Brome County N Tuesday, September 15, 2015 page 3 TBL on a roll with leisure activities By Ann Davidson When news last week about the TBL council\u2019s decision to invest $80,000 toward a skate park at the Community Centre on Victoria St.in Knowlton, Spencer Beaulne and his friends Eric and Mark Boehmer were ecstatic.It turns out that work on the project will take place this autumn.In addition, the council also announced that an agreement has been struck between TBL and West Bolton that will allow West Bolton residents to take part in activities and courses with the same fees as TBL residents.TBL Councillor Lee Patterson says that West Bolton will pay a flat $3,000 per year as a base fee so that its citizens will not have to pay the non-resident fees.West Bolton has also agreed to pay the difference between the non-resident fee and the TBL resident fee when someone from West Bolton signs up to a course in TBL.This will make a big difference when non-resident fees were almost 70 per cent more than for TBL residents.Patterson explained that the impetus behind this decision was to maximize participation.\u201cMore people registered will ensure that classes can actually be given.\u201d Three years ago the idea of a skate park was a dream.Even he knew that a dream doesn\u2019t become reality purely by magic.It has taken a lot of hard work and patience to move the dream toward a workable plan.With omnipotent deter- mination, Spencer Beaulne, then in grade five, organized a petition of names of those in favour of a skate park in TBL and presented it to the town council.And then he recruited help from the Boehmer brothers, their parents, and the members of the youth centre called District 270.Beaulne said that Eric Boehmer, in particular, was a big help with fundraising.To prove their drive to have the facility, in just this past year the group has raised over $7,500 through a number of activities, including two giant garage sales.As well, several private donations were offered by people who strongly believe in the cause.Last year they spoke to BCN about not having a safe place for them to do this kind of sport.They are pleased that they will no longer have to trek to Cowansville each time they want to go boarding.The boys also mentioned how great it will be for the kids who will soon be the right age to start experimenting with the sport.According to Statistics Canada there were 250 young people between 10 years and 15 years living in the Town of Brome Lake at last census in 2010.And there were another 225 moving into that age category.With professional guidance of those who run Cowansville\u2019s \u201cBoonies,\u201d one of the most sophisticated skate parks in the Townships, the District 270 committee was able to come up with an exciting design including slopes, steps, and rails for the park.According to Patterson the skate park will cost $80,000 plus taxes.TBL to hold public meeting Cont\u2019d from page 1 solicited refused to sign and stated that they want a pool and do not believe that what the majority of taxpayers think is of great importance.\u201cWe are asking for a referendum because we believe that a decision of this magnitude will have an impact on generations to come and may very well be the most important project for this town,\u201d added Beullac.Burcombe said at the July 6 council meeting that a \u201cstrong majority\u201d of the TBL population is prepared to assume the operating costs of a future aquatic centre based on the results of the June CROP poll.The mayor also said the CROP poll re- sults gives council the mandate to move forward with the aquatic centre and that a referendum which would cost taxpayers $25,000 is not required.The poll was funded by TBL at a cost of $7,400.According to a multi-question poll conducted from June 18 to 23, CROP said that over half of the 400 people who responded to a telephone were in favour of the town covering the $250,000 estimated annual operating expenses for an aquatic centre.Question \u201cfive\u201d of the survey asked: \u201cAre you in favour of or opposed to the Town covering the operating fees for a new aquatic centre in Brome Lake, for which the costs are estimated at The contract for the project has been awarded to Tessier Récréo Parc, a specialized company that builds skate parks.The space allotted for the facility is purposely planned to be within close proximity to the youth centre (District 270).There will be no admission costs to the park but athletes will be expected to respect rules that will be posted in a location easy to read.There will be a location dedicated for more lighting so that skateboarders will be able to use the facility after dark.Where most communities across the country are set up for organized team You are lucky! OK, I get that \u201cthe good old days\u201d is a universal meme, but younger generations have been moving away if they can afford to.Assuming that keeping younger, working families healthy in Brome Lake is a good thing, we should all make this a goal for the next decade.My wife pointed out to me that this new era of the Internet and of working remotely from home makes it possible to bring people out into the countryside.I agree: let\u2019s attract \u2018em here! More families here means more opportunities for not only a richer social life, but for retail businesses here as well.Virgin Hill sells more coffee.Jones New York sells more clothes.Boutique Electronique sells more printer ink.Star Cafe takes over both sides of Coldbroolc, doesn\u2019t mind the expansion at Floral Cafe, and doesn\u2019t even notice the Timmies that has just set up across from the retirement homes.A certain letter-writer in Foster finally gets to see some town money spent in his sector thanks to the expanded tax base.Then more families arrive and the Ministry of Education renovates Ecole St-Edouard.There is plenty of space and homes for sale, so Brome Lake won\u2019t get any noisier than it is, even during high motorcycle season.So how do we attract \u2018em?There is room for optimism and ideas here, but unfortunately I still scan the same old sniping in the BCN week after week, ten years after I first read it.Hardly CONT\u2019D ON PAGE 6 To the Editor: a t the August TBL council meeting Z\\ many questions concerning the A Xpool project were directed to the council, mainly to Councillor Lee Patterson.Very few if any were answered by Mr.Patterson but were mainly directed to the CARKE Foundation.Similar questions were then sent to Mr.Dave Kinin-month (upon his request) director of CARKE.Some eight questions were asked but only one was answered and the rest were redirected back to TBL.So we can see that no one is singing from the same choir book within these two organizations.At the September council meeting Mayor Burcombe then announced that a special meeting will be held on Oct.13 to discuss the pool project.Will this be just another smoke and mirrors presentation with little or no tangible information followed by another marketing brochure?Yet when you read Knowl-ton.com blog Mr.Alan Gauthier, who did not attend the council meeting, states that only a tentative date of Oct.13 has been set.Again he is adding confusion to a total lack of adequate information, which now seems to be the rule of thumb in this whole affair.If and when there is a town meeting I trust that all parties involved TBL, CARKE, and the citizens, including the Alan Gauthier yes group, will be present and prepared to answer all questions set forth by the public.In the CROP July report on the TBL website it clearly gives responses of town residents.However, for the results to question 5 on the pool (p.9) it states that 75 people responded from \u201cother\u201d areas, of which 54 are in favour of the pool.Some people living in West Bolton and Brome village have said they were phoned for the survey.This category \u201cother,\u201d in my opinion, represents the persons outside the TBL perimeters that were questioned by CROP and their responses are still present in the final figures.Why?The question was asked to TBL but no answer has yet been received.So it is possible that only 325 citizens were TBL taxpayers and not 400?Why were these 75 people interviewed when they do not even pay taxes to TBL?But yet their numbers were included in the CROP poll figures.Does this not render the whole CROP poll exercise invalid?I
