St.Lawrence, in the rear by the wall of the Grey Nuns; or ladies of the General tlospital of the said city, dividing the said lot of ground from the property of the said ladies, and being about four from Portsmouth to Loadon, of tire most gigantic proportions, lt is suggested to make it à national undertaking, and to pay the expeuce of its construct:oa by an issue of 4 per cent Exchequer Bills, and 5 per cent Canal Debentures, the latter to bre paid off in fifteen years, The pre.seat Committee comprises Lord Palinerston, Sir George Locke burn, Sir J.Breutou, T.Wilson, Esq.M.P,, W.Manning, Esq.M.P., and H.Twiss, Esq.M.P.The necessity of the measure, it is stated, is absolute, as, in the event of a war wi-h France, the Port of London would be effectually blocked up from all communication present plan is a suggestion of Mr.N.W.Cundy, supported by the opinions of Messrs.Rennie, Giles, Elms, and Mears, The Canal will be only 74 wiles from Portsmouth Harbour to the Thames, at Rotherhithe; it will always have 28 feet in depth of water, and he 150 feet wide 3 will requre only four locks, as the summit level, on Epsom Cowmon, will not exceed 140 feet, and the deepest cutting will be 130 feet, The locks are to be 30) feet long each, and 6% feet broad.Mr.Cundv has issued three Reports, with the tora of a petition wo his Majesty\u2019s Trea-ury, and the frame of an Act of Parliament, the whole of which documenis are dedicated to Alexander Baring, E-q.who ba: promised the measure his personal actention aud support ; aud who, atameeting at Lincoln\u2019s-Ennfields, declared, thac* the inpoitauce of the subject is obvious, whether considered in a national or domestic point of view, or whatever may be the cost.\u201d It is propo-ed that the Canal commence, wiih two branches, at Rotherhithe, vearly opposite the London and West India Docks, near the Victualling Office, and proceed thence, in a South Westdirection, with a small branch to Arundel Bay, to Chichester, Emsworth, Langston Harbour, Southsea Common, and Spithead.The general estimate states the expence under four millions, of which 8.255,420 would be paid tolabourersfor cudting, 474,000.to tradesmen, aud 250,000! for purchase of land.We passover all ithe calealations of aretarn of income, remarking only that a vessel of 100 tons would have to pay S53l.for passing through the Canal, It is stated that the
