view to carry into effect the intentions of the Legislature in the Act passed iu the late Session of the Provincial Parliament, ¢ For the en- eouragement of Elementary Education,\u201d as regards Schools in the Country Parishes, not under the direction of the Royal Institution, His Excellency the Administrator of the Government deems it necessary to establish the following Regulations, which are to be strictly attended to in all applications tor the Allowances granted by the said Act P= The payment of the allowances granted by the 2d Seetion of the Act for the encouragement of Elementary Edueation will be issued from the Treasury, half yearly, in the nionths of January and July.; All applications for the same are to be trausmitted to the Civil Secretary, as early as possible in those months, The applications are to be accompanied by a return of the School for the six months, in the form prescribed by the Act, signed by the Trustees or Proprietor j\u2014on the back of the return a list of the Scholars is to be inserted, placing first the names of those who pay for their Education, and then those who are educated «ratis, with the date of the admission of each Scholar opposite to the name.The first payment will be made in the mouth or July next.To enable a School to receive at each period of payment the half of the yearly allowance of £20, granted hy the Legislature, it will be necess«ry that such School shall kave been attended by 20 pupils, during the preceding half year, but a proportion of the allowance according to that scale will be granted to a School that has been attended by the required number of Scholars during any part of the period, not being Jess than one month.It is not necessary that the 20 pauper children, who must have attended the School to entitle it to reccive the allowance granted for their Education, should be exclusive of the twenty of which the School must have consisted, to entitle it to any allowance whatever.No child is to be admitted as a pauper Scholar at any School, whose par-nts or protectors are not in such circumstances as to be unable to pay for the instruction of such child.No School established subsequently to the passing of the Act, will be entitled to any allowance, until the Trustees shall have been appointed as directed by the 4th Sectiun, the Law only authorizing the allowance to be granted to Schools whose affairs are administered by the Proprietors, where the same were actually established at the time the Act was passed.An authentic copy of the entry of record of the Election of the Trustees is to be transmitted by them to the Civil Secretary, immediately atter the Election.The benefits of the Act having been extended by the 8th Section to the several religious communities in the gountry parishes, where the children of the poor are edu- @ated gratis, a nominal return of the children who have reccived instruction atany such Institution, with the dates of their admission, will be required at the same periods as pr- scribed with regard to other Schools, signed by the Proprietor or persons having the direction ofthe establishment.The following form of a Certificate is to be transmitted to the Civil Secretary by the Trustees, to enable them to receive the allowance for a School House granted by the 3d Section of the Act : We the Trustees for the purchase or erection of a School House in the
