we are however informed, that it is in contemplation still farther to expedite their arrival, and to have them delivered by 7 o’clock in the moruing.The Mail for Swanton will be closed on Mondays at 2 n’clock, and the New York Mails on Mondays, Tuesdays, ‘l'hursdays, Fridays, and Sa- tbrdays, av the same hour.We understand that the delay at Albany is now removed,—this will expedite Mal conveyance on this line about 94 hours, Itissaid thar arrangements are in progress for establishing à mail three times a week (0 Upper Canada.À very trivial arrangement would give us a daily Mail from the Eastern Siates, instead of a weekly one.At Bure lington, let a Mail for Montreal be made up and put on board the Steam Boats for St.Johns.At present we would hase five muiis in tbe week 5 and next year it being in cone tem plation to run a boat daily to St, Johns, (Sundays exe cepted) we could have six hasiern Mails per week.By forwarding the Fastern Mail via Burlington, a day would be gained in time more than could be achieved by the present route by Swanton, ‘The Eastern Stages generally arrive tn Burlington bringing the Boston daily Mail abou: two hours before the arrival of the Steam Boat from Whitehall; this would afford sufficient time to prepare a Mail for Montreal, As improvements are now on the tapis, we doubt not but this arrangement will be made, We know itis much wished tor by maay mercantile men here, and from what we can learn, by many eastern merchants also ; and without any ostensible cause, without any fixed principle, they are in open and bloody rebellion.The latest accounts even yetspeak of probable accommodation, but they are too vague to depend upon.We are glad to ree that the Prince or ORrAvet has been appointed by the King to settle matters with the refractory in his own way.He hus both firmness and humanity, and may perhaps succeed, In the lamentable attack on Brussees, Lord BLAx- Tyre, à Major General in our service, was shot, The other atrocities, charged by the BELGIAN accounts, (which, by the bye, are the only ones yet published) aguiust the DuTtcn Troops, are declared iv be gross calumnies by the Courier of the 30th September.which states that other accounts pruve the fact.The Durcn Troops must have had something else to do during the week's fighting, than to scale the wulls of female boarding houses, We have no doubt that the atrocities spoken of were the work of the rabble ; and we think there can be little doubt of the fact, when we recul to the recollection of our readers, that the Bureuern Guard and the authorities, unable to control the mob, had actually made proposals to callin the King’s Troops, iu order to prevent their nightly depredations.Remarks on the present state of affairs will come better from us when we can see cur way through the Cimmeri- an darkness, which envelopes alike the causes, motives, and expectations of the secret leaders, who are at the bottom of these commotions.There has been no insurrection in Russia, The Revolutions in SPAIN and PoRTUGAL are postponed until further orders from the Morning Chronicle, J The following morçeauwr from different papers are worthy of being remembered: The Morning Chronicle, remarking on the joint note stated to have been traus- mitted to the FRencr Government by the Courts of London, V'ENNa and BERLIN, on the subject of the events in Leteivs, has this compliment—‘‘the fivst King wbo tioned on abe heights of Zeid Kk.“ draws the sword in a war of aggression should be ‘ hurled from Kis Throne!’ Our good King WiLLiau bad better take heed- Again, a FRENCH paper gravely tells us, and it is as gravely copied, that ** the new French Charter, which: ** contaîñs all possible Elements of Order and stability, “ will soon become the political compact of all the nations of Europe.” This is good enough, but the climax is to be fonnd in a quiet, kind, eusy newspaper, published in MoNTREAL as thus: ‘* EUnopE seeins likely to make one general clear- ** ing out of the Royul beasts thot infested it &c.”’ From these three agreeable morgeqaur much information may be derived.Our anticipations from them are really delighttul, rer The ENGLISH SEPTEMBER Mail was received here on Monday.LATEST NEWS.From the Courier.RISING AT BRUGES—REPURTED RETIREMENT OF THE TROOPS FROM BRU-SELS—DEATH OF LORD BLANTYRE—TUMUL TUUUS PROCEEDINGS AT OSTEND, WITH LUsS OF LIVES, &C* BLOODY (CONFLICT AT BRUSSELS.The following news is from the Courier des Pays Bus of Sept.26.This journal was on that day published, bearing ihe date of Sunaay and the three preceding days, the combat in Brussels during that cime having suspenced he regular daily penlication, Ou the morning of the 224, Prince Frederick left Anvers with his Coup8 d’armee, où fis route to Brussels, About tue saine time the Brussels Volunteers set out by (he gates ot Sehaerbeck and Louvain, o attack he troops witch occu pred the po-itons of hover and Diegem;
