Record \u2018Lost in The Fifties\u2019 concert to benefit Brome Missisquoi Adolescents and Youth Services Steve Trew, a member of the group also sits as a board member for the Brome Missisquoi Adolescents Youth Services (BMAYS) located in Cowansville and he asked his fellow performers if they would be willing to hold this fundraiser to benefit the group home and the performers agreed.BMAYS was formed in January 1989 and represented the culmination of four years of lobbying efforts by interested members of the Brome Missisquoi community with the goal of having the Quebec government establish a group hom for troubled youth in our area.The need for a group home for the English speaking youth had been identified in the 1980 Five Year Plan of the Montérégie Regional Health and Social Services Council.The committee received widespread support from all sectors of the community, most notably, the Townshippers\u2019 Association.\u201cThe BMAYS home, based in Cowans- ville can receive eight residents between the ages of 12 to 17.The residents can be male and female.Their stay within our services is generally between several months to a year.Exceptionally, certain residents have remained with us for up to a few years.The residents are referred to our services by the Centre Jeunesse Montérégie.In 2011, Brome Missisquoi Adolescents and youth services expanded by adding a second residential home, Le Tremplin.Also based in Cow- ansville, this home caters to eight francophone residents between the ages of 12 and 17, boys and girls.Both homes have graciously been donated by the Brome Missisquoi Youth Foundation, said Steve Trew.In a recent evaluation of the services, the Centre Jeunesse Montérégie wrote in their report the following comment \u201cWe believe that one of the strengths of this resource is their capacity to adapt to change, as well as being able to offer a living environment, while having the goal of rehabilitation, they can still provide a family-type ambiance.This context permits abandoned youth, or those that have gone through very difficult situations to establish roots which allow them to develop.In addition, the staff have a lot of experience and are local residents.\u201d President of the Board of the two group homes Steve Kelly recently stated \u201cthe quality of residential care given to the youth of our community has been Ranger-Enns Record Correspondent SHERBROOKE e Sherbrooke community | has lost a remarkable lady.Cheryl Stroud passed away on Friday, June 21 following a battle with cancer.Stroud was a dedicated and passionate musician.In addition to completing a Bachelor's degree in Music at McMaster University and a Graduate Diploma in Advanced Performance Studies from Concordia University, Stroud also held As- sociateship Diplomas in Performance in both Piano and Voice from the Royal Conservatory of Toronto, where she served as a member of the College of Examiners.She was also an Artist Associate of the Leonardo Project, Concordia University, a program designed to improve performance techniques.Stroud was director of the Uplands Musical Society, and performed regularly as accompanist, chamber news of fellow councillor William Smith\u2019s intention not to run in November's municipal election, leaving current Borough President David Price as the only incumbent aiming for re-election.Whereas Smith will serve out the rest of his term, the period from the end of July through the beginning of November will see one tired several years ago as director of the music program she founded at Champlain Regional College to continue her work at Bishop's University as a piano and voice instructor and accompanist.Stroud was also a member of the Uplands Chamber Players (clarinet, cello and piano), Sherbrooke\u2019s Amadeus Choir and a regularly invited guest pianist with the Estria Woodwind quintet.\u201cCheryl loved music,\u201d says friend and colleague Pamela Eby.\u201cShe always approached learning in a methodical way.I remember when she came to me to learn how to play the organ.The next thing I knew, she had.bought organ shoes and soon had an organ job.She already played the violin, French horn and the drum kit, which she argued was the hardest instrument to learn.\u201d As fellow musician Pauline Farrugia explains: \u201cWith Cheryl, I started the Uplands chamber music series of concerts.We would often play together and Cheryl was a tal ented musician, an excellent chamber musician.She touched a lot of people\u2019s souls when she played.She was also a fantastic teacher, spending lots of time with her students.\u201d Stroud\u2019s interests extended well beyond music.In addition to being an avid gardener, she was also an instructor in qi gong, a Chinese martial arts movement.Later in life, Cheryl Stroud was called to be a minister.She was ordained as a Deacon in the Anglican Church on May 1, 2013 after completing her theological studies at Bishop's University.Tom Matthews is a long-time friend.\u201cShe was a lovely, lovely person.As a retired teacher, I could always appreciate her skills at teaching.Many students went through her hands.\u201d says Matthews.\"She was also extremely spiritual.She and I were lay readers at the Anglican Church, but she was already on her way to becoming a priest, in my opinion.She was thoughtful, sensitive and hard-work- ing\u201d Matthews took a second to contemplate before saying, \u201cI was visiting her in hospital a few days before she passed away, and a spiritual advisor was doing the rounds, visiting people.When she discovered that Cheryl was a deacon, they started talking.I thought it was amazing that when the advisor mentioned that someone had asked to be served communion, Cheryl offered to do it herself.There she was, with tubes sticking out on all sides, and she was ready to serve communion.\u201d This past winter Stroud and her husband David Dutton went on a cruise.\u201cSince I teach physics at BCS and she worked at Bishop's University, our holidays never coincided.It was grand to be able to take a five day cruise to Florida and the Caribbean together.We had a good time.\u201d Dutton met his wife in 1972, when they were both studying at McMaster University.\u201cWe met at choir,\u201d remembers Dut- ton.On her last birthday, Stroud flew over the Grand Canyon via helicopter with her sister.\u201cShe needed to do and see things she had never done before, and she wanted to really absorb and enjoy life,\u201d says Eby.\u201cShe had tremendous strength of spirit.\u201d Fellow friend Trish Peacock has fond memories of Cheryl Stroud.\u201cI have known her since 1982, and I would describe her as a very strong, intelligent and generous person.We met at Bishop's College School (BCS), and it was a privilege to work with her.I watched her spiritual self continue to grow.When she was ordained in May 2013, it was a dream come true for her.She lived life to the fullest.\u201d Cheryl Stroud, having passed away at the age of 66, leaves behind her husband David Dutton and two sons, Phil and Bruce.The memorial service will be held Saturday, July 13 at 2 p.min given Mayor Bernard Sévigny's enduring interest in reforming the city council by centralizing power and reducing the number of councillors.\u201cEven if he says Lennoxville is off the hook for this next election, and not to be worried, we are worried,\u201d McLaughlin said, echoing feelings expressed by Price upon the recent announcement of the president's intention to run for office again.The said Nutbrown, describing the service project.\u201cWe showed them how easy it is in a place that suffered a big loss, but also pointed out to them that there are things to do in your own community as well.\u201d The youth centre worker described the experience of travelling to a low-income community in the Louisiana city earlier this year and discovering a functional community garden maintained by individuals with intellectual impairments.\u201cWe saw that and thought, wow, we could probably do that in Lennoxville,\u201d Nutbrown said, speaking to the inspiration and optimism that the experience triggered both in himself and in the youth travelling with him, \u201cWe didn\u2019t want (the idea) to die when we left New Orleans.\u201d Matthew's father, Robert Nutbrown, is in charge of recreation at the Dixville Home.Upon returning from the trip, Matthew quickly put the idea of collaboration to Robert who, in turn, approached the Dixville Home Foundation.The younger Nutbrown More public land will be made available for solar and wind farms, a good move.Even the Department of Defense, the biggest energy consumer in the country, is going into renewables.Putting an end to tax breaks for big oil companies is another goal, if Congress, a Republican Congress says yes.The Obama adminstra- tion is making a bold move, by committing the federal administration to reduce it's energy consumption by 20 per cent within the next seven years.In a direct allusion to China, now the leading nation in greenhouse gas emissions, President Obama called for an end to public financing of coal plants overseas.He actually referred to China twice, thus hinting that some sort of a dialogue is underway with regards to interna- I: a long and elaborate speech at tional climate negotiations.Pointing to a recent agreement on hydrofluorocar- bons, he stated that more of the same is to come.If these two giants get serious about climate change, we could see major moves be made come November in Warsaw.In a typical U.S.approach to politics it seems that all the solutions are American.The best science, the most efficient cars and so on.Voluntary blindness when recognizing other nations\u2019 contri bution is too often used as an easy sell to voters.More humility should be in order.The US economy did not get to be the first polluter on the planet by being the best at everything! Using the presidential powers he has, Obama is mandating the EPA (Environmental Protection Agency), a Republican made office, to go as far as it can, without having to stumble over Congress or the Senate.It's about time! The Republicans never shied away from that kind of strategy while in power.Since the Supreme court has ruled that greenhouse gases can be classified as pollutants and are covered by the powers of the EPA, Obama promised he would use this tool to pass as much regulation as possible.Only problem is it takes time, tons of red tape to get from words to action.One has to wonder whether this President has enough time left.In 18 months he will have reached his executive orders limits, at least in a political way.What he is counting on, and that was stated over and over this week, is that the american economy will use this necessary transition to re-invent itself.There are signs of a rebirth with giants like GM, Nike and Walmart making major commitments with regards to energy efficiency.Bringing back jobs to the U.S.from China has been big news as of recently, so there are seeds of economic change on the air.President Obama made a joke about the Flat-Earth society.He repeatedly pointed to America \u201cbeing at the centre of it all.\u201d He insisted on global commit ments.As patriotic as this speech was, only time will tell if he has both the will to pass as much benevolent, kind Maison Aube- Lumiere.It was 18 years ago, I recall, when I undertook a first meeting with a draft of the DeSève-Cormier project under my arm.I was still a stranger to all of you who listened to me with interest about a home for patients suffering from cancer in Sherbrooke.The first house, at 220 Kennedy Street North, opened in December 1997 thanks to the donations you made, all of you who believed in me, who listened to me, who contributed to the success of a house that has rendered great service to 2,000 patients.We were now in a place where the first steps of palliative care were laid, where year after year, we have acquired great experience, improved and have achieved, I would say, a rating of excellence.All these years were filled with human contact, gestures of recognition, warm smiles, words of encouragement, and words of love.From year to year, we became increasingly cramped.In 2005, the idea to expand entered my thoughts and what was once a dream became ever more intense.But as expansion was impossible, the idea of a new building entered my mind.At one point, the location to build the new house was the subject of a very specific dream that came to me one night.Some time later, I received a phone call from Ms.Patricia Gauthier, executive director of the CHUS Fleurimont, asking me to meet with her.The talks ended with an idea for a new building in front of the CHUS.You then responded to all my appeals, to my many phone calls, my emails, and my letters, with unparalleled generosity.The building was an amazing adventure, and my partner, Jean-Paul Longchamps, was the man who was always close to advise me, to give support, to encourage me, to correct me, and to reassure me.I want to tell you today that the project for the new I is not without a big heavy heart \u2018house was a success across the board.Your money was used sparingly, but always in the interest of the present and future seriously ill.The house is a model of work organization, Rights and Freedoms.It gives Federal and Provincial governments the possibility of temporarily overriding provisions of the Charter.This provides for a government to enact laws that are known to violate protected principles of personal liberty for up to five years at which time the government may reenact the declaration allowing for the perpetual denial of personal liberties.Clearly, there was pragmatic reason for this clause to be included.Lawyers are smart after all.For example, in a time of national crisis or war we might need to limit personal liberties.More cynically, in establishing the Charter as law it served to encourage parties to sign on who were leery of the potential effect of personal liberties on government power.We in Quebec are especially conscious of the power of \u201cnotwithstanding.\u201d There is another word in the Charter that could be very powerful as well.That is, \u201cwhereas.\u201d The preamble of the Charter reads thus: \u201cWhereas Canada is founded upon principles that recognize the supremacy of God and the rule of law.\u201d This preamble was settled upon at a late date of the Charter\u2019s drafting.The public was engaged in this too considering whether or not reference to \u201cGod\u201d had a place in the document.An earlier version of the preamble was more detailed even than this, but Prime Minister Trudeau questioned whether God cared if he were mentioned in the Constitution at all.In any event, this is the preamble and it is part of our law.There has been a lot of ongoing debate over the impact of the preamble and its relevance to our rights and free- La doms.Some have attempted to point out that the preamble is contradicted by the provisions of Section 2 related to the guaranteeing the fundamental individual freedoms of conscience, religion, belief and opinion.Thus, they argue it has the power to negate the integrity of the Charter as it is internally self-contradic- tory.Others have attempted to argue that the order of the document matters.That is, some have said the preamble sets the foundation from which the rest is to be interpreted.Others have said that the subsequent sections provide the detail out of which the preceding is to understood and applied.Still others have argued that preambles mean nothing, permitting for a \u201cliving\u201d document to be set free from the constraints of earlier points of view and to be interpreted in fresh ways over time.Needless to say, the preamble remains a subject of heated debate especially as it relates to the value we place on God and faith and their role in upholding or destroying fundamental justice.There is little middle ground except the decision to ignore our differences of opinion and try to make the best of it.I want to suggest that preambles are vital to many constitutions and statements of policy.The Quebec Charter of Human Rights and Freedoms includes five whereas statements.The Quebec Charter doesn\u2019t have a \u201cnotwithstanding\u201d clause but it does permit for a government to override the Charter as long as it knows it is doing so and says so (Article 52).We love our back doors, don\u2019t we?Having been involved in groups where constitutions and policies are being determined I know that preambles with all their \u201cwhereas\u201d statements are critical for their enactment.They provide the background and principles that have been assumed from which the following is meant to be understood.At the time of drafting such documents an attack against the preamble would have the effect of forestalling any enactment of the document until the foundations have been established.Only later interpreters have the luxury of deciding that the preamble doesn\u2019t matter for the interpretation of the document.So what about the preamble of the Plerre Duval, deceased January, 2012.5 A man who loved life, Mr.Duval.had many people, ; Canadian Charter of Rights and Freedoms?We could, as many do, ignore it as an unfortunate relic of a more restrictive past.We could decide to \u201cnotwithstand\u201d it indefinitely.We could choose to determine that the foundation originally set isn\u2019t the foundation at all but that there is some other more important foundational principle behind it.We could leave it to the Supreme Court to decide.In effect, we can decide that the actual original intent doesn\u2019t matter nor the meaning of the words when they were carefully selected.I want to plead for the importance of foundations that don\u2019t move when someone Or some government presses its weight against it.I remember the excitement and tension when we sold a garage to a neighbour.Hoisting it onto the back of a haywagon with beams extending the wagon'\u2019s breadth we quickly saw that the garage, cut free from its ancient foundations, had a tendency to spread its walls at the base, weakening the building's integrity and threatening to have the whole thing collapse into something that used to be a garage.Crossmembers of ropes and cables were required to hold it together as it swayed and twisted on its slow journey to its new home.But a foundation had been readied there so the garage could be useful and hold up against weather, use and time.On this beginning of the Canada Day weekend, I want to remind us all that foundations matter.Destroying the foundation of a building threatens the building.Destroying the foundation of a Charter or constitution puts the integrity of a nation in peril.We need to exercise grave caution should we decide to remove the assumption of the supremacy of God or the rule of law.Remember this when you sing, \u201cGod keep our land glorious and free\u201d this July 1.\u201cNotwithstanding\u201d cannot do the Photo: Courtesy.e Alexander Galt Regional High School Reading Challenge made a lot of happy winners this year.Ten grand prize winners were selected, ranging from Level 1 to Level 5 and all students registered won a participation prize.12 weekly draws in which the names of a boy and a girl were randomly picked, to win a bag of goodies were also held.The Sherbrooke Rotary Club, the Brome Lake Book Store, Spoutnik and author Louise Penny were sponsors of the event.For the 6th year of this activity, the percentage of boys and girls who read and borrow books is at par (52 per cent girls, 48 per cent boys).As part of the MELS Action Plan on Reading, the High School is proud to announce that they went from 1,300 to 10,400 book loans in the library.Source: Judith Munger.Summer Camp \u2014\u2014\u2014 CONT\u2019D FROM PAGE 1 * for Leadership Trainees.The majority of the counsellors and adult staff at the camp are, themselves, former campers.Local Minister Mead Baldwin is the chaplain of the camp, charged with morning watch and vespers, the two worship periods reserved at the beginning and end of each day's schedule.Baldwin goes by the camp-name \u201cDragon\u201d and takes the time to plan each morning or evening worship with a different cabin group, giving every day's theme a different approach and personality.Outside of those two half hour blocks of worship, \u201cDragon\u201d challenges his namesake by being available as a spiritual and emotional support to campers, counsellors and staff.\u201cI'm really good with names,\u201d Baldwin said, \u201cso by the end of the second night I knew the names of the 58 campers.Often the best support is just to walk up to someone and call them by name.\u201d The chaplain described his tendency to look after the inevitable homesick or sad campers, finding ways to help them see the joy in camp and connect with the community around them.Having been a counsellor at the camp since 1971, Baldwin clearly empathizes with the young leaders at camp and makes an effort to help them connect with their campers.Though organized by the church, the camp does not operate on the premise of evangelism that many might be concerned about in looking at a \u201cchurch camp.\u201d The camp\u2019s motto \u201ccreating a space where the spirit can act\u201d offers a much more informal take on spiritual practices that leaves room for all to find their own comfort level.Baldwin highlighted the relaxed nature of worship at the camp, and said that planning morning watch and vespers with cabin groups and their counsellors is the best part of his camp experience.\u201c(The campers) see the spiritual in a way that is completely different from anyone else,\u201d Baldwin continued.Heather Wyche, known to the campers as \u201cFeather\u201d is co-director of the camp along with Jamie Webber, who goes by \u201cFinnn.\u201d She spoke to the strength of the community of camp, pointing out that the staff is made up entirely of volunteers coming from different backgrounds and levels of experience.They come to be a part of the camp from places as close as Waterville and as far away as Ottawa, and blend their approaches and outlooks to develop programming that it not just interesting but engaging and beneficial to the lives of the campers in their care.\u201cIt is busy and challenging, but unbelievably fulfilling,\u201d Wyche said of the task of directing the camp, \u201cyou're exhausted and energized all at the same time.\u201d Denis Ashby, or Turbo, has been helping on the senior campsite since 2008.At 23 years old, this is his fifteenth consecutive summer at the camp, having gone through each one of the age groups and moved on to helping out as part of the all-volunteer adult staff.\u201cThis is a great community,\u201d Ashby said, \u201cit feels like family to me.\u201d Speaking with other members of the camp community, it is clear that \u201cTurbo\u201d is a well-known and well-loved part of the camp, having grown up from an often-wild young junior to become a contributing member of the committee that organizes the camp every year.\u201cThe activities are fun, but really it's the people that bring me back here,\u201d He added, \u201cit\u2019s absolutely made a difference in my life.\u201d Toward the end of a week that has seen a considerable amount of rainfall, the cabins and pathways of Frontier Lodge are filled with campers in good spirits.The sights of smiling faces and children playing are common, showing a positive community that continues to grow and develop year after year. $ S00 YOUR WEEKLY QI ER SHIPS CULTURE JUNE 28 - JuLy 4, 2013 Pop- \u201cups, fuzzies and wuzzies GooD READS ELEANOR BROWN ove pop-ups and other gimmicks.Let's pull tabs and play with fun fur! White House grounds, dropping one-liners as they go, eluding a gang of assailants led by a bitter turncoat (James Woods) and his ferocious henchmen (including Jason Clarke, swapping sides in the war on terror following \u201cZero Dark Thirty\u201d).This is a kind of coronation for Tatum as a movie star.He's now reached the level that he can breeze through a blatantly silly movie and look none the
