drastic action to find new money for its soaring health care costs, the province\u2019s hospitals said Wednesday, supporting proposals for modest user fees and room-and-board charges for patients.\u201cIf we don\u2019t do something, the consumer you are worried about might not have health services soon,\u201d Jacques Na- deau, of the Quebec Hospital Association, told a National Assembly committee studying health care costs.Representing 200 institutions that gobble up more than half of Quebec's $12-billion health care budget, Nadeau said hospitals could save millions if there were less government and union bureaucracy.But he also lined up firmly behind proposals to impose a $5 or $10 user fee for each visit toa doctor, to tax citizens on medical services they consume and charge hospital patients a minimal amount for room and board.\u201cPeople would prefer to pay user fees than have their taxes raised \u2014 we polled them and that\u2019s what a majority told us,\u201d Nadeau said, adding that room-and-board fees of $10 or so per day are fully justified.\u201cPeople should pay for those services because they are not medical services.They\u2019re services herextraditionto Italy.Sylvie Roy.31.has been in a Brussels prison since her arrest last November.Italian authorities want her extradited so they can charge her with trafficking 6.6 kilograms of heroin six years ago.A Belgian magistrate said Wednesday that three Belgian judges reached a decision on the extradition request.\u2018From what Pve heard.I believe the recommendation says she can be extradited.\u201d Raymond Bossuyt, who handled Roy's case after her arrest, saidin an interview from Brussels.But the final decision on whether the extradition goes ahead still has to be made by the were discovered by police.the community of Stanstead East 1S In shock.The bodies of twin brothers Abel and Elie Plouffe.77, and sister Lorraine.74.were discovered Tuesday evening in their rundown farmhouse on Route 143 in Stanstead East.After police broke down the door.several cats escaped.Inside the filthy house, which smelled of death, police found the three bodies partially eaten by cats.They also found two dead cats.While the cause of death is not yet known, police suspect the trio died of exposure or dehydration.There was little heat and no running water in the house and there pavement.Wrong.When the salt is mixed with snow, it melts, creating a sort of soapy mixture.And braking on this soapy substance is sometimes tricky and must be done very carefully.Salt is also very controversial.During the past few years there have been numerous reports stating that road salt is not environmentally friendly.It gets into streams, polluting everything in its path.It also infiltrates over- and underpasses, eating away steel and cement, and creating the bumpy roads we know.Then there\u2019s what road salt \u2014 usually a mixture of calcium chloride \u2014 does to the metal parts of cars and trucks.It eats them away like some kind of industrial cancer.Together, the damage to Canadian roads and automobiles must run into the billions every year.The use of other less was born in rural Chicoutimi, married at 19 years of age and has two children.\u201d SPEEDY ASCENT In a recent interview at the exclusive Club St-Denis on Sherbrooke Street, Sirois talked about his career which has been almost as speedy as the satellites he now controls.\u2018When I graduated from Laval University with an MBA in 1978.1 went into business with my father in Chicoutimi.We ran a small telephone pager business called Setelco which had 70 customers.\u2018However.I'd studied the pager market in the United States and could see that smaller companies were quickly being bought up by larger firms.\u2018Canada was well behind that kind of concentration.so I decided to buy a few companies myself.\u201d Sirois was the king of Canada\u2019s pager market seven years later after buying National Pa- gette.National Mobile Radio Communications Ltd.and T.A.S.Pagette.In 1987.he merged with Bell Cellular to create BCE Mobile Communications.He was given a sizeable portion of the new company\u2019s stock and agreed to run the firm for two years.In 1990.Sirois quit BCE Mobile and put together his own telecommunications company called National Telesystem.He also showed his wizardry at raising money when he formed his own merchant bank.Corporation Financiere Inter- media.which has $100 million in capital and is designed to put Sirois into the telecommunications big leagues.BOUGHT SHARES Last November.Sirois bought eight per cent of Tele- globe shares from BCE \u2014 in exchange for cash and 1.4 million of his BCE Mobile shares.He then converted some debentures into shares and ended up with a 12 per cent stake in Tele- globe.Because of his previous relationship with BCE.many analysts believe Sirois is under the thumb of the giant holding company which controls Bell Canada and owns 22 per cent of Teleglobe.However, Sirois vigorously denies he's working for anyone other than himself.\u2018\u2019l\u2019m an entrepreneur, not a corporation man,\u2018 he said.\u2018I left BCE because 1 wanted to run my own company.My vision for Teleglobe is to build it.not destroy it.\u2018\u2019And ! have no deals with BCE whatsoever.\u201d While some analysts have doubts about that
