despotic to an extent that out- mages every principle of American duce American workingmen to the degraded condition of serfs.4.That Mr.Walter Webb, by the employment of Pinkerton thieves, thugs and murderers, vile wretches from the slums and brothels of New York and other cities, to kill workingmen because they dared to protest against his rule aud strike for their rights, is guilty of a crime hame of H.Waiter Webb forever with those who, \u201cdressed in a little brief authority,\u201d liave used their money to secure power to degrade their fellow-men.5.That the efforts now being put forth by Mr.Walter Webb to destroy the K.of L.would, wers circumstances hanged, in like manner be made to des froy the organizations of engineers, fire- en, conductors, trainmen and switch pres, and, if successful, it is only a ques- ton of time when a similer effort would.be made to seal the fate of other laber izatiogs.; .That Mr Walter Webb, by the course he bas pursued towards the K.of L and the representatives of labor organizations, has shown a total disregard of those principles of the citizen sovereignty of every Ameriean worthy of the name; and considering only his money power and the corporate power of the company be represents, his acts, which speak louder than words, say in the language of W.H.Vanderbils, once the autocrat of the New York Company; \u201c The public be damued.\u201d .7.Mr.Walter Webb s3ems to support bis arfogant attitude towards workingmen and labor organizations by assna- ing that the N.Y, C.and H.R.R.R.is -Frivate proper yand that his acts in this \u2018sense a matter o fpublic concern ; that he \u2018can with impunity discharge men and remand them to idleness and poverty and render them homeless wanderers, \u2018without giving any reason or explanation whatever for bis conduct ; disregarding the fact that the corporation for which he plays autocrat is ; ; A Thing Created by Laws inthe making of which the men be seeks to degrade have a voice, which once unified will bring his corpo- , ration to the bar of justice, where his millions and other millions he repra- | sents, will cease to be potential in directing questions of right.; In view of the foregoing facts the Supreme Council puts upon record its unanimous and unqualified approval of the strike on the ,N.Y.C.& H.R, R.R,, for the cause set forth by T.V.Powder- ly, as also the efforts made by Mr.Pow- derly to bring the strike to an honorable termination.In this general expression of approval of the action of the K.of L.the course of -Vice-President Webb -is unequivocally condemned.The power of the Suprem¢ Council in the matter of the strike has been exerted to aid the K.of L.through their representatives, to secure the recognition of their order by the officials of a rich and powerful Corporation, to secure fog workingmen : : ae The Victims of Autocratic Power, \u2018 a hearing and to perform such other kindly offices as were proper under thy circumstances, demonstrating sympathy.and good will, thereby aiding the K.of L.to bring the strike to a close upon principles of right and justice.In this the coûncil met with failare, owing to the autocratid attitude of Mr.Walter Webb.It now becomes neces- { sary for the supreme council to say that owing to the fact that the order of the K.of L.is not & member of the feder ation of railway employees the laws of the supreme councll do not permit its doing more than it has done to aid the K.of L., and its inability to participate otherwise in the strike is now known and appreciated ky Assembly 246, the twenty men examined werethese who were discharged.All of them aaid that they were threatened with discharge if they did mot leave the Knights of Labor.| Supt.Bissell had told one man that he was discharged for working against the interests of the road ; afterwards sayiog that meant being a Knight.Mr, Pow- derly said that the charge had been made that the Knights had been started in this strike by a foreign element.He asked those borm in America to stand up and 67 men rose.He then asked those who were born in foreign countries and 10 stood up.The men were then asked to say what kind of men were in their places and various bad characters were given, many of them being discharged help of other roads.Messrs.Powderly and Devlin each gave sn explanation of the position of the order, by saying that the rank and file of the order must aid in supplying money to conduct the strike.A resolution was them adopted calling upon the State Board of Arbitration to arbitrate, as they were paid to do in such cases, and the men were ready for such a course.The men were encouraged to stand firm.Albany Freight Still Tied Up.ALmANY, Aug.25.\u2014A tour through the Delaware snd Hudson freight yards and houses shows that Superintendent Hammond\u2019s and Mr, Farlin's statements that the road is in regular opsration are somewhat colored.All of the trains that lay on the track near the freight house Green Island yards towards this city and none have been moved from this city north.In the freight houses a few mea are busy, but there is no freight being received from Albany merchants.The only trains baing moved in the vicinity were a few N.Y.Central cars and Central engines were drawing them out.One of the train despatchers said this afternoon \u201cwe have not moved any but they have urged, and jostly so, that reasonable eflorts should be used to divert to the Norths wes the atream of agricultural immi+ grants from Great Britain and othes Earopean oountries, who are seeking homes in more favored and less crowde i countries.\u201d Tbe character of the jm: migrants is all-important, but it ig begging the question to say that vigorous promotion of agricultural immigrae tion is Inconsistent with scrapulous regard for its character.When the Halifax organ says that the Northwest is \u201c good enough to keep\u2014until the right \u2018 men come to occupy it,\u201d it is mere'y taking an indirect way of justifying the Government's halting, dilatory policy in the matter, and their waste of public money on.useless officials, useless pamphlets, of which latter people in Great Britain and elsewhere appear tp have become suspicions.In one way and another Canada has spent well on to 8 hundred million dollars in opening up the Northwest and cannot afford to allow the farming lands of that section to remain unoccupied and undeveloped.Too large an ares, of these lands is locked up in the hands of speculators, thanks to the Rykertian policy which so long ruled the department of the Interior.It ie time Canada received seme return\u2019 for ber large expenditure in the Northwest, some outlet for the cramped: trade and congested maoufac- tured products of the Eastern Provinces, and that return can only come from the settlement and agricultural development of that section of the Dominion.At the last session of Parliament a special grant was made for the promotion of immigration to fe Northwest, and, se far as the public know, very little has been done to carry out timt object.Members of Parlisment, and especially the people of Manitoba and the Northwest, want that money spent on bona fide immigration, not on Government boodlers and hangers on ; and pro hably it is just here the difficulty comes in\u2014the political favore ites want to srend the money as of old, so that between their duty to the people and the importunity ef the political leeches who hang arquud them the administration is in = quandary, and so nothing is done.It is this worse than do-nothing policy that The Halifax Herald is Jefending, and this will be thoronghly understocd by the people and journals of the Northwest.We quita agree with The Herald that it is better to have these \u201c landa settled \u201c gradualy by a thoroughly Canadian \u2018\u201c population, than overran in a few \u201c years by people incapable of becoming \u201c good citizens.\u201d The trouble is the settlement of the Northwest has been too gradual eniirely.The settlament of these lands can be promoted with a great deal more vigor than has been mani fested in the past, and at the same time or dinary vigilance and pradence exercised by tle immigration department will serve to prevert the influx of those undesirable jeople of whom the Halifax | crgan professes to be so much afraid.As a rule the hoodlums and anarchists of European cities do not want to settle on farm lands, they want to hang around the cities and towns;
