been mot; 'ized in the province of Rio Grande.Vus troops are in their quarters.An outbreak is feared, owing to the infla- ence of the opposition.Commercial interests in Rio are not affected, What Led te the Trouble, VaALPARAISO, Chili, Nov, 6\u2014Advices by wire from Rio J aneiro, Brazil, give further details of the causes that have led to the trouble between Congress and President Fonseca.It seems to have had its origin in a row that broke out in the Legislative Chamber, The Senate passed a bill to establish the responsibility of the President for his different acts, This act met with Fon-e- ca\u2019s violent disapprobation and he refused toaccept what he termed any such dictation as to his right and duties from Congress.* He ordered the troops under arms throughout Rio on Nov.4, and this led to intense excitement among the populace.Bands of opponents of the government, -nclading old republicans and monarchists, assembled and shouted out their disapproval, Between them and the soldiery many fights took place.Riots broke out in the streets all over the city.The troops were then given orders to fire upon the rioters, which they did, Many of tne rebels were killed.Rio was now practically in a state of siege.It was not safe to etir ont of doors.Soldiers patrolled the gt oets, Marshal law was proclaimed.As in previous cages a strict censorship of the press was established.All communication by telegraph was stopped.A spirit of revolt manifested itself in the army, When Fonseca was informed of thig fact he went at once to the troops and made them a stirring addresa, promising to guard their interests and to protect them in all their rights, His words had a good effect.The unruly spirits were completely brought around to his side, and at the end of his addrees loudly cheered him, TLe chief of the army then requested Fonseca to resume the functions of a dice tator, saying that the emergency demanded it.He appeared to demur for & time, but at length gave his consent.He then issued a decree relating the causes of disagreement between him and Congress and defending his position.At the same time he declared that Congress had gone so far in its attempts to interfere with his prerogatives that the hereby dissolved it.It had no longer any excuse for existing, he said, since it was passing laws that were contrary to the constitution.This occurred on Tuesday, The troops yesterday morning marched to the palace, where President Fonseca was holding à conference with his military commanders.A conference of the ministers was also little news is obtainable here in regard to the revolution in Brazil, for it is now generally admitted that another political upheaval of an important nature is 1n progress, Only traffic cable messages are allowed by the Brazilian authorities to be transmitted to Europe, and even these messages are carefully studied by the officials so as make sora that trey are not cipher despatchas.The latest cable news received in this city before the censorship was estab- iisbed over the telegraph offices in Bra.211 was to the effect that there was no room for doubting that a revolution had broken out.Rio Janeiro, the capital, Fes Said to be full of soldiers quartered in the barracks, in the public buildings, | camped in the public squares and billeted upon the hotels and other such Dlaces, The continued ill health of President Fonseca and political intrigues as to the choice of his successor are said to be at the bottom of the uprising, lt is said that there has been fighting in the streets of Rio Janeiro, but the report cannot be verified.It is rresumed that this fact bas become public, and that it has led tothe outbreak which has been smouldering for some time past, and which owed its origin to the jealousies of political parties and to the intrigues of public men ambitious to get to the Presidency.In addition to these disturbing factors in Brazilian affairs there it the working of the old Dom Pedro party, which still counts for a great deal in the affairs of the Brazilian Republic.Little or no news as to the real state of affairs at Rio Janeiro can be obtained under the present condition.The News at Washington, WasnineroN, Nov.6\u2014The news of the civil trouble in Brasil was ra- ceived with peculiar interest atthe State Department to-day because of its possible bearing upon elaborate plans of Pas American reciprocity, which have thu far been carried out by Secretary Blaine.If British influence should become paramount in the new republic it might lead to the speedy abrogation of the reciprocity treaty which was recently ac - cepted by the Brazillan Congress.t is we]l known here that the English tradesmen in Rio de J aneiro, who are numerous and influential, have done all they could to prejudice the treaty and break down American influence, and it will not be surprising to learn that they have enlisted one of the pclitical factions on their side, Minister Conger confirms the substance of the despatches, that trouble has broken out, and that the country has been placed under martial AW.He regards the outbreak as part of a ptotto restore the Empire.The news is somewhat disappointing to those who have locked upon Brazil as firmly established among republican States, and they are at a loss to understand how sentiment can have grown so rapidly in favor of the imperialists.The Braziliars may have been a little disappointed to find that we ware simply using a treaty with them to outflank Spein in our efforts for Caban trade, but the Republicans among them are probably willing to see the arrangement fairly tried before abandoning it.Senhor Mendonca is a pronounced Republican and was sent here in place of Senhor Valente last winter because of his 50 years of age.She has never been seriously ill in her life, and now suffers only from colds or other slight indispositions incident to persons of her age.The Queen, tbe doctor said, is always confounded with the Queen Dowager, who recently suffered from a stroke of paralysis.Ballimore\u2019s New Sugar Refinery Sold, BarrimorE, Nov.6,\u2014The control of the new Baltimore sugar refinery passed yesterday into the hands of a syndicate of New York and Boston capitalists, who were represented in the transaction by William De Ford of Baltimore.Some time ago Mr.De Ford purchased for his principals $150,000 of the capital stock of the refinery, and yeaterdav he secured for them $400,000 additional, aggregating $550,000 of the entire capital stuck of $1,000,000, thereby obtaining a controlling interest in the refinery.The price paid for the stock was $110 per share.Its par value is $100.The sale of the refinery was agreed to by the stockholders, and the stock sold will be taken from all pro rata.No individual stockholder will part with all his holding.A director of the refinery said: \u201cThe time has arrived when mors money is needed to carry on the busi- pees, The purchasers have obligated themselves to furnish the capital and increase the output of the refinery to 2000 barrels a day.They are relatives and friends of Mr.De Ford.He says he is not acting for the ie the lastgluy of tus commission's toil.To-morrow he expects that they will meet merely proforma to declare the evidence closad and possibly announce their intentions with reference to a prospective report which will finally settle th.much-can- vass ed \u201cscandal.\u201d The proceeedings commenced at 11 8.m.to-day.Mr.Pacaud was the firat to speak.He took the stand merely to produce the additional statement which he promised yesterday.He explained thatthe items referring to the revision of the electoral lists were almost impossible to prepare with absolute accuracy, though the whole statement was complate and explicit.Mr.Leduc, Armstrong\u2019 engineer, was next heard, His evidence corroborated that of Mr.Light as to the duties performed by both these engineers in the construction of the Baie des Chaleurs roed.His (Leduc\u2019s) estimates always paesed through Mr, Light's hands and were revised by him, as he testified yesterday.His estimate of the total cost of construction showed Armstrong\u2019s work to have been worth $1,250,000 in all.Asto the certificates which Mr.Light was unable to produce before the Senate, be (Leduc) did not know where they now were, but belieyed them to be in the possession of the old company.To Mr.Beique he said that the profits realized by the chief contractors on the work dore by the sub-contractors were only about 20 per cent.He also held that the contraciors assumed heavy responsibilities, for which they should have large remunerations, Mr.Leduc agreed with Cure Thivierge and the other witnesses fron Bonaventure as to the gatisfactory pi ogress which was being made toward tiie completion of the road.Witness estimated thate with the Government guarantee thy bonds of the road were now worth a least 75 cents on trial, on the ground that there were some among them which were entirely foreign to the issue before the Commission.Judge Davidson held however that the Commission would determine the relevancy or department clerk, is lying at the point of death 1u Garfield Hospital from a pistol wound at the hands of Policeman Burns, Last night Burns was met by a number of ladies who ars attending a women\u2019s meeting here, who asked the way to their hotel.He escorted them to a military armorv instead and left them.When the ladies, after making inquiries, reached the hotel, they found Burns standing in the doorway brandishing a revolver and defying them to Approach.Mr.Miller passed just then and Burns fired at him, the bullet entering his neck.It took several policemen to overcame Burns, 6.\u2014The elevation of Mr.Ouimet to à seat in the Cabinet is not regarded with favor in the Conservative circles, as the member for Laval has acquired a reputation as a \u2018\u2019salker\u201d and is Dot popular with the rank and file.But his appointment puts a new phase upon the Chapleau strike.It is now hinted that as Mr, Abbott has induced Mr.Oui- Tpet to enter the Cabinet as a representative of the Montreal district he may defy Mr.Chapieou or drop him altogether.One active ministerialist when told ot Mr, Ovimet\u2019s appointment, evinced dissatisfaction and declared that if Mr, Abbott could do no better than that in the way of recouatraction he should give up the job.\u201cMr.Ouimet'a elevation to the cabinet,\u201d this gentleman said, \u201cwill si- \u2018ence the \u2018Riel.ite\u2019 cry which has hitherto been ured with some effect in Ontario.Io fact the cry will be tarned agaist us.Mr.Onimet\u2019s condact in the Northwest was not sach as to sscure for him the admiration of Canadians of Britisn origin, but if his entrance into the calinet will put the Premier into a position to defy Chapieau it will be ao wuch gained.There is little danger of Ouimet letting his portfolio goto please Mr.Chapleau or anybody else.\u201d ! The indications are that Sir Adolphe Caron will sconcesse to be a cabinet minister, unless Mr.Chapleau retire.The custom has been to have three French Canadian minister and now we have Mr.Chapleau and Mr.Ouimet and Sir Adolphe,and if Mr.Angers is to be brought in room must be made for him.Who is going to get out ?If Mr, Angers is to be brought in as the special representative of the Quebec district, then it is clear that Sir Adolphe must go.Perhaps he may get the Quebec lieutenant governorship, though Quebec despatches hint that Mr, Chapleau may succeed Mr Angers as the occupant of Spencerwood, But the general feeling is that tbe en trance of Mr.Ouimet into the cabinet means the speedy retirement of Bir Adolphe, as there would soon be a battle royal if two sueh distinguished warriors held seats in the same ministry.Itis evident that the Conservative leaders are afraid to break with Mr.Haggart.The Postmester General probably knows too much to be safely defied.He is getting upa demonstration at Perth to prove his popularity in South Lanark, The demonstration is to be held on Thursday the 19th instant, and Mr.Haggart's paper announces that Sir John Thompson and Mesa ce Foster,Bowell an 1 Tupper will be present.1tis therefore evident that the Tory leaders intend to bid defiance to Principal Grant and all the other preachers of public morality; by keeping Mr.Haggart to the front as a leading member of the Government, The report circalated by Mr.Chapleau\u2019s friends to the effect that Mr.Chapleau had been promised the portfolio of minister of interior, is denied by other members of the cabinet, who say that the interior would be the very worst possibie department to give him, as 1t has been badly managed hitherto and requires a man of great industry and business at its head.The Ontario Conservatives would also kick vigorously against placing the whole Northwest under Mr, Chapleau\u2019s control.It is evident that if Mr.Chapleau desires to remain for Five Years, VALPARAIS3, Nov, 6.\u2014The sweeping Victory of the Liberal party in the recen elections made the elec ion of a Liberal President a foregone conclusion.Ihe Constitution of Chili provides that the electors chogen by the people shall meet and elect a president.In accordance with the provision of this section of the Constitution, the Liberal Presidential electors met yesterday and elected as President of the republic for the next five yeers Admiral Jorge Montt.The inauguration ceremonies will take place at the capital, Santiaga de Chii, on December 26, It is said that the election of Amirall Montt is not only approved by the entire Liberal party, but that the leading members of the other parties acquiesce in his selection, believing that it will tend to consolidate the best interests of the country, It is further believed that with the institution of a constitutional government the questions now at issue between Chili and tde United States will bo more calmly discussed, and that the outcome will be satisfactory to both nations.Admiral Montt was a pronounced opponent of the late President Balmaceda, and upon the breaking out of the revolution he took command of the Congress fleet.It was owing in a great measure to hig action that many other naval officers deserted Balmaceda and joined the revolutionists, WasgINGroN, Nov.6\u2014Senor Claudio Vicuns, who before the close of the late war in Chili was elected as the sucsessor ot President Balmaceda, but who is now, owing tothe victory of tho Congress party, a refugee from the conntry, left this city this afternoon for New York, He was accompanied by hig sons, George and Henry, avd by Mr.Custodio Vicuns, late Chilian Minister to Pera and Bolivia.The entire party will sail from New York accident took place on a down .train on the Mount Penn Gravity Railroad this afternoon.It resulted in the death of the conductor and the serious injury of three passengers, The crew lost control ot the train of two card near Cemetery Curve, the scenes of the accident in August of last year.The cars went down the mountain at the rate of 25 miles per hour, swinging around Cemetery Curve, and then randow a deep cut.The forward car careened, lett the rails and plunged into a steep embankment.Both cars were wrecked.A huge rock weighing a ton was displaced and fell on the wreck, pinning Conductor Irwin Houck in the debris, George Johnson of Reading, one of the passengers, jumped before Cemetery Curve was reached.He was the only one near to render assistance.Thomas M.Ganter of Réading was slightly in- lured above the right eye.He and Thompson began the work of taking out the injured.Mary Beck, aged 21, of Philadelphia, was first extricated.She was badly injured about the head and body,
