MecBhane!! McShane!!! Everywher the citizen turned, and at not later tha noon it became apparent to even the new Yayors opponemts that The Herald was \u2018 it .= ti : « i Se gers of cily finances that Montreal woula feel the .hañefit as soon as thé 18w man takes the helm.There was little need for scratineers 0 be arranged for by Mr.Grenier\u2019s friends.The majority shows that the people were resolved to send to political obliviom the man who promised not to fight his \u201cdear friend McShane\u201d and then in conversation with a Herald man denied thai he had ever uttered such a statement.It was true and the peopls knew it, and to-day Mr.Grenier must recog D128 the sad mistake he has made.But to return to the story of the contest.It needs but a few words to tell that from the time the polls opened until, with anxious excitement the returning officers commenced to count the ballots, the day was one of work and not talk, and that when the result was known every body said \u201cI told you so.\u201d It is of the intense enthusiasm which prevailed during the evening that the trost can be said, though no writer conld right and that James MePhane's majority would be such a lesson to mismang- | pen words which would sufficiently describe the scenes of excitement which City of and editorial offices were crowded to excess with citizens not anxious to know - which candidate had won the election (but simply to satisfy themselves ss to ; What Mr.McShane\u2019s actual majority was.The Mayor-elect was here too.He eat quiet and contently in a chair and smiled with satisfac ,tion as The Herald's 200 or more men came rushing in with the reports from every polling sub-division in the aty.\u201cNinety for McShane and four for | Grenier\u201d became ab old story and when from the upper flat the returns were thrown upen an immansesheet stretched :wko were waiting outside hurrahed un- jtil they were hoarse.When The Herald said \u201cMeBhane\u2019s msjority will be 3000\u201d everybody was delighted, but gradually the figures were changed until the grand \u2018total of 10,282 was reached and a majority of 5178 was recorded for the most popular man the city ever knew.Two to one, and yet the chairman of the finance committee said, early in the morning, that he had voted for Grenier and had voted for the coming man.When the final returns were known Mr.McShane and 4 number of friends left for the City Hall where another immense crowd of people had assembled to listen to the candidates both victor and vanquished.Alas, only the former was there.Mr.Grenier wisely stayed at home and consoled himself with the thought that he had been taught a lesson which he hardly needed.Mr.McShane adressed the electors, thanking them for what they had done and assur- irg them that their confidence had not been misplaced.When he stepped down the crowd went almost crazy with excitement and enthusiasm and rushing towards the New Mayor they grasped his hands and shook him until be was nearly exhausted.When at last they let him go he could well have gone to his home and rested quietly satisfied with the reception he had received as the New Mayor but this was not to be.The people were willing that he should go to his home but they wanted to go with him and they did, too.When the residence wae reached he was lifted bodily from the sleigh, and \u201cbounced,\u201d though so high that he must often have felt that, after all, the position of mayor elect was not a very enviable one, for the time at any rate.The sppearance of Mrs.McShane at the door was the signal for another outburst ot applause,wbich was heard many blocks away.It acted as a call to hundreds of people in the neighboarhood, and as the procession started for the Windsor it was augmented until a very small proportion of the people were able to get into the popular hotel.The rotunda, in fact all the available space on the ground Boor of the vast building was densely packed with admirers of the new chief Magistrate.Ardent spirits among the crowd clamored for a speech from the triumphant candidate, and even when this was given they were not satisfied.They demanded sn address from the Hon.Petar Mitchell, and he complied.He ai- tributed the large majority to the solid vote of the French in favor of Mr.Mc- Shane.8ti!l the people were not satisfied.The Hon.Mr.McShane was approached by several stalwart individuals who proceeded to again \u201cbounce\u201d him in true Montreal fashion\u2014the most tangible and at the same time the most forcible ex- preésion which they could give to their | enthusiastic jubilance over the signal victory that had been won.The cheers with which this feat was greeted seemed .shake the huge edifice to its very dation.The popular mayor, altheugh no doubt rather disconcerted physically with the lively affection of his sincere admirers, hore the ordeal in good part, knowing ell the, sentiment which prompted the characteristic demonstration.It was some hours afterwards before the crowd dispersed from the hotel, many of the groups setting up at intervals the cry \u201cHurrah for McShane, our popular mayor!\u201d : Outside another large deputation was awaitng the hon.gentleman\u2019s appear- #nce, and taking the horses from a sleigh they put the new mayor into into it and away they went to Point St.Charles.was the same here as everywhere else.Enthusiasm reigned and after congratulations from bundreds of people Mr.Mc- Shane was brought back to the city and taken\u2019 to his home a few minutes psy the hour of midnight.Cb A The Aldermau ic A The contests in the various wards wera inalmosÿ every case very hard fpugtt, and though the new aspirants for civic honors succeeded in polling larga votes in no case was ttere an old member the council defeated.The vote in each ward was slightly arhaller than that cast last year, but the total mayoralty vote was almost the same as that cast in the Abbott-Rain- ville contest when the former gentleman received a majority of 1785.The organization of the various candidates was on the whole good, but the recapitulation shows that many people who were qualified to vote were either not looked after, didn\u2019t care, or elee preferred not to stay at the office or workshop.The ladies turned out well and as far as the mayor was concerned voted almost unanimously for Mr.McShare, It was grand weather for election day and the contest which hag 80 long been lcoked forward to passed off without a solitary unhappy incident, except, perhaps, for the few people who wete foolish enough to believe references will be found interesting.Of the New Mayor, personally, it is not necessary to again write as The Herald but two weeks ago gave an extended biography.Alderman Dubuc.Arthur Dubuc was born in St.Louis Ward in 1847.He was educated in the Christian Brothers\u2019 School of the die- trict.At the age of 14 he went to work in a merchant's office, but shortly afterwards was apprenticed to a stone-catter, at his own desire.He made rapid pro- grees in his trade, and at the age of 20 became a contractor, as a member of the firm of Plante & Dubuc.In 1879 he was elected unopposed for St.Louis Ward, which he has represented in the Council ever since.He has been chairman of the Parks and Ferries Committees, and has lung been & member of the Road Committee and he is a man of energy avd ability, apd is constant in his attendance at the meetings of the Council and of the Rond Committee.Ald.Griffin, James Griffin was born in the town of Sligo, Ireland, in 1825, He emigrated to Canada in 1831, locating in Quebec city.In 1840 he came to Montreal.He opened a confectionery establishment in Bt.Lawrence-street in 1857, and he has continued in the same busines and in the same street ever since.Altogether he bas been a resident of St.Lawrence Ward for 43 years.He first went into the city council to fill a broken term of Ald.Mooney, and three years ago he waa again elecied by a majority of over 800.He is an honest, upright, and affable man, and though he does not make him- ælf heard very often in the council chamber, he keeps a close watch over \" the interests of his ward.Ald, Stevenson, Alexander Allan Stevenson has reached the age at which men are said to be in their prime.He was born in Ayrshire, Scotland, and came to Montreal when a boy, in 1846.He was apprenticed to the printing business, and in 1853 started a printing establishment of his own in conjunction with two partners.In 1861 he went into the City Council, where he remained 6 years, during which he was appointed chairman of the special committee of tke fire alarm Telegraph, he was an active member of the Fire, Police and Road committees.It was owing to bis exertions that the mountain was acquired as a park by the city.He retired , from the council in 1867, but re-cntered it in 1882, when the question of the rebuilding of the Drill 8hed was agitating the public mind.He took an active interest im the subject of inundations, and his practical suggestions resulted in the adoption of several important measures to prevent their recurrcnce.His recerd of chairman of the Fire Committee is too well known to need any reference here and the colonel is highly esteemed by all who know him, and is at all times a courteous and kindly gentleman.Ald, Conroy, Thomas Conroy is 8 middle-aged man who enjoys a well-earned independence, acquired by steady perseverance and upright and honest dealings.He has been engaged in several kinds of busie ness, including hardware.He is ove of those, silently and unobtrusively energetic men who get through an amount of eolid work that surprise their friends.His duties ag chairman of the Water Committee he bas discharged with credit to himself and profit to the city, A defeat at the contest in St.Ann\u2019s Ward from which be has emerged triumphantly would have entailed a serious loss to the personnel of the City Council.Ald, Perreault, Jeremie Perreault is 8 man of middle age, and has by industry and energy in business created for himself a position in tbe commercial circle of the East Ward of which be may well be proud, The condition of his health has America is à title of which auy athlete may well feel prou .Eugene Buckley, in The Boston Globe,says : A first-class short distance runner, or sprinter as he is usually called by ath- Jetes, is born, not made.Unlike patting the shot, jumping, rowing and various ether branches ef anort, the sprinter 3Ives Vury little atiention to siyle or form, but on the contrary adopts « «Lvla and stride that coma to him naturally.In this way, as a'rule, he \u201cgets there just tte same\u201d While -attending the championships of the Amateur Athletic Union held at Washington last October, I was very much suprised to see that no two of the cracks of the country in the preliminary and also in the final race started alike, or took the same style.It was a study look at the five men in the final as ey \u201cset.\u2019 no two of them doing it exactly alike.A moment later, as they sped off the mark and came thundering down the track, the marked contrast in style and form was quite apparent.Champion Owen is gn ideal runner and an old school starter.He keeps his head erect, chest thrown well forward, and strides with the grace of Commonwealth av.belle as she signals a Back Bay car.Luther Carey, the Princeton runner, is directly opposite in his running, but is shown in an instantaneous photo, taken at Washington, to \u201cset\u201d as nearly like Owen as any two men can stand.When he gets off the marks he then takes to his patural gait, and when pressed very hard he gallops.The start in a short sprint is the most important thing to master, and here is where the irstructor can help out a novice in a wonderful manner.Sprinting, like rowing, has its many styles, and to listen to any one of these athleres and instructors as he points out the fine points in bis style would convince you that all the rest were laboring under a grievous mistake and that your informant had the best method.- Many a man has lost an important race simply because he could not keep on bis mark until the pistol was discharged.For where is-there an amateur that can give Westing Carey or Owen a yard and then \u201cbest\u201d him.In this section the young professionals have what ie known as a pistol start, which means that either contestant will \u2018try to \u201cbest\u201d the other getting away, and unless the starter is & cool-headed man, he will invariably give one or the other at least one yard the best of the start.With this class of runners the \u201cset is of very little importance, as the sprinters never intend to stay on the mark long enough to give the starter a chance to fire the pistol, With the amateurs the start means | everything, as any other start than a Shefhieid is unheard of.When the men arr getting ready *o start according to the amateur rales the starter gives the .order \u201cget on the mark,\u201d and after he is satisfied that the contestants are in their holes he gives the order \u201cset.\u201d This is the critical point where the race in many instances ig won or lost, for should a man who cannot keep himself balanced on the mark until such time ag the starter is satisfied that all the contestants are properly \u201cset,\u201d and should be tumble across the line he is put back a yard for the first offence, and still another yard for the second offence.Disqualification is tre penalty for the third offence.When the starter finds the men are getting shaky or nervous he usually says, \u201cStand up,\u201d and after the men have had a few seconds\u2019 rest he again places them on the mark.After the command \u201cset,\u201d the pistol is discharged and the contestants are off like so many deer.The athletes are sometimes noted for \u201cbesting\u201d the pistol, or, in other words, getting off the mark in advance of the report or anticipating the start.A good starter will keep his eye on such a man and will, as a rule, Catch him and set him back.Through the kindness of Athletic Manager H.S.Cornish of the B.A, À.I am enabled to show the readers cuts of .the four different \u201csets\u201d that are used by the best runners in the world, Mr.Cor nish baving posed for The Globe artist.The best known representatives of the different styles in amateur circles are opposite band and foot.Green of Harvard uses same hand and foot .Owen of Detroit, kneeling start; Tcmmy Lee, N.Y.A.C., ard of course Sherrill of Yale, take the lead at the style which the latter originated, although Peffer; the hurdler, does the trick to perfection.Green of Harvard is, beyond question, the fastest starter that Harvard can boast, and his performance at the indoor championships last spring clearly proved that he could get off the mark quicker than any of the flyers.: James Lathrop, the athletic manager at Harvard, bas always been in favor of stapdiog with the opposite hand and foot forward, end maintains that it is the very Lest in ute.In this style the man stands with the forward foet in à hole on the line, and ithe rear foet in à very deep hoje-ateat ore foot to the rear.The advantage astribuled to this.style is lees liability to go over the line, and she fact that à man is in his nataralform fcr rupning at the first step\u2014that is.his - arms and feet are working naturelly tcgether, Against this style it can be said that it is very difficultto get perfect, and censiderable time inmust be spent at \u2018it.Itismore ôf a atfaîn on à man to stand ia this position thay im.any other.Green of Harvard attended the 1n-door games given by the B.A.À.on Nov.19 last, and vas considered an easy win n jn the 15-yard dash, but to the surprise of evervhedy, and Jim Latbrop in parti- \u2018 coler, b'th Morse ana Taylor cf tie A.A.left him at the start, and both of these men were using the kneeling start.Green again touk part in the next weeling given at the B A.A.on Dec.10, and to the surprise of all he was trying the kneeling start which is weed alto- ther the B.A.A and N.Y.A.G, and best described by Mr.Gbrnash ge fol- lors: en consider the 14 ; TT] iced À It being comparatively new, there are very few who know how to do it correctly.1t has been confounded with the style used by Sherrill of Yale, which is a very old style, whereas it is Bherrilt pats his for- | \u201cward foot.an the line, and his hands just | outside his feet.In this start is is ne- ! esesary for the man to come almost to a | standing position before he can begin bis running.Bherill Kimbel admitted \u2018 that it was a slow, way o used it because he ha - bad babit of goin | totally different.over the line before the pistol wag fired.He depended upon his speed to make up for what he lost oa \u201cIn the kneeling start the man should foot one foot behind the starting line, and place his hands on the line.Then the rear foot should be , placed so far buck thas the leg is extended almost straight, wftep .the man bas leaned forward, which he should do.This learing- the \u2018weight \u201c against the hands is the important part of this style place his forwar \u201cIn ordinary styles a man must go through a quick motion of settling back on the rear foot betore he gets away.To be sure, this motion takes\u2019 very little time, but it counts.In the kneeling \u2018the man leaning his weight against his hands, all he does is to raise his hands from the ground, when bis own weight will carry and he is not obliged to sett'e back on the rear foot and consequently saves that start, and with \u201cTne opponents of this style claim that the man loses ground in the effort to bring himself to an erect position and that his first few strides ara not at speed.If the man attempts to raise himself this is correct, but if he practices this style correctly he does nothing of this kind.\u201cRight at this point lies the trouble with those whe try this style and do it To de it correctly the man should dive forward and make no effort He will come up naturally and and will have lost none of his speed For in-door running I consider this style fully as good, except that the man must kee together, as he cannot rear foot.\u2018A man will never go over before the pistol and he can hold the position witbout any strain or worry.\u201cFor an exceptionally tall man I would not recommend this style, but for all others I consider that it is worth from two to four yards in 400 over other while doing so.his feet nearer ig a hole for the \u201c Nearly every person who saw Tommy Lee\u2019s starting at the Eastern championships last June was of the same opinion.He was never better than an ordinary starter at the standing style; but in these games and with this style he beat such men as Remington, Carey, Westing and others fully four yards on the start.\u201d Sherill\u2019s style of starting was to the brakes which have kept the wheels of legislation from revolving.It is the Republican program in the Howse to allow nothing now to interfere with the consideratioa of the appropriation bills, and the diplo matic aud consular bills will be taken Up as soon as the Military Academ bill is parsed.This plan excludes th shipping bill, the Sapreme Court bill and all other measures until the calendar is clear of the various budgets, and then will come the pressure for precedence.There are etill four appropriation bills to be reported, the agricultural sundry civil, deficiency and Indian.The latter, however, has been prepared, and its report to the House can be made at any time.The possibility that tha next Congress may witness some importaat tariff reform legislation does not seem to have attracted the attention which tho facts undoubtedly warrant.The present Republican majority is fourteen, but the election of Senators Hill, Vilas and Peffer, wi.h the possible addition of a low tariff man to succeed Senator Far- well, will cut this majority down to ten.If Senators Plumb, Pettigrew, anc Paddock again vote with the Democrats, the figure is decreased to seven, making the Senate stand 44 to 44.Should another Northwestern Senator fallin line for lower tariff, as is quite possible, the advocates of the latter policy would have sufficient strength in the Seuate to carry out
