success, Commissioner of Official Languages Graham Fraser told CBC.For one of the first times, language had seemed to be a slight barrier to cross because most of the incoming population would be Eng- lish-speaking while most of Sherbrooke is francophone.\u201cThere was a little bit of fear because Ts Sherbrooke Canada Games\u2019 han- people thought, \u2018am I going to be able to be served in my language?\u2019 But everything worked out really well.I mean, I saw some people using the translators, but barely-almost never,\u201d said President of the Board of Directors of the Sherbrooke Canada Games Tom Allen.Vancouver had indeed been criticized for its handling of Canada\u2019s two official languages during the December 2010 Olympics by the commissioner, according to William Hogg, manager of Language Services for the Sherbrooke 2013 Canada Games.So how did Sherbrooke do it?\u201cIt was like a well-oiled machine.Everything was already bilingual by last fall and people were very at ease with the notion that they would have to speak English-it was understood,\u201d said Hogg.A kiosk for the commissioner of official languages was set up in the Marjorie Donald House at Bishop's University, a bustling centre for athletes as the athlete\u2019s lounge, the polyclinic, a Tim Hor- tons and the campus retail store were all in the same building.Fun T-shirts with a graphic depicting position in the upcoming elections.Primeau outlined a plan in conversation with the Record Wednesday that relies on keeping things essentially as they are, with a focus placed on preserving the freedom of rural life and the possibility of creating a new multipurpose centre in the Townships for municipal and cultural af fairs.\u201cThings are good and we would like to keep them that way,\u201d the mayoral candidate said, admitting that he\u2019s looking to continue in the vein that Levac has started in the present term.\u201cWe have a team of six other candidates who will be Associated Pres SAN JOSE, CA eaders who tried to click on the Roe York Times' website got nothing but error messages for several hours during the site's second major disruption this month, and people also had trouble accessing Twitter.A hacker group calling itself the \u201cSyrian Electronic Army\u201dclaimed responsibility.Within minutes of Tuesday's attack, the New York Times quickly set up alternative websites, posting stories about chemical attacks in Syria.\u201cNot Easy to Hide a Chemical Attack, Experts Say,\u201dwas the headline of one.The service was restored early Wednesday.\u201cOur website was unavailable to users in the United States for a time on Tuesday,\u201dthe newspaper said in a post on its website.\u201cThe disruption was the result of an external attack on our domain name registrar, and we are at work on fully restoring service.We regret if this has caused you any inconvenience.\" The cyberattacks come at a time when the Obama administration is trying to bolster its case for possible military action against Syria, where the administration says President Bashar Assad's government is responsible for a deadly chemical attack on civilians.Assad denies the claim.\u201cMedia is going down .\u201dwarned the Syrian Electronic Army in a Twitter message before the websites stopped working, adding that it also had taken over Twitter Recent events reveal security issues O ver the past two weeks we have seen the following computer system crashes: - À three-hour network shutdown on 22 august that paralysed the nasdaq stock exchange, crippled others, and caused a one-third drop in the daily total of shares traded on American exchanges; - a trading glitch in the Goldman Sachs computer on 20 August that resulted in a large number of erroneous stock and options trades and cost the firm up to $100 million; - on 16 August, a four-minute global outage of Google's services, including email, YouTube and its core search engine, that led to an 40 percent drop in global internet traffic; - And last month, in another part of the forest, we had the director of the US National Security Agency, General Keith Alexander, admitting that he still did not know exactly which files whistle-blower Edward Snowden took with him when he fled the country two months before.This may explain something quite puzzling that happened last week.A Brazilian citizen, David Miranda, was changing planes in London when he was stopped by British police under the Terrorism Act, questioned for nine hours, and then released - but the police kept his computer, an external hard drive, and various other electronic items.Miranda is the partner of Guardian journalist Glenn Greenwald, who has been working on Snowden's documents, and all the police questions were about Snow- den and the NSA files, not about terrorism.But why would they even bother to confiscate Miranda's electronics?Don\u2019t they realise there are bound to be copies elsewhere?It\u2019s less puzzling if you assume that the NSA asked for the operation and that its goal was actually to find out just how much Snowden knows, and can prove.What this tells us is that the NSA is not really in control of its own data.If Snowden can take it away with him, so can others.There are 850,000 potential \u201cothers\u201d - Americans with top secret clearance and access to the data - and some of them will not have the same high motives as Snow- den for stealing the data.What the NSA has built is a system that is too big to monitor properly, let alone fully control.This is not a design flaw.It is inherent in the very size of the system and the number of people who have access to it.Which brings us back to NASDAQ, Goldman Sachs and Google.If it can be done, it will be done.Algorithms are written for automated trading at speeds measured in fractions of a microsecond, and the competition has to follow suit.It becomes theoretically possible to listen in on every conversation in the world, and the surveillance systems are built to do it.Every onward step increases the scale and complexity of the systems, until they are too big and complex for any one person to understand.When they fail, that is also hard to understand.And if you give hundreds of thousands of people access to the system, your secrets will not stay secret for long.The volume of date moving on the internet and private networks is expanding very fast at the moment, and system design is just not keeping up.It will be even harder - maybe impossible - to build leak-proof surveillance This can happen with song lyrics.For instance, for years l\u2019ve been singing along to Ryan Adams\u2019 \u201cMy Winding Wheel\u201d as follows: \u201cO bed of steel, be my winding wheel.\u201d This made sense to me: the singer is promising his flirtatious lover that he\u2019ll be home waiting for her and is prepared to employ some kind of block-and-tackle device to drag her back if necessary, though I don\u2019t blame her for being reluctant given that a steel bed Kevin Richard T= conventional \u201cwisdom\u201d of the last few decades has eroded Canada\u2019s historical values of personal responsibility, self-reliance, and self-determination.This false-wisdom has not only led to the dismissal of our historical values, but it has also unjustly relabelled them as a \u201cblame the victim\u201d mentality.The purpose of this relabeling is to smear those of us who hold these values.It is an attempt to portray us as selfish and unkind.The truth, however, is that it has created a culture of entitlement as well as a dangerous vic- tim-mentality that has many believing that they are not responsible for themselves.Regardless of a person\u2019s work-ethic their income is covered.Perhaps their parents were mean to them growing up.Perhaps as youngsters they were told that they would never amount to anything.Perhaps they weren't taught the proper conduct needed to get and keep a job.Perhaps they are biologically unable to get up before noon and not play X-Box all day long.Whatever the case may be, they are victims and therefore not responsible.Regardless of a person\u2019s nutritional and physical habits their healthcare is covered.Perhaps their parents smoked two packs a day and they now have to do the same.Perhaps they were victims of peer pressure and got addicted at a young age.Perhaps they were absent can\u2019t be all that comfortable, not to mention the sinister bondage overtones.I recently learned that the actual lyrics are \u201cOr better still, be my winding wheel,\u201d which certainly helps lighten the whole dungeon vibe.Still, until it\u2019s made clear exactly what that winding wheel\u2019s for, I think she should just stay clear, maybe get Ryan a restraining order and probably some elocution lessons.Mishearing something is one thing (and thank goodness I've had never had any confusion over Ryan Adams\u2019 other hits like \u201cCuts Like a Knife\u201d and \u201cSummer of 69\u201d) but having your whole outlook overturned upon the discovery of your error is something else altogether.All my life, I've heard the Bible passage, \u201cAgain I tell you, it is easier for a camel to go through the eye of a needle than for a rich man to enter the kingdom of God,\u201d and I've thought to myself, \u201cThank goodness I'm not rich because, wow, a camel through a needle?That\u2019s tough.I mean, just coaxing the camel to get near the needle in the first place.\u201d This week, I learned that there\u2019s not literally an eye of a needle.Instead, scholars believe that the \u201ceye of the needle\u201d was the name given to a gate through the Wall of Jerusalem for use by pedestrians.Say what?A people-sized hole?Why, that\u2019s positively camel-friendly! I bet camels breezed through there all the time: baby camels, camels whose growth was stunted from too much smoking, anorexic camels, camels that had undergone humpectomies (again because of all the smoking).I mean, if you could compel a camel to try squeezing through a sharp sewing object, I doubt it would take much to get one to hobble on its knees through a gate.All this time I've pictured rich men loitering behind a golden rope outside the gates of heaven, like it was some kind of ultra-exclusive nightclub.\u201cSorry, you're not on the list.Seriously, you think slipping a fifty\u2019s going to get you in here?Excuse me?No, you go to hell!\u201d Of course, the rich ladies probably get into heaven all the time, which doesn\u2019t seem fair but what are you going to do?I've always felt a little self-righteous knowing that, even though I have failed miserably in accumulating wealth in this world, at least those SUV-driving, giant-watch-wearing, portfolio flaunting rich dudes wouldn\u2019t be hogging all the prime halos, harps and parking spots in the Eternal Afterlife.At the same time, The age of victimization: When personal responsibility disappears when the Phys.Ed.teacher mentioned that exercise and proper nutrition is good for them.Whatever their habits, they are victims and therefore not responsible.Regardless of what a parent does with.their time their children\u2019s daycare is covered.Perhaps they're addicted to daytime television.Perhaps they're addicted to gambling and they simply can\u2019t get to the slot machines at any other time.Between preparing their children\u2019s cereal in the morning, to renting the latest game, to refuelling on Doritos, perhaps their daily schedule is simply overloaded.None of this is really their fault of course.They are victims and therefore not responsible.Regardless of how hard students apply themselves in school the bulk of their education costs will always be covered.Perhaps they are victims of their age.We certainly can\u2019t expect a young person to be responsible and accountable to anyone, what with all of those hormones raging.If they decide to party instead of study then they can certainly try again the following year, and the one after that, and so on.They can change programs as many times as they like until they find the right one.They are victims after all.Regardless of how a person manages their finances they will be able to buy a home with little cash down.Taxpayers will guarantee the rest.Perhaps they were never taught how to properly manage money.Perhaps they see no value in saving.Perhaps they gambled everything away in slot machines or through speculative investments.They.certainly should not be prohibited from the \u201cright\u201d of home-ownership for any of these reasons.None of it is their fault.They too are obviously victims.Regardless of how heinous a criminal act may be, the perpetrator will not necessarily be held to account.Perhaps he suffers from mental anguish.Perhaps he had a bad childhood.Perhaps he was never told that stealing, vandalising, threatening, beating, raping, and murder is wrong.Perhaps his definition of right and wrong has merely \u201cevolved\u201d differently.The more heinous the crime the less a person will be held to account.After all, he must be crazy if he did such a thing.Send him to the hospital for evaluation and let him go with a few pills; don\u2019t send him to jail.He is the real victim don\u2019t forget.The argument goes like this: As a victim of society it is unreasonable for you to assume responsibility for yourself.Statistics are used to create the illusion of cause and effect.If you come from a family of criminals then you are likely to become one yourself.If you experienced high levels of stress at some point in your life then you are likely to act out.Throw a few \u201cisms\u201d into the mix (racism, sexism, ageism, classism, etc.) and the excuses are endless.What the argument really says is this: If you are the victim of any of these I've tried not to feel too happy about this fact because blessed are the poor of spirit, for theirs is the kingdom o- heaven.Broke and miserable: a win-wir afterlife scenario.I've also got a leg ug on inheriting the earth, by the way.But now I realize the rich have just as much chance of entering the kingdom of heaven as I do, plus they still get tc enjoy more holiday cruises and weai more clothes made from endangered species during their time on earth.À few volunteer hours here, a charitable dona tion there - probably to the zoo for that new camel enclosure (irony!) - and next thing you know the rich man is iu heaven showing his vacation photos from St.Kitts to the Good Lord on his iPhone, the latest version, not even or the market yet! Saturday night dinner hours, with a Sunday brunch and early dinner as well.Tuesday and Wednesday the kitchen will be reserved for group cooking classes taught by Austrian chef Got- tfried Fritz Halbedl.\u201cWe are building the kitchen in a way that will accommodate for cooking classes, because to work with a group, you need a certain setup,\u201d Halbedl said.Purchased five years ago by Halbedl and his wife Paula, the house, built in 1901 by the Butterfield family, is being remodeled to seat 58 people in the restaurant, as well as an eight-room bed and breakfast which will be located on the second and third floors.Guests will have the choice to stay overnight with breakfast, but packages that will include an option for dinner are also in the works, with the possibility of four- and more-course meals available.Moving to Vermont from Fort Laud- erdale, Florida, Halbedl discovered the property with his wife Paula while at- QE is underway at the tending the graduation ceremony of Halbedl\u2019's son, who attended the Stanstead College.As a professional chef, Halbedl started cooking when he was 15 years old.He did a four-year apprenticeship at Innsbruck in Austria.His training in the classic French style, which he has followed his whole career, has allowed him to revisit the traditional dishes of Germany and Austria with a unique style he has developed working internationally.Halbedl has worked in Switzerland, Germany, and Saudi Arabia.He has also recently finished up a 14-year career working as a chef with Royal Caribbean International.The menu will opened the season with two road losses.Champlain has never had a losing record under head coach Jean-Francois Joncas and the team headed into the 2013 campaign with the expectations of competing for a provincial title.Two weeks ago the Cougars fell to Notre Dame de Foy as the offensive line failed to protect quarterback Philippe Giguere as the team committed five turnovers in a 27-19 defeat.It was a dif ferent story in Friday's 35-19 defeat at the hands of the Levis-Lauzon Faucons; Giguere had time to throw and completed 22 of 33 pass attempts for 224 yards while the team did not turn the ball
