Constituents of the Minister of Marine-\u2014General Notes From the Capital.4 FROM OUR OWN REPORTER.Orrawa, May 12.\u2014The only debate today wortby the name arose on a motioa by Mr.Perry for an order ofthe Hous fur return giving the date at which th steamer Etanley eommenced running Letween Prince Edward Island and th> Bisinland in the fali of 1899, how many uipe made, date of each trip, the number of passengers and the.amount of fr.ight taken to and from Prince Edward Island, the amount of money collected on account of passengers and the amount of freight elso the expenses of working said steamer during the winter of 1891 and the date of which said steamer stopped running from Prince Edward Island to the main land.Mr.Perry was in his perennial element.He was un&parirg in his censure of the Marine Department.This was generally admitted to be an age of progress, be eaid, but the 19th century had not dawned on the benighted employees of the Government in the management of this boat.It was scandalous, he said, how the people of Prince Edward Island had been treated in this respect.Members on the opposite side of the House might be disposed to doubt the genuineness of the complaints that had been made by the islanders.They were not Grit come plaints, however ; he would have them understand that.The most serious charges had been made by & Government organ, The Summerside Journal, subsidized to the extent of $2000 a year, as the report of the Auditor-Generai would prove.It was the policy of the Government not to have the boat in readiness for the weather, bus to let the weather waitfor the boat.1n the most critical time of the year, when the farmers were in pressing need for a means of exporting their products, then the stoppage of communication with the main land occurred.When the ice came the Stanley was laid up in Pictou instead of being at Charlottetown prepared for the wintry weather.Perhaps: the Government did not then expect the election.(Laughter).For 10 days all travel was suspended.The Cape route was dangerous.The Lord High Commissioner was afraid to cross the channel by that way, but the people of the island had no other course, and to mollify them Sir Charles offereu the tan- nel scheme.Be (Mr.Perry) supposed that that offer would now stand in abeyance till the next election.There had been complaints made against the Northern Light in the days of Mr.Mackenzie's regime, but he would sey that the Northern Light gaye intinitely more eatisfaction than the Stanley.He charged the loss of life which occurred at the wreck of the vessels at Cape Tormanmtine entirely to the mismanagement of the present service.The people of the island were sick of promises and he demanded that they bave something more substantial now.Sir Charles had promised them the tunzel scheme.Sir John Macdonald made asimilar pledge and finally the term of confederation granted them ample communication.He now demanded that these pledges be fulfilled.In the Same Strain, Mr.Tupper seemed anxious to reply, but Mr.Davis had the floor first.He said that he had talked to a good many people about the Stanley and he was convinced it was a good boat, but he denounced the management.The great mistake was in keeping the boat at Pictou instead of Charlottetown or Georgetown just when the agricultural interests of the island most needed it.The Board of Trade protested frequently, and year after year the same remedy was suggested, viz, to veet in the agent of the Marine Department or the Post- master-General the power to regulate the trips of the Stanley or appoint a special officer for that purpose.As it was now the service was impeded by red tape.Not a dollar could bs expended on the boat without telegraphing to Ottawa.This was the one fatal weakness from which emanated all the trouble and the annual annoyance in the House.Perhaps the Min- igter\u2019s obstinancy was due to the fact that Pictou was in his cobstituency, and it was natural that he should wish to bestow bis patronage there.He (Mr, Davis) did not want to discuss the tan- nel scheme, but he wished to ask the Minister of Marine whether the Government bad not received Sir Douglas Yox\u2019s estimate of the cost of that work.Mr, Tupper\u2019s Explanation, Mr.Tupper replied at some length, but either forgot or evaded Mr.Davis\u2019 question.He said he felt sorry that the members for Prince and Que enghad not postponed the criticisms until the repart of the Deputy Minister on this sabjset was brought down.It would show that only three days were lost through failure of tne Stanley service.These were due not to departmental mismanagement, but to a mistake of the captain in using salt water in the boiler and to the springing of a leak in the steam pipe.Mr.Davies again asked if the Ministe - intended appointing 8 resident agent to take cbarge of the boat.Mr.Tupper replied in the negative, remarking jocosely that the tunnel! would settle that point.Mr.Davies asked if the Minister would eupport the tunnel scheme in council, but the Marine Minister shirked the question again.Mr.Haggart took exception to Mr.Davies suggestion that an agent to the Postmaster-General should be appointed on the iclanll and quoted figures to prove that the department wes spending A\u2014 twice as much on the island as they received in revenue.Mr.Perry made & crushing retort According to the Postmaster-General\u2019s logic tbe Intercolonial Railway and many other roads and canals should be shutup to-morrow.He contended that the island should receive something for tbe vast sume it paid in taxes on the national debt and for other purposes.The Press Gallery.The annual meeting of the press gallery was held at 11:30 éliis morning.It was a Quakers meeting as far as place and unanimity went.The opposition to the presidency and vice-presidency elections so long talked about did rot materializa atte all.Mr.L.P.Knbs, editor of The Toronto Empire; was elected presiden and Mr.T.P.German, editor of The Ottawa Free Press, as vice-president both without opposition.The other membem of the executive committee for this session are: Horace Wallie, secretary; A.J.Magurn, Fred Cook, P.D, Bilandeau, J, À.Fhillips and W.A.Harkin.It was resolved that in view of the fact that the Canadian Press Association intemd bolding its next annual meeting ig Ottawa next year, the mem- beraof the press gallery pledge themselves to extend to that association the hospitalities of the gallery.The press men have a grievance against the Government.They want more elbow room in the gallery and bave resolved to secure this boon.Many newspaper representatives who should have seats in the lower gallery are now competled to sit in the upper Lenches.To-day the executive officers were named a committee to interview the Minister of Public Works and press upon him the necessity for-inereasedmc- commodations te the reporters.Either the present gallery will have to be enlarged or a new one built on the opposite side under the Speaker's gallery.General Capital Notes.Sir John Macdonald\u2019s seat was vacant to-day.\u2019 Mr.Laurier was out for a drive to-day, but did not appear in the House, It bas been resolved to extend the time for the introduction of private bills to May 2.Hig Excellency gave a reception tonight at Rideau Hall.1t is the usual state ball.Mr.Cbarlton\u2019s bill to amend the Dominion Franchise Act received its first reading to-day.Mr.Curran introduced a bill to amend the act relating to the Alberta Railway and Coal Company.Sir Hector promises soon to bring down the matters alluded to in the speech from the throne.Mr.Bergerons introduced a bill to amend the act of incorporation of tue Montreal and Ottawa Railway Co.Dr.J.Beaufort Hurlbart, the anti- Jesuit Controversialist, died this after- Boon from the effects of a paralytic stroke.Sir John Thompson stated that Monday, May 25, will be proclaimed as à ublic holiday for the celebration of Her Mejesty\u2019s birthday.Replying to Mr.Edgar in the House to-day, Sir Hector said the standing orders committee had already bead called and the other committees would be arranged tor to-morrow.+ Sir John Thompson introduced his bill to codify the criminal law of Canada.There will be very few amendments, he said.The most important change will be the abolition of the distinction between misdemeanors and felonies.In answer to Dr.Landerkin, Mr.Haz gart says that the revenue from registration stamps since 1882 was as follows: In 1883, $61,759; 1884, $63,311; 1885, $66,454; 1886, $72,123; 1887, $74,037; 1888, §68,523; 1889, $73,310; 1890, $104,528.In reply to Dr.Landerkin, the Postmaster General says that the revenue from the sale of registration stamps for the eight years ending Jane 30, 1890, was $587,098.There was a gradual in- | crease from $61,769 in 1883 to $104,536 in 1890.The Government steamship service between the Maritime Provinces and the \u2018West Indies will be the subject of some discussion on Thursday next.Mr.Davies will then make an exhaustive enquiry into the nature and cost of this service, Strong wires aye being pulled by one or more Conservative members of Parliament and their friends to induce the Canadian Government to place a sum ranging from $500,000 to $750,000 in the estimates for the purpose of damming up the channel petween Shreiks and the main land on the St.Lawrence River, near Cornwall Canal.While the proposed work is ostensibly in the public interests, it is virtually a grand scheme by wbichafew wire-pullers are arranging to secure a gigantic water wer, of the control which promises to yield them a splendid fortune.Another, and probably the most serious reason against the construction, is that grave international complications present themselves if the St.Lawrence channel at that point is dammed up, as it will divert the enormous volume of water that passes through it to the American side when the shoals would be flooded.The promoters of the scheme have endeavored to keep the matter quiet until it could be sprung upon the House toward the close of the session and tbus rushed charge of sesault preferred by Mr.Storey against sept.Burrell during the Silksworth colliery strike.AN OIL STEAMER EXPLODES: Five Men are Killed and Thirteen Injured by the Accident.BY CABLE TO THE HERALD, Loxpox, May 12.\u2014A terrific explosion occurred to-day in the forehold of the British steamer Taucarville, Captain Carton, which was undergoing repairs in the drydock at Newport.Several men who were at work on the steamer were killed and a number injured.The steamer was badly damaged by the explosion.The Tan- carviile is a tank steamer engaged in carrying oil from American ports, and her last voyage was from Philadelphia for Havre.After reaching the latter port and discharging she proceeded to ewport, where she was to load for Baltimore.There is no doubt tbat the explosion was causod by the gases that prevail to a greater or less extent in the bolds of all oil carrying ships.The repairs which were being made to the steamer were quite extensive, and 100 men and boys were employed in and around the vessel when the explosion occurred.Large pieces of timber and iron from the steamer were blown with terrible force through the air, and some of them were hurled against the workshops, which were situated 50 yards from the dry dock in which the Tancar- ville was lying, cagsing much damage to ttem.A number of workmen employed in the shos were struck by pieces of the flying depris and some of them were quite severely injured.The force of the explosion was eo great that the deck was torn from its fastenings and blown off.As the steamer was | out of water there was no pressure on the hull to counterbalancs the tremendous outward etrain exerted by the explosion, and it is reported that some of the plates on the bottom of the Tancar- ville were blown from thelr bolts.The woodwork of the forward portion of the steamer caught fire, but the flames were sogn extinguished.It has def- | pifely learned that five men wére killed and 13 injured.Verney Expelled, BY CABLE TO THE HERALD, Lonnon May 12.\u2014In the Commons today, Mr.Smith, Government leader, moved the expulsion from the body of Capt.Edmund H, Verney, who was recently convicted of procuration.In making the motion Mr.Smith asked the Speaker whether Capt.Verney, following the usual course should attand on special order amd answer the charge at the bar of the house.The Speaker replied a8 Vanderbils System, SPECIAL DESPATCH TO THE HERALD, Burraro, May 12.\u2014The various rumours afloat for several weeks about the proposed road tobe built from Buffalo to the Falls to give the Canadian Pacific an entrance to this city appears to y be confirmed by the following despatch from New York:z: A settlement has been reached bythe New York Central and Lehigh Valley Railroads, whereby the building of the Buffalo, Thousand Island and Portland Railroad will be avoided.This is the line which the Lehigh Valley and Rome, Watertown & Ogdens- burg roads intended to build jointly from Buffalo to Suspension Bridge.According to the terms the Rome road, besides sharing the expense of the line, agreed to pay $15,000 a year rental for the use of terminal property.The New York Central has no conceivable use for another line between the points mentioned; it already has a double track road.The officers of the Lehigh Valley are satisfied with the arrangement proposed by the Central, and the details will bs completed in a few days.It remains to be seen what the Canadian Pacific will do about reaching Buffalo.The terms were practically fagreed upon, to use the new road from the falls to Baffalo.In view of the traffic relations between the Vanderbilts and the Canadian Pacific.it is to be presumed that the Jaiter will make some arrangements to reach Buffalo over the Central Prohibitien\u2014The Matter to be Placed Before the House and a Vote Demanded, SPECIAL FROM OUR OWN REPORTER.Orrawa, May 12,\u2014Another prohibitionist meeting was held tbis morning, in the towerroom at which the following members were present: Jamieson, Roome, Sproule, Macdonald (Huron) Dickey, Mills (Annapolis) Taylor, Cochrane, Rowand, Carpenter, Weldon, Edwards, Trow, Coataworth, Henderson, Scriver, Craig, Fraser, Gilmour, Wallace, White (Shelbourne), Forbes Beith, Yeo, Flint, Bowers, Welsh and Senator Perley.Mr.Taylor, of Leeds, was again armed with arguments against the resolution adopted at the conference on Tuesday last and Mr.Jamieson, the chairman, announced that the meeting was called to take counsel as to the best means for securing the passage of that resolution in the House, it waa manifest from the start that there was going to be a collision of minds.Moreover, Mr.Taylor had many friends with bim this time, and they were as determined as he not to accede to what they termed the dictation of the Dominion Alliance.Mr.Trow asked again what the meet ing was called for.He could not believe that they would have to submit to a resolution passed at a meeting at which they were not present.Mr.Jamieson stated tbat he had to act on the instructions received from the commirtee last Tuesday.Mr, Cochrane\u2014\u201c What did you call us here for then ?\u201d The chairman repeated that it was to discuss and devise ways and means for securing tbe passage ot the resolution.\u201cMr.Scriver moved that the meeting approve of the resolution, and that Mr.Jamieson be instructed to present it in the House as speedily as possible.Dr.Roome objected and maintained that all tbe members present should have a voice in tte framing of the proposed legislation.At some length he deprecated the introduction of partisan politics into the movement.Mr.Cochrane said that the action of the Alliance Committee reminded him of the farmer who invited all his neigh- o18 to a consultation as to the best sie or a barn which he proposed to build.\u2018When they assembled, however, he told them that he had decided to build the barn on a certain hill and they might discues the matter themselves.Mr.Cochrane said that Mr.Jamieson and bis friends were as discourteous and chatinate a3 that farmer.(Laughter.Mr.Ecriver\u2014\u201cMy friend Mr.Coch- rane forgets ore thing.\u201d Mz.Cochrane\u2014*I forget nothing.\u201d Mr.Scriver\u2014\u201cYes, you do forget that the great majority of those present a\u2019 the meeting last week were members of Parliament, go that the membars cannot say that they were ignored.The Alliance does not want to tyrannize, and I don\u2019t think we should feel jealous or imagine that they waut to arrogate any rights which they should not claim.\u201d r.Fraser, of Guysboro, agreed with Mr.Scriver, and held tbat they were losing much valuable time in useless discussion.Mr.Taylor once more raised the ghost of his grievance against the alliance for Dlacarding\u2014as he put it\u2014Lis name during the late campaign as having voted against prohibition.Mr.Ssriver\u2014\u201cOb, don\u2019t bring up that question, please.\u201d The member for Leeds was in a mili- itant mood, however, and would not be suppressed.There were others, too, he said, who had been unjustly deait with, notably Dr.Ferguson, who did not vote at.all.Mr.Flint pointed out that there were several kinds of probibitionists and the resolution should be broad enough for | them sll to support.Dr.Sproul took similar ground and complained that honest probibitionists were hounded by the Alliance because they would mot vote for immediate prohibition without taking a plebiscite.Dr.Christie supported Messrs.John- gon, Scriver and the Alliance.Mr.Jamieson rose to put Mr.Scriver's motion, while Mr.Cochrane insisted that it was out of order.The meeting, he said, were denied the power to amend the resolution.Therefore they had no power to ratify.The motion was put and the alliance resolution was endorsed by a good majority.Mr.Jamieson will present it to the House seconded by Mr.Scriver.rr Discovery of Indian Relies.SPECIAL DESPATCH TO THE HERALD.Wixpson, May 12 \u2014Last week P.B Leighton, of Belleview.Amherstburz, was engaged In grading his property to the brakewater.He came across what are without doubt the most valuable of Indian relics ever discovered in Essex.Among the treasures found were vast quantities of skulls, bones, spears and arrow-heads, and several silver armlets, anklets and croeses ; one of the latter is a perfect beauty, being 10 inches long and eight inches wide.Al the silver ornaments showed, when cleaned off, no traces of tarnish, \u2014_\u2014\u2014\u2014\u2014\u2014\u2014\u2014 A Big grounds, opposite Annapolis, under the supervision of Commodore William F, Folger, Chief of the Bureau of Ordnance, which have occupied three days, were concluded to-day.There were five plates, one of nickel and steel, two of steel and two of à composition known as Harvey nickel.All were made by Carnegie, Phipps & Co.of Pittsburg, Pa.The plates were each eight feet long, six feet broad, and three inches thick.They were placed in an upright position agaist a heavy backing of oak timber that rested against a large embankment of eartb.The ordnance used was a gix-pounder Hotchkiss rapid-fire gun.Twenty shots were fired against each plate at a distance of 30 feet, the *projectiles striking the plates at a velocity of 1800 feet a second.The steel plates were broken in two fragments and the oak backing damaged.The steel and pickel plate was perforated, daylight showing through it, and the timber behind it was injured.The Harvey nickel plates effectually resisted and demolished the Detroit Sunday News says: How to lay out a trotting track, is a question that is ofien asked.Here is the rule for marking a mile track: Draw a line through an oblong center 440 yards in length, setting.a stake at each end.Then draw a line on either side eftbe first line exactly parallel with and 417 feat 2 inches from it, setting stakes at either end of them.You will then have an oblong square 440 yards long and 834 feet 4 inches wide.At each end of these three lines you will now set stakes.Now tasten a cord or wire 417 feet 2 inches long to the centre stake of your parallelogram and then describe a half circle, driving stakes as often as you wish to set a fence post.When the circle is made at both ends of your parallelogram vou will have two straight sides and two circles which, Was nine tnis year as compared with ten last year.New Liverpool school v a8 closed as they had no class for me- chavical drawing.The total number of pupils last year was 1227, h 8 year 978, a decrease of 249.This diminution was due to the openirg of the night schools, which gave instruction in drawing, and not ta any leck of zeal on the part of the teachers or any want of interest on the part of the scholars.In our special classes, plumbing, pattern class and advanced classes there was an increase.The results produced, however, bear abundant evidence of good work being done, and show a decided improvement &8 compared with previous years.The completion ot the Quebec schools marks an important epoch in the history ot the parochial schouls, s8 Quebec 15 now enabled with its increased facilities to perform more extended and finished work.It will be a matter of congratulation it the other schools in the province are enabled to follow its example.In Montreal a school building is provided in the church, was much superior to all previous efforts.In former years the specimens of work were necessarily confined to a small compass, but this session the pupils were enabled to produce a comprehensive piece of work on the ceiling which not only reflects credit on the teacher and pupils, bat adds very much to its appearance.If continued this practice will prove most valuable.In the boot ard shoe pattern class much progress has been made by pupils, and specimens of work produced are decidedly in advance of those of any former year.The mechanical drawing class at Point St.Charles, was again in operation under ths able direction of Mr.Powell.The results as in previous years are all that can be deaired, and the pupils look forward to the opening of the school steamers Charleston, Baltimore, San Francisco and Pensacola were to capture that vessel at all hazards, The department has information to the effect that the Etata mtends making a stop at some Mexican port.This will give the Charleston a good opportunity to overhaul her and thus prevent ber reaching Chilian waters.The San Francisco and Baltimore, which were in Chilian waters, will proceed northward
