feeling of uneasiness and dissatisfaction existing for some time past amongst Inter- colonial Railway employes gave place, yesterddy, to one of profound indigma- tion, when the mews reached here that two of the oldest and most efficient and popular employes; Conductor Jno.Barry and Eggine-driver A.Shickle, were dismissed for an offence committed six months ago and for which they weze punished by a fine imposed at the time and the matter settled, on the recommendation of the Divisional Superintendert and corfirmed by the Chief Superintendent. The men are- determined to get their confreres: back by all means, a determination reached, not only from a wish to get justice for the discharged men, but to protect themselves through a higher power from the system of tyranny to which they have been subjected to for.some timegpast.Ât present the appoint- | ments and changes appear to be made at random or promptly by some motives that are not understood and certainly are not guided by voed railway judgment. If efficiency ds the object, the heads of the departmenty, who have the experience and every facility for acquainting them- ; selves with the ability of their men have no say in the matter of .discipline.Mr, Schreiber, who sees the railway only - once a year and Enows nothing about its .employes, gives his orders from.Ottawa about them, which must be carried out without question, by those in authority over these men, whose intimate knowledge both of the.men.under their.charge and the railway must undoubtedly be greater than les, As a sample of the present management, a driver was contained inaecurate reports of the decision of the Railway Committee of the Privy Council regarding the crossing at Court- right, in which a decision is claimed for the Canada Southern Railway. It will be remembered that the Canada Southern brought an action against the Erie & Huron Railway to compel it to erect an overhead crossing at Courtright, and, as in all disputes of this kind, the matter was referred to the Railway Committee of the Privy Council, whose decision is final, The Ecie & Huron asked to be allowed to construet a grade crossing at à point be- | tween the original survey and the rie‘ front. The principal question involved, however, was thel mode of crossing, as had the Erie & Huron been compelled to construct the crossing proposed by the Canada Southern, the expense entailed would Lave been very great and the railway would practically have been shut out of the river front at Courtright. The decision of the Privy Council does away with the most objectionable feature of the contention made by the Canada Southern Railway, as by the result of the investigation the Erie & Huron is allowed to construct a grade crossing at a point on the original survey, but the slight divergency will not in the least effect the successful operation of the line.Proposed Liquor Law Amendment.ToronTO, Feb.26.—The combined deputation of the Toronto beer licenses to be abolished. The hours of closing to be from 10 p.m.to 6 a.m., except Saturdays, which is to remain as at present.Amendments were also asked regarding prosecutions and convictions.Mr, Mowat, in reply, said the G :vernment did not pretend to be able to accomplish as yet all that was suggested, and they must bear in mind that in what the Government did they had to convince a:.d carry the majority with them, and quite a number were of a different way of thinking, but still he thought, all things considered, a good deal had been accomplished.LATEST CABLE NEWS.A Threatened discontent prevails among the English shareholders in the Western ranche companies in America, and a lively discussion took place at a meeting of those interested in the Powder River Ranche Company of Montana, yesterday.Earl Wharncliffe denounced the Western managers as being little better than thieves, and demanded an accounting of their stewardship to the British Board.Morton Frewen defended the managers and charged that any irregularities or failures to make the in- vestine.ts of the English shareholders profitable were due to the incapacity of the British Board.A war of words ensued and was Feb.25—[Ihe result of today’s Cabinet meeting has not become officially known, but it is rumored that Mr, Gladstone succeeded in obtaining general assent to a definite plan for the Irish policy of the Government, including modified land laws, abolition of cocerion and ultimate local government.Mr, Chamberlaiu alone expressed his views in opposition to Home Rule, It is thought likely that he will retire from the ministry. There has been a good deal of comment in political and club circles for a few days past upon the growing influence of Mr.Morley in the cabinet, It is asserted that the chief secratary for Ireland has gained complete ascendancy over Mr.Gladstone, who seems to be fas- «inated by his new eolleague’s brilliant, yet practical, methods in statesmanship. It is not confined to the domain of the Irish problem alone.Mr.Gladstone’s action in the Greek question, which has ‘caused some surprise by its deviation from what was expected of him, is attributed to the new influence. The Times refers to the Governments poliey as unexpectedly vigorous, and this expresses the general view.Bismarek’s Designs.LoNDoN, Feb.25,—The debate, yesterday, in the Prussian Diet on the educational bill revealed the fact that the Clericals have not made up their minds to act with the Government, despite the tempting bait thrown out by the proposed modificagion of the May lawe, The impression is confirmed that Herr Wind- thorst has succeeded in convincing the Vatican that the repeal of the | portions of these laws included in the Government’s bill on the subject would not materially strengthen the position of the Catholic clergy in regard.to religious education.Windthorst insists upon a total abrogation of the Falk laws as a condition precedent to abandoning the long continued clerical policy of blocking Bismarck’s schemes of general legislation.e will, it is said, cause to be presented an amendment to the government’s bill when it reaches the proper stage and raise the square issue with the chancellor on making the repeal of the obnoxious laws absolute.Itis believed that this movement will taken by the plaintiff for a balauce which he claims on the price of four ¢il paintings sold by him to defendant, The agreement, it appears, was that Brown bought the ictures for $200, paying $50 cash and the Balance later on.Afterwards, however, he refused to pay this balance, on the ground that he had been deceived, and that the paintings were not worth the price for which they were sold. Two experts, Messrs.Laurent and Hebert, Lave declared that these paintings, although they are not masterpieces, were well worth the price asked for them.—[Witness of Thursday. This case did not take Council, Sir John to the contrary notwithstanding, is not referred to.The Exchange Bank loss is still left alone. In reference to the Indians he condemned the action of the Government in putting the Indians on short rations by way of punishment f.r their faults in the North- West, characterizing it as most unwise and almost inhuman.Speaking of the paragraph in relation to the disturbance in the North-West, he said he thought it indicated intended expenditures that were disappointing after the recent augmentation of the North-West police force, and he thought that the principle of local organizations with liberal encouragement should be the guiding one.Tue Government, however, were in the best position to judge of what was necessary, and they were responsible for the measures they might adopt. The time to deal with this question would by and by arise. He iudulged in some gentle chaff at Sir John’s speech at the St.George’s club, particularly on the subject of the Navy which Sir John promised to provide to enforce peace throughout the world, and then seriously condemned the idea of Canada being associated in providing blood and arms to carry out every Jingo scheme that England might undertake, in~tanciug the Soudan campaign as one in which Canadians would not have approved our active participation.A policy of which Canada had no voice in moulding, she would not be content to promote with men and money.Breaking agaia into badinage he quoted several remarks of Sir John’s at various times and applied some * Hans Breitman” in a ludicrous way that brought down the House.Considerable interest and some amusement was caused by Mr.Blake’s reading the account of a scene that occurred some years agc between Sir John Macdonald, Sir Charles Tupper and the Hon.D.A.Smith.Mr.Blake continued his speech, reviewing with sarcastic harmour the changes in the Cabinet during the recess.Sir John replied, explaining that owing to the approaching presidential election, and Blaine’s hostile attitude towards Great Britain, it was useless to ask for a renewal of the Fishery treaty. He did eo after the election, offering a continuance of privileges to avoid a conflict while ‘the negotiations were pending. He could uot help the impending fa lure.He defended his speech at the St.Georges Club and said that aa appeal to the country on that general line would leave Mr.Blake in a miserable minority, and twitted him with holding free trade principles while afraid to make it a plank in his platform. He defended the Cabinet changes and the individual members, including Mr.MacPherson.He attacked Mr.Blake, characterising Gis speech as unchristian, ungentlemanly and malignant. He excused taking Mr.Thomp son from the Bench, repudiated the charge of cutting down the provisions of Indians remaining on the reserves, who were now better fed than in the old buffalo days.MR.CARTWRIGHT followed, quoting the Premier's remarks on Mr.Vail joining Mr.Mackenzie’s Cabinet, À these being more uncharitable and ungentlemanly than those now excepted to.He contrasted Sir John’s Toronto and London speeches on Imperial Federation, showing inconsistency. He was answered by HON.T.WHITE, who maintained that the report was garblid and that all the Premier’ speeches were consistent in spirit and in language.MR DAVIES bitterly complained of the Government extending privileges to the Americans without compensation, which was ruinous to the Maritime people.HON.MR.MITCHELL protested against the use of language in England on Imperial Federation that could only mislead. He would never consent to anything limiting Canada’s self- government or impoeing burdens on her by outside authority. On the Fishery ques- action.Oa the knowledge of the abrogation of the fishery clauses of the Washington Treaty, immediate steps should have been taken to establish a inarine police in case the treaty was not renewed.1t would have protected Canadian fishermen and ascisted in obtaining a treaty, Although late, it was not too late now.He trusted immediate action would be taken by the new Minister of Marine and Fisheries, He referred to the harsh changes made on the Intercolonial Railway in the middle of winter, and hoped this would be rectified, as the poor people could get no employment at this time of the year. The debate ended without any amendment to the Speech being proposed.Ales Abdvertisements.BY REQUEST, At the request of many of our customers we have fitted up a small refreshment parlor on second floor, Sarnia came in on Monday afternoon last, and brought with her the new ba:itone for the American Opera, Mr.William Ludwig, This gentleman is about forty years of age, of fine appearance, in fact a robust Irishman. He has been connected with the Carl Rosa Opera Company of London, and is familiar with the music of the operas of the American Opera’s repertory.Oa Monday night next * Lakme ” is to be sung for the first time in this country, and it is expected Mr.Ludwig will per- sonate the role ““ Nilakautha.” On this occasion the receipts will be given in charity, and an ultra fashionable assemblage will be present. Most of the boxes have been disposed of at a higuer figure than usual and many of the seats in the auditorium have followed suit.Altogether, the initial performance of Lakme’ augurs to be worthy of the work.Last night the ¢ Magic Flute” was sung before a large and appreciative audience - Mozart’s work seemed to be most solemnly interpreted, even when a lighter tone entered in the comic parts. The opera was very handsomely mounted, the mise-en-scene of the last act gorgeous in the extreme.Mlie.L’Al'emand was a good Astra- entertainments.*¢ AU CANADA et Aux Montagnes Rocheuees, ea Russie, en Corse, a l'Exposition Universelle d’An- vers,” is the latest publication imported by street, and consists of a series of letters written by M.G.de Molinari, upon the subjects just named, all haviug appeared in the Journal des Debats, of Paris. The author graphically and truthfully describes Canada, from his arriving spots Halifax, to the Rocky Mountains. The traits of the cities, of Quebec, Montres’, Ottawa, Ontario and Winnipeg, of their Mr.F.W.Curistern, of 37 West 23rd | specialties, of their good and bad qualties, of the geneous hospitality everywhere offered and accepted, declaring : ¢ Mais c'est a peine si l’hospitalite Montrealaise nous laisse le temps de respirer.” Monsieur Molinari’s letters are bright, philosophic and often quite witty. The talented gentleman speaks so truthfully of his North American visit, if we except a somewhat misconceived 1dea of the late Riel, that we feel bound to accept what he remarks of .Russia, Corsica and the Antwerp Exposition.None reading “Au Canada’ will be displeased to learn what others say about the Canadians. In drawing the comparison between traveling in Europe and travelling in this country, M, Molinari observes: Bon lecteur, ecoutez un conseil dami: Voyagez en Amerique, mais en Europe, croyez moi, restes chez vous.” In novels the same firm has just imported ¢ L’Histoire d’un Chinois,” by Berthe Balley ; ‘La Dame aux peignoir Bleu,” by P.Bonhomme, and ‘ Claire- fontaine,” by Henri Greville. This author I described to you last week; of these works another time.THE FASHIONS, I hinted to you about a fortright since that the finer textures were again coming in, and that the spring innovations would show them.To-day I am prepared to reiterate that statement, informing you that fine French cashmeres are largely imported by first- class merchants and will be used in combination with the new sheer fabrics tuat are striped all over with plush or with velvet. The softest dull colors are seen in these cashmeres, but most prominent are the bronze and moss green shades and all ecru and beige tints, To combine green and beige is one of the fancies for gpring dresses that have already declared them= selves in certain fabrics, for instance, the basque and drapery of bronze green cashmere, with a vest and panels or skirt front of ecru canvas, with lengthwise stripes of bronze plush in groups,or else with cross stripes of plush mn graduated widths, quite broad arms and becoming the merest line near the belt.Beige cashmere, when used for the basque and draperies, is associated with a similar sheer fabric of ecru ground, on which are browniplush stripes, or else a group of stripes f different colors forming one wide stripe, such as porcelain blue, chaudron, bronze green, brown, and myrtle green.Stripes, sashes, lengthwise pleats, revers, and very bouffant draperies, some of which are long and others very short, are the features that are confirmed for next sea, son’s dresses. On dit that flounces are to be restored to favor, but at present there is little to cor roborate this assertion. The narrow foot pleating, which is sewed on foundation skirts, is needed to support the outside skirt and long draperies, and should be placed there for this purpose even when not visible.A device of the modistes to prevent the skirt being thrust forward at every atep of the wearer is that of making three slits upwards in the foot of the front breadth of the foundation skirt. Each of these slits is two or three inches long, and the braid which binds the skirt extends up the slits also.Of course these open spaces are hidden entirely by the outside skirt.VELVET AND PLUSH will remain ia favor as the accessories of summer toilettes, to give tone to many fabrics that are almost colorless.A spring visiting costume of moss green cashmere will have a long ridingote polonaise of the cashmere, which meets in front only at a single point in the corsage, and on this will be the wide directoire revers of dark green velvet, a dog-co!lar of velvet, warm cuffs of tae same, a belt with a buckle, and large equare-corzered pockets of velvet on each side, held by buckles or buttons. The skirt and plastron of such a dress will be of velones etamme, or plush- striped canvas, either in cross or perpendicular stripes, according as the height of the wearer may require, and will be disposed in very broad belts, of which, perhaps, only four will be visible their whole length, and those are directly in front. The polonaise will slope away from its single button at the top of the first dart, and fall in lengthwise pleats in front and behind, while the sides form broad panels on which pockets are set.NEW PARISIAN BONNETS, Among the new evening capotes, the three following styles are the most favorably received : One is baby shape, of light pink embroidered tulle, frilled in the orown, and forming a large puffing around the raised brim. This is trimmed with a double row cf cut jet beads about the size of a small nut. These beads are also arranged in bunches on the puffing. This bonnet has, besides, a number of pink sstin bows, which are placed in aigrette style in front.Another bonnet is covered with roses stripped of their leaves. These form a ground of petals, with part of the leaves adhering to them here and there. On either side of the bonnet are tulle wings, like mercury’s embroidered with pearl beads. They are joined on the top of the hat.Parisian novelty. It has a small ball crown of silk plush and two revers which fall from the brim over the crown. These Vanderbilt, accepting, of course, the costly , revers are also of plush. The bonnet bears a diadem of amber beads and a light fancy Old Sores and Sprains, Swellings of the “Jeints, Toothache, Pain in the Face, Neus The ¢ Theodora” capote is the brick fire, and wine color.Parisian dinuer dresses, are as elegant as ever. For very ceremonious dinners, long trains are again in wear. These are rouud or square.Sometimes the train terminates in three harp points, the ceutral one being longer than the two side points, Waists sre also cut in many ways, They are sometimes pointed on the upper part or they form two b-«telles fastened to a low eorselet. The upper part of the waist often consists of a chemisette of lace or gauze, which either covers the whole neck or is partly open.A stylish black toilet is of fine quality of French faille, The skirt forms a large pleat in front, while on either side is a quille of fancy velvet.Down the sides of the velvet and following the designs thereon are the finest jet beads.Thess beads aleo fall in bunches from the centres of the flowers, and add greatly to the effect of this sombre drees.“ Brersey BANokuR.” Errs’s Co00A.—GRATEFUL AND CoM- FORTING—“ By a thorough a bad state of the blood, and which attack various parts of the body in different ways.Skin disease shows itself in tho HEAO, sometimes in the form or Dandruff which no amount of brushing and combing will get rid of, and sometimes in the form of Scaly Eruptions. In the NECK, by an enlargement of the glands (commonly called Glandular Swellings), which if unchecked become very unsightly wounds. In the ARMPITS, and the inside of the ELBOWS, by an inflamed Roughness of the Skin, which i8 very painful when washed. In the HANDS, by deep Cracks or Fissures, which, if healed for a few days, speedily open again, or by horny-look- ing patches. In the LEGS, by Haia_ Shiny and Inflamed Swellings, or by wounds more or less deep.Andon the BODY, in Red Scaly Patches, which as often as rubbed off, form again, or in the discharge of a thin water fluld of a very disagreeable nature. In all these cases the treatment must be twofold. An Ointment is required to relieve Itching, and Medicine must be taken to change the state of the Blood, and render it pure. Both these requirements are supplied by Dr.Roberts’ Celebrated Medicines, The OINTMENT called “THE POOR MAN'S FRIEND,” And the PILLS called PILULÆ ANTI-SOROPHULZ OR ALTERATIVE PILLS, These two Medicines have now stood the test of 100 years’ trial, having been introduced to the pnblic in the latter part of the last century. They entertainment 10 the hall of the Catholic Young Men’s Society last evening, The atten- dace was large.Represeatatives of the sister societies were present as invited guests. The programme was opened by a well executed overture on the piano by Mc.Thos.Grant.Rev.Martin Callaghan, President of the Society, delivered the The rev.gentleman in the course of his remarks said that the opening of the present venerable and dearly-loved pastor of Dowd, St.Patrick's, Rev.Father to whom the rev.speaker paid a glowing and eloquent tribute, during the cuurse of which he referred to the fact that Father Dowd had twice refused the mitre, preferring to live in semi-obscurity among his The rev.gentleman also paid a feeling tribute to the origuual members of the society, and mentioned the fact that amoogst (ne invited guests present were three of the original Moffat, James Andrew Emerson, who, together with the respected lecturer of the evening, were all that were left of the original band, and he was proud to proclaim the tact that these four had remained staunch and true to the principles of the society, and were to-day as active The rev, gentleman concluded by introducing the lece Micro- ecope, and as our space to-day is limited, and our full report of the lecture will ecarcely bear condensing, we hold it over for Monday's issue.Mr.Murphy and his excellent paper were warmly received. We only say at,present that Mr.Murphy by means of his powerful microscope illustrated many of the curious and interesting wonders revealed by that instrument, in a series of highly magnified instituted this action to have her marriage with the defendant declared null and void. The facts of the case, as averred in her declaration, are as follows :—The parties were married in this city, on the 12th Dec.last, by the Rev.Chas.A.Doudiet, in the presence of C.A.Ducharme and Hormisdas Courtois. They being members of the Roman Catholic Church, muat submit to the laws of that church respecting marriage, impediments to marriage and the power to dispense from those impediments. They were related to each other in the degree of first cousins, and were married without bans being first published, and the presence of their own Cure.OaZthe 31st: December last, Bishop Fabre, of Montreal, decreed their marriage to be null and void, and on the 7th January last, Archbishop Tascher- eau, of Quebec, to whom an appeal had been taken from the Bishop’s decree, cou- firmed the same, Plaintift never cohabited with defendant. She resides with her father, Seignior Globeusky, of St.Eustache.To this action, the defendant pleaded that the marriage took place before the Rev.C.A.Doudiet, a Minister of the Presbyterian Church in Canada, who was authorized by the Statute of Quebec 38 Victoria, chapter 62, to keep Acts of Civil Status, and who was prior to the passing of that Act, a duly ordained Minister of the Presbyteriau Church here in connection with the Church of Scotland, to which said Act alludes. The parties were married only after they had obtained from the Lieutenant- Governor a liceuse enabling them to get married without the publication of bans. The marriage was celebrated according to the usages and customs of the Presbyterian Church. The relationship existiug between first cousins did not constitute before the Presbyterian Church and the other Protestant Churches an impediment to mar riage, but was considered as such only by the Roman Catholic Church, who claimed, however, the power to dispen-e from it, Nevertheless a violation of that rule could have no more effect on the civil rights of the parties than the decrees of the Bishop aud Hammill, sang some choice selections it a manner which showed carefui train- ! ing.Their efforts were heartily marriage.8.T hat plaintiff was domiciled at the time of her marriage at St.Eustache and defendant at St.Jerome.Mr.Laflanme argued that the success of his case depended upon whether the parties to the cause were at the time of their marriage members of the Roman Catholic Church or not.1f they belonged then to that religious denomination the plamiff was entitled favor; if in her to a judgment not, parties had not abandoneg their religion to embrace the Presbyterian faith, they were subject to the laws of their religion, to which the State had extended ae a protection, its sanction.’ The Court having expressed a doubt ag to whether the admissions affiled of record by p'aintiff”s counsel were good evidence at law, and having suggested that legal proof of the facts which plaintiff intended to admit as true, could be, perhaps, furnished,— Mr.Lafleur, of counsel for defendant, asked that his adversary be allowed to complete his evidence ia that respect before the case went any further. He thought the procedure in the cause snould be regularized at once, mure especially as a final discussion in the matter would be reached ouly in the Suprème Courtor the Privy Council, to either of which an appeal would ultimately be taken, The Court directel counsel to proceed with his argument, Mr.Lafleur contended that though the law respecting marriage was correctly summel up by Mr.Justice Jette in Larammee va.Evans, as it existed prior to.the cession of Canada to England, yet his could not agree with that learned Judge ag to what was the law since then.Eogland had conceded religious liverty to the.Roman Catholics of Canada ; but it could not be inferred therefrom that it had divested its own Church (the Church of England) of her right to celebrale the marriages of all Christians.E.glaod extended the prerogative of her Church first to the Church of Rome, and afterward, to the Dissident Churches.Fhe foliowing.were our statutes respecting the matter :— 35 Geo, III., ch.4; Consolidated Statutes of Lower Canada, ch.20, sect.16; 38 Victoria, ch.62, sect.7.The law was brought to a concise form by articles 128 aud 129 of the Civil Code, which read : 128.Marriage must be colemnized openly, by a competent officer recogaized by law.129.All priests, rectors, ministers and other officers authorized by law to keep registers of acts of civil staiug, are competent to sclemnize marriage. The decrees of the Council of Trent, on which the bishops had based their decisions, were never promulgated in Canada. That was admitted even in the case of Larammee ve.Evans.Moreover, the juigmeat ren dered by Her Majesty in council in the celebrated Guibord case, clearly showed the absolute nullity of ecclesiastical decrees of that kind.Mr.Lafleur concluded by quoting from Pothico, on Marriage, No.459, to show that when a court had doubts in regard to the validity of a marriaze, ic should endeavor to have the dispute settled 80 à: to avoid scandal, as would likely arise in this case it the parties were declared to be fras from each other.Mr.Laflamme was heard is reply. The case was taken en delibere, the plaintiff being bound, however, to give I-gal proof well knowa to contractors, engineers and others, including Mr.Lesage, the eagineer of the Inland Cut.It is the largest iu the Dominioo, with 8 siazle exception.‘The punp (Mr.Me Namee’s) successfully pumped out the Inland Cut in 60 hours ; section 34 of the Wellaod Canal, à mile in length, in eix days; having previously supplied the city of Baffalo with water for eight days when the city’s engines had broken down.Competent judges pronounc: the figure at which the pump is offered to the city 88 really much below half its value, No attention, however, appears to have been paid to the offer; but it is said that three new pumps have been ordered from the United States, and Alderman Stevenson 18 now about to order two more, or five io all and threatens to go on with the work independent of his Committee. Two of these pew pumps will be 10 inch and three 6 inch. The cost of à pump is a comparatively emall portion of the whole expenditure. These pumps may cost $600 to $700 each ; the duty will be about thirty per ceat., thus adding some $200 more to the cost of each. Then the frame, gear ing and connections will cost $1,000 for each pump; and to this must be added the cost of the engine for each.Mr.McNamee’s engine alone cost $3,000, 80 that son.e idea can be had of the expenditure on which the Committee is embarking. If one pump, engine, and all complete, will do the
