permitted to do so by competent authority.They shall also keep a Union Jack flying atthe Peak of all vessels under their charge, until boarded by the propérofii.cers, under the penalty prescribed by the said Act 35 Gro.11L;cap 5.On arriviug at Quebec they shall bring to off the mouth of the River St.Charles, until: they shall be boarded by the Inspecting Physician, and afterwards by the Harbour Master, 1 .Doar 9\u2014 Passengers.Cot All steerage passengers on board yes-eis having mare than fifleen steerage passengers, shall be landed with their luggage, and Washed, Cleansed and PPwified as already pros vided for.: \u201c The passengers in the principal cabin shall not be landed except in cases of sickness, and may at all rimes praceed with the vessel, or otherwise after having Washed and Pu; rified their luggage, &c.&c.to the satisfaction of the Inse peciing Physician, : 10\u2014Vessels.The Vessels shall be Cieansed and Ventilated, and their between decks, if not painted or varnished, shall be weil Whitewashed ; but if painted or varnished, shall be well and thoroughly scrubbed with soap ard water orley, and such portion of the ballast shail be thrown overboard as the Commandant or Inspecting Physician may deem requisite; under the immediate superintendance of the Marios Boar ding Officer.11\u20141Inspecting Physician at Quebec.An Inspecting Physician at Quebec shall, accompanied by the Harbour Master, go off to all vessels arriving ar the mouth of ihe River St.Charles, and put the questions to the Master or person in charge, as required by the second section 35 Geo.111, cap.5; and moreover he shall require \u2018all Masters, or persons.in charge, to exhibit to him the license or passport which he may have received \u2018from the Commandant, at the Quarantine Station, and such Masters or persons in charge are hereby required and commanded forthwith to submit the same for examination to the said Inspecting Physician ; \u2018and if it shall appear to the said Inspecting Physician; as well from thé answer he may re~ ceive as from the tenor of the passport, and the actual siata of the health of the passengers and crew, that sickness dues not exist on board, he shall then grant to the Master, or person in charge of such vessel, a certificate in writing, setting forth the healthy state of the passengers and crew, 10 the end that such vessel may obtain a fina! di-charge from Quarantine ; but if, on the contrary, such Inspecting Physician shall find any case of sickness on board, or have just cause to apprehend the breaking out of any malady, itshall then be the duty of such Inspecting Physician to directa Yellow Flag to be hoisted \u2018at the main-top-gallant mast head, and shall\u2019cause the vessel to be détained at the mouth of the River St, Charles, for further observarion and inspection ;
