Licutenant Governor has been pleased to make the following appointment, viz : Robert Layfield ta be Tidesman in and for the Port of Quebec, in the room of David Morgan, deceased.ee QUEBEC : THURSDAY, NOVEMBER 4, 1824.WE have later intelligence from EUROPE, by way of the UNiTED-STATES.The New-York Commercial Advertiser of the 27th ult.announces the receipt of the Courier to the 18th September.The death of the King of FRANCE is now declared officially.Notwithstanding the black wax and wafers which actompanied the last packets from HAVRE, it appears that his death did not take place until the 16th.As this occurrence, now authenticated, is one of some historical importance, we have copied from the.above paper its extracts from the FRENCH journals, without indulging in the astonishment it seems to feel that the death of a Kine may be lamented.It appears that the new King takes the title of CHARLES X.———_r It was our intention to have published at length the report of the interesting ceremony of removing the remains of General Brock to the monument on QUEENs- TOWN heights, Press of matter, however, compels us to resist our inclinations.——— Amid all the folly which has been exhibited in the UNITED-STATEs’ papers respecting the portentous visit of L.A FAYETTE, the story of the cagle flying over his head at the tomb of WasHINGTON, is superexcellent in absurdity.We select it as a speciten of republican adulation.A service of plate would be more acceptable to the MaRrQuIs than all the dinners and redoubled health-drinking, which he has undergone in eating his way through the UNITED-STATES, — In commencing our second volume, we feel it our duty to state, that, for several reasons, we have found it inexpedient, at present, to change the form and style of the QUEBEC GAZETTE, published by authority, It was our original intention to have established a separate printing-office for this Gazette, and, in that case, the size of the paper would have been enlarged, the matter more extended, and the price probably enhanced, We are, however, so well satisfied with our agents and printers, that it does not seem, at this juncture, necessary to make the alteration ; and we therefore submit ourselves to the public under the same form, and with the same desire to discharge our duty with temper and moderation, avoiding all party spirit and political reviling.— FROM THE NEW-YORK COMMERCIAL ADVERTISER, LATEST FROM EUROPE, France.—Our last advices from Havre apparently placed the fact of the death of Louis X VIII.beyond ail Soubt, He did not expire, however, until the 16th of September, as appears from the following telegraphic despatch, communicated to Calais, and received in London on the morning of the 17th : — * The King died this morning at 4 o’clock.—Kin Charles X, immediately set out for Saint Cloud, with the Dauphin, the Dauphiness, and the Duchess of Berry.The public have shown by his Majesty's physicians from the 14th, to the moment of his dissolution, but these it would be superfluous to copy.The Crown of France now devolves on Charles Philip of France, at present King Charles X,, who was born at Versailles on the 9th of October.1757, and is consequently nearly 67 years of age.His son, the Duke ?Angouleme, now the Dauphin, according to the practice of the French Monarchy, is Heir Apparent to the Throne, The title of Charles X, is not the first in the es annalsof France.The Cardinal de Bourbon was set u by this name, in the time of the League, as King o France, and in opposition to Henry IV.He is not, however, reckoned among the Monarchs of that country.The following is taken from a Paris paper of the 15th of September, the day before that on which the Monarch ied :— *¢ The strong constitution of the King has again triumphed this morning over a crisis like that which took place yesterday.‘The same symptoms have ‘again produced the same alarms.The King desired that the prayers for the dying should be recommenced, and being unable to repeat each response he only said that he attended to the whole, and responded mentally.He caused a crucifix to be given him, and kissed it several times, The persons who were present at this august scene could call to mind the death of the chief of the noble race of the Bourbons, and what is related of it in a manner so altecting and simple by his faithful servant Joinville.At the second crisis the King’s heart was affected, and the sentiments which his heart could not express were evident in his countenance, Nothing could give an idea of the grief of the Royal Family, did not the affection which the people of Paris feel make every one easily understand thatof our Princes.On Sunday morning his Majesty, though suffering, thought fit to be present at the family breakfast.Their Royal Highnes- ses seemed in consternation.The grief of Madame was so great, that the King asked her to approach—and taking her by the hand, twice pressed it to his lips with great emotion.’ Another paper contains the following truly singular reflections :— ‘“ How glorious, how holy is the agony of the most Christian King! Monarchs of the earth, come and learn how to die.Sorrow is spread among the people; the father of the family is dying—weep all—weep! A new reign approaches : the noble Son of France—the model of honour and loyalty, is called to the throne—French- men, let us console ourselves.” The Quotidienne announces his Majesty’s dissolution in the following strain, which may well be denominated the luxury of grief, and realizes the assertion of the poet, that ‘* there’s bliss in tears.” ¢ The terrible catastrophe which the ardent wishes of 1 a whole people hoped in vain to avert, has been this instant accomplishe The king has ceased to live.Another son of Saint Louis has ascended to Heaven.Let us pray for him; let @s weep for ourselves, for his whole life was lavished on us, His last words were yet for his family, for his people, for allyhis children.Grief interdicts us even the praises which gratitude would dictate on the Tomb which opens on the bencfits accumulated upon France by the Monarch who has just been ravished from the lover, We would praise the king : the legislator: but words fail us—we can only lament the Father.The agony endured long— Louis supported it as he had borne misfortune, Never did a Monarch, never did a man know better how to support the heavy burthen of age, adversity, of infirmities, of the throne.He has uitted this earth thr ever; but not a French heart will orget that he restored peace to our fields, children to their mothers, liberty to our laws, and more recently still, glory to our standard.O Louis ! thy last momenis might be softened by the reflection that nothing more remained to be done tor our France, forever secured under the immortal sceptre of the Bourbons, The night conceals from us as yet the aspect of this afflicted capital.We pray, we weep, in the secrecy of our hearts.To-morrow our temples will he opened—Let us go thither, Frenchmen, to derive strength to support the immense loss we have suffered, Let us go to pray for the precious days of the king, who does not die, and who is restored for the consolation of France in the person of a magnanimous heir, The king, Louis XVIII, is dead.Live the king Charles X,” From a private letter from Paris, dated September 15.** The death of the King will not lead to any politica! change, The Ministers enjoy the confidence of Monsieur, and every thing relative to the succession to the throne will be carried into effect with the same facility as in the calmest times previous to the revolution.We may consider the dynasty of the Bourbons to be as firmly established as it was even in the period of its greatest prosperity.To a person acquainted with the state of France about three years ago, the presvai situation of things must appear almost incredible, At that time, the whole kingdom was filled with conspiracies and plots: not a day passed scarcely without bringing to fight some machinations of the enemies of the Government.Nor was it in the towns and villages alone that the conspirators held their clandestine weetings, and planned the subversion of the throne.They had penetrat- edinto the ranks of the army and whole regiments yielded to the seduction of their secret and nefarious practices, The public mind was in a state of continual agitation, and nothing was looked for but rebellion and civil war.1t is a known fact, that in the South and West of France the Royalists were making dispositions to secure themselves against the consequences of a second Revolution, which they considered as inevitable, Who, now, hears of conspiracies?All ideas of subverting the Throne are abandoned.The population is contented with the Government, and the army is devoted to its Prince.Never, pethaps, was so great an alteration in the affairs of a nation effected in so short a time.Three years have sufficed to restore to order and tranquility a nation distracted by thirty years of anarchy and confusion, This circumstance alone speaks for the talents of the Ministry which bas produced such important and un- looked for resuits, Parisis quite tranquil, Tliere does not seem to be the least political agitation among the people” , From the Boston Centinel.Lours XVIII.was born at Versailles the 17th Nov, 1755, and consequently had not reached his 69th year.He was proclaimed and acknowledged as king of France on the 9th of June, 1795; but had not becn consecrated nor crowned.He married early a Princess of Sardinia, but never had issue.His consort died in Nov.1810, Louis XVIII.is succeeded by his brother, Charles- Philip of France, Comte d’Artois, who has taken the style of Charles X.Charles IX.commenced his reign in 1560, and died in 1574.From that period, the reigning Monarchs of the house of Bourbon, in France, were Henry 111.and IV.and Louis X111.X1V.XV.XVI.XVI.and XVIII.The new King was born in Versailles the 19th of October.1757, and consequently completed his 67th year a few days since.He also married a Sardinian Princess, who died in 1805, leaving two sons and a daughter.The sons were the Duke D’Angou- leme, and the Duke de Berri, the former well known ; and the latter assassinated in 1820, in Paris.—These two were the immediate heirs othe Crown.The heirs now are :— 1.Louis Antoine, Duke d’Angouleme, son of France, born August 6, 1775, and married in 1799 to the interesting Maria Theressa Charlotte, daughter of Louis X V1.who was born in December, 1778.They have not had issue.2.Henry Charles Ferdinand Marie Dieudonné d’Artois, Duke of Bordeaux, born the 29th of September, 1820, and son of the Duke of Berri above named.There are no other males living of this branch of the Bourbons, and but one of the branch of Bourbon Condé, the Duke of Bourbon, born in 1756.Of the branch of Orleans (who inherit befôre the Condés) there’ are’ six males and five females now living.The males, the Duke of Orleans, born in 1773, Duke de Chartres, Dukè de Nemours, Prince de Joinville, Duke de Penthievre, and Duke d’Aumale.The death of the late King of France might be said to be sudden.He was conscious of its rapid approach, but it is said this consciousness had no effect on.his spirits, did not deter Lim from his usual devotion to business, nor destroy his cheerfulness.As laté as 48 hdurs before his death, he granted a private audience tb the Intendarit of the Navy, and transacted ‘business with his Prime Minister, He had long lost the use of his lower limbs; and his hands had become so benumbed that he could scarcely trace his signature.—His physic cians told him he was too ill to attend to any business 3 when his reply was, ¢ The King may die, but he must never be ill while living,” He was an excellent scholar, and celebrated for his neat aphorisms and bon mots.His constancy and courage were said to be conspicuous on all trying occasions, and that his prudence never forsook him, His judgement was sound, and the Proclamation he issued whenhe was driven from Paris by Bonaparte, in 1815, in which he promised the Parisians that * he would soon be among them again,’ is some evidence of his forecast.—At the end of 100 days he did come back.Those who knew the deceased monarch in adversity as well as prosperity, speak of him in highly flattering terms, It is believed, that no King was ever less under the rule of his Ministers, than Louis XVI1I.; and certainly very few have had so much success in reconcilia- ting their esteem.He had none or but very few passions, and those he governed.He was too much of a philosopher to be a bigot, and had taken too many lessons in the school of adversity, to be a tyrant.The new King has not been much before the world for several years, He is said to be a greater Royalist than the late King ever wished to be ; but it is added, that he is very popular with the army, of which, as Monsieur, he was at the head of the High Staff, which he has always patronised ; and it is added, that his numerous charities have made him popular among the people.He has taken no active part in political affairs for man years.Before the revolution he cut a splendid figure in the gay history of the French Court, and was extremely volatile 5 but it is said the misfortunes and deprivations he experienced during the revolution, cast a gloom over his mind, and that he has of late, under influence of his Abbess, became a bigot, This might do very well for a prince in retirement; but will never answer for an active king, In his youth he was very intimate with the present King of England, then Prince of of Wales.His late household was wholly composed of ancient Royalists, with one or two exceptions in the mi~ litary part.The offices of the Ministers of the Crown expire with the decease of the King.Who the new Monarch will call around him, is, of course, wholly conjectural.He is said to have expresséd, a short time before the death of his brother, his entire confidence in the existing Ministers, and approved their measures: but it is thought he will attempt to stop the everlasting pen of the Ex- Royolist Chateaubriand, by calling him to some high office near his person.———fpme— FROM LATE LONDON PAPERS.Brussezs.Aug.26.—The following extraordinary and pearly fatal case occured in this city and neighborhood a few days ago :— A lady, who is dauehter of an Irish Earl, was walking in the park, in company with a gentleman of rank, when a Major-General of high feme 10 his profession, in passing, said something offensive to the lady, who spat in his face, and complained to the gentleman with whom her Ladyship was walking.Nome angry words ensued, and then blows, which brought together a concourse of people.It being evident that the matter could not stop liere, the police was applied to, but declined t:king any part in the affair, "Two days afterwards a meeting took placein the wood 8 P @ + + THE QUEBEC GAZETTE.of Soignes; when an apology was made, and the parties left the ground ; ‘upon going away, however, the Majr.General’s boot appeared to overflow with blood, and upon examination jt was found that he was wounded just above the knee, and the ball could not be extracted for a considerable time, .He now lies at-his lodging in this city, attended by Doctors Tobin and Parkins, and surgeon Van Mods, in a very dangerous state, a high fever having taken place after the ball was extracted.” Mineral Tallow.— This rare substance, which was dis.tovered in Finland in 1736, has lately been found in à bog on the borders of Loch-I'yne, in Scotland.It has the color and feel of tallow, and is tasteless.It melts at 118 degrees, ‘and boils at 200 degrees ; when melted, it is transpareat.and colorless ; or cooling, becomes spon- oy and white, though not so much so as at first, It is insoluble in water, but soluble in alcohol, oil of turpentine, olive oil, and naphtha, while these liquids are hot ; but it is precipitated again when they cool.Its specific ravity, in its natural state, is 0.6078, but the tallow is full of air bubbles ; and after fusion, which disengages the air, the specific gravity is 0.983, which is rather higher than tallow.It does not combine with alkalies.‘nor formsoap.Thus it differs from every class of bodies Anown—from the fixed oils in not forming soap, and from the volatile oils and bitumens in being tasteless and destiiute ofsmell.Its volatility and combustibility are equal tothose of any volatile oil or naphtha, : Edinburgh Philosophical Journal.By a clause in the New Street Act, the fronts of all the houses from Carlton place to Porcland-place areto ‘be renovated, and made white, once in three years, Tales of the Crusa’ers were originally intended to'be published previously to the Redgauntlet, but accidental eircumstances occasioned the prolific author to change his mind.Those who pretend to be in the secrets; and even supposing they had reason to complain of Sir Thomas Maitland, still, when he was gone, they had nothing to do but observe silence, and last of all would they have indulged in what can only be considered as low and infamous.revenge ; and if there be any persons who suppose that the Greeks could be actuated by other sentiments than these, and at the same time give themselves out as friends of the Greek cause, all that they can say is, that they blush for such friends.“Jt is true that some persons were found, threugh ignorance or some more unworthy motive, to raise a cry against the government of the late Sir Thomas Maitland.We are, however, authorised by:a distinguished person:who visited the Iovian Islands, as strongly prepossessed as possible against that government, to declare that the wholë of the accusutions to ils presudice rested on no foundation whatever — that under the auspices of Sir l'homas Maitland those Islands were far more flourishing than other countries which are -said to be in a most prosperous state, and that his system of govern.‘ment was perhaps the best that could be imagined for the Ionians.” — From the Alexandria Herald.VERY REMARKABLE FACT.On the passage of General LA FAYETTE to York, an Eagle, the bird of Jove, flew .from the bluff, about two miles below this town, and hovered over.the steamboat Petersburgh which the General was on board of.It followed him to Mount- Vernon—and, we are told, continued flying over thetomb of Washington,to Wbich the General was devoting his soul with the holy feelings of grief.It seemed to have an inspiration in its actions ;
