reeping into Quebec courts as two local men - both without criminal records \u2014 are heading to jail for significant periods.Samuel Landry of Sherbrooke and Christian Cyr of Coaticook were sentenced Tuesday to eighteen and four months in prison respectively, for driving under the influence and causing accidents.Landry recorded a blood alcohol content of .213 mg per 100 ml of blood after having been involved in an accident on Boulevard Saint-François in April 2009.The other driver was unable to avoid the collision and suffered serious injury.Judge Gilles Lafreniere of the Court of Quebec imposed this penalty, which defence lawyer Michel Dussault labeled \u201cvery harsh.\u201d An 18-month sentence is within the range suggested by Crown prosecutor Andy Drouin.Christian Cyr had a level of .147 mg of alcohol per 100 millilitres of blood when he lost control of his vehicle on Route 141 in Coaticook in April 2011.His passenger was injured in the rollover.Cyr rescued the victim after indicating exits along the 10/55 for former municipalities, now boroughs of the City of Sherbrooke.Four years after their disappearance, the names of former municipalities merged with Sherbrooke will soon reappear along Highway 10/55 as requested by municipal officials in 2009.Hundreds of citizens have since supported this demand.Contrary to what the council requested in 2009, the huge signs will not be changed.Instead, the MTQ will install small roadside panels along the highway, at the limit of the former municipal territories.These will include the names of former municipalities in New fire they are young, educated, English and sovereignists.What makes separatism an attractive option?What kind of personal experience leads a young, educated, English-speak- ing Quebecer to espouse sovereignty?Colleen McCool grew up in the Mile End area of Montreal.From Grade 3 to the end of high school she studied in French, though at an alternative school.She attended an English CEGEP before opting to pursue a degree in political science at the Université de Sherbrooke.\u201cI chose Sherbrooke,\u201d she explains, \u201cbecause [ wanted to improve my written French, and also because I wanted to see how comfortable l\u2019d feel in Quebec outside of Montreal.\u201d \u201cIt\u2019s been a bit of a mixed bag,\u201d she continues.\u201cGenerally, people have been generous and accommodating, but sometimes l\u2019ve also felt a sense of wariness or mistrust.\u201d Emma Callas, who is in her second year at the Faculty of Law, was a little reluctant to have her name in the paper.\u201cMy immediate family is neutral on the issue, but my extended family and family friends are federalist,\u201d she explains.\u201cAs well, most law firms in Quebec are not pro-sovereignty and I'll be applying for a job in a few years.\u201d Nevertheless, the West Island native (born of Greek parents) agreed to be interviewed.Callas attended French elementary and high schools where she remembers being reprimanded for speaking English on the playground.\u201cI'd get a figurative slap on the wrist for talking English with my English friends,\u201d she says, \u201cbut nobody got upset with me for talking Greek with my Greek friends.\u201d After high school, she went to Marianopolis, a private English CEGEP, and then to McGill where she studied economics and political science.James McDonald was born in Germany; his mother was American and his father a Montreal-born Canadian.James did most of his schooling in the United States.When he was 21, he moved to Chicoutimi with the intention of studying French for a few months.He ended up earning a B.A.at the Université de Québec a Chicoutimi where he studied political science, English, and communications.He\u2019s now in his second year of law at the Université de Sherbrooke.Ironically, it wasn\u2019t living in the indépendantiste Saguenay that swayed James to the separatism but rather living in the heart of Canada, Waterloo, Ontario.\u201cWhen I decided to come to Canada seven years ago,\u201d says James, \u201cit was because the image I'd formed of it was based on the notion that Canada was a bilingual and bicultural country.The three years I lived in Chicoutimi, [ was a federalist.My experience was that when you live in French, both the federalist and separatist options are possible.Everybody can talk about it and it does- n\u2019t matter if you're for, or against, or undecided, because there are lots of people in all three camps.\u201cI find it's different when I'm with an English-speaking group,\u201d he continues.\u201cIt\u2019s as if there\u2019s denial that a separatist option could exist.Federalism is an emotional issue.\u201cWhen I took a job in Ontario, | went with the feeling that, with facility in both French and English, that I was fully Canadian.That wasn\u2019t the case.What I found was that French was not seen as a positive.Both in the print media, like the National Post and Maclean\u2019s, and in daily conversation, there was often \u2014 too often \u2014 some form of Quebec bashing,\u201d he says.\u201cI eventually came to reject federalism,\u201d he adds, \u201cbecause there isn\u2019t any kind of linguistic equality.I'm convinced that there is no bright future for the French language in Canada, including Quebec, if Quebec remains a province.\u201d For Emma, the drift towards a pro-sov- ereignity position came gradually and began with a loss of faith in the federalist model.\u201cAs I see it, federalism in Canada simply does not work,\u201d she says.\u201cYou can\u2019t have someone in British Columbia, for example, making decisions for someone living in, say, Nova Scotia.I believe in the principle that what can be done locally, should be done locally.It\u2019s a principle used by the Supreme Court to distinguish between provincial and federal jurisdiction.\u201cI find the image of an island of French in a sea of English very appealing,\u201d she adds.\u201cI can understand wanting to protect and promote the French language.The challenge for the separatist side is to make it clear that protecting French is not equivalent to attacking English.It\u2019s only in the last several months that I've come to be pro- sovereignity.\u201d Fondation ; - WCHUS catheters in difficult cases.lowers patient anxiety levels.hospital CHUS Hotel-Dieu ; department intensive Care Thanks to our cage haa arn Ultrasound for Intensive Care Your donations have enabled the CHUS Foundation to acquire an ultrasound device for the critical-care staff at the CHUS Hotel-Dieu.The prime use of this device is to guide physicians when inserting central-venous catheters.It can also be used to image the heart and abdomen right at the patient's bedside.In addition, the CHUS Foundation\u2019s Brigitte-Perreault fund has made it possible to develop training for nurses to enable them to use the ultrasound equipment to guide insertion of peripheral Ultrasound imaging allows nurses to view the surrounding structures to make sure the needle is inserted at the right place the first time.In addition to considerably reducing the risks of insertion complications to patients, ultrasound also shortens the time the nurse needs to perform the procedure.This also considerably imestment $ 70,000 AER mrad x donations WWW.i LJ org For Colleen McCool, the question is still up in the air.\u201cBoth my parents are English-speaking,\u201d she points out, \u201cbut my father, in particular, has always shown a lot of respect for the French language and for the sovereignity cause, even though he is not pro-sovereignity.In some ways, I've been considering the question since I was 12 or 13 when I first started becoming aware of it.I've become more open to the idea of separation since coming to Sherbrooke, but at this point I'm still on the fence.I just don\u2019t know which side I'm really on.\u201d She knows she\u2019s not alone.\u201cShortly after the Conservatives won the last election,\u201d she says, \u201ca friend of the family, who is a staunch federalist, commented that the policies of Stephen Harper could lead him to seriously consider separatism.\u201d \u201cIf you can step back from the emotional aspect and look at it logically and rationally,\u201d says Emma, \u201cseparatism makes sense.\u201d \u201cQuebec has already been recognized both as a distinct society and as a nation,\u201d James points out.\u201cThere\u2019s no doubt in my mind that Quebec has \u2018much to offer on the international stage, particularly in terms of environmental and educational issues.I don\u2019t think there\u2019s anywhere else where I could study law for $3,000 a year.I certainly could never afford to become a lawyer if I were still in the States.\u201d \u201cQuebec is much more progressive than the rest of Canada when it comes to women\u2019s rights,\u201d Colleen notes.\u201cQuebec is more liberal and progressive in lots of other ways as well,\u201d Emma adds.\u201cQuebec's attitude is different on at least half a dozen topics: the legalization of marijuana, the acceptance of homosexuality, the question of euthanasia, prostitution, the rehabilitation of convicted criminals \u2014 Quebec believes that someone who has committed a crime can be helped to lead a productive life; It\u2019s understandable.If the treaty comes into effect it would make things more difficult for Iran to funnel weapons to Hamas, Hezbollah or any of the other martyr-driven groups sowing havoc in the mid-east.As for Syria, a ban on the international arms trade would probably mean the government would have to slow down shooting its own civilians.And for Korea?Well nobody knows for sure what it would mean but since the pie-faced, cabbage patch doll that runs the country, Kim Jong Un, seems to think that nuclear weapons are just tinker toys for adults, one shudders to think.The abstentions are a little worrisome as well.Both Russia and China declined to vote for or against the motion.Considering the two countries account for a large hunk of the $60 billion U.S.trade in arms, a treaty without them would be much like the legendary Dutch boy sticking his finger in the leaky dike.Not that I want to rain on the U.N.\u2019s parade, but there\u2019s another problem.The treaty doesn\u2019t actually come into ef fect until at least 50 of the countries who signed it pass it in their own legislatures.Admittedly it\u2019s a minor set back for many of the members, since a functioning, democraticly elected assembly isn\u2019t a prerequisite for U.N.membership, but what about the United States?Conservatives in the U.S.senate have already stated that they are not so sure that controlling the arms trade is necessarily a good thing.Since it takes two thirds of the 100 senators to pass any treaty coming before it, it could be touch and go.And let\u2019s face it, if the United States isn\u2019t on board the new treaty on the global arms trade would be about as useful as trying to ban hamburgers with McDonald\u2019s opting out.Some of the other abstainers pointed out that the treaty has more loop holes than a Quebec infra structure contract.They say it favours arms exporters such as the U.S., Britain and France, to the detriment of importers who need the weapons for self defense.In the end, despite all the ballyhoo, the global arms-trade treaty seems to be destined to end up where so many of the U.N.s initiatives eventually find themselves, in the trash can.BUNCH Or LAZY BUMS! Genetic engineering: Golden rice By Gwynne Dyer ourteen years ago, scientists developed a genetically engineered version of rice that would promote the production of vitamin À to counter blindness and other diseases in children in developing countries.In a few months, the Philippines will become the first country to start giving \u201cgolden rice\u201d out to its farmers.Bangladesh and Indonesia will follow suit soon, and India is seriously considering it.Good, but fourteen years is rather a long time, isn\u2019t it?The number of children in developing countries who went blind from vitamin À deficiency during that time (half of whom died within twelve months of losing their sight) runs into the low millions.\u201cGolden rice\u201d contains beta- carotene, an orange-coloured pigment that is a key precursor chemical used by the body to make vitamin À.Sweet potatoes, carrots, spinach and butternut squash are naturally rich in beta- carotene, but ordinary white rice contains almost none.And rice is the most important food in the diet of about half the world\u2019s people.So what caused such a delay in getting it out to the farmers?It was ready for field trials by 2000, but they were delayed for seven years by protests from Greenpeace and other environmental groups.Crossing various regulatory hurdles took another six.Both the protests and the regulatory hurdles were based on the notion that genetically engineered plants are \u201cunnatural.\u201d Which automatically raises the question: which human food crops are actually \u201cnatural\u201d, in the sense that you will find them growing wild in nature?Answer: none.That's why ecologist Stewart Brand has proposed the phrase \u201cgenetically engineered\u201d (GE) in lieu of the more on the grounds that ALL domesticated plants have been genetically modified, by cross-breeding or by blasting seeds with radiation.None of them would survive in the wild.Gene-splicing is just a more efficient and neater way of achieving the same goals.Much of the early opposition to GE was based in the fear that it posed a health risk, but it\u2019s now clear that the fear was unfounded.Meanwhile crop yields have risen dramatically, herbicide and pesticide use has declined, and no-till farming that cuts carbon dioxide emissions and reduces soil damage have become far more common.The opposition to GE crops never came from farmers, and it\u2019s now in steep decline in the general public as well.There are seven billion of us now, and there will be at least eight-and-a- half billion before the human population of this planet stops growing.We are already using 40 per cent of the land surface of the planet to grow our food.That is already too much, be cause our monocrop agriculture does not provide the same ecosystem services as the complex ecology it replaces.As environmentalist Jim Lovelock, the author of the Gaia hypothesis, put it: \u201cA selfregulating planet needs its ecosystems to stay in homeostasis.We cannot have both our crops and a steady comfortable climate.\u201d But perhaps we could have it both ways if we could cut back to, say, 30 per cent of the planet\u2019s land surface devoted to agriculture.Or 25 per cent.The point is that we must reduce the area we are farming, not increase it.The only way to do that is to raise crop yields dramatically.Genetically engineered animal lover I feel the need to point out that this does not make me an animal hater.I do not hate pets.I do not neglect or mistreat my family\u2019s pets.I do not push cats off my lap.all the time.I simply think pets are these four-legged Bad, pet parent, bad! jerks who have evolved to take advantage of human sentimentality.But I don\u2019t hate them.I shouldn\u2019t have to make this distinc tion but increasingly in our society you are either with pets or against them.And here\u2019s one reason why: \u201cpet parents.\u201d My children were watching \u201cDuck Dynasty\u201d the other day.(Do I like \u201cDuck Dynasty\u201d?[ do not.Do I hate it?Not even.I simply don\u2019t see the appeal of a show aimed at making the viewer feel simultaneously superior, envious and mostly bored.I'm ambivalent; see how that works?) As I was leaving the room rolling my eyes, a dog food ad came on that mentioned something about how four out of five pet parents agree that most dogs would be just as content eating Jjuice-soaked meat-tray liners straight out of the trash.Or something like that.I wasn\u2019t really paying attention.But \u201cpet parents\u201d?\u201cPet parents!\u201d I shouted.\u201cWe\u2019re \u2018pet parents\u2019 now?No, we're not! We're pet owners! What's wrong with \u2018pet owners?\u201d\u201d My children reacted the way they do when they hear the dog scratching at the door: they didn\u2019t.But as I walked away to shoo a cat from chewing a houseplant, I couldn\u2019t let it go.It ghawed at me like a puppy gnaws a favourite pair of dress shoes.\u201cPet parent\u201d is wrong.Wrong, wrong, wrong! Most of us obtain our pets through some kind of transaction.Therefore we own our pets.I will grant you that one might \u201cadopt\u201d a pet but this is not the same as adopting a child.I accept \u201cadopt a pet\u201d only because it beats the alternatives, such as \u201clong-term leasing a pet\u201d or \u201ckidnapping a pet.\u201d But unless you or your spouse pushed out that litter, you are not a \u201cpet parent.\u201d What's implied by \u201cpet parent\u201d is that domestic animals are our \u201cpet children.\u201d Again, I will grant you \u201cpet companions\u201d and \u201cpet friends\u201d and will concede that pets can provide satisfaction, love and the physical comfort of an empathetic, mobile heating pad.But the only way my pets are like my children is that I provide them food and shelter and they don\u2019t clean up after themselves.Notice I say they are \u201clike\u201d children.That is not the same as being children.My love is like a red, red rose but my love is not literally a rose, though I am a bit thorny.(And if I keep that up, I may be scanning personal ads sooner than I think.) So why should I care?It\u2019s just a dumb euphemism.Why disturb my children\u2019s enjoyment of a mediocre reality show with my ranting?Because \u201cpet parents\u201d is not the natural evolution of language.It is the forced language of lobbyists, the manipulation of marketers \u2014 but with significant ramifications.We already spend a ton of dough on Fido - over $48 billion on pet care and services in the US alone.By further humanizing our pets, we\u2019ll spend even more.That's fine;
