again in the House of Commons to-day.When the vote for the Lord Lieutenant\u2019s office was reached, Mrs.Thomas Sexton, member for West Belfast, moved that the vote be reduced by the amount provided for the salary of Mr.Balfour, the Chief Secretary.The principles of Mr.Balfour's rule in Ireland, he said, were, a bad administration of bad law, the arbitrary use of physical force, and the suppression of ,the truth.In the course of his speech in support of the amendment, Mr.Sexton spoke of the Parnell Commission, and said the Times bad had placed at its disposal the whole legal machinery of the Government in its effort to bring home to Parnell and his followers disgraceful charges of conspiracy and crime.Notwithstanding this, the Parnellites were entirely satisfied with the result of the enquiry so far.A conspiracy had indeed been shown to exist, but it was one in which not the Parnell- ites, but their accusers had taken part.Mr.Parnell spoke in support of Mr.Sexton\u2019s amendment.Without referring to the character of the law which Mr.Balfour was called upon to administer in Ireland, hls policy seemed to be to incite the instruments of the law to and a number of red flags was displayed in the parade.The paraders were orderly end the city is quiet.\u2014\u2014\u2014 INTERVIEWING IN ENGLAKD.Journalism Coming to American Levels LoxpoN, Aug.21.\u2014If there is one tradition of English journalism that pos- seeses the force of law, it is that \u201c interviews\u2019 must be tabooed.The interview is an institution that may do very well for the barbarous inhabitants of American sanctums, but it is rather too undignified for the British editor.But, the excitement attending the Maybrick sentence, the popular clamour for its annulment, has effectually knocked the prope from under journalistic dignity and the newspapers to-day are filled with the opinions of all sorts of people as to what Mr.Matthews will do.The Home Office has been turned in side out for interviews.Not a petty clerk has been allowed to escape, and unless Mr.Matthews comes to a decision very soon he will probably find his office boys and his charwomen immortalized in print.If it will interest anybody in America to know it, the clerks\u2019 guess is that Mrs.Maybrick will be allowed to hang.Mr.Matthews has been devoting the best part of the day to the consideration of the case.It is asserted that he is in possession of a letter written by Mr.Maybrick shortly before his death, in which he wrote: \u201cI am being poisoned.When dead you must see that my body is opened.\u201d The existence of this letter was known to the prosecution, but no attempt was made to introduce it in evidence, as the technical objections which the defence would opened here to-day with a magnificent programme of races in which all the crack riders took part and which were witnessed by an immense concourse of pbople.The parade of wheelmen through the principal streets exceeded four hundred, and comprised representatives from Buffalo, Niagara Falls, NY, Toronto, Toronto Wanderers, Hamilton, Hamilton Rovers, Montreal, Winnipeg, Rochester, Detroit, Paris, south of Brandon.The proposed extension from Deloraine to meet this line will probably not be made this year.Real estate men report a large sale of farms recently, one firm having disposed of 26,000 Quesec, Aug.21.\u2014At the police court to-day John Rowan, labourer, pleaded guilty, under the speedy trial act, of breaking in and stealing from the shop of Edgar Bergevin and was sentenced to three years in St.Vincent de Paul penitentiary.Alfred Wagner, a lad of twelve years, was also convicted of having obtained from his grandmother the sum of $5 by faise pretences, and at the request of his PIE.Scientific Salmon Poachers Go Fishing with \u2018Dynamite.MORE BEHRING SEA SEIZURES.On Parole to Sail to Sitka.WAsHINGTON, D.C., Aug.21.\u2014The news brought to Victoria by Capt.Alger, of the eealer Allie Alger, had the effect of creating an unusual amount of interest among the few officials of the State and Treasury Departments who remain in the city.Acting Secretary Batchellor was informed of the seizure by Capt.Alger, by a United Press reporter, and was much interested in reading the despatch, and when it was finished, characteristically remarked : \u201c Now there will be some fun.\u201d Gen.Batchellor, when questioned as to the action of the captain of the Rush in placing but one man aboard the seized vessels, said : \u2018The Rush had only enough men to navigate her and could not afford to spare more than one man for each vessel, or he would probably have done so.When the Black Diamond was seized, he went on to say, her captain refused to allow his crew to be placed under parole to go to Sitka.It is likely that the captains of the two seized vessels\u2014the Minnie and the Pathfinder\u2014followed his example, so they broke no agreement.WE WILL KEEP RIGHT one of the nine establishments of the Reading company, and employing 275 hands, resumed operations this morning, after being closed about six months.The other eight mills will gradually resume work organizations on condition of being given steady work according to the condition laid down by President Corbin.The Reading Iron Company is the reorganization of the Reading Iron Works which failed six Route to the Far East.\u2018Orrawa, Aug.21.\u2014The preliminary survey of the Harvey and Salsbury Line, proposed to be constructed by the Government, has been completed.It is estimated that the new line will save thirty- seven miles.Professor Macoun, of the Gsological Survey, has returned to this city from British Columbia where he went to examine into its mineral resources.He Will prepare a report.Information has been received as to tbe date of the Governor-General\u2019s return at his office in the eastera block.The party is expected to arrive early in September for a short stay, and about the middle of the month start for the West.Sir Adolphe Caron has gone to Que- ec.A Cabinet Council meeting was held to-day.Sir Hector Langevin, Hon.Mackenzie Bowell, Hon.J.A.Chapleau and Hon.John Costigan were in attendance.Mr.Parmalee, Commissioner of Customs, who is to accompany Hon.J.J.C, Abbott to Australia on a trade mission, says that the deferring of the Intercol- onial conference in Australia till spring looks as if Mr.Abbott's visit to the antipodes would be postponed.Nothing definite will be known till Mr, Abbott's arrival in Ottawa.The work of removing the Department of Marine from the south to the east corridor of the west block is now fairly commenced.As soon as this is completed the Public Works will be moved into the offices now occupied by the
