overcast weather and the reception tendered the Governor-General at the Aris Gallery, Lord Stanley arrivedat 9 a.m.in the special car, Victoria.At 12:30 he was éccorted to the Arts Gallery and there presented with an address of welcome by the mayor and common council, to which he replied, expressing his great pleasure at being invited to formally open the exhibition, and complimented the town on exhibit and grapes two.Vegetables are well to the front, potatoes, turnips aud mangel wortzels looking very well.The show of cheese is, according to Prof.Robertson, the largest and best ever seen.Province of Quehec, Nova Scotia and Ontario factories are well represented.The judge in this department is Andrew lement, a recognized cheese expert in England and Scotland.In the working dairy department the manufacture of cheese and nutter \u2018- practic\u2026, illuei.ated.Prof.Robertson has charge of this interesting department, and is assisted by J, W.Hart, of Ottawa, and J.Ruddock and C.C.McDonald, travelling instructors for cheese making.Cheese and butter wil be made every day, and the working of the machinery explained by Prof Robertson.Milk testing, by the use of instruments, 18 another attraction in this department.The silo is another interesting feature.It will be filled to-morrow from corn grown on the grounds, which is now from 10 to 12 feet high.The exhibit of farming implements is not large.In the main building are a number oi interesting and well-arranged exhibits of manufactare, The McFarlane Milling Co.have the most attractive display.In addition tn their fine showsng of grain, flour, meal, bread, etc, they have an eleyater with packing machine and a cooper shop in operation.A.J.Laurence, Sherbrooke, has a dig- play of mill supplies, including McLar- en\u2019s oak-tanned belting and saws from the Montreal Saw Works.The Gendron Manufacturing Company have an attractive display of chiidren\u2019s carriages, etc, Geo, Barrington & Sons, of Montrea}, exhibit trunks, valises, etc.Geo.Gale & Sons, Waterville, show their famous wire mattrasses and combination iron bedsteads.TLe Sherbrooke Carriage Factory have a fine display.The Magog Woolen Mills make a fine show of blankets, yarns and endless wet felts from pure Canadian wool.C.H.Fletcher, ot Sherbrooke, has \u2018a display of biscuits, confectionery, ete.Carling, of London, has an attractive rays: The steamer Duart Castle from Halifax arrived this morning.Bhe encountered a hurricane Saturday merning, during which two seamen were washed overboard and drowned.Ten horses were killed and cargo shifted.She Jeaves for the West Indies to-night.Ti @ Tyne arrived yesterday with a re- liefsrew for the H.M.S.Buzzard.She le¥¥ea for Halifax on Thursday.The brigantine Pitt parter her chains durirg the hurricane and went to sea.She has not yet returned, and it is feared in lost.The schooner Viola, Capt.Smith, of New Carlisle, ig aghore on the bar at Sydney harbor.Bhe is 100 tons register and was last from Barbados for New Carlisle.Mrs.Frank Scott, a woman who dropped dead last Saturday, left $500 secreted in clothes.She had obtained a proYection order against ber husband, and as she had a child the property belongs to the latter.The husband, however, says only $48 was found, which he has taken possession of.On Saturday last à warrant was issued for the arrest of Charles McLean, Hubbard\u2019s Cove, who is charged with attempting to murder Gervais Johnston, of the same place, The assault was committed on Johnston with a knife at a picnic held on Thoreday last.J ohnston was very seriously injured and is very low.Finlay McLean, brother of accused, had been in company on the day of the stabbing with Howard Johnston, a brother of tbe wounded man.They got into an altercation.While Johnston's father was endeavoring to take his son away from McLean, the latter's father appeared on the scer e and with his son Finlay assaulted Johnson senior.Gervais Johnson, hearing that his fatber was being badly handled, went to his rescue.Charles McLean made a savage lunge at bim with a knife and stabbed him in the right shoulder.An official arrived from Hubbard\u2019s Cove this morning and tells a somewhat startling story about Charles McLean the accused, The man entrusted with the service of the warrant on McLean will not attempt to arrest him.The latter is in Lis house and threatens to kill any man vo ares to enter the prenuges to arrest him.Excitement is running bigh at the fishing village.-_\u2014\u2014 NEWS FROM QUEBEC, The Labor Demonstration at Quebec\u2014 3000 Men in Procession, SPECIAL TO TEE HERALD, QUEBEC, Sept.1.\u2014Hon.H.Mercier has placed the spacious hall of the Public Instruction Department at the disposi- ticn of the Labor Congr.ss.The labor demonstration Which took place this morning was a decided succes: and showed the rnarked chance that the laboring class of Quebec has usdsrgons within -Le last few years by adhering to this, the most important part of the sccial questi n,tbe organization of labor.The procession was formed at St.Pierre Market, St.Sauveur Ward, and marched through the principal streets of the city.No less than 20 different unions and 3000 men formed the procession.A large nomber of allegorical chariots, flags and banners were borne along and bands enlivened the air with music.The weather is somewhat threatening and the roads were rendered muddy through a whole night's rain.This afternoon the horse races will take place at Dery\u2019s Park._\u2014\u2014n,\u2014 Those Chilian Refugees, SPECIAL TO THE HERALD.WASHINGTON, Sept.1\u2014The State Department has no Chilian news to-day and this has caused some surprise at the Navy Department, which depends upon the diplomatic branch of the Government for most of its information from Chili.Commodore Ramsey, chief of the Navy Bureau of Navigation, called an Acting- Secretary Wharton at the State Department tbis morning but Mr.Wharton conld give him no information about the vessels under Admiral Brown.He was also informed that the S\u2018ate Department had done nothing about the refugees who are on U.B, vessels, under the protection of Admiral Brown, because the department had not received iuformation concerning them, The belief at the State Department about the absenca of information from Minister Egan according to a statement from them to-dav, is that the wires are not in working order.Concerning the Balmacedists on board Admiral Brown\u2019s vessels it is said at the department that they are political refugees and as such bave a right to protection from this Government and while they are on board the American fleet they are on U.S.territory, and therefore have the prisileges of U.8.subjects.The point was of Canada, ran in the quarter-mile open race, easily defeating Hugh Carson, of the Ottawa Lacrosse Club.The Ottawa's P.C., has given a gold medal to Willie Anderson, aged eight, of Antrim, Ont., who upset by a hurricane yesterday at 10 a.m.Eight of the crew were drowned and 20 saved hy lifeboat.The saved were picked up by the steamers Hans and Kart, from New York for Rotterdam, on Monday evening and transferred to a fishing boat this evening off Halifax harbor and brought to the city.The names of the lost are: Chief Engineer Gray, 50 years, who was in the engine room and went down with the ship; Robert Rice, trimmer, of Plymouth; carpenter Kear, of Bwansea ; fourth engineer Spenser, of Lowestoft; cabin boy called Dutch Antonio, 16 years; first mate McKewen, of Belfast : Chas.Baker, of Liverpool, seaman; à German sailor, known as Fred, More Particulars.Twenty men, survivors of the crew of the steamer Dunmurray, of Belfast, were landed here to-night by oil tank staamer Hans and Kurt.The Danmaurray sailed from New York on Thursday last with a load of grain, bound for Antwerp.On Fnday morning about 10 o\u2019clock it commencad to blow heayy the wind increasiug rapidly until it blew with hurricane forcs.On £aturday morning the ship was hove down and cargo shifted over to port.The entire crew were put at once to work to try and right tbe vessei, but aftar working for some time it was found to be use- iee8 and preparations were et once made to leave her.Life belts were put on and No, 2 lifeboat, the only available one on the ship launched.A life raft was also put over the side,but it was immediately amashed to atoms by the heavy sea.had barely time to jump clear, when the ship turned completely over.It then became a battle for life.Only afew of the 28 on board managed to get into the life boat a second life raft which was put out had hardly touched the water when it was thrown by the waves onto the ship\u2019s bottom sith four men clirging te it.Itremaimxi several minutes when the ship disappeared bepeatn the waves.The rapt with the four men on it was sucked under some cistance by the sinking vessel, but came to the surface all right.In the meantime those in the lifs boat managed to pick up a number who were batiling for their lives amid heavy ses.Those saved all got on the raft, wail two men bailed the boat out, it bavin, become filled with water.They then all got into the boat again and let the raft go.It was found tuat eigh: of thas.who composed theship\u2019s cre w were mias- ing, they having probably been caughs in the suction of the sinking vessal or been struck by wreckage.Among the icst was the chief engineer, who ve- mained at his postin the engine room and went down with the vesrel.At the time of the disaster the steemer was explained their position to the captain of the steamer, which proved to be the Hans and Kurt, from New York, bound to Rotterdam, There was a heavy sea running and it was with tie greatest difficulty and risk that the shipwrecked men hoarded the steamer.The surviye ors, on reaching the city to-night, were taken to the Sailo1s\u2019 Home and cared for.They present a pitiable sizht, They are all more or less bruisad and Third Engineer Lestrange\u2019s jaw ts broken, He was caught between the ship's side and the life boat.Out of three boys on board two were saved and one lost.One little chap, 15 years of age, named Gray, saved himself by clinging toa batch.He kept erving out for his brother, who was one of the crew, and who was stugeling for lite in the water.The brother hearing the cries of bis litile fellow encouraged him to keep cool, saying he wouid soon be along side him.They both afterwards were taken into boat, Those saved were five officers, captain second and third mates, and Sept.1.\u2014Befors night, the Toronto Street Railway will be in the Lands of the Kiely-Everett syndicate for the next 50 years.All the morning Hen, 8.H.Blake and City Solicitor Mowat were in consultation with Mayor Clarke, ard at noon Messrs.Kiely and toeir solicitors entered the office prenar- ed to sign the agreement.A slight hit:h occurred as to tbe settlement o balances between the parties, but this will be adjusted this afternoon and the signatures affixed.The following marked checks were deposited in favor of the city: Merchants Bank, $190,000; Merchants Bank $117.- 500; Imperial Bank, $98,125; Bank of Montreal, $69,375; total, $175,000.Meantime the injunction procecdings have not been abandoned as expected, and it looks as if efforis to prevent signature will stilt be making when the agreement is signed.A return just made of the amount of building done during eight months of 1891,put the amount at $3,290,005,agatnst $1,175,225 for the same months in the preceding year.Thomas Willis, a market gandener, living on the Lake Shore road at West Mimico, was driving on the G.T.R.track on level crossing at Mimico Grove last night with a team of horses, when he was struck by a train.Willis had been drinking, and was probably asleep.Oge of bis horses was thrown to the side of the track, not 10 feet from where it was siruck.The other, with Willis and the wagon, was picked up by the cowcatcher and carried down the track nearly two mifes before the train wasstopped, tt being on & down grade.An inquest is to be held this evening.George Clark who was arrested in Pickering, Ont., and brought to Toronto, charged with burglarizing RegistrarPeter Ryan's house was to-day sentenced to 24 years in the penitentiary.Judge Robertson gave judgmeat today in the case of the preliminary objsc- tion taken to the appellant in the North Waterloo Dominion election case.The objection was that the appellant was an alien.The objection was sustained.Contract between the city and Street Railway Company was signed this after- roon by representatives of both parties and syndicate takes receipts from this morning.Cheap fare tickets of eight for a quarter will the Senate Railway Committee to-day.He swore that $200,000 was still due to him from the old company.Hesaid he had no reason to complain of the treatment accorded to him by the Government of Quebec.He had never been approached by anyone on behalt of ihe Government ror was it ever in the remotest way binted to him that he should offer a bribe or commission to any Government ageat 28 8 means of securing justice.When he said that the politicians of Quebec hated him because he did not give them money he was merely joking, for he had no reason to suspect that they would get anything from him.He repeated that he could nct pay his draft to the Oatario Bank because his debtors did not pay him.Armstrong and the old company were the debtors he referred to.He said the old Toronto debts owed by him to the Ontario Baok were not secured by the Governmeut subsid;.The total subsidies amounted to $260,000, of which $70,000 was for the last 20 miles.Instead ot this $70,000 he should have had $140,000 assigued to him.To Mr.Armstrong be saïd that the Ontario Bank received nothing from the Baie des Chaleurs subsidies.He said that the bank advanced him more than all the subsidies amounted to.The total value of the work done by him on the third 20 mileg did not exceed the sabsi- dies for that eection.He stated that Mr.Armstrong never collected accounts that was due to him (McFarlane.) Mr.Armstrong said that he wanted the witness to produce documents, if he could, to show that he should get $140, 000 instead of $70,000 on the seztion from the 40th to the 60th mile.Mr, McFarlane replied that he would have produced the documents, consisting of Armstrong's own letters, to prove this if he had imagined that Armstrong would deny it now.To Mr.Langelier he said that if he had obtained that $70,000, g8 wus promised to him, he would never have failed.To Mr.Armstrong be said that he did not clsim that $70,000 while at the work because be was busy night and day trying to finish the contract.He said that Armatrong\u2019s letter informed him that the S70,00U was tu be voted, and was due to him.Then he did not naeu anyona to advise him to apply for the money; he knew enough for that himself, Mr.James Cooper was then sworn.Examined hv Mr.Langelier he said he wag president of the new company aud was one of its chief promoters.During tbe negotiation between this syndicats ard the Quebec Government, it was never even insiauated that he (Cooper) should resort to Pacaud as an intermediary.The whole negotiations were transacted in a business like manner as between honest men.He would not be'identified with all this scandal and disgrace.The disaster happened this way : The Ontario Baak had advanced a farge sum to McFar- lane, The error was in the Oatario Bank's neglect to appoint a compatent engineer, Mr, Cooper advanced supplies to the extent of $22,000, and it was to recover the price of that that he decided to organize a new company.Otherwise he would never have touched the road.The company, he thought, would ba short to the extent of $300,000 if they did not realize well on their bonds.It was his firm of Cooper & Fairman that put Mr.McFarlane into insolvency.By the scaudal and disgrace he merely meant the financial disaster.He only wanted to do what was right and fair and proper to everybody.He never heard of any boodling of any kind and be believed as a business man that the proceedings of this committee would ruin the chances of finishing the road, English capitalists would misanderstand the sensational reports of the newapapers.To Mr.Barwick Le said thet Mr, Thom had full authority ta act for the new syndicate in every way.He had no authority to go to New York any more than to take any other course which might seem wise to him, ) Mr.Barwick\u2014Did you expect to get any more subsidies froin the Quebec Government ?Mr.Conper\u2014I did not give the matter any consideration, nor had I any hope of any more got through with their interruptions tue witness proceeded to say that the gov- erament of Quebec might find it in their interests tu help to complete tbe road as it went through a country in which farm near the city a mound containing the skeletons of sev eral prehistoric people.Mr.Folt wa: ploughing in a field when he ran across à large stone that, upon being removed.revealed the cavity of a mound that had long been obliterated.The skeletons lay in all conceivabie positions, but gave evidences that five bodies had been those of warriors that had fallen in bate tle.It is believed the farm produce certain vouchers for payments for printing paper in the years 1887 and 1888, said he had failed These vouchers relate to payments to the Now England Paper Company, with which Mr.Cbapleau\u2019s Yewspaper is said to have had extra- to find them.ordinary dealings.\u2018Mr.E.W.Blackball, machinery agent, Toronto, who sold some machinery to the Government Printing Bureau, to the amount of $18,000, deposed that he had paid Mr, Senecal, superintendent, about $2000 in different sums.Seneca! bad asked him for the money.He had paid him $1400 in one sum.Senecal claimed the money as commission.Mr.Lister\u2014*Did other people having business with the Bureau tell you it was necessary to \u2018grease\u2019 Senecal ?\u201d Witness\u2014*They never said 80 in Bo mary words.\u201d To Mr.Foster the witness sald he bad not charged the Government more for the machinery than other parties.Presents were sometimes given by his firm to persons bringing orders, To Mr, Lister the witness said he never paid over $500 to anybody other than Senecal.He would not think it proper to give a foreman or employee a large sum of money upon sales made, but he sometimes gave small gifts to employees.Mr.James Hayter, of the Auditor \u2018General\u2019s office,said he also had searched for the paper vouchers but failed to find any.Mr.F.B.Polson, called by Mr.Lister, said he had sold engines: smd boilers to the Printing Bureau to tie value of about $7,900.He had negotiated with Mr.Senecal for the first order of $6100 and the second order of $1900 he obtained through Messrs, Ahearn & Soper, of Ottawa.Mr.Senecal came to his firm with the orders.Shortly after the goods were delivered he gave Mr.Senecal $520 in the Ontario Bank in Toronto.The witness gave a check for the amount and went to the bank and identified Mr.Senecal as the man entitled to the money.When Mr.Senecal came with the order he was accompanied by R.L.Patterson, of Toronto, who told the wit- mess that he would have to pay Mr.Senecal 10 per cent.In addition to $520 paid him as commission Mr.Senecal had borrowed $20 from the witness.To Mr.Foster the witness said his prices for engines and boilers were fixed after he Lad agreed to pay 10 per cent to Senecal.The commission was paid out of the firm\u2019s profits.Mr.Montgomery, of Toronto, belting manufacturer, said his firm had sold the Printing Bureau about $1200 worth ot goods.He dealt through Mr.Senecal.The only payment be made to Senecal was in Toronto.He asked witness how he was off for cash.The witness had $27 which he gave him.Mr.J.T.Jobnson, of Toronto, type founder, said his total sales to the Printing Bureau ameanted t0.$16,000 or $17, - 000.Since he was last examined he had looked into his accounts and found that he had paid Senecal about $1500 altogether.He did not pay Senecal all he asked.Senecal wanted 10 per cent.out oféach payment, but witness thought he got otf for $1300.[Laughter.] Since the investigation began Benecal came to Toronto and asked him what ha would ttate if called as a witness.Senecal was told that the witness would tell the whole truth.When he received his first check from the Government for type, Senecal was on hand to get his commission.That was the first 1n'ima tion the witsess had that ho was to pay commission to Bene- cal.He did not know whether Seuecai or ti:e check arrived frst, (Laugiter) Sent cal told the witness he was short of money, and suggested that he wag entitled to 10 per cent commission, as he wot euch commission from others.The witness objected to paying him, but al- timately agreed to do so.On each oceasion afterwards that be obtained a cheek from the Government Mr.Senecal came for his \u2018toll.He generally paid Senecal by check in Toronto.The witness had accompanied: Senecal to see R.L.Patterson and Mr.J.F.Ellis about the evidence these men were to give.Befora giving evidence on a former occasion the witness went {o Senecal's house, and they went together to Mr.Chapleau\u2019s residence.They talked about the investigation.Mr.Chapleau did not seem to know that Senecal had received money, but the witness informed him of it.They went to newspaper, to supply paper.ns contract was made about 18 months ago, with Mr.Berthiaume for two years.The witness knew that the New England Company previously had a contract to supply La Presse.His com= pany had advanced a portion of money to enable La Presse to pay off its in- debtedpvets to the New England} Come pany.The advance amounted to $9000.He knew about La Presse\u2019s contract with the New England Company.Mr.Berthiaume, manager of La Presse, came to the witness and asked him to make a contract for paper, and said he wanted to ba able to get rid of the contract with the New England Company.Mr.Berthiaume * told the witness that the New England Company held notes endorsed by the Hon.J.A.Chapleau for La Presee\u2019s debt and that the notes were about due.For an advance of $10,000 the witness taok up Mr.Berthiaume's notes endorsed by Te Chapleau.Ten per cent.of each note Was to be paid as it became due, until the amoupt was reduced to 56000, when that sum was to be carried by the company.There was no condition in his contract with La Presse about paper supplied to the Government or as to profits therefrom.His company was now supplying more paper to the Government than formerly.Mr.Berthiaume had asked him to advance $9000 or $10,u0v on notes endorsed by Mr.Chapleau, and he had agreed to do so, Mr.Samuel Beatty, of Tor8nto, br ker, admitted getting $200 from Mr.R.L.Patterson, of Toronto, for using his influence to secure orders from the Government for Messrs.Miller and Richards.Money was sent to him in Montreal in two payments.Dir.Patterson bad asked him to use his influence.The witness told Mr.Patterson to see the Toronto members, but Mr.Patterson said they were \u201cmisrepresentatives.\u201d He saw Mr.Jobn Small, the late M.P.for Toronto East, about the matter, but he never approached Sir John Macdonald or Mr.Chapleau about it.Some time after hs interviewed Mr.Small, Mr.Patterson paid him $200.: : Alderman Rolland, of Montreal, paper manufacturer, said he supplied paper to the Government under contract.His contract bad been this year renewed for three years.The value of the paper supplied by his firm was $535,000 or $40,000 yearly.Mr.Lister began questioning the witness about prices he received for various qualities of paper, indicating that he was paid higher prices than he tendered for.Mr.Chafñleau jamped up excitedly and charged Mr.Lister with willfally misleading the committee and calling said he bad examined all the papers and threw back the insulting assertions of Mr.Chapleau.He had set out to prove that the Department over which Mr, Cha- pleau presided was saturated \u2018with corruption, and had proved his case.Before he wae through he would bring that corruption pretty close to the Secretary of State, The witnesses upon whom: -he had to rely were hostile men, inter ested in covering up fraudulent transactions by Mr, Chapleau\u2019c officials, who had exacted blood money from every man having dealings with the depart ment.He bad undertaken a heavy task in trying to purify the branch of the publie service over which Mr.Chapleau pre- siced.: Mr, Malock called upon Mr.Chapleau to withdraw his charge that Mr.Lister bad misled the committee, and declared that the country was under a debt of gratitude to Mr.Lister for exposing the frauds in the State Department.Mr.Foster urged that tne matter be allowed to drop.Mr.Chapleau said the whole object of this enquiry was to throw discredit upon his department.Mr.Lister said that Mr.Chapieau seemed to be Sutisfied with his own management of the State Depdrtment.He would prove that Mr.Senacal got 550,000 from persons who sold goods to the Department.Senecal was Mr.Cha- pleau\u2019s man, visiting his house and disappearing when wanted.After another violent speeca by Mr.Chapleal, the examination of the witness was continued, He admitted that he had paid large sums of money to Mr.8, E.Dansereau, now the postmaster in Montreal as a representative of the Conservative party.The witness would rot swear he had not aid money to Dansereau every year.a paid him $1000 this year.Mr.Chapleau jumped up again and objected to this evidence if so the columns of The Herald are open to it.But it is the treatment of the witnesses in the suit against the Baie des Chaleurs Railway Co.that is most reprehensible.That Bank undertook to furnish the necessary funds to presecute that suit to à successful issue, which undertaking was embodied in a resolution adopted at a meeting of the inspectors of the McFar- lane estate, On the strength of the undertaking witnesses were brought to Quebec at their owa cost and chargas, at great expense and personal loss.Trey weie detuined for several months waiting upon the movements of the machinery of the courts, and Dow, six months after they had given their evidence, they are still unpaid.In the case of one witness brought from the Western States, his fees were taxed at $1266, and of that sum he las only received $15.He cannot leave the country to resume his employment and can get no satisfaction from the bank, because through its action the curators are without funds.This is a piece of gress injustice, of which any honest bauking institution would be ashamed.The documentary evidence to prove the bank\u2019s undertaking in the cage can be published if it desires.Director Cockburn, who professes to have such a holy horror of wrong-doing, should bring this matter before the Senate Committee and thus be the neaus of doing a service to the bank, the country and the witnesses.> HIS CONSTITUENTS THANKFUL, Health Department Returns in a Different Light, Ald.Villeneuve deserves the congratulations of his constituents in Sc.Jean Baptiste ward for removing the stigma under which the village had been placed by the misleading returns published by the Health Department, bo If Alderman Villeneuve had not ventilated this subject by bringing the question before the council on Monday and calling upon the press to corract the false impressions which theze returns wera likely to make, the public, who are | generally guided by what they read in the newspapers, would naturally think that St.Jean Baptiste village was a most unhealthy place to live in, This is jusu the impression that the published returns of the Health Deparment convey.But the very verse is the cage and it is only just to the residents of the viliage, as Ald.Villeneuve says, that the public Should be put in possession of the rsal truth in the matter.In yesterday\u2019s Herald it was pointed out that the bign death rate shown in St.Jean Baptiste ward was owing to tae fact that Dr.Laberge, in making out his returns, had only accredited St.Jean Baptiste ward with a population of 995v, while, in point of fact it is nearly double that number.Dr.Laberge, it now appears, has beon calculating on a basis of only three per cent.increase per annum, \u2018This is about the average fcr the city proper, but a very little thought would have shown\u2019 Dr.Laberge that the suburban districts have increased at a very much larger rate than this, besides which, we have had the census taken twice within six months and ths figures obtained were available if the Health Department had taben the trouble to make use of them.This 18 only another instance showing what little eiiance can be placed upon the returns emanating from some of the departments in the City Hall.\u2014\u2014\u2014\u2014\u2014 MAKING QUICK TIME, The China Mails by the Empress of Japan ;
