Ont., Jan.19.\u2014Whea court opened this morning their lordships announced that they would allow th: amendment to charge 234, on which decision was reserved yesterday.Thos.Macdouald, police constable, was on duty at the Waterloo-street school meeting on the night prior to the election and saw no disorderly conduct.Jobn Reid, member of tha ecolorad band, gave evidenre corroborative of what previous witnesses had stated in regard to various meetings held in the interests of the colored vote.A sharp argument took place over the admission of evidence relating to certain siatements said to bave teen made by Halpin to induce the witness to- attend the Waterloo-stre et meeting, in which Mr.Biake\u2019s ovjection was sustained.At the eecond meeting Halpin and Darkin carried in a clothes basket containing about two dczem bottles of ale and passed within a few feet of Mr.Hyman, while that gentleman was addressing the meeting.Witness said Mr.Hyman could not have failed to observe the beer, and before leaving the meeting he (Hyman) remarked he would leave them in good hands and hoped they would have a good time.George Campbell, poiice constable, was on duty on the morning of March 5 at tbe Waterloo-street school, and observed nothing disorderly.Fred Phœnix (colored) varied the monotony by his typical answers,but added nothing materially to the evidence.Thomas Throgmorton, late secretary of the colored band, was called upon to produce the band\u2019s business books, but as he had handed all apers over to his successor, who on Pelng called for failed to answer, charges 1 to 17 were entered upon, in which the Ttalian colony is alleged to have been looked after by Mr.Hyman\u2019s agents in much the same manner as the colored colony.Angelo Daibra made a maaful attempt to mae'r the English language and, with considerable coaching on the part of the learned counsel, got along preity well.Mr.Osler was very anxious to know how John Cowan, ons of Hymau\u2019s agents, happened to be at one of the meetings, and on being pressed for an answer he said be sapposed he got there \u201con both feet,\u201d wnersupon Mr.Osler concluded that ne was nos so badly posted in the language after all.At one of the meetings Mr.Hyman was present and, as Mr, Dalbra put it, \u201cMade no politice ; just say \u2018glad see all unite; you do goo: for me I good d» for you\u2019\u2014 that all\u201d This witness\u2019 evidence caused a great deal of merriment, In the afternoon Peter Birtwistle, jeweller, said he took an actiye part in the Italian quarter, but was not an a:eat of Mr.Hyman\u2019s.He had been a Conservative all bis life, but in the last election worked for himself.He had supplied the beer consumed at the Ita:iian mret- ings for which he paid about twenty dollars.Witness gave C.W.Radd, a tea- ant of his, about forty dollars to spend in getting votes, but po account was to be given of rhe details of the expenditure.After tbe nominations Mr.Hyman canvassed the witness, but was told to keep away, which ended the interview.Mr.Hyman hast no knowledge of his intentions, W'iiness said that a few years ago the Cunserva- tive Government had robbed him of $8000.For a time he expected to have this loss made good, but when he found this was not to be he determined to strike back and do his utmost to defeat the Conservative candidate at the next election.Mr.Osler desired to know what the witness meant by saying the Conservatives had robbed bim.The witness went on to explain certain monsy trapsactions in connection with the building of the military barracks here by which he considered he had been robbed.Jno, Cowan, hardware clerk, an agent of Mr.Hyman\u2019s,was quite intimate with several of the Italians in the colony and did some electioneering among them.On election day he escorted half a dozen Italians to the polls, but treated no one on election day.H.Digman, solicitor, one of Mr.Byman\u2019s scrutineers, was at the Italian party held the night previous to the election, where he sang \u201cAnnie Rooney\u201d and assisted in drinking to Mr.L.Hy- man\u2019s health.He did not consider the meeting as political.Dominick Cusolito piloted John Cowan in the colony on the day of the election and saw nothing illegal done.Charge 40 to 56 includes what is known as the \u201cIrish group.\u201d Jno.McKenzie, a Con- gervative, told what he knew about a couple of meetings he attended at which liquor was served by Ed.Shea, an agent of Hyman\u2019e.\u20184 El 8.Jarvis, clerk of the 9th Division Court, lent Thomas Steele, a school teacher at Evlyn, $4 to enable him to drive into the city and vote; for Hyman.This sum has not been repaid, A letter was produced dated March 4, which Mr.Jarvis recognized as his writing.This letter required Mr.Steele to be sure and come to the city and vote;that he would nct be tle loser.The letter was signed Mice\u201d and the writing disguised, but the authorship was discovered by a pe- cuniarity in the stroking of the letter «T.\u201d The letter was written entirely on the witness responsibility.Mr.Blake submitted that agency was nct proven.Mr.Osler argued that Mr.Jarvis\u2019 presences on the piaiform the evening Mr.Hyman was nominated, and at other meetings showed that he was reagonably an agent.Their Lordships decided to hear evidence bearing on Committee man Niles\u2019 conversation with | Elis Jarvis, and the charge was held pen to-morrow.Charges 68 to 72 relate to & Cha:ge 01 bribing A.McGinnis, laborer, by M.J.Morkin.Arch McGinmis declared that be had borrowed 25 cents from some one in Mr.Morkins\u2019barroom the evneing before the election, but had not been bribed.Thomas Morkir,hotelkeeper, knew nothing material regarding McGinnis.The charge will be finished HERALD.WASHINGTON, Jan.19.\u2014One of tha amiable forefathers of puritan persuasion innocently relates that being in \u201c this new country\u201d he discovered a strange gray-colored fruit as big es balf & bushel measure pendai t \u2018o a tres, and that when he plucked it a great swarm of stinging ingects came from it and gave him great pain by their vicious attacks.Mr, Springer finds that he has been trying > piuck some of the same sort of fru t in the house, and the hornets are sounding their music about bis ears.There is undoubtedly a growing sentiment in the House in favor of some uunderstand- ing by which a fight over the silver question may be avoided, but it has not taken any tangible form as yet.Whatever is done will not be done in antagonism to the silver men, but will be with their consent and chiefly by their action.If free coinage agitation is avoided in this Congress it will not be upon the argument that silver coinage is an evil to be shunned, but upon the grounds that there is another work to be done just now which will require about all the attention of vhe Democratic party until it is disposed of, and that the silver question should wait to come up in the order of its importance.In other words they want to finish sawing their wood before they begin splitting it.The advance gua of the Woman\u2019s Suffrage Association was fired lass night and the convention will be a centre f 1n- terest durirg this week.It is proposed to amend the constitution of the association by raising the fee of a life member to $100 instead of 850, which gives him or her the right to vote.This was followed by considerable discussion, some of the ladtes saying that it showed the New York boodle plan of buying votes.It was announced that a souvenir spoon was now ready, which had Miss Susan B.Anthony\u2019s head on the handle and ivscribed with the words \u201cPolitical equality!\u201d This, one of the ladies remarked, was better than having Miss Anthony\u2019s valuable head ona charger.The conven'ion, has, as usual, brought together a number of distinguished women, and the program of the session presents an array of most interesting papers and discussions, t is probable that a favorable turn has occurred in the tide f the Behring Sea controversy that may pat an end to the stagnation that has occurred of late in the negotiations.Last week the statas of the case was very unsatisfactory to this government.The state of tlings was about as follows: It had been agreed to leave the matter for adjustment to à board of seven arbitrators, of whom one should represent Great Britain proper, one shculd stand for Canada, two for the United States, and the bard should be completed by thres men.of & neutral position, eelected from impartial sources outside of tbe three csuntries.Bat Lord Salisbury had persistentiy nezlected to nomineste three persori- t till the neutral positions, and the inivrence was strong that his delay was calculated to harass thia Government by pos: poning a solution of the problem to so far distant a time that the modus vivendi will have to be re-enacted in order to secure a pesceful sealing suason.The feeling of this Government became apparent to the Britisn Minister here yesterday, and it is understood that he made haste to assure the Secretary that no further useless delay would occur, Mr.Hertert, of Alabama, yesterday introduced a bill to repeal section 1218 of the Revised Statutes, which prevents the appointments as army officers of all who aided the late Confederate States.The prompt passage of this bill, Mr.Herbert said, would put the government in a position to call into service veterans ot the laie war, South as well as North, and enable the government to avail itself of the experience of all citizens of whatever section in case of emergency.An attack is to be made in the presant Congress upon the pension laws with the hope of reducing the annual expenditures in tbis direction from $138,000,000 to $38,000,000 or at most $50,000,000.The movement will not be inaugurated by the members cf Congress, but will be the work of an organized body of loyal soldiers who believe that reform is necessary, and that millions are being expended annually for pensions to men who have no right to the money.The cardinal, principle of this organization is a competency to those permanently disabled or unable to earn their living, and nothing to the men who can either by their hands or their brains support themselves and their families.The organization which proposes this revolution in pension matters had its inception in Washington, where it has been working for some, quietly bnt effectively, It is known as the Society of Loyal Volanteers.Meetings for the Farmers.SPECIAL TO THE Come mission to-day several witness:s were examined, but nothing special was done until Mr.Dumoulin, cashier of the Bane que du Peuple, was examined, He togti- fied to the letter of credit in his possession tothe amount of $6130.He was then asked to state in whose favor the deposit of $11,125, made by the bank ia the St.Roch\u2019s branch in February, 1891, was made.\u2018This was the same question which Lavoie yesterday refused to answer without consulting tbe legal adviser.An order was giveu to Mr.Damoulin to examine documents of Pacaud and Chas.Langelier and other ex-ministers aud see whether this $11,125 had not been put to their credit, to reappear at two o'clock and state the result.Mr.Lafrance, cashier of the National Bank, wss re-examioed and gave evidence anent several lettsrs of cre nt, and produced several held by the bank to the amount of $36,325.Mr.Machin, Deput: -Provincial Treasurer, produced severa.docaments gent to the treasury department from tae public works in the mont: of January, 1891, and produced a letter from Mr.Des marais, M.P.P.for the county of St.Hyacinthe, to Bon.Mr.Garneau, Minister of Public Works, recommending the county rail way company to his favorable considera tion as one that was honeetly and vigor- cusly pushing its work, and asking that its subsidy be passed without delay, as they were needed so as to heip 1t on, and that checks for the amount then due be made in the name of the manager, Mr.W.Mitchell, who was racommerded by Mr.Watts, M.P.P.The witness further produced a reply from Mr, E.Moreau, of the Railway Department, advising Mr, Demarais that his request had been favorably considered and that the min.igter consented all the more readily to have the check made out in Mr.Mitchell\u2019g name as the Janet Clarke, ei.ter of R.D, and H.B.Clarke, two weil known citizans, died suddenly to-day of heart disease, after one day\u2019s illness with la grippe.A rumor is in circulation thatthe body ofa man found some_time last winter pear Lorne, Pictou County, was that of Thompson, the Braintree, Mass., mure« derer who disappeared a year or two ago, and could never be traced.This body was found in a clump of bushes by the roadside, and though considerably decayed, was clearly the remains of a stranger and a comparatively young man.He wore an ordinary suit of tweed, and in the pockets were a small sum of money, some tobacco, and a used railway ticket from Mulgrave to New Glasgow.The remains were not claimed or identified and now circumstances give color to the report that the body was that of Thompson.The place where it was found was obscure and isolated, far from any settlement, wbere Thompson could longghave buried himself from observation.The used railway ticket would confirm the ramor Season, There are strong prospects of a great lot of 2-year-oldg next season, says a correspondent.The Santa Anita Stable is wintering four or five very handsome looking yearlings, two of which are by the most consistent performer, the Emperor of Norfolk, who was the only colt that won all of the 3-year-old events at \u2018Washington park at a single meeting.There are three yearlings by Cheviot (now owned in Tennessee) that are shaping up very nicely, but the pearl of all the Cheviots that I have any knowledge of is at Palo Alto.She js out of the most consistent producer, imp.Fair Rose, by Kisber, winner of the Derby of 1875, and Fairy Rose is the dam of Racine, whcse victory in the Oakwood Handicap at Chicago I shall regard as one of the sensational performances of the year.Besides him,Fairy Rose producad Fairy, by Argyle, and she was a good deal better tilly than her recorded p:rform- ances would at first indicate.At the Hearst farm, near San Simeon, they have several Cheviots,and Ishould not be much surpriged to hear that they had one or two as good as Osric, who won over $13,000 this year.The Maltese Villa farm is not to be left out of the calculations either, for the yearlings there are enormous fellows, several of them being by the dead hero Alta, who looked more like old Norfolk than any other colt he ever got.Mr.Winters has a very likely lot also at I have killed a few bears, and it was excellent sport.The last bear I shot was in 1880, when I was hunfing with some Western friends in Wyoming.\u2018We had killed a big moose and the following day discovered that bear had been at the carcass, so we started out on the bear hunt soon after sunset.We got to within 200 yards of the carcass of the moose, the scent of the decaying meat constantly growing stronger, when suddenly I heard, as it seemed at my elbow, the shrill whistling \u2018woof\u2019 of 4 bear.\u201cA look at the spot where the moose lay showed no bear.I got up within a dozen yards of the carcass and looked in vain for something to shoot at.I had \u2018no rotion that a bear was there after I had surveyed the ground, but after an- o ler glance at the dead moose in the hunting stories, as few Eastern hunters care to pursue it in the highest and moat inac- -Cessible mountain peaks.\u201cFor white goat we generally started mmediately after breakfast.The climb.ng was always very hard and dangerous, but the scenery grand beyond description.Up above the domain of the deer we climbed and scrambled, some of the slopes being so steep that it was like going upstairs, up jagged rocks and \u2018fine needles as slippery as glass, across landslides covered with loose slates and granite boulders, till at last we came to the round hoof marks of the white goat, leading to the clay licks.\u201cThe goat trails were not very fresh, and we only came across two trails tha gave us much encouragement.Ttowards evening we saw a fine billy browsing quietly on aj slide near the edge of a wood.We got within 250 yards after extremely careful stalking, but in trying to shift my position I started a small boulder that went tumbling down the mountain side.The noise startled the goat and he made a dask up the bank.My bullet took him in the left leg as he disappeared over the bank.We followed the three-legged trail skirting the cliffs and precipices.The goat had stopped to roll in the dust every 500 yards or so, apparently troubled with his crippled leg.The trail went up the sharpest and steepest places.At one spot I nearly came to grief, for I slipped on & ledge and fell over the brink of precipice.I luckily caught in a pine top, bounced down through it and brought up in a balsam with my rifle aright and myself \u201cI had two hours more of à chase Suddeniy on forty-ninth annual report of the council of the Montreal Board of Trade Las just been issued.It commences by referring to the bountifal harvest of the past year and then g.es on to say: The very mild weatber in late autumn and early winter had a depressing effect upon certain lines of business by pre~ venting the sale ot seasonabla goods, and, by allowing the farmers to continue their field work, it delayed the marketing of their crops.This will, however, improve matters fur the Coming year, as tLe ploughing and spring work is generally well forward, and the crops sbculd thus be correspondingly early.R-cent tariff legislation in the United States has cloged that market to Canada for many classes of goods, but this bas led to a large increase .in our business elsewhere, and especially with Great Britain.The export of goods to that country, in which there was already an established business, has been largely increased, and new lines have been opened up, among which eggs may be specified, the export of that product having already passed the experimental stage and assumed cunsideraoie proportions, The small crops in Europe will have a good effect upon this continent in
